The situation of the rapidly growing numbers of refugees andasylum seekers in many countries is one of increasing concernand the focus of a previous CDJ Special Issue [Vol. 40 Issue2]. In this issue Mitchell, Kaplan and Crowe write from withinthe Victorian Foundation for Survivors of Torture [VFST], Melbourne,of their experience of working with South Sudanese refugeesusing a VFST framework of community recovery developed to enhancerefugee mental health and well-being. 未成年人本应是社区矫正的重点对象之一,但我国未成年人社区矫正体系未受到应有重视,存在着诸多问题。在立法上,未成年人社区矫正制度的独立性不足,适用的对象过于狭窄,未形成完整的法律体系。在司法实务中,未成年犯适用社区矫正的比例偏低,尤其是外地户籍未成年犯适用社区矫正的比例更低。在执法中,未成年人社区矫正机构尚未专门化,社区矫正工作人员未能实现专业化,也没有针对未成年人的个性化社区矫正项目。  相似文献

This article looks at ‘educational’ migration instigated by the Danish programme of agricultural apprenticeships, which since the late 1990s has brought many young Ukrainians to rural Denmark. It discusses discrepancies between the logic of achievement implied by the programme’s ideology on the one hand, and Ukrainian apprentices’ aspirations to social mobility on the other hand. In this way, the article questions the concept of ‘community of practice’ that has been used to describe the formation of a social persona sharing the values of this community. Using ethnographic case studies of former apprentices, I argue that while apprenticeships often fail to produce a shared social and professional identity within a community of practice, there are many ways in which the experiences afforded by Danish apprenticeships lead to (sometimes unforeseen) achievements.  相似文献

Abstract A number of dimensions of the democratic political process are important for understanding civic communities and civic engagement. While many of these aspects have been examined at the federal level, less is known about how these dynamics operate at the local level, especially in rural communities, and that, moreover, involve a specific issue. In this study, we explore the relationships between trust in public officials, views of the decision‐making process, and issue‐related involvement in a rural community in Utah. In particular, we examine the factors underpinning citizens' expressed levels of general trust in public officials, support for the decision‐making process in their community related to a specific issue, the factors influencing individuals to participate in the issue, and how citizens view various groups involved in defining the public good related to the specific issue. We find 1) that perceptions of the political process influence all three aspects of the democratic process, 2) that neither lack of trust nor dissatisfaction appears to be detrimental to the democratic process at the local level, and 3) that differences in opinion regarding definitions of the public good intersect with other aspects of the political process. This research sheds light on factors influencing rural community functioning and citizen responses to proposed changes. In discussing the results, we reflect in particular on their implications for rural communities.  相似文献

In many European welfare states the reform of mental health services has been accompanied by the implementation of new forms of governance, including the introduction of managerial audit systems. While such systems have been developed for ‘good causes’, such as quality assurance, financial management and monitoring staff performance, they may simultaneously produce diverse and contradictory effects on practice. The aim of this article is to examine the role of one managerial audit system, introduced in psychiatric outpatient clinics in central Finland, and assess its impact on practice. Reference is made to modernising mental health policy in the UK as that has producedsimilar practics outcomes. The research was an empirical study of practice using a mixed-method case study design involving documentary research and semi-structured interviews. Insights from Mitchell Dean's notion of governmentalisation of government were utilised in the analysis. It was found that, although the audit system primarily served administrative needs, it began to reshape practice by reinforcing certain modes of working and excluding others. The analysis of community mental health work in Finland, with similar trends in the UK, highlights the connection between documentation, resource allocation and managerial priorities that reinforce particular styles of practice. In community mental health services it would appear that the problems of professional practice have become the problems of administration.  相似文献

State and federal governments in Australia have developed a range of policy instruments for rural areas in Australia that are infused with a new sense of ‘community’, employing leading concepts like social capital, social enterprise, community development, partnerships and community building. This has encouraged local people and organisations to play a greater role in the provision of their local services and has led to the development of a variety of ‘community’ organisations aimed at stemming social and economic decline. In Victoria, local decision-making, before municipal amalgamations, gave small towns some sense of autonomy and some discretion over their affairs. However, following municipal amalgamations these small towns lost many of the resources—legal, financial, political, informational and organisational—associated with their former municipal status. This left a vacuum in these communities and the outcome was the emergence of local development groups. Some of these groups are new but many of them are organisations that have been reconstituted as groups with a broader community focus. The outcomes have varied from place to place but overall there has been a significant shift in governance processes at community level. This paper looks at the processes of ‘community governance’ and how it applies in a number of case studies in Victoria.  相似文献

Traditional teaching runs directly counter to the natural learning process, which is a dynamic, socially conscious process whereby students learn by doing. This educational philosophy and practice is also predicated on serving the community. In the course of helping to build one's community, essential academic and personal skills are developed. This chapter provides examples of a high school program in Boston that uses community action project-based learning as a tool to create a better community. Through this process, students learn about finding and using their power to make change happen for them and their communities.  相似文献

Abstract

A recent move toward community-based services on the part of direct service agencies presents a major opportunity for the revitalization of community practice. Driven by funding from major philanthropic foundations and also by recent changes in federal entitlement legislation, these efforts at system reform are designed to make services for vulnerable populations more effective, accessible, integrated, and comprehensive in the context of the local community. Although this service reorganization requires the type of methods typically found in community practice, direct service workers employed in these agencies usually have not been trained in community work. To begin to address this concern, this article uses a computerized word search to review the community practice and community organization literature. A working definition of “community-based” practice is developed. The extensive literature review yields six characteristics of community-based service delivery: (1) neighborhood-based and family-focused; (2) strengths- and empowerment-oriented; (3) cultural sensitivity and multi-cultural competency; (4) comprehensive services; (5) access to integrated services and supports; and (6) teamwork and leadership skills. The article reviews what scholars have recommended in each of these areas as a way of understanding the characteristics of community-based service delivery and the skills needed by direct practitioners working in community-based programs. The article summarizes innovative curricula and specific courses which demonstrate ways of teaching community skills to direct practice workers. Future work for community practice scholars and educators is recommended.  相似文献

ABSTRACT

The new upsurge in labor organizing among low-wage workers provides community organizing with opportunities to engage in economic justice struggles. Low-wage workers are organizing in many sectors of the workforce that are difficult to organize. Their issues are part of the larger discourse concerning inequality in the United States. New forms of community organizing are developing in some areas that embrace economic justice issues. However, many of the national networks have yet to become involved in issues of community members in the capacities as workers. Macro social work needs to revisit its origins and forge a new tradition that incorporates the problems that inspired Jane Addams and her contemporaries, the issues of workers and immigrants.  相似文献

In the context of normalisation and rights recognition, capacity for decision-making by people with an intellectual disability has emerged as an important but potentially contentious issue. Although increased community integration has opened up many new options, opportunities for greater autonomy are still unnecessarily constrained. Perceptions of limited competence, the issue of who has control over choices, and organisational structures are some of the factors which influence the extent to which clients are able to make decisions. This paper argues that, in order to resolve these issues, decision-making by people with an intellectual disability should be studied within the broader context of psychological theories of decision-making and human behaviour. Theoretical findings are reviewed and areas identified in which decision-making behaviour may break down. The relevance of theoretical research to issues of competence and empowerment, and to the small body of research on decision-making and choice by people with an intellectual disability is discussed. It is concluded that future research should focus on contextual variables, including the nature of the decision to be made, which affect decision-making competence in people with an intellectual disability.  相似文献

Congregation‐based community organizing (CBCO) federations play an important role in uniting a diverse array of religious congregations and community‐based organizations in movements for social justice at the neighborhood, regional, state, and national levels. Metropolitan‐level CBCO federations provide a novel and noteworthy example of meso‐mobilization contexts as described in the social movement literature in that many such federations engage in multiple concurrent issue campaigns. This study examines collaboration among organizational members of Communities Creating Opportunity, a CBCO federation based in Kansas City, Missouri. Qualitative interviews with organizers, clergy, and lay‐leaders, together with an analysis of organizational records, reveal a cooperative structure of interorganizational relations built upon specific organizing activities, roles, and relations. These activities, roles, and relations are in turn conditioned on each member organization's own level of connection to a particular organizing issue. Findings suggest that this innovative form of cooperative relational structure affords multi‐issue federations an enhanced capacity to mobilize voluntary labor resources and turn‐out at public events relative to single issue organizing.  相似文献

In 2009 a French national commission was created to issue recommendations against “the burqa” and raise the possibility of a ban on the practice in certain public settings. This paper explores the different normative stakes of politicizing the burqa and the form of Islamic Revival with which it is associated. Recent scholarship has sought to overturn orientalist depictions of Islamic movements but has insisted that bodily ethical practices, such as Muslim women’s veiling, constitute forms of politics. Based on ethnographic research in a women’s mosque community in a poor suburb of Lyon, France, I argue that these women are not engaged in a form of politics but rather, antipolitics, a movement originally conceptualized in the 1970s and 80s as a rejection of politics and a valorization of private life. Three components define their antipolitics: a reconfiguration of the private sphere against an intrusive state, a retreat into a moral community, and emphasis on spiritual conditions and achievement of serenity. In interrogating different meanings of politics and antipolitics, this paper suggests a rethinking of the relationship between “political Islam” and piety movements.  相似文献

Abstract

Although a substantial body of research on community hostility towards the establishment of human services facilities now exists, researchers as well as community practitioners have identified a need for a more naturalistic and systematic approach to the issue. As a step in that direction, this paper focuses on a nationally representative sample of facilities for residential care in Sweden, with the objective of identifying patterns of hostile NIMBY (Not In My Back Yard) reactions and institutional as well as community predictive factors. Approximately 16 percent of these facilities studied experienced NIMBY reactions. In contradiction to many previous studies, which try to explain the neighborhood reactions in terms of attitudes towards special client groups, the findings of this study indicate that the characteristics of the facility itself and of the community in which it is placed seem to be the most significant factors. The study suggests that there is also significant community support for the facilities and that interaction with the community can provide the facilities with positive resources.  相似文献

Abstract

Communities are looking for community-building responses to the issue of crime. Traditional social and political discourses have presented only two responses to crime, “get tough” or rehabilitate offenders. An alternative view has begun to emerge in community criminal justice discourse and practice. Restorative justice emphasizes the restoration of relationships and community peace that are damaged by the harm of crime, and the repair of these social injuries. This article presents the findings of a pilot study that was conducted to assess a community's openness to restorative justice principles.  相似文献

This paper reports on a study that examined the knowledge needed for practice in community mental health and the primary source for this knowledge. Differences were found in knowledge areas needed for practice in community mental health settings when contrasted with practice in more traditional mental health agencies. The most frequently indicated source of knowledge for social work roles in community mental health was on-the-job experience. Courses in social work schools were not a primary source of knowledge for the many nonclinical roles undertaken by social workers in community mental health.  相似文献

SUMMARY

This paper presents the philosophy, history, and mission of Pentru Voi Fundatia as a sustainable “best practice” model of interdisciplinary community development (ICD). It is based on positive social, economic, organizational, and/or physical changes that improve the general welfare of the community while providing services to a specific vulnerable population. The Pentru Voi Bakery, one of many programs operated for persons with intellectual disabilities by the Foundation, is used to showcase the key elements of successful ICD. These elements are partnerships, integration, innovation, and transferability. While all community development projects are inherently different, other NGOs interested in creating sustainable programs that utilize the collective agency of local, regional, and international partners can learn from this example. Community Development literature and social entrepreneurship literature are reviewed and discussed as they relate to the Pentru Voi model. Pentru Voi is framed as a practice model based upon the qualities of best practice outlined by the International Labor Office.  相似文献

Abstract

In January 2006, a survey released by the National Coalition for the Homeless and the National Law Center on Homelessness and Poverty named Lawrence, Kansas the second “meanest city” to people who experience homelessness in the United States. The survey focuses on the increase in ordinances that make behaviors such as panhandling and sleeping on sidewalks illegal. A critical perspective missing from the 2006 study were the views of those experiencing homelessness. Therefore, this study was developed with the intention of providing a voice to individuals in the homeless community and to encourage other advocacy efforts to include those absent voices. Findings indicate that Lawrence may not be “mean” in terms of ordinance enforcement but suggest that homeless individuals encounter negative attitudes from the community at large and face barriers to employment and participation in community life. Implications for social welfare practice, policy and research are discussed.  相似文献

Those whowrite within and about community development are almost inevitablyengaged emotionally, intellectually or economically with thesubject as academics, researchers, policy makers and analysts,practitioners, managers and even occasionally beneficiaries.Thus, community development can be a practice that to some extentreflects who we are and what we value. The effort is made to revitalize the search for practice theory which will inform and guide the community practitioner. Ecological theory is used to identify a generic model of community practice and analyze member cohesion in the three traditional modalities. The theory of energy in human ecology is developed to set the stage for an energy assessment, and the selection of strategic energy patterns in phases of organizing. Theoretical propositions with practice implications are offered for research on the relationship between strategic energy-patterns of organizing, energy costs, specialization of function, and styles of intervention.  相似文献
