The integration of refugees is a serious social policy problem in many advanced countries, and current trends suggest that this issue is unlikely to disappear soon. At the same time, these countries are also experiencing skill shortages in expanding sectors. These twin pressures create an opportunity to use education as a tool to pursue refugee integration. We investigate how refugees are trained in a country, Switzerland, where employers play an important role in vocational training. We discuss the national strategy for refugee integration and then focus on the implementation in one French speaking Canton (Vaud) on the basis of a qualitative vignette survey among case workers in charge of supporting refugee integration. At implementation, we do not find much evidence of a generalised upskilling strategy being applied in Switzerland. On the contrary, the main emphasis is on quick access to employment, supported by vocational training mostly in the low-skill segment. We conclude that the lack of an upskilling strategy is due to lack of coordination among policy areas and limited interest by employers.  相似文献

This article describes local, state, and federal policies related to collecting, aggregating, and reporting data on student race and ethnicity in U.S. K-12 and postsecondary education. It traces data policy from the 1997 decision by the Office of Management and Budget to change from single-race reporting to a format that permits respondents to choose more than one race, to the October 2007 issuance of final guidance from the Department of Education. Taking a K-20 perspective, I consider how policies for data collection and reporting may affect educational and developmental outcomes for students, as well as local, state, and national education policy environments.  相似文献

Harding S, Libal K. Iraqi refugees and the humanitarian costs of the Iraq war: what role for social work? The US‐led invasion and war in Iraq has created one of the most significant refugee crises in recent decades. International nongovernmental organizations have partnered with local organizations in Jordan and Syria to provide humanitarian aid to some two million displaced Iraqis. Field research indicates that, as with other humanitarian crises, few trained social workers have contributed to policy and practice with displaced Iraqis. The case of Iraq provides an opportunity to consider how the social work profession can shape comprehensive global refugee policies and programs. This role is appropriate, given mandates for the profession to promote social justice and human rights. Using the case of Iraqi displacement, we illustrate the complexities of humanitarian services provision and the need for trained social workers to participate in humanitarian relief and development programs. We argue that a variety of social work institutions and actors should become more robust advocates for shaping just refugee policy and practice.  相似文献

There is evidence that smoking and alcohol consumption are paired behaviours among university students, but we know little about how New Zealand students engage in these behaviours. We estimated prevalence of daily and occasional smoking among university students, and associations of smoking with drinking patterns, demographics and smokefree policies of the university. This research was conducted with 2822 university students, aged 17–25, from five New Zealand universities who participated in an online health survey in 2013. Fourteen percent reported they currently smoke occasionally, and 3% reported smoking on a daily basis. Increasing age, living situation, drinking more often, and drinking more alcohol during drinking occasions were all associated with greater levels of smoking. Understanding patterns of smoking in relation to alcohol consumption may help efforts to further reduce smoking prevalence. Specifically, policy makers should consider approaches that de-couple tobacco and alcohol consumption, such as expanding the smokefree perimeter of bars and disallowing the sale of tobacco at premises licensed to sell alcohol.  相似文献

ABSTRACT

Since 1978, the Rohingya have been fleeing Myanmar and taking refuge in Bangladesh. The state of Bangladesh is not a signatory to the Geneva Convention and does not recognize refugee rights, but the initial experiences with the Rohingya refugee population led the government to create a temporary and ad hoc domestic policy advisory and refugee management system, which eventually became highly politicized. There was also some degree of slow “externalization” of policy advice through the involvement of international organizations from 2006–2007 onward, mainly through the participation of the United Nations High Commissioner for Refugees (UNHCR) and International Organization for Migration (IOM). Over 2017–2018, there was a massive influx of refugees from Myanmar to Bangladesh. The domestic advisory and refugee management system lacked the capacity to manage the crisis and had to quickly and greatly externalize policy advice and refugee management. The UNHCR and IOM came in with a host of international organizational networks and coordinated with each other and the state through a multi-sectoral approach to manage the crisis. This externalization led to the systematization and institutionalization of the state’s domestic advisory system. However the effect of externalization on politicization is equivocal; on the one hand it decreased politicization of the domestic policy advisory system, but on the other hand, it created new levels of politicization.  相似文献

ABSTRACT.

Individuals who come to the United States as refugees and work as resettlement caseworkers offer peer support, modeling, and assistance with integration to newly arriving refugees, despite often having limited training or experience in social service provision. A phenomenological approach was utilized to gain understanding about the experiences of refugee caseworkers. Nine caseworkers who came to the United States as refugees completed in-depth interviews. Thematic analysis was used to identify primary themes, including: a) the caseworker's bridge-building role with clients; b) their role in building bridges with others in the community, including the resettlement agency; and c) the caseworkers’ experience as bridge builders, including motivations, perspectives toward their role, and needed supports. Refugee service providers face unique challenges in negotiating boundaries with clients and meeting the expectations of their ethnolinguistic community members. Their strengths in understanding household experiences and in building agency and community understanding highlight their ability to contribute to positive resettlement outcomes. The findings from this study have implications for agencies serving refugees and for other social services that utilize peer-support strategies, particularly in regards to staff training and support. Findings highlight the need for research examining effective resettlement strategies and the perspectives of refugees toward resettlement approaches.  相似文献

The process of resettlement as a refugee often involves adapting to, and reconciling with, a new social reality. The complexities associated with acculturation across age, gender and family dynamics are navigated within greater social contexts that may encourage or hinder the processes of adjustment and settlement. This paper addresses the recent New Zealand Refugee Resettlement Strategy in light of contemporary theoretical developments with regard to the segmented assimilation thesis and the forms of social capital that, when available, may be mobilised to help refugee-background individuals, families and communities to forge new routes for participation and belonging. In particular, we examine the strategy and its five main goals of self-sufficiency, participation, health and well-being, education and housing as these relate to the possibilities and tensions at play in the wider acculturation experiences of New Zealand's diverse refugee populations.  相似文献

Despite employment being consistently identified as a key factor in successful refugee resettlement, people from refugee backgrounds in Aotearoa New Zealand are overrepresented in unemployment statistics. Of those who do gain employment, few secure work that is adequately remunerated and commensurate with the person's skills and qualifications. This paper explores whether the two recent government-driven initiatives, the welfare reforms and the New Zealand Refugee Resettlement Strategy, provide an opportunity to address these issues. Based on previous research, the authors identify the main employment barriers facing people from refugee backgrounds. They argue that while the welfare reforms and the Refugee Resettlement Strategy are underpinned by a desire to see more people in employment, for real change to occur, an integrated holistic approach is needed. This approach needs to include additional resourcing for government-funded specialist one-on-one employment programmes that are available in all regions where refugees are resettled. These programmes combined with access to fully funded English language tuition and work experience and internship opportunities would help reduce the barriers people from refugee backgrounds face when seeking employment.  相似文献

In recent years, governments, researchers, non‐government organisations, service providers and international institutions have become increasingly concerned with how to best support the settlement of refugees in UNHCR resettlement nations. Anxieties about the formation of a refugee underclass and the intergenerational impacts of social stratification motivate such inquiries. Settlement is often viewed through either of two lenses; the biomedical frame or the social inclusion frame. These frameworks are complementary rather than exclusive. It is from this combined theoretical perspective that this paper explores the impacts of family separation on the settlement of refugees in Australia. Drawing on focus groups and in‐depth interviews across three refugee background communities in metropolitan Melbourne, the paper finds that family separation has pervasive impacts on the wellbeing of the participants and on their capacity to participate and direct their own futures. Family separation is found to be a barrier to settlement and therefore a crucial consideration for the design and provision of settlement services to people with refugee backgrounds.  相似文献

Young people's declining electoral participation has been considered a problem in a range of democracies, including Australia. In this paper I examine youth electoral participation through the eyes and voices of young marginalised Australians. In the policy arena young people's electoral participation is usually considered a subject for education policy. Here I make the case for considering it as an issue for social policy, and as a welfare issue. In this context I examine the effects of neoliberalism and Australia's shrinking welfare state on young people's citizenship and ability to access the franchise. Whilst acknowledging the liberal roots of neoliberalism I argue that whereas the neoliberal state identifies young people's political disengagement as a problem, and constructs participation using the language of ‘choice‘, that its own social policies act to create barriers to the franchise for young people and thus effectively disenfranchise them.  相似文献

The question of how to make higher education more inclusive has been a central concern in South Africa and elsewhere over the past two decades. However, in South Africa there remains a disjuncture between policy aimed at promoting inclusivity and the experiences of students and staff in the higher education sector. In this article, the relationship between equity of access and equity of outcomes and the expectations that follow from these policy imperatives are examined from the perspective of Nancy Fraser's normative framework of social justice. In particular, her notion of misframing is used to analyze the current situation in the higher education sector in South Africa. The article concludes that a focus on individual higher education institutions is not sufficient to gain a perspective on the social arrangements required for participatory parity in higher education; and, in fact, such a focus is an instance of misframing and thus a form of injustice.  相似文献

Government responsibility for the settlement of newly arrived refugees and migrants in Australia is shared between the federal, state and local levels. While Australia's settlement policies are predominantly top‐down and Commonwealth driven with some state involvement, local government has the potential to play a greater role in facilitating the settlement of newly arrived migrants and refugees. A growing body of literature in Australia and overseas highlights the role of local‐level policies in supporting integration and social cohesion, which is arguably even more crucial in the context of migrant and refugee settlement in regional and rural areas. This paper draws on focus groups with 90 local stakeholders in eight local government areas in Victoria to propose a typology of local government involvement that shows the variable but potentially significant role of local government in the regional and rural settlement of recent arrivals. We argue that Australia's over 560 local governments provide crucial but underutilised governance resources for improving the settlement process. This finding has implications for settlement policies and funding, intergovernmental coordination, and the retention of migrants and refugees in regional and rural communities in Australia.  相似文献

Organizational reform has become a recurring solution to problems of social exclusion and unemployment. In Europe, and other parts of the world, there is a trend towards policies of ‘activation’ in employment and social policy. The idea of flexible, individualized and tailor‐made services is coupled with managerial and market‐based reforms as well as collaborative governance. In these complex structures of service provision, coordination and inter‐agency co‐operation have become key concerns. Based on a study of a recent reform of programmes for newly arrived refugees in Sweden (Etableringsreformen), this article seeks to contribute to the literature on governance of ‘activation’ by examining the consequences of mixed modes of governance (market and collaborative) on local inter‐agency co‐operation. Drawing on data from in‐depth case studies in two municipalities, it is demonstrated how the coupling of managerial practices and quasi‐markets with existing collaborative arrangements has created barriers for inter‐agency co‐operation. The results indicate that institutional tensions between governance forms represent an important factor for explaining governance failure in this policy area.  相似文献

This qualitative study examines eight elder women’s experiences of resettling with their family and the protective factors that enhanced their resiliency. The implications for social work include the need to assess elder refugees’ strengths, resilience, pre-resettlement functioning instead of services that might encourage integration into the dominant culture and community, and that the refugee experience is a lifelong experience that shapes and informs various stages of life.  相似文献

This research explores approaches to promoting gender equality in the workplace by highlighting barriers to take-up of statutory policies designed to increase fathers’ involvement in childcare. Specifically, the paper examines why take-up of Shared Parental Leave (SPL), designed to improve gender equality in the workplace and home, has been low in the UK. There is a dearth of academic literature in this area. Extant grey literature suggests financial barriers, maternal gatekeeping and the perceived effects of extended leave on fathers’ careers are key, but fails to explore other barriers, or the variations in take-up. We interviewed 70 men and women entitled to SPL to address these limitations. We identify new barriers, notably poor policy communication at an organizational level, perceived policy complexity and societal expectations around maternal identities, while also showing how these barriers affect different groups of parents. We find professional couples are most likely to take SPL, particularly where the mother earns more or the father’s company enhances Shared Parental Pay. The complex, multiple barriers parents face also differ, according to the couple’s educational background and the workplace culture. Finally, we offer recommendations for increasing SPL take-up and driving workplace gender equality in the UK and internationally.  相似文献

Various waves of asylum seekers and resettled refugees arriving in Canada since the 1980s reflect the eruption of war and ethnic conflicts in parts of Africa, Central America, and South East Asia. Contrary to long‐established immigrant communities such as the Greeks, Italians, and Portuguese, these newcomers have had to fend for themselves and develop their own support networks, leading to new forms of organizing and to the formation of refugee community organizations (RCOs). This article discusses the findings of a 2008–2011 study on RCOs in Canada, specifically in Montréal and Winnipeg. The objective of the study was to understand the context in which RCOs have developed, the populations they serve, and the role they play in their ethnic communities. Working within the RCO paradigm, we analyze the creation of these organizations, contrast findings with research done in the UK, and raise issues for social work practice. This article seeks to expand knowledge about spontaneous volunteering in Amsterdam during the European refugee crisis in the winter of 2015–16. As formal institutions, which relied on a top–down command and control approach, were unable to handle the relatively large number of refugees who arrived in a short period of time, grassroots social movements based on bottom–up participation emerged. Grassroots volunteers were not only politically engaged, protesting against the strict refugee reception policy, but they also became involved in the crisis response, showing a great deal of flexibility. Although the social movements struggled with their organizational structures, they were able to adapt their missions and structures to changing circumstances. To achieve a resilience‐based response to future refugee influxes, this article advocates for formal response organizations to dismantle their static, top–down approach, and for social movements to find a balance between participation and professionalism. If institutionalized refugee response organizations adapt to the dynamics of local conditions, they could create the conditions for resilient solutions in the crisis context.  相似文献

Despite attempts at using civic education to increase the civic engagement of young people, education policy is slow to adopt the recommendations of research and great variation exists within the United States in how schools deliver civics instruction. We hypothesize that when states make civics requirements more uniform and demanding, statewide civic participation among young people increases. Using state-level data about civic education requirements and voter registration and turnout from the Center for Information and Research on Civic Learning and Engagement (CIRCLE), we find no evidence that a mandated civics course increases registration or turnout, but we do find a positive relationship between having a state-mandated civics exam and both registration and turnout among young people. We conclude that accountability policies could make a difference in the delivery of civic education at the state level.  相似文献
