ABSTRACT

Shared mobility is being advanced as a novel, technologically sophisticated approach to reducing the environmental impacts of high levels of car ownership. However, communities have long shared modes of transport for reasons other than environmental quality. We describe the shared mobility practices undertaken in a Māori community in the East Cape region of New Zealand. They reveal long-established ways of sharing that are underpinned by, and support, cultural principles. Shared mobility provides an appropriate and comfortable environment for people to share vital and sacred information and to strengthen social bonds. It also reflects the desire of tribal members to retain cultural practices that benefit the collective. The findings make it clear that sharing transport has far more than economic and environmental benefits. We suggest that it is time for the social and cultural benefits of sharing transport to become part of the global narrative on twenty-first-century collaborative consumption.  相似文献

ABSTRACT

This article draws on qualitative interview data with 42 New Zealanders returning to New Zealand after living overseas, finding they feel more like a ‘migrant’ than someone coming ‘home’. This is in part because New Zealand people and institutions demonstrate an intolerance to difference, theorised here as a form of xenophobia that inhibits the economic, social and political integration of participants. However, the same experiences and ideas that lead many New Zealanders to frame returnees as an ‘out-group’ can be regarded as a national resource. The article concludes that we should embrace – not ignore or disparage – returnees' awareness of integration issues, transnational networks and cross-cultural experiences as we attempt to maintain social cohesion in an increasingly superdiverse world.  相似文献

Young people's declining electoral participation has been considered a problem in a range of democracies, including Australia. In this paper I examine youth electoral participation through the eyes and voices of young marginalised Australians. In the policy arena young people's electoral participation is usually considered a subject for education policy. Here I make the case for considering it as an issue for social policy, and as a welfare issue. In this context I examine the effects of neoliberalism and Australia's shrinking welfare state on young people's citizenship and ability to access the franchise. Whilst acknowledging the liberal roots of neoliberalism I argue that whereas the neoliberal state identifies young people's political disengagement as a problem, and constructs participation using the language of ‘choice‘, that its own social policies act to create barriers to the franchise for young people and thus effectively disenfranchise them.  相似文献

Communities are exploring ways to increase transportation coordination to improve access for seniors. One such effort is a brokered transportation system in which one agency serves as the central point of contact for ride information or actually arranging transportation for clients of multiple programs by use of a combination of transportation services. A team of social work faculty and students from the University of New Hampshire (UNH) Social Work Outreach Center, a center that provides service learning opportunities to students, collaborated with a local coalition to investigate the specific transportation needs of the region's senior citizens. A total of 641 people participated in the survey. Results indicate that the study population experiences problems reliably meeting daily living needs due to inconsistent or unavailable private and public transportation options. Study findings also indicate the promising potential of brokered transportation systems, particularly for isolated seniors in rural and suburban areas with relatively limited public and private transportation options.  相似文献

ABSTRACT

Many social commentators have considered that alongside the fiscal transparency enjoined by contemporary New Zealand governments, there should be a complementary social responsibility reporting. This task is usually assigned to social indicator frameworks. However, at present (as the 2017 election looms) there is a faltering in the provision of social indicators which have been in place in New Zealand for almost two decades, with the exception of the recent 2016 survey data from Statistics New Zealand and Ministry of Social Development that were made available within a month of writing this article. Having commented on the current status of the New Zealand social indicator system, we present data from the General Social Survey and the Quality of Life survey to at least convey recent trends in subjective social well-being and reported behaviours and experiences. References are also made to the accumulating literature on social well-being in New Zealand, followed by suggestions for more systematic indicator development and underpinning research.  相似文献

This article looks at two periods in the history of white supremacy in New Zealand: the short-lived explosion of skinhead groups in the 1990s, and the contemporary rise of the internet-driven alt-right. It looks at the similarities and differences between the two groups, looking at style, symbols, ideology, and behaviour. It looks at the history of these two movements in New Zealand and compares the economic and social factors that contributed to their rise, in particular how the different social class of members produced groups with near-identical ideology but radically different presentation and modes of action.  相似文献

Abstract

This paper explores how social science research has informed recent immigration policy development in Aotearoa/New Zealand. Examples of research use, drawn from in-depth interviews with policy advisors and social science researchers working in the immigration area, are discussed using the stages model of policy development. Intersections between the stages and multiple-streams models of policy development, and Weiss's typologies of research use, are used to examine research use at various stages in the policy development process. The findings suggest that at any point in time there may be any number of policy development stages in action, with research exerting different types of influence, and being used in different ways, within each of these. A two-way conversation between researchers and policy-makers, building mutual understanding and enabling reciprocated influence over research and policy decisions, is shown as critical in bridging the research to policy gap.  相似文献

ABSTRACT

From 2007 to 2010, there were national Labour governments in Britain and Australia, the longest and only third time this had occurred since the second World War. The period of New Labour was closing in the UK, and in Australia the Rudd government came to power after 11 years in opposition, directly influenced by the, at times, trailblazing UK Labour government. In the domain of social policy, New Labour was a source of policy inspiration and transfer. Specifically, the Rudd/Gillard governments borrowed heavily its ‘social exclusion’ agenda, and also the use of ‘compacts’ with the third sector. This article examines the policy diffusion and transfer between the UK and Australia, and in doing so offers critical insights into the policy transfer literature. The article examines the reasons for the Australian Labor Party's adoption of these policies, and links this to wider dilemmas and identity crisis that are afflicting centre-left governments across the globe.  相似文献

This paper presents the results of the New Zealand Poverty Measurement Project's analysis of the effects of the 1990s social reforms in New Zealand on the incidence and severity of poverty, and assesses the impact of five social and economic policies introduced by the Labour‐led coalition governments since 1999: New Zealand superannuation, income‐related rents on state houses, active labour market policies for an employment‐rich economy, the Primary Health Care Strategy and the planned income support policy to reduce child poverty. Superannuation is assessed as both adequate and sustainable, rents for state houses are found to be affordable, and GDP growth and employment have increased incrementally as unemployment and benefit numbers have decreased. The Primary Health Care Strategy is an innovative initiative that will increase affordable access to general practitioners, but it and the proposed child assistance initiatives are too new to be adequately assessed. Of the challenges that remain, policy priorities should centre on housing alternatives, including home ownership for low‐income households not in state houses; income support for poor households, particularly those with children; and multi‐sector development of education and training aimed at lifting economic and social capacity.  相似文献

Abstract

From 0.1% of the total population in 1945 to 6.9% in 2006, Pacific peoples now resident in New Zealand highlight significant health policy and service delivery issues within an increasingly diverse society. Over the last decade, marked differences in the health status of Pacific New Zealanders and Palagi New Zealanders have been well documented, showing high levels of disparity and continuing negative trends. This paper provides a broad overview of the history of Pacific health and health initiatives in New Zealand from the 1940s through to the mid 2000s, highlighting the interface between Pacific peoples and the New Zealand health sector. While the New Zealand Government has become increasingly responsive to Pacific health needs, significant disparities remain between Pacific and Palagi populations. Furthermore, many of the encouraging health initiatives introduced in the past decade remain at risk due to a variety of factors, including a need to strengthen the Pacific health workforce and management expertise.  相似文献

This article investigates an informal voluntary social arrangement for financial assistance with discrete major life events known in Korea as Sang-Ho-Bu-Jo. This informal voluntary arrangement is neither public nor private, but is based on social networks that produce a unique form of civic society. Sang-Ho-Bu-Jo covers people's transitional one-time needs. This study explores the practice of Sang-Ho-Bu-Jo and its origins and provides the first systematic empirical study of this social phenomenon. Three large databases are used to analyze the scope and level of participation, as well as what variables correlate with such involvement. The study finds a high rate of participation, over 80% of households, and an average investment of 2–4% of household expenditure. Sang-Ho-Bu-Jo can help scholars and policy makers worldwide in understanding the role of socialization, social networks, and social capital in explaining innovative informal methods of social care.  相似文献

ABSTRACT

Restorative justice is regarded in modern criminal justice systems as one approach to address inadequacies in the conventional justice model. New Zealand has become a leader in implementing legislatively mandated restorative procedures. This reputation is due in part to a handful of supportive statutes: the Sentencing Act 2002, the Victims’ Rights Act 2002, the Parole Act 2002, the Corrections Act 2004 and subsequent amendments to those acts. In this article, I evaluate the practices bolstered by these acts and how effectively they operate, accounting for how legislative design may contribute to achievements and shortcomings in New Zealand's restorative justice programmes. I supplement the results by comparing New Zealand's efforts to those in Vermont, a U.S. state similarly well-regarded for its restorative policies. The evaluation of each jurisdiction's restorative justice programme is based on metrics for restorative success from Bazemore and Schiff (2005. Juvenile justice reform and restorative justice: building theory and policy from practice. Cullompton: Willan Publishing). I employ qualitative and quantitative data, surveying existing evaluations of restorative justice in New Zealand and Vermont, collecting longitudinal statistics, and conducting interviews with restorative justice practitioners. Overall, this analysis reveals that the design of restorative justice programmes requires negotiation; it is difficult to balance the dimensions of effective restorative justice with the needs of modern justice systems.  相似文献

Abstract

The transfer and uptake of research-based knowledge by end users is a measure of the utility of research, and, from a funder's perspective, a measure of an effective investment. What constitutes uptake to social scientists and whether such practice is a routine or novel outcome of New Zealand social science research is largely unexplored. In the 2006 National Survey of Social Scientists respondents were asked to report recent experiences of knowledge transfer and research uptake, including the organization to which information had been conveyed. This paper presents an analysis of these responses. Forty-two percent of respondents reported at least one example of research transfer or uptake in their main research field in the previous 12 months. Accounts ranged from passive forms of information transfer such as making journal articles or reports available to potential end users to instances of organizational, programme, curriculum or policy change that the researcher attributed, at least in part, to the uptake of research-based knowledge. Government agencies were the target of 31% of reported examples, across sectors as diverse as agriculture, fisheries and conservation as well as those in the social, health, justice and welfare areas.  相似文献

ABSTRACT

This article uses research carried out in the Caribbean island of Dominica to consider how sensory experiences shape and influence people's perceptions of and relationships to nature. People's ideas of nature are not purely abstract; they are embodied and emplaced in geographical and social contexts. That is, people acquire understandings of nature through their experiences of the natural world, their engagements with flowers and birds, rivers and mountains, forests and vegetable gardens. On this basis, this article explores how sensory perception, in addition to being a way to apprehend the material reality of the natural environment, also plays a role in how people relate to and think about nature and the natural, based on their bodily experiences in a particular place.  相似文献

ABSTRACT.

This article analyzes the gendered parenting experiences of mothers of children with disabilities in China. These mothers struggle to meet their children's needs, including daily care, financial security, and child development. In the context of China's social welfare development, are social services responding to their needs, so that mothers can share responsibility for the needs of their children with disabilities? The research analyzed qualitative data about 6 case-study children in rural and urban China. The data were derived from observation and interviews with their parents and other family and community members. The analysis revealed that the capacity of the mother, community, and local social services had an impact on the rights of the children and mothers. They experienced social discrimination, insufficient social support, and local failure to implement central policy social services and income support. These findings are consistent with international research about disability rights. They reinforce the importance of economic redistribution to enable local implementation of the national disability rights policies, rather than merely relying on ephemeral concepts of cultural change. Further research about the comparative impact of economic and social change in China on mothers and children with disabilities would extend these findings.  相似文献

This article examines access to legal aid for women in light of the Australian government's social inclusion agenda. It is notable that the government's image of social citizenship does not include the ability to invoke and enforce legal rights, and that discourses of social exclusion have paid relatively little attention to gendered patterns of exclusion. The article reports on a study of applications for and refusals of legal aid for family law, domestic violence and anti‐discrimination matters by socially excluded women in Queensland. It demonstrates the variety of ways in which Legal Aid Queensland's grants process operated to further exclude and marginalise these women. It argues that effective access to legal aid is an important element of social inclusion, but that this goal cannot be achieved by reliance on the tools of New Public Management.  相似文献

Efforts to address homelessness in New Zealand are marked by competing discourses that construct it as a housing issue, or more radically, as an issue of social exclusion. This paper presents a case study that illustrates the difficulties of reconciling these discourses when framing homelessness policy. Research was conducted with a national organisation involved in advocating to the New Zealand government on homelessness policy. Members of this group participated in focus groups exploring the meanings of home, homelessness and their advocacy work. The paper traces the challenges presented to the politics of social action by recognising homelessness as an issue of social exclusion, but needing to frame it as an issue of housing to effect policy change. It argues that social activist groups must routinely make pragmatic and strategic compromises that challenge the integrity of their ideological positions and their conceptual understandings, and develop group practices that allow them to resolve the tensions that this can generate.  相似文献

Long‐term unemployment with dependency on social assistance in Sweden has increased and is particularly high among foreign‐born persons. The present study explored immigrant recipients' experiences of being welfare reliant. Swedish‐Iraqi women's construction of exclusion and belonging in relation to policies and welfare regulations was scrutinised. The women referred to unemployment with frustration, expressing that it renders dependence on social welfare and enforces adherence to the stipulations of the social services. The individual's mobility and agency are restricted and concerted efforts to obtain employment are futile, which increase the sense of exclusion. However, the entitlement to social assistance also engenders feelings of belonging, of being connected to and cared for by the new country. More research is needed to examine the role that social assistance regulations play in forming feelings of belonging and exclusion. It appears essential that political initiatives be taken to reverse the trend of high unemployment among foreign‐born persons.  相似文献

Unemployment experiences can have consequences for how people think about democracy and where they stand vis‐à‐vis the state. We investigate how young people's experiences with public employment services can shape levels of external political efficacy—the feeling that decision‐makers are responsive to citizen needs. The personal and direct experiences one gathers at this pivotal time in life can also leave their mark on political attitudes. We analyze an original dataset on German youth to test how encounters with such agencies affect young people's political efficacy, finding that perceptions of helpfulness and being treated fairly and with respect increase the likelihood of being politically efficacious. The findings highlight the importance of personal experiences and bureaucratic interactions for vulnerable young people's democratic attitudes.  相似文献

Abstract

Did significant policy shifts in employment relations in the 1990s lead to equally large changes in the attitudes of New Zealanders towards employment relations? Have policy modifications made since 1999 further shaped public perceptions? This paper explores the role of policy feedback in influencing public opinion towards employers and unions and towards government responsibility for jobs and wages. Using data from New Zealand public opinion surveys, most notably the New Zealand Election Study (1990–2008), the paper finds some evidence that policy feedback has occurred in the employment relations arena, but the impact is not as strong or consistent as we might expect. As such, New Zealanders do not completely endorse the ‘there is no alternative’ arguments of neoliberalism, but they do not have an overwhelming desire to return to Keynesian demand-management employment policies.  相似文献
