We propose a triple test to evaluate the usefulness of behavioral economics models for public health policy. Test 1 is whether the model provides reasonably new insights. Test 2 is on whether these have been properly applied to policy settings. Test 3 is whether they are corroborated by evidence. We exemplify by considering the cases of social interactions models, self-control models and, in relation to health message framing, prospect theory. Out of these sets of models, only a correctly applied prospect theory fully passes the tests at present. Specifically, in broad agreement with the evidence, a gain frame has positive implications for welfare encourages disease prevention activity, though this does not apply if the perceived probability of the bad health outcome is large enough. We see our tests as being useful to identify how much health policy weight policy makers should assign to specific behavioral economic models; they are also useful to verify what next steps would be most useful in further research.  相似文献

We present the first nationwide value of life estimates for the United States at more than one point in time. Our estimates are for every ten years between 1940 and 1980, a period when declines in fatal accident rates were historically unprecedented. Our estimated elasticity of value of life with respect to per capita GNP is 1.5 to 1.7. We illustrate the importance of rising value of life for policy evaluation by examining the benefits of improved longevity since 1900. Our estimated elasticity implies that the current marginal increase in longevity is more valuable than the large increase in the first half of the twentieth century.  相似文献

Frame analysis has been developed and applied across contexts in several disciplines such as policy analysis, where the perspective has proven fruitful to carve out essential differences in the construction of meaning and to understand the responsiveness of the strategic use of ideas. However, this article argues in line with other scholars that the analytical potential of frame analysis is not fully utilized in most empirical studies. The article addresses two points of critique raised against frame analytical perspectives: the limited view of the framing process and the limited understanding of frame effects. We suggest two analytical dimensions that help to develop the analytical potential of frame analysis in policy analysis and beyond: firstly, the institutionalization process of frames which can capture the struggle of meaning within policy processes and also distinguish between the varying influences of different frames over space and time. Secondly, the extension of frame effects that through a reconceptualization of frame effects can capture how a frame has an effect on actors other than the audience and beyond its immediate purpose.  相似文献

Localism advocates the participation of ‘local’ groups in governmental decision-making processes. While making policy more context/place specific is a progressive goal, this paper suggests that the processes through which this occurs, and underlying conceptual approaches to scale and place, require a careful analysis. Although often side-lined, Indigenous experiences of localism are key to seeing these issues as critical responses to place and politics, rather than relegating them to an ‘Aboriginal’-specific issue. This paper outlines two practical implementations of Aboriginal inclusion in environmental decision-making, in Canada and Australia. These case studies demonstrate both the failings of current framings of localism and ‘environment’ in policy-making and the inadequate responses of governments to the complexities of place making. These challenges are illustrative and symptomatic of wider issues about how environmental policy and place are currently envisaged. This paper suggests a new methodological framing of these issues that positions the current framing as one view among many, offers a non-relativist frame of communication for moving beyond inclusion and outlines the implications of this reframing for localism.  相似文献

Longevity insurance annuities are deferred annuities that begin payment at advanced older ages, such as at age 80. Such annuities would benefit some older retirees who have drawn down their savings, but the private sector has problems in providing them. Originally, social insurance old‐age benefits programmes in some countries were structured as longevity insurance programmes, with 50 per cent or less of those entering the workforce surviving to receive the benefits. Over time, however, as life expectancy has improved, the benefits these programmes provide have slowly transformed into benefits that most people entering the workforce ultimately receive. This article argues that the reintroduction of longevity insurance benefits as part of social insurance old‐age benefit programmes could be an important policy innovation, in particular because this benefit is generally not provided by the private sector. China has introduced longevity insurance benefits as part of its social insurance system, offering a model for other countries, particularly those providing modest social insurance old‐age benefits.  相似文献

Issue frames (i.e., the thematic slants that elites use to structure issue debates) have been shown to alter how citizens think about social policy issues. However, support for a social policy issue not only depends on how the issue is framed, but also on the source or “messenger” associated with the frame. For the most part, issue frames have been faceless and research has failed to consider how characteristics of the frame's messenger such as expertise and trustworthiness influence citizens. The present study examines the influence that gun control frames and their messengers have on a variety of dependent variables. The results show that source cues moderate the impact of the frames, even when controlling for other variables. Specifically, credible sources significantly augment the effects of a frame while spokespersons with a perceived bias tend to weaken the frame's arguments and impact. These results point toward a more complex framing theory: public support for social issues depends on how the issue is framed, as well as who presents the message.  相似文献

The institutionalization of an elderly person is a crisis for the family. Using case illustrations, this article presents three major factors affecting family reactions and adjustment (the expectations of society, family roles and expectations, and the impact of the move upon daily family life), suggests that nursing home placement be viewed as a step in the normal family life cycle, and discusses ways in which rituals could be used to ease the tradition to the post-placement phase of the family.  相似文献

This empirical research investigates how political sophistication moderates framing effects on public opinion and attitudes. It explores when framing effects occur and who could be immune to such framing. Experimental results with multivariate analyses indicate that political sophistication enhances or reduces framing effects in shaping public views and stances, subject to the nature of public policy. When a public policy is promoted that is perceived as an easy issue, framing effects are significant for individuals who are less politically sophisticated. Alternatively, when a hard issue is presented, opposite results are observed. Framing effects are insignificant in promoting an ideological issue regardless of a person's political sophistication.  相似文献

Normative, Gain and Hedonic Goal Frames Guiding Environmental Behavior   总被引:2,自引:0,他引:2  
This article discusses new developments about goal-dependent framing and multiple goal frames (sometimes also called "multiple motives"), which are highly relevant for understanding environmental behavior. We introduce goal-framing theory, which postulates that goals "frame" the way people process information and act upon it. Three goal frames are distinguished: a hedonic, gain, and normative goal frame. In general, multiple goals are active at any given time, which may (or may not) be compatible; that is, the strength of the focal goal may be influenced by other goals that are in the background. Based on an extensive review of studies in environmental psychology, we suggest those conditions under which each goal frame may be dominant in influencing environmental behavior. In the environmental context, normative goal frames imply acting pro-environmentally, while gain and hedonic goal frames often result in not acting in an environmentally sound manner. Next, we argue that pro-environmental behavior may be promoted by strengthening normative goals or by making gain and hedonic goals less incompatible with normative goals. Finally, based on goal-framing theory, we suggest questions to be addressed in future research.  相似文献

This paper investigates young care leavers' expectations of their future after discharge from care. The results are based on qualitative longitudinal data where 16‐ to 21‐year‐old care leavers (n = 15) were interviewed twice, first when still in care but planning for their discharge (T1) and the second time 6–9 months later (T2). The analysis using a general inductive approach showed that their expectations were dependent on the time horizon and that there was an obvious difference between the young informants' short‐ and long‐term expectations. Their short‐term expectations consisted of worries connected to their approaching discharge (at T1) and how to cope with challenges of everyday life after discharge from care (at T2). These results seem to echo negative outcomes shown in previous quantitative research. However, the informants' long‐term expectations provide a different picture, being mainly positive in both interviews (T1 and T2). The results are discussed from a life course perspective, where the informants' visions of their future are framed and understood in terms of the different stages of their transition process.  相似文献

We demonstrate in this article how critical realism can be used to explain indeterminacy in role behaviour systematically. In so doing, we both rebut various criticisms of critical realism made recently by Kemp and Holmwood and attempt to illustrate the weaknesses and absences of approaches that concentrate unduly on the collection of expectations of (different groups of) actors concerning roles and the behaviour of incumbents. Within a framework that recognises that structure and agency are ontologically distinct but necessarily empirically related entities, we argue that structures should be seen as sources of indeterminacy within role behaviour for at least four reasons: the co‐determination of roles through the intersection of structures; conflicting role expectations caused by contradictions inhering within structures; asymmetries of power within social relations; and asymmetric repetition within structural reproduction/transformation. In light of this discussion of structural sources of indeterminacy, we then go on to demonstrate how critical realism is also able to analyse systematically the agential sources of indeterminacy within role behaviour and expectations through theories of psychobiography and reflexivity. We thus conclude that critical realism contains the conceptual tools required to illuminate the point(s) of intersection between structure, culture and agency which is central to understanding both role behaviour and the plurality of expectations concerning such behaviour.  相似文献

As a fundamental social process, communication can help natural resource managers prevent or manage many human–wildlife conflicts, but research on how to present effectively information that contributes to the reduction of human–wildlife conflicts is scant. We examined the effectiveness of point-of-reference and gain-versus-loss framing in heightening intentions to prevent human–black bear conflicts. We randomly assigned 811 participants to one of six message conditions as part of a 3 (point of reference: family versus community versus bear) × 2 (message framing: gain versus loss) between-subjects factorial design or a control condition. The findings show that a match between loss framing and low-construal referencing point (e.g., family-referencing), and a congruency between gain framing and high-construal referencing point (e.g., bear-referencing) lead to higher risk perception and behavioral intentions. This study provides guidance for continuing research and design of risk communication in the context of human–bear conflicts.  相似文献

Legislation regarding the legalization of same-sex marriages has been advocated for and opposed across distinct states in the United States. Claims makers on either side of the issue have attempted to have their voices heard in local and national newspapers. Newspaper personnel determine how to frame the issue, deciding which meanings associated with same-sex marriage will be highlighted and which will go unrepresented. This paper analyzes the media framing of Proposition 8 in California, a voter initiative prohibiting same-sex marriage, comparing frames across three newspapers: one local to California, the San Francisco Chronicle, and two national, the New York Times and the Washington Post. The paper illustrates shifts in frames from May 2008 to August 2010, a time period extending from the vote on the initiative through two court challenges. Overall, the results indicate that these newspapers more frequently frame same-sex marriage as a civil rights issue and that those attempting to block same-sex marriage do so as a function of discrimination. Less frequently, they frame same-sex marriage as a threat to heterosexual marriage. The findings show that the frequency with which the frames appear shift across newspapers as well as the time period of study.  相似文献

Objective. Guided by a life‐course framework that incorporates the interconnection between marriage, migration, and other transitions, we critically examine the familism explanation for the earlier age at marriage among Mexican Americans. Methods. We compare the marriage patterns of Mexican immigrants derived from the National Survey of Family Growth (NSFG) to those of women living in Mexico derived from the Mexican Census. We then use data from the NSFG to estimate proportional hazard models of marriage using fixed variables such as parent's education and time‐varying variables such as school enrollment. Results. Analyses show that the Mexican immigrant population marries earlier than Mexicans who do not migrate to the United States. In addition, the U.S.‐born Mexican population has lower marriage rates than whites once family background characteristics associated with early marriage are controlled and Anglos are no less likely than Mexican Americans to marry in response to a pregnancy. Conclusion. We find reason to doubt that ethnic differentials are driven by a strong attachment to marriage, female chastity, and the “traditional” family. Although cultural factors may play an important role, researchers need to more carefully specify the aspects of Mexican culture that might encourage marriage and how these factors interrelate with economic and demographic constraints.  相似文献

ABSTRACT

Using in-depth interviews with 17 women raising young children in urban poverty, two separate standards were examined—“making it” and satisfaction. “Making it” referred to one's perceived ability to meet the basic physical needs of her children. In contrast, satisfaction referred to how closely one's current life circumstances align with her personal notions of success. Results indicated that self-expectations greatly influenced which standard individuals prioritized, such that those with higher expectations valued satisfaction while those with lower expectations prioritized “making it.” Self-expectations aligned largely with one's poverty status, and women with the fewest economic resources typically expected the least for their lives. Findings from this study suggest that efforts to support women raising young children in poverty must address both standards if they are to be relevant, effective, and sustainable. Similarly, if individuals are to succeed in such interventions, they must be supported in developing higher expectations for their lives, given the role that expectations play in catalyzing one's sense of a life beyond survival. Future research and implications for theory and practice are outlined.  相似文献

ABSTRACT

People are living and driving longer than ever before, with little preparation for transitioning to being non-drivers. We investigated driving expectations among drivers age 65 and older, including sociodemographic and driving context predictors. Cross-sectional data from 349 older drivers were explored to determine variation in how many years they expected to continue driving. General linear models examined predictors of both expectations. In this predominantly Black/African American sample, 76% of older drivers (mean age = 73 ± 5.7 years) expected a non-driving future, forecasting living an average of 5.75 ± 7.29 years after driving cessation. Regression models on years left of driving life and years left to live post-driving cessation predicted nearly half of the variance in older drivers’ expectations with five significant predictors: income, current age, age expected to live to, self-limiting driving to nearby places and difficulty, visualizing being a non-driver. Many older drivers expect to stop driving before end of life.  相似文献

Since 1997, Labour has developed a wide range of policies on childcare services, care leaves and flexible working hours. In 2000, the term ‘work‐life balance’ was introduced and has been used by Government Departments and by the academic community with very little discussion of its meaning vis à vis the use of ‘family‐friendly’ policies, or the promotion of ‘work and family balance’. We explore the introduction of the term work‐life balance, the reasons for it, and its significance at the policy level, especially in terms of its implications for the pursuit of gender equality. We find that at the policy level, its use was more a matter of strategic framing than substantive change. Nevertheless, because of the UK Government's largely gender‐neutral approach to the whole policy field, it is important to make explicit the tensions in the continuing use of the term work‐life balance, particularly in relation to the achievement of gender equality.  相似文献

There has been considerable concern about levels of pension saving especially given increases in longevity and rising pension deficits. In particular, the prospects of many future female pensioners have been questioned. As pensions are determined by contributions throughout the life course it is imperative to comprehend the attitudes, knowledge, expectations and savings habits of people from an early age to explore why under‐saving occurs. This is particularly pertinent given recent governments' emphasis on individual responsibility for financial provision in retirement. However, there is little research which focuses specifically on young women's attitudes or planning towards pensions despite considerable concern about the future of women's pensions. This article considers young women's (18–30) attitudes towards pensions and whether they differ according to socio‐economic status by using interviews with 15 women (five in routine and manual occupations, five intermediate, five professional and managerial) about how knowledge and choice, trust, responsibility, risk and uncertainty impact on their pension decisions. It is evident that the ability and willingness of people to contribute to a pension depends, among other things, on the pension offered by employers, the pension requirements in place and immediate financial needs. Therefore this article shows that pension policy needs to take into account women's employment histories, which are often fragmented and diverse, when considering young women's attitudes towards pension saving.  相似文献
