Over the last 20 years, policymaking related to immigrant populations has increasingly been conducted at the state-level. State immigrant polices may influence immigrant poverty by determining immigrants’ level of access to social, economic, political, and health resources and by shaping the social environment. Further, these immigrant policies may shape the stratification between citizens and noncitizens, potentially contributing to distinct patterns of disparities in poverty by both citizenship and race/ethnicity. To assess the relationship between immigrant policy and socioeconomic stratification of immigrants across citizenship status and race/ethnicity in the U.S., we combined data from the 2014 American Community Survey and a measure of level of inclusion of state immigrant policies. We estimated fixed-effects logistic regressions to test the associations between poverty and the interaction of level of inclusiveness, citizenship, and race/ethnicity, controlling for state- and individual-level characteristics. Results showed that there are significant disparities in poverty by citizenship status and race/ethnicity. Asian/Pacific Islander (API) noncitizens experienced lower levels of poverty in states with higher levels of inclusion. Both Latino and API citizens experienced lower levels of poverty in states with higher versus lower levels of inclusion. Among Latinos, the gap in poverty rates between noncitizens and citizens is larger in more inclusive than less inclusive ones, suggesting that the potential positive impact of more inclusive environments does not necessarily translate to the most vulnerable Latino group. The level of inclusion was not associated with differences among Whites and Blacks. Findings suggest that states with more inclusive immigrant policies may foster environments that advance the economic well-being of API noncitizens, as well as API and Latino citizens.  相似文献

This article examines the citizenship acquisition of major post-1965 Asian immigrant groups including Chinese, Filipinos, Japanese, Asian Indians, Koreans, and Vietnamese, using the PUMS data from the 1990 U.S. Census and an INS longitudinal data set. The analysis of data reveals a very high average naturalization rate of post-1965 Asian immigrants and a bifurcated pattern in citizenship acquisition among the six Asian immigrant groups. Furthermore, the results of a pooled logistic regression model indicate that the characteristics of Asian immigrants, ethnic communities, and countries of origin largely explain the naturalization of these Asian immigrants. Separate logistic regression models for the six groups further uncover similarities and differences in determinants of naturalization across groups. The findings suggest that in terms of naturalization rates new Asian immigrants are more assimilable than most immigrant groups, including European immigrants, and that in the foreseeable future Asian Americans are likely to become a swing vote at the local and possibly state levels and perhaps in presidential elections under some special circumstances. The findings also point to commonality and diversity in determinants of citizenship acquisition among post-1965 Asian immigrants.  相似文献

Immigration policy is at the forefront of US policy discussions, and the use of welfare benefits by immigrants has been hotly debated. In 1996, Congress enacted welfare reform legislation, which imposed strict restrictions on welfare eligibility for noncitizens. However, a number of states restored access to welfare benefits to immigrants that had been cut out in the federal welfare reform law. Using data from the Current Population Survey, we examine whether immigrant women adjusted their childbearing in response to changes in the generosity of welfare benefits at the state-level. We find that noncitizen women reduced their fertility in response to cutbacks imposed by the legislation. Our findings, which prove robust to a number of identification and robustness checks, underscore how immigrants respond to state-level policies and provide insight into the potential impacts of comprehensive immigration reform, particularly the components related to the path to citizenship and access to public benefits.  相似文献

In this paper we study the occupational progress and earnings attainment of immigrants in Germany and compare them to native Germans. Our analysis is guided by the human capital, segmented labor market, and discrimination theories. To assess the separate effects of occupational segmentation and discrimination in the allocation of occupations and wages, we conceptualize the process of earnings attainment as occurring in three stages: initial occupational achievement, final occupational achievement after the accumulation of experience, and, contingent on the former, final earnings attainment. Our analysis of data from the German Socioeconomic Panel suggests a high degree of initial occupational segmentation, with mmigrants being less able to translate their human capital into a good first job than natives. We also find that immigrants experienced significant discrimination in the process of occupational attainment, yielding little job mobility over time, and a widening of the status gap between Germans and guestworkers. Holding occupational status constant, however, we find less evidence of direct discrimination in the process of earnings attainment. Although immigrants achieved lower rates of return to technical or vocational training than natives, their wage returns to experience, hours worked, years since migration, and academic high school were greater, yielding significant earnings mobility over time.  相似文献

In the 1990s, Colombia, the Dominican Republic, Ecuador, Costa Rica, and Brazil passed dual citizenship laws granting their expatriates the right to naturalize in the receiving country without losing their nationality of origin. I estimate the effects of these new laws on naturalization rates and labor market outcomes in the United States. Based on data from the 1990 and 2000 U.S. censuses, In find that immigrants recently granted dual nationality rights are more likely to naturalize relative to immigrants from other Latin American countries. They also experience relative employment and earnings gains, together with drops in welfare use, suggesting that dual citizenship rights not only increase the propensity to naturalize but may also promote economic assimilation. The effects of dual citizenship on improved economic performance, if mediated through naturalization, are consistent with American citizenship conferring greater economic opportunities.  相似文献

The relative earnings growth for immigrants in Norway is computed. Unlike Hayfron (1998, this journal) we define immigrants by country of origin rather than citizenship and perform separate studies of immigrants from inside and outside the OECD region. Replicating Hayfron op.cit. we find that the earnings assimilation is considerably weaker. Further, we find that the earnings of OECD immigrants are comparable to those of natives, while Non-OECD immigrants earn considerably less than natives at the time of entry, but that their relative earnings improve gradually over time. Earnings of different immigrant cohorts converged from 1980 to 1990, indicating a non-linear rate of assimilation. Received: 7 April 2000/Accepted: 4 January 2001  相似文献

Whether and how immigrants are included in the host society has become a hot topic in the context of globalization. How inclusive a society is for immigrants can be answered by comparing the inclusion of immigrants to near-culture host society and those to a different-culture society. This paper reports the social inclusion and their correlation with health conditions among Chinese immigrants in Hong Kong and the United Kingdom. Two non-probability sample surveys were conducted using the Social and Communities Opportunities Profile and its Chinese version as survey instruments. Altogether 56 new arrivals in Hong Kong and 51 immigrants in UK were recruited through NGOs to participate in face-to-face individual interviews. Both Hong Kong and UK participants reported high overall social inclusion. The two sub-samples shared many similarities in the perceived opportunities and satisfaction of opportunities in various social domains. There was evidence that immigrants in a host society with similar language demonstrated higher perceived satisfaction with opportunities in contact with friends and family, as well as higher perceived opportunities for community involvement than immigrants in a society with a different language. However, overall social inclusion appeared to be independent of one’s health conditions.  相似文献

This paper describes an effort to construct social life feeling scales (self-determination, trust, future outlook, and so forth) for use in both American and German samples. Unidimensional scales (as defined) based on American respondents were modified as required to meet the same criteria in a German sample. Scales based on the German sample were modified as required to meet the same criteria among the American respondents. These modified scales were combined in order to meet given criteria of unidimensionality in both samples. 以北京、上海、广州作为中国超大城市的代表,探讨中国超大城市常住外来和常住户籍人口居住-就业空间错位的差异及其影响因素。总体而言,常住外来人口的居住-就业空间错位要高于常住户籍人口,且不同户籍属性人口的错位形态存在差异。分行业来看,公共管理和社会组织等公共服务业常住外来人口居住-就业空间错位程度相对较高,而制造业、居民服务和其他服务业常住户籍人口居住-就业空间错位程度相对较高。由计量分析发现,住房价格水平、就业集聚规模、高端产业比重和地区地方财政支出对不同户籍属性人口就业-居住空间分布差异均产生相似的影响;而租赁户数比重和低端产业比重对不同户籍属性人口的就业-居住空间分布则产生差异性的影响。  相似文献

Immigration to Germany in the decades following World War II made the Federal Republic the host of the largest number of immigrants in Europe. The size of the population with an immigration background is on the order of 15 million, nearly one‐fifth of the total population. (Many of these are ethnic German returnees.) Although restrictive policies and a less dynamic economy in recent years slowed the annual number of immigrants and asylum seekers, the interrelated demographic influences of very low fertility, negative natural population increase, and population aging make continuing future immigration likely and, judged by influential domestic interests, desirable. Anxieties about inadequate integration of immigrants in German society are, however, apparently strongly felt by large segments of the native population. The “Grand Coalition” government that took office in November 2005 considers the formation of an effective policy of integration a high priority. On 14 July 2006 an “Integration Summit” was convened in the Chancellery with the active participation of representatives of immigrant groups. Chancellor Angela Merkel called the Summit “an almost historical event.” Reproduced below in full is a non‐official English translation of a government statement (entitled “Good coexistence—Clear rules”) presented to the participants at the opening of the meeting. Intended as a “start of the development of a national integration plan,” the statement highlights existing deficiencies of integration, especially problems with second‐ and third‐generation immigrants: lack of mastery of the German language, weaknesses in education and training, high unemployment, lack of acceptance of the basic rules of coexistence, and violation of the law. The importance of these issues is underlined by a demographic fact noted in the statement: by 2010 it is expected that in Germany's large cities 50 percent of the population under age 40 will have an immigrant background. The statement recognizes the government's responsibility to help immigrants learn German and become better informed about the country's laws, culture, history, and political system. In turn, it demands reciprocal efforts from migrants living permanently and lawfully in Germany. Drawing on panel data from the European Community Household Panel (ECHP), the British Household Panel Survey (BHPS) and the German Socio-Economic Panel Study (SOEP), we compare the economic performance of immigrants to Great Britain, West Germany, Denmark, Luxembourg, Ireland, Italy, Spain and Austria to that of the respective indigenous population. The unit of analysis is the individual in the household context. This allows us to define immigrants state of integration into the host society at the family level taking into account issues such as immigrant/native intermarriage. Economic performance is measured in terms of the country-specific pre-government income position and change in the relative income position due to redistribution processes within the respective tax and social security systems. Our work is based on the premise that countries may be categorized – similarly to existing categorizations based on the type of welfare regime – according to the nature of their immigration policy. From an economic point of view, a successful and integrative immigration policy should result – at least when controlling for background characteristics such as education – in a non-significant differential between the economic performance of immigrants and that of the indigenous population. At first glance, our results indicate that this ideal is not attained in all of the countries analysed, particularly not in Germany and Denmark, where the economic performance of immigrants is much lower than that of the indigenous population. However, results from GLS random-effects models show that immigrants to these countries improve their economic situation rapidly with increasing duration of stay in the host country. This implies that these countries also do fairly well in fostering in the economic integration of immigrants. Our empirical results further reveal that the substantial cross-country differences in the immigrant/native-born performance differential persist even when controlling in detail for socioeconomic characteristics of the household and for indicators of the state of the immigrants integration, such as years since migration and immigrant/native intermarriage. This suggests that not only the conditions of entry to a country impact on immigrants economic performance, but also country-specific institutional aspects such as restrictions on access to the labour market and parts of the social security system that are related to citizenship or immigrant status. There still is a great deal of heterogeneity across EU member states in this respect. The “German Demographic Challenge”—an aging society, low birth rates, a falling population size, and a shrinking working-age population—also affects less tangible facets of Germany’s future because these issues may have implications for how Germans see themselves and how they define themselves as a nation-state. This paper explores the complex relationships between national identity, migration, and other population processes in the German context. One consequence of the demographic challenge, acting in concert with immigration, is that the German population will become more diverse over time. Perhaps the more difficult challenge will be how Germany comes to terms with itself given the population changes it will experience.  相似文献

Research on immigrants’ educational disadvantages documents substantial immigrant–native achievement gaps in standardized student assessments. Exploiting data from the German PIRLS extension, we find that second-generation immigrants also receive worse grades and teacher recommendations for secondary school tracks than natives, which cannot be explained by differences in student achievement tests and general intelligence. Second-generation immigrants’ less favorable socioeconomic background largely accounts for this additional disadvantage, suggesting that immigrants are disproportionately affected by prevailing social inequalities at the transition to secondary school. We additionally show that differences in track attendance account for a substantial part of the immigrant–native wage gap in Germany.  相似文献

Abstract

In this article, we investigate how FEMEN employs female nudity to raise public attention in their mediatized strategies and how this form of naked protest is represented and interpreted in German media discourse. We will show that the significant media presence of FEMEN’s naked protest actions and its self-portrayal as the new feminism of our days have become increasingly ambivalent over time. As this is of great importance with regards to public perceptions of feminism, feminist activists, and feminist agency in general, our analysis provides a detailed investigation of the processes of appreciation and devaluation of FEMEN as an expression of contemporary feminists and feminism. Employing a qualitative discourse analysis, the article highlights the interwoven processes of contextualization and decontextualization in FEMEN’s self-mediation and news coverage in Germany. It is shown that FEMEN’s protests from 2008 to 2013 materialize in “local” actions, but are increasingly constructed and interpreted on a transcultural level. In this analysis, we identify the core interpretative scheme of decontextualization that becomes apparent in three forms of detachments. As we show, these forms of detachment are a core issue in the media’s devaluation and depolitization of FEMEN and feminism in general.  相似文献

This study examines the effect of birthright citizenship on the outmigration behavior of migrant families in Germany. Using the introduction of birthright citizenship on 1 January 2000 and cohort-level data from the German Microcensus from 2001 to 2006, I exploit the differential treatment of birth cohorts around the enactment date to conduct a regression discontinuity analysis. Comparing the outmigration behavior of foreign-citizen families with children born in Germany directly before and after the cutoff, I find evidence that granting citizenship to immigrant children reduces the likelihood that their parents leave the country again.  相似文献

The authors take a look at how established sociological research in Germany deals with two distinct subjects: migrants in the German school system and New Fascists. The article highlights surprising, contrary feeling rules social scientists active in these two research areas develop regarding their objects of investigation. As it turns out in both cases social disintegration serves as an explanatory research frame. But feeling rules derived from this frame point in opposite directions. New Fascists are cast in the roles of victims of social change and institutional failure, thus calling for empathy and/or sympathy as the feeling to be directed towards them. Migrants, in contrast, are blamed for their situation, which invokes indifference and antipathy as a feeling rule. Comparing both research areas reveals how they connect to each other. Together they establish a dichotomous emotional regime which traces the lines of simultaneous inclusion in and exclusion from the German society.  相似文献

Conceptions of nationhood (i.e., who is accepted as a member of the national ingroup) are known to be more open in countries with inclusive citizenship and integration policies. Yet, surprisingly, up to now no research has investigated whether the sharedness of these conceptions is related to national policies. Therefore, relying on data from the 2013 International Social Survey Programme, the present study examined to which extent individuals living in 188 regions of 21 European countries share similar conceptions of who is a “true” member of the nation. Both ethnic (e.g., having national ancestry) and civic (e.g., respecting national laws and institutions) criteria were considered. Multilevel analyses revealed that in countries with more inclusive policies (with inclusive citizenship regimes, and where immigrants are granted more political rights) the average regional importance granted to ethnic criteria was lower, and conceptions were more heterogeneous (i.e., less shared). Civic criteria—that are achievable—were deemed more important. This can explain the lower heterogeneity of civic conceptions of nationhood and the lack of impact of national policies (though the average regional importance of these criteria was higher where immigrants had more rights). Overall, these results suggest that inclusive as opposed to exclusive settings leave more room for differing worldviews.

This paper investigates how ethnic diversity, measured by immigrants’ nationalities, influences the well-being of the host country. Using panel data from Germany from 1998 to 2012, we find a positive effect of ethnic diversity on the well-being of German natives. Our finding is robust to alternative definitions of ethnic diversity and to the non-random selection of natives and immigrants into regions. The positive effect of ethnic diversity is stronger for immigrant groups that are culturally and economically closer to Germany. Consistent with this result, we document the existence of two mechanisms explaining the influence of ethnic diversity on well-being: productivity—as captured by immigrants’ skills and assimilation—and social capital—particularly in relation to the creation of a multicultural environment.  相似文献
