ABSTRACT

The role of the family in the international migration of highly skilled migrants has often been disregarded. Highly skilled labour migrants follow a concrete job offer abroad and are structurally integrated into the new environment through the work place. On the contrary, the migration of family members is subject to different conditions since most accompanying partners initially do not work. However, accompanying partners are described as managers of the settling-in process of the whole family [Yeoh, Brenda, and Katie Willis. 2004. “Constructing Masculinities in Transnational Space: Singapore Men on the ‘Regional Beat’.” In Transnational Spaces, edited by Peter Jackson, Philip Crang, and Claire Dwyer, 147–163. London: Routledge] and their experiences can be crucial for the duration of their stay. Our paper explores the experiences of mobility of highly skilled migrants’ accompanying partners in Germany and in the UK with regard to their strategies and practices during the settling-in process. The main focus is on the role of language, the establishment of new social networks and labour market participation. The paper draws on the concept of capital accumulation and conversion [Bourdieu, Pierre. 1986. “The Forms of Capital.” In Education: Culture, Economy, and Society, edited by Albert Henry Halsey, 46–58. New York: Oxford University Press] and asks how partners make use of their cultural capital language after migration. Our paper is based on empirical studies in Germany and in the UK, which focus on the migration and settling-in processes of highly skilled professionals and their families.  相似文献

ABSTRACT

This article investigates how two Middle Eastern Christian churches in Denmark are constructed as particular sensorial spaces that invite attendees to participate in and identify with specific times and spaces. As with other Christian groups, rituals of the Sunday mass constitute a highlight of the activities that confirm the congregations’ faith and community, but for members of a minority faith, these rituals also serve other functions related to identification and belonging. Inspired by a practice-oriented [Bell, Catherine. (1992). Ritual Practice, Ritual Theory. Oxford: Oxford University Press] and phenomenological approach to place-making [Cresswell, Tim. (2002). “Introduction: Theorizing Place.” In Mobilizing Place, Placing Mobility: The Politics of Representation in a Globalized World, edited by Ginette Verstraete and Tim Cresswell, 11–32. Amsterdam: Editions Rodopi B.V.] through sensory communication [Leistle, Bernard. (2006). “Ritual as Sensory Communication: A Theoretical and Analytical Perspective.” In Ritual and Identity: Performative Practices as Effective Transformations of Social Reality, edited by Klaus-Peter Köpping, Bernhard Leistle, and Michael Rudolph, 33–74. Berlin: LIT Verlag; Pink, Sarah. (2009). Doing Sensory Ethnography. London: Sage], the article examines constructions of religious identity and belonging through ritual practices. The findings stem from fieldwork carried out in 2014–2015 and are part of a larger cross-disciplinary study of Egyptian, Iraqi and Assyrian Christians in Denmark. We argue that in various ways, the ritual forms a performative space for memory and belonging which, through bodily practices and engagement with the materialities of the church rooms, creates a memory that reconnects the practitioners with places elsewhere. More specifically, we argue that the Sunday ritual facilitates the connection with God and the eternal, a place and time with fellow believers, and a relocation to remember and re-enter a pre-migration past and ‘homeland’.  相似文献

Since the seminal research of O'Reilly, Karen [2000. The British on the Costa del Sol. London: Routledge] and King, Russell, Anthony Warnes, Allan Williams [2000. Sunset Lives: British Retirement Migration to the Mediterranean. New York: Berg Publishers] about British citizens on the Costa del Sol there has been a surge in the publication of lifestyle migration papers, books and research. Nonetheless, there is a part of the lifestyle migration process that has been rarely explored: a return move to the country of origin following retirement migration. Research has indicated a broad increase in the number of older British returnees, yet there has been no substantive research on the topic. This paper therefore attempts to fill this gap by using Spanish registry data to examine the number of British retirees since 2009 who have returned to the UK. In addition, the results of an electronic survey to older British people in Spain are presented which suggest that considerable numbers of British citizens aged over 55 living in the Northern Costa Blanca are likely to return in the next few years. These data therefore indicate the relevance of return migration from Spain to the UK as a significant issue to the academic community as well as to British and Spanish policy-makers.  相似文献

ABSTRACT

After the 2008 global crisis, Italy has experienced a relevant resumption of emigration. Tens of thousands of young Italians have chosen London as their favourite destination, giving rise to a new Italian community in the city. This article focuses on the transformation of migrants’ national identity and on a distinctive device of identity expression: language. Sample cases, extracted from a dataset collected for an original doctoral project, are used to explain how the insertion of English elements in speakers’ native language become the expression of the loss of pure national identity and of the renegotiation of transnational and migratory identities.

[Nonetheless, I remain persuaded, in spite of the dangers of a possible confusion, that one must 'dare to take up the metaphor' … That is, to undertake asking a question which is one of the foundations of interpretation, of criticism, one of the modes of knowledge: how a man, how a society, chooses to represent itself through metaphor, how it finds forms, particular objects, before which it tells itself, in a burst of imagination or conformity, 'that is me'?] (de Baecque, 1993, p. 15) Aimer, c'est pouvoir s'imaginer. ABSTRACT

This paper seeks to contribute to debates on ethnic identification and migration through a focus on a specific group – Russian-speakers from the Baltic state of Latvia who have migrated to the UK. Twenty-six interviews with members of this group were gathered in London and the wider metropolitan area during 2012 and 2014. Russian-speakers represent uniquely combined configurations of ‘the other within’: in most cases, they are EU citizens with full rights; yet, some still hold non-citizens’ passports of Latvia. While in Latvian politics Russian-speakers are framed as ‘others’ whose identities are shaped by the influence of Russia, interview findings confirm that they do not display belonging to contemporary Russia. However, London is the ‘third space’ – a multicultural European metropolis – which provides new opportunities for negotiating ethnic identification. Against the background of triple ‘alienation’ (from Latvia, from Russia and from the UK), we analyse how ethnicity is narrated intersectionally with other categories such as age and class. The findings show that Russian-speaking migrants from Latvia mobilise their Europeanness and Russianness beyond alienating notions of (ethno)national identity. The paper also demonstrates that being open to ethnicity as a category of practice helps us towards a progressive conceptualisation of often overlooked dimensions of integration of intra-EU linguistic ‘others’.  相似文献

ABSTRACT

Education is acknowledged as a component of transitional justice processes, yet details about how to implement education reform in postconflict societies are underexplored and politicized [King, Elisabeth. 2014. From Classrooms to Conflict in Rwanda. New York: Cambridge University Press]. Local and international actors often neglect the complicated nature of education reform in postconflict societies undergoing transitional justice processes [Jones, Briony. 2015. "Educating Citizens in Bosnia-Herzegovina: Experiences and Contradictions in Post-war Education Reform." In Transitional Justice and Reconciliation: Lessons from the Balkans, edited by Martina Fischer, and Olivera Simic, 193–208. New York: Routledge. Transitional Justice]. The role of the diaspora in transitional justice has been increasingly explored as a participatory transnational actor with influence and knowledge about local dynamics [Roht-Arriaza, Naomi. 2006. The Pinochet Effect: Transnational Justice in the Age of Human Rights. Philadelphia: University of Pennsylvania Press; Haider, Huma. 2008. “(Re)Imagining Coexistence: Striving for Sustainable Return, Reintegration and Reconciliation in Bosnia and Herzegovina. ”International Journal of Transitional Justice 3 (1): 91–113; Young, Laura, and Rosalyn Park. 2009.“ Engaging Diasporas in Truth Commissions: Lessons from the Liberia Truth and Reconciliation Commission Diaspora Project.” International Journal of Transitional Justice 3 (3): 341–361; Koinova, Maria, and D?eneta Karabegovi?. 2017.“ Diasporas and Transitional Justice: Transnational Activism from Local to Global Levels of Engagement.” Global Networks 17 (2): 212–233]. This article bridges academic literature about diaspora engagement and transitional justice, and education and transitional justice by incorporating the role of diaspora actors in post-conflict processes. Using empirical data from multi-sited field work in Bosnia and Herzegovina, Switzerland, Sweden, the United Kingdom, and France, it examines diaspora initiatives which aim to influence local transitional justice processes through translocal community involvement in education and youth policy. It argues that diaspora initiatives can provide alternative and intermediate solutions to the status quo in their homeland, with some potential for contributing to transitional justice and reconciliation processes. Ultimately, diaspora initiatives need support from homeland institutions in order to forward transitional justice agendas in post-conflict societies.  相似文献

ABSTRACT

Origin-state institutions dedicated to emigrants and their descendants have been largely unnoticed by mainstream political studies even though diaspora institutions are now found in over half the countries of the world. In response, we first develop alternative theories explaining diaspora institution emergence. They emerge to: ‘tap’ diasporas for resources vital to origin-state development and security; ‘embrace’ diasporas to help define origin-state political identity and achieve domestic political goals; or ‘govern’ diasporas in ways that demonstrate origin-state adherence to global norms. Second, we investigate empirical support for these tapping, embracing and governing explanations in regression and related analyses of diaspora institution emergence in 113 origin states observed from 1992 to 2012. Findings suggest support for all three perspectives with more robust evidentiary support for governing. Our analyses suggest several directions for future research on how and why diaspora institutions emerge for different origin-state purposes.  相似文献

ABSTRACT

Cohesion and integration agendas in Britain can be characterised by localisation of ‘race relations’ responsibilities and the importance of local institutions in shaping neighbourhoods has been acknowledged. However, little is understood about the roles of housing providers in integration initiatives. Indeed, research on housing and race has experienced a lull in the 2000s. Thus, this paper aims to examine how social housing providers negotiate their positions and are complicit in constructing a certain vision of community. It draws on interviews from the ESRC Centre on Dynamics of Ethnicity (CoDE)’s work in the ethnically diverse neighbourhoods of Cheetham Hill (Manchester), Newham (London), Butetown (Cardiff) and Pollokshields and Govanhill (Glasgow). The paper makes three arguments: first, that race and ethnicity as facets of ‘integration’ have been subsumed into broader agendas, yet remain implicit in community building; second, that housing organisation practices are often detached from local meanings of community and prioritise exclusionary activities focusing on behaviour change and, third, that the roles of housing organisations in constructing ‘integrated’ communities are highly variable and localised, influenced by the history and contemporary dynamics of place.  相似文献

Abstract

After the horrors of the Holocaust the world said “Never Again”. The promise that echoed for decades was broken during the genocide in Bosnia and Herzegovina (1992–1995) and its culmination on 11 July 1995 in Srebrenica, a UN designated safe area, when Serb forces led by General Ratko Mladi? captured the town and killed over 8000 Bosniaks (Bosnian Muslim) men and boys. The International Criminal Tribunal for Former Yugoslavia (ICTY) and the International Court of Justice ruled the massacre in Srebrenica as genocide. In 2005, an exhibit of Bosnian photographer Tarik Samarah's work about the Srebrenica genocide opened at the US Holocaust Memorial Museum in Washington, DC (the Museum). A few years later the Srebrenica genocide was included in the special exhibition “From Memory to Action: Meeting the Challenge of Genocide”. This article examines the installation and importance of both of the Srebrenica genocide exhibits at the Museum. It shows that the inclusion of the Srebrenica genocide at the Museum bears witness to the importance of genocide prevention, education and memorialization. It highlights the purpose of the Museum and the decision to expand its educational program to include post-Holocaust genocide cases. The conclusion emphasizes that the presence of the Srebrenica genocide is directly contributing to the importance of “keeping the memory alive” with regard to the Holocaust and genocide studies in general.  相似文献

Abstract

The aim of this article is to trace neoconservative thought in the US and policy activism on the role of the US in Bosnia during the 1992–1995 genocide. This paper argues that, on the issue of intervention in Bosnia, neoconservatives in the US comprised two camps. Neoconservative former government officials were early and consistent advocates of an assertive US intervention in Bosnia. However, the neoconservative academics were a heterogeneous group divided over the question of US intervention. Yet, both the former government officials and several academics came together in supporting President Bill Clinton's decision to deploy US troops to enforce the Dayton Peace Accords. While sharply criticized in the Muslim world for their Middle East policies, neoconservative advocacy for Bosnia and Bosnian Muslims during 1992–1995 has been largely overlooked. Analysing neoconservatives’ activism on Bosnia provides for a more nuanced understanding of the US neoconservative foreign policy legacy.  相似文献

Abstract

This article examines the role of the Serb Democratic Party of Bosnia-Herzegovina (SDS BiH) in the constitution of Bosnian Serbs as a palpable political group primed for violence, a process that took place in the two-year period preceding the 1992–1995 Bosnian War. In the November 1990 Bosnian elections, SDS BiH won a decisive majority of the vote of ethnic Serbs. Yet, SDS was not an ordinary political party. In the 16 months that followed the elections, it initiated a series of activities that eroded the power of BiH institutions to which it had been elected. SDS BiH declared its own organs superior to those of BiH and established exclusive control in Serb-majority areas. In early 1992, it united these areas into a single Serb Republic, formed an exclusively Serb armed force, and launched a campaign of murder and expulsion of non-Serbs from the territory under its control. This article examines discursive mobilization of affective sensibilities of ethnic Serbs as an important aspect of SDS's ability to gain a mass following of Bosnian Serbs for its ethno-territorial engineering. It offers a discussion of progressive homogenization of ethnic Serbs by looking at SDS's organizational origins and the evolving rhetorical strategies in the period from the party's inception until the onset of the war.  相似文献

Abstract

For a long time the street has occupied a cherished place in the lexicon of urbanism. Romanticised as the site of authentic political action, celebrated and reviled as the font of ‘low’ culture or feared as a signifier of dangerous territorialisation, the street can be gazed at, walked through and appropriated time and again in representations of the city. This paper looks at some of the tensions in the notions of spatiality that are both masked and naturalised in our common use of the term.

The paper takes as its empirical focus the racialised and racist mobilisations that occurred in the East End of London in the late summer of 1993. A local by‐election with a very high profile BNP (fascist) presence, the racist assault on seventeen year old Qudddus Ali, which left him for several days near death in intensive care, and the subsequent clashes in Whitechapel and Spitalfields which sprang from attacks on the shops and restaurants of Brick Lane by far right activists culminated in serious clashes between police and local Bengalis and a petrol bomb attack on the local police station.

The paper shows that ‘the street’ invokes a range of spatialities that are a constitutive feature in understanding not only the parochial specificities of Spitalfields and Stepney, Wapping and Whitechapel, but also the very nature of racist and anti‐racist mobilisation. At times the vocabulary of resistance may appear similar or even identical to the language of the carceral and territorial imperatives that codify and institutionalise racist practices. On closer inspection subtle distinctions arise from particular articulations of street sensibilities, raising questions that are essential for a plausible and politically progressive reading of recent violent disorder and indispensable to an understanding of the constellation of contemporary debates around public space and the perennial discussion about ‘insiders’ and ‘outsiders’ in anti‐racist mobilisations.  相似文献

ABSTRACT

Black and minority ethnic teachers are significantly underrepresented in British schools. Despite increasing anxieties about Britain’s ‘diversity shortage’ among teachers, recent studies on the experiences of Black teachers generally, and Black male teachers specifically, remain rather sparse. Drawing on in-depth interviews with 25 Black Caribbean and Black African male teachers with five or more years of experience in London schools, this article deploys Bourdieusian conceptions of organizational habitus to explore the ways in which the national ‘diversity shortage’ can lead to a local ‘diversity trap’ in state schools that limits the range of roles Black male teachers are encouraged to pursue in schools. Findings suggest that pressures for Black male teachers to serve in racialized roles as community liaisons, role models, and school-wide disciplinarians, particularly for ethno-racial minority students, have stymied the long-term progress of Black male teachers towards departmental and administrative leadership – ranks at which the diversity shortage is even more acute.  相似文献
