The three experiments presented here were part of a large OBM training program for managers in city government. Although the training program resulted in a total of 19 different managerial products, the three experiments selected for presentation represent the most methodologically sound of all the projects. In contrast to much published literature, these three studies suggest that practicing managers in the public sector can conduct simple, practical, and effective behavioral change projects designed to improve employee performances.  相似文献

The importance of learning has since long been acknowledged for both business and public sector organizations. However, learning theory and research have tended to neglect the differences between these organizations, and to develop in separate and unrelated directions. To address these developments, this paper purports, first, to develop a theoretical framework that integrates various concepts from the fields of public policy learning and organizational learning, and that is specifically directed at public sector organizations. 水平合并是企业面对激烈竞争而选择的一种扩张发展战略,企业合并后通过供应链网络整合以实现协同效应是决定合并成败的关键,因而对合并后协同效应的量化分析对企业具有重要的意义.考虑由描述制造/再制造业务、EOL产品处理业务、运输业务和储存业务的多个运作链构成的闭环供应链网络,网络中的各个企业生产同质无差异的制造/再制造产品,分别建立了水平合并前和企业合并后的经济模型,在传统成本的基础上,增加了环境成本的考量.并分别给出了两个模型的变分不等式形式,提出了以模型结果为基础的企业合并协同效应的量化法.最后利用提出的模型对算例进行计算,并分析整合带来的协同效应以及整合成本对合并后企业利润的影响.  相似文献

适应新常态与创新引领是当前中国转型发展的主基调,如何激活员工创造力已经提到企业发展的战略议程.基于有机整合理论和内外激励协同的视角,引入心理需要作为重要的边界条件(发挥调节作用)和作用机制(发挥中介作用),构建一个被中介的调节效应模型,尝试揭示任务意义和奖励如何协同影响员工创造力.以某信用卡中心3 150名员工为研究样本,运用多元回归和区间估计Bootstrap法进行假设检验.研究结果表明,①任务意义正向影响创造力,表明优化工作设计、让员工体验到更多的工作意义和价值有助于提升创造力;②奖励正向调节任务意义与创造力的关系,但被胜任需要和归属需要的中介作用所解释,表明尽管奖励从整体上促进任务意义转化为创造力,但只有当奖励能够激活个体的胜任感和归属感时,才能推动员工将从任务意义中体验到的内在激励因素转化为现实的创造力成果.研究结果为弥合激励理论冲突、推进理论整合提供了新的分析框架,也为相关行业优化工作设计、丰富任务意义感知以及完善绩效评价和薪酬设计提供了坚实的理论指导和实践指南.  相似文献

Public sector organizations collect vast amounts of information that often goes unused. Information may serve a symbolic role to imply that decision makers are using rational decision processes, or it may be collected to rationalize a preconceived decision and develop or maintain public support. Over-collection of irrelevant information or under-analysis of existing information for decision implications leads to excessive public information costs with limited public benefit. The study discusses the role systematic information misalignment plays in the public sector and considers its implications for public agency performance. The concept is evaluated using examples from the National Aeronautics and Space Administration.

His research and teaching pursuits engage public policy, economic development, and public sector capacity and performance. His research appears in Public Administration Review Economic Development Quarterly and The Journal of Public Affairs Education. Dr. Hall earned the Ph.D. in Public Administration from the University of Kentucky Martin School of Public Policy and Administration. The article examines how South Korean civil servants responded to the introduction of pay for performance. Drawing upon 31 in-depth interviews with career civil servants, it identifies what became known as 1/n, a form of ‘discreet resistance’ that emerged and evolved. The analytical framework allows productive resistance to be seen as ebbing and flowing during organisational change that sees institutionalisation, deinstitutionalisation and re-institutionalisation. In understanding the cultural context of organisational resistance the contribution is three-fold. First, a nuanced definition and understanding of productive resistance. Second, it argues that productive resistance must be seen as part of a process that does not simply reflect ‘offer and counter-offer’ within the change management process. Thirdly, it identifies differences within groups and sub-cultures concerning commitment towards resistance and how these fissures contribute towards change as new interpretive schemes and justifications are presented in light of policy reformulations.  相似文献

Using the act frequency approach we developed and operationalized two constructs: perceived organizational readiness for change and perceived organizational unreadiness for change. Using a sample drawn from five Canadian public sector organizations, it was found that perceived readiness for change can be conceptualized with three sub-constructs: commitment of senior managers to the change, competence of change agents, and support of the immediate manager. Perceived unreadiness for change had two sub-constructs: poor communication of change and adverse impact of change on work. Using structural equation modelling techniques, the measurement scales of all these constructs were tested for reliability and validity using job stress and perceived organizational support as outcome variables.  相似文献

学习型企业需要不断地对知识创造和获取过程进行投资,如何进行最优的知识投资是需要解决的一个关键问题.针对大型企业集团中企业知识创造和知识应用的知识包特点和集团内部子单位之间知识创造和知识应用的互补特点,提出企业知识投资的内部市场化模型,对于"知识唯一供应者"情况下的简化模型进行了具体的案例分析.研究结果表明,市场化模型的应用不仅可以促进企业内跨子单位的知识扩散和知识共享,而且有助于提高企业的知识投资效率.  相似文献

Public sector reform in Denmark has not been studied extensively, despite the country's tireless reorganization efforts and track record of trying new ideas. This article thus seeks to fill a gap in the literature. It does this by examining the reorganization of the public sector in terms of the transformation of organizations, and by assessing how successive governments have evaluated the initiatives taken with the aim of knowing whether or not reorganization has worked. The discussion shows that reorganization has been incremental and pragmatic, and that governments have rarely evaluated their reorganization efforts in any systematic way. One of the primary reasons for this has been the desire of politicians and top civil servants to have political and administrative flexibility and freedom to seize on strategic opportunities, unconstrained by the findings of detailed evaluations.  相似文献

Increasing formalization of disciplined management of UK universities over the last 30 years has been accompanied by moves to articulate universities' strategies, by attempts to connect organizations' plans and management of activity to those strategies and by a desire to measure how well outcomes are fitted to universities' goals. In this complex change in the orientation of universities' management, lessons have been drawn from the contemporary development of the analysis of strategy and strategic process in commercial and, latterly, in public sector settings. It is argued that there have been very significant errors and weaknesses in the importation of such models of strategy, especially in the stress on strategic planning rather than strategic process and in the insensitivity of universities' planning to the underlying strategy process of the typical university. Most universities, it is argued, mistake planning – and even budgeting – for strategy itself, having failed to make proper sense of their own organizations' processes of generating strategies and putting them into practice. They have typically missed the crucial context of strategy and change. It is argued that there are crucial lessons to be learned from recent advances in theorizing about strategy in the private or commercial sector, particularly in relation to the development of modelling complex and path‐dependent systems; and it is argued strongly that universities' strategic process can fruitfully be analysed through the perspectives of real options analysis. This can also accommodate the richness of universities' traditions of strategy formation and implementation within ‘loose‐coupled’ organizations.  相似文献
