This article uses the history of debates over the US Head Start programme (1965), Early Head Start (1994) and the UK Sure Start initiative (1998), as a window on to policy transfer. In all the three, the aim was that early intervention could offer a means of boosting children’s educational attainment and of countering the wider effects of poverty on development. Nevertheless, there were also important differences between them. The first part of the article looks at UK responses to Head Start, the second at Early Head Start and the creation and subsequent direction taken by Sure Start. In the Conclusion, we sum up the arguments relating to Head Start and Sure Start and offer some broader reflections on policy transfer. 相似文献

Recent theoretical development in environmental sociology has focused on the concept of risk. Macro- and middle-range theoretical conceptualizations relevant to understanding environmental risk and resource depletion have emerged from Europe and the United States. We review five theoretical approaches to the environment–society relationship and identify convergent characteristics relevant for resource management in the modern world. These characteristics suggest goals for resource management should include expanded discursive systems, a more informed public and building institutional trust. 相似文献

The question of whether social workers participate in continuing social work education because social service organizations regard continuing education of their staff essential for improved organizational performance, or because social workers regard it as essential for improved professional performance is examined using two data sources. The data suggest that social workers engage in continuing education programs primarily for professional rather than organizational reasons. The viability of these programs seems to depend on whether they are on the cutting edge of new knowledge and the opportunities they afford for intellectual stimulation. The characteristics of policy in special education are examined in a number of international settings via an analysis of policy documents and commentaries on policy implementation. Through a constant comparative method a number of 'ideal types' are identified which characterise policy and exemplify the problems involved in the realisation of policy, particularly when that policy is progressive and especially when it promotes inclusive principles. Tensions particularly emerge between the interests of administrative and professional groups on the one side and the deprofessionalising, devolutionary pressures inherent in inclusion on the other. Sustainable development and ecological modernization are the two theoretical frameworks that underlie environmental policy making in industrialized countries. It is especially the theory of ecological modernization that describes recent changes in environmental policy making and assumes a positive-sum game between the economy and the environment. The article critically reflects upon ecological modernization as a basis for current environmental policy and discourse. It uses experiences of a project on environmental supply chain management to explore the implications of ecological modernization on practical environmental policy outcomes. We conclude that sustainable development and ecological modernization must be viewed as ideological and political concepts, at least as much as they are about the relationship between the economy and environment. Therefore, further analyses of environmental policy making must include issues of power and influence. 相似文献

Some macroecologists study population characteristics using a single variable, while others specify a system of interrelated variables. The purpose of this paper is to offer an ecological model which is theoretically appropriate and correctly bounded. Based on population (P), information (I), space (S), technology (T), organization (O), and level of living (L), or PISTOL, it is argued that the addition of two variables to the most famous ecological model (POET), namely L and I correctly bounds the POET model since each component is theoretically important. 相似文献

Developing environments responsive to the aspirations of older people has become a major concern for social and public policy. Policies and programs directed at achieving “age-friendly” communities are considered to require a wide range of interventions, including actions at the level of the social and physical environment. This article compares the age-friendly approaches of two European cities, Brussels and Manchester, with a particular focus on policies and initiatives that promote active aging in an urban context. The article examines, first, the demographic, social, and multicultural contexts of Brussels and Manchester; second, the way in which both cities became members of the World Health Organization Global Network of Age-Friendly Cities and Communities; third, similarities and differences in the age-friendly approaches and actions adopted by both cities; and fourth, opportunities and barriers to the implementation of age-friendly policies. The article concludes by discussing the key elements and resources needed to develop age-friendly cities. 相似文献

Abstract Most studies of state/economy relationships focus on national and global institutions and minimize the importance of local, sub-national institutions. This lack of attention to sub-national states also characterizes most of the studies that examine the role of the state in the structure of agriculture. On the other hand, calls for a new type of sustainable agriculture argue that this type of economic system will be embedded in local political institutions. The nature of these local institutions, however, has gone largely unanalyzed. Through a comparative historical analysis of sub-national state intervention in the regional economic structure of the U.S. dairy industry in the New Deal era, this analysis shows how state dairy policy has reflected sub-national interest group politics surrounding food, agriculture, and rural land use. Sub-national states responded to the agricultural crisis of the 1930s by spatially reorganizing agricultural resource use within their territories. The three states examined—New York, Wisconsin, and California—influenced the resource intensiveness of dairy agriculture by managing the spatially segmented boundaries that separated resource-intensive and low-resource dairy production systems. 相似文献

Within the European Union, promotion of ‘policy coherence’ is intended to improve co‐ordination across sectors and groups of professionals, who make competing claims for agricultural development in low‐income countries. This article examines the prospects for stakeholders in Sweden to implement such a policy, drawing on experiences from the launch of a national multi‐stakeholder platform with the participation of 99 organisations. Its findings demonstrate institutional fragmentation and struggles for legitimacy, with the internationally heralded Swedish Policy for Global Development operated largely as a tokenistic instrument, legitimised by the pretence of stakeholder engagement. It argues for improved institutional support to facilitate cross‐sectoral dialogues to deconstruct social boundaries which are no longer relevant. 相似文献

Based on an ethnography of one illuminating case – the formulation of new immigration policy statement entitled “Together, we are Quebec” between 2014 and 2016 – this article argues that policy formulation is an important site of power and influence over immigration-related policies for bureaucrats. In dialogue with concepts and theories from public administration, it demonstrates that a broad mandate of reform and modernization, coupled with political tensions surrounding diversity, created opportunities for the bureaucracy to influence Quebec's immigration policy following its interests, relations, expertise and experience. In this case, the bureaucracy's influence operated through two pathways: problem definition and consensus building. While this influence is partially contingent on political and institutional characteristics of the Quebec context, this case shows that scholarship on immigration policy and politics should embrace a much broader reading of the influence of bureaucrats on the content and development of immigration-related policies. 相似文献

This article, which appears in a special 30‐year anniversary edition of the Australian and New Zealand Journal of Family Therapy, reflects on the legacies of the work of Michael White. It begins by looking back on Michael's time as editor of the Australian Journal of Family Therapy. Of the many themes that were discussed in the Editorials and Letters to the Editor section of this journal in the early 1980s, this article focuses on three in particular to explore the legacies of the work of Michael White. The author describes how Michael has bequeathed not only a profound body of work, but also a distinctive spirit of originating, and ways of working that consider the effects of social issues and that examine the politics of experience. It is the author's hope that this approach to considering Michael White's legacies honours his work and also honours the contributions of the Australian and New Zealand Journal of Family Therapy in its 30th year. 相似文献

The European Union (EU) is a relevant case to address the dynamics of transnational politics, given the significance of the EU environmental legislation in member states. Infranational, national and supranational/EU decision-making arenas still co-exist, without completely overlapping. This study explores how the multilevel nature of the EU policy-making process is exploited by national environmental movement organisations (EMOs). Diverging from the explanation in terms of political opportunity structure or their resource basis, we examine EMOs that do not automatically adapt to the EU multilevel policy process. The discussion takes up the classic debate between grievances (intentionality) and resources (capacity) hypothesising that both are constructed in EMOs' actions and through their interactions with public authorities, allies and members. Within the analytical framework developed in this study, the organisation is viewed as a factor explaining EU activism by combining an endogenous action approach with classical resource mobilisation concepts. The ensuing longitudinal analysis compares the case of three French EMOs: France-Nature-Environnement, Friends of the Earth-France and Greenpeace-France. 相似文献

ABSTRACTThe perception of elderly residents as a homogeneous group is challenged by the diversification of lifestyles and emphasis on individuality in housing. Recently, there has been a rise in Finland in housing projects initiated by groups of elderly people, where the seniors themselves are seeking to fill in qualitative gaps in the offering of housing. This article presents a comparative analysis of four senior housing concepts that represent both a producer-driven (“for the elderly”) and a resident-driven (“by the elderly”) approach. The study shows that elderly people can be a resource for residential development and that this necessitates a different “design logic” than in conventional senior housing. 相似文献
