Translating texts on social policy into several languages, comparing the social policies and social reality of different member countries, and transferring social policies across national borders are becoming more and more important for European integration. At the roots of these issues, the question of translation is found; since to compare and transfer, one must first translate. So the objectives of the paper are to present some reflections on the translation process, and to outline and explain the main difficulties faced, in particular in the field of social policy.  相似文献

Equality of opportunity is often presented as a criterion which reconciles egalitarianism with principles of freedom and responsibility. This paper distinguishes between the principle of starting-line equality, which requires that everyones initial opportunities, assessed in relation to what is publicly known ex ante, are equal, and the principle that equal efforts should yield equal ex post rewards. It argues that the first principle is compatible with allocation of resources through markets but, because of the division of knowledge, the second is not. If we want the opportunities which markets give us, we have to accept ex post unfairness. Earlier versions of this paper were presented at a workshop on the measurement of freedom at the London School of Economics, and at a conference on non-welfarist issues in normative economics at the University of Caen. Drawing on the results of research on 20 Area Social Plans, the article analyses the competences for participation and the role that they perform as a linkage between models/theories and practices of participation. We investigate in particular the conceptual models and representations of officials and politicians in regard to the competences deemed important for promoting social participation. Besides giving voice to those who actually design and implement the Plans, often working on the front line, these representations enlighten the strengths and weaknesses of social participation. The underlying trend that emerges from the research is the centrality of a relational framework of participation. This entails some problems. There is a risk of a reductive vision which gives overwhelming weight to personal skills of communicative type. This would devalue both institutional contexts (in terms of resources and facilitating factors or, conversely, disincentives) and the intersubjective dimension at the basis of communicative skills. The risk, in short, is the trivialisation of relational skills. The most important point is that conceiving skills as equivalent to personal abilities leads to evasion of questions concerning how to elicit, transmit, and reorganise knowledge for participation.  相似文献

This paper explores the conceptual confusions characteristic of the practice of equal opportunities policies the workplace. The differences between‘liberal’and‘radical’approaches to policy making are identified and described. It is argued that, while these are conceptually distiner from one another, in practice they are routinely confused and conflated. In particular the preferred procedures of the liberal approach are widely assumed to result in the preferred outcomes of the radical approach. It is suggested that these confusions are not merely the product of intellectual error but arise from misunderstandings and deceptions generated in the struggle for power between participants in the work process  相似文献

The present study examines the criteria used by economic laypeople (N = 380 German citizens) and economists (N = 80 professors or postgraduates in economics) in judging reform measures as illustrated by policies of governmental labor market intervention policies. Results reveal substantial differences between economists and laypeople. Most laypersons favored labor market interventions and regarded them as both, efficient and fair. In contrast, most economists opposed labor market interventions and regarded them as both, inefficient and unfair. Using structural equation modelling we further show that the relative importance of efficiency and fairness differs between both groups. While economists base the acceptance of a certain reform measure mainly on its perceived efficiency, laypersons mainly focus on its perceived fairness. Theoretical and practical implications of our results are discussed.  相似文献

As social reality is quite elusive, even regarding seemingly well-recognized everyday concepts and objects, there are always methodological challenges underlying assessments and evaluations of implementation policies. The present article addresses this area of concern by presenting the results of a rereading of an empirical study of elderly home care services. Our results reveal the emergence of a dissolution of common and professional key concepts and objects in these welfare services to a degree that challenges both the implementation policy and the evaluation of policy. We claim that this has methodological implications for evaluation of implementation policies in general.  相似文献

Like the topic of family policy itself, research informing family policies is difficult to characterize. This article discusses how ideology and values influence research agendas and then describes three types of studies informing family policies: research defining social issues, evaluation research, and research about the policy-making process. Two case studies illustrate how social research informs family policy: in promoting gender equality in Scandinavia and in reforming child support in the United States. Values of individualism and the sanctity of the family have traditionally focused policy makers' and, hence, researchers' attention on individuals, not families, as the units of analysis. But dramatic shifts in family structure and functioning along with renewed public concern about family disintegration are placing families high on the policy agenda. Both “basic” and “applied” family scholars can contribute to a research agenda examining the factors promoting strong, effective families. She conducts research on gender and the life course, as well as on aging, families, and social policy. She received her Ph.D. in Sociology from the University of Minnesota. Her research interests in stratification, social policy, gender, and the life course include sex segregation in occupations, fertility, and work decisions and family policy.  相似文献

Social exchange is distinguished from the “economic” through restriction of inquiry to the universe of nonpecuniary counters, chief among which are inclusion, position, and exclusion—in and from enduring groups. Explicitly or implicitly, sociological exchange theorists accept Edgeworth's neoclassical model as settled social scientific knowledge that can be explained and further elaborated in terms of institutionalized norms. Blau's elaborated neoclassical model of bilateral exchange is compared to Shackle's “action” model. Shackle allows actors a choice of bargaining policies, whereas Blau, following Edgeworth, arbitrarily imposes a single policy to objectify indifference curves and enable “outside observers” to test hypotheses relating the terms of exchange to the differentiation of power in enduring groups. Were the imposition unwarranted, such “empirical” claims would vanish. The neoclassical restriction also prevents actors from conceiving “investment opportunities” in bilateral exchange, thus defeating the sociological objective of deriving power from social exchange. Three figures illustrating Edgeworthian indifference curves are provided along with an appendix to clarify the distinction between objective and subjective theory.  相似文献

The Gold Plan, the central government's attempt to build a nationwide network of care service provision for the aged, seems partly because of its patchwork character and partly because of its stress on the low-cost strategy to be running into two problems: (1) It is adding new institutional ambiguities and functional confusion to the old fragmentation, instead of producing a well-integrated system; and (2) the response to the central policy varies much across the municipalities (its carriers) so a disparity among them in the level of service provided is emerging. A "public care service insurance" scheme, in the planning stages since April 1994, will offer a solution to the first problem. However, it will leave the second problem unsolved and may introduce a market factor into the field of social service. As it is, the service provision itself is overwhelmingly entrusted to private organizations.  相似文献

Even if related to the seminal work of Kurt Lewin dating back to 1946, participatory approaches like action research still represent a relevant theoretical and practical set of methodologies for social work and research. In this article, after a brief overview of this methodological approach, the use of this paradigm in social work is explored, with a special focus on the development of symbolic and material resources within local communities. The processes and forms of involvement are examined with regard to the Italian experience of local development. An application of the participatory methodology stemming from a phenomenological approach proposed by Achille Ardigò, a well-known Italian sociologist, is employed. Following these premises, a procedural model enhancing the development of social groups is considered as the building block of community development. Short examples are provided. It is concluded that, in the process of local development, the symbolic and the immaterial dimensions need to be stimulated, as well as the material and the infrastructural ones. Social and employment activation of individuals at risk of social exclusion gains in significance if it results in their more active attitudes. An increasing number of systemic projects currently implemented by social assistance centres (SACs) in Poland provide a great number of people with an opportunity to take steps to improve their circumstances. The research objective was to assess the results of the project called ‘Use Your Opportunity’, implemented by the SAC in Andrychów, in order to draw conclusions concerning the forms of assistance offered as a part of social and employment activation scheme. The research encompassed 79 individuals before and after their participation in the project in 2010 and 2011. It has been found that the participation in the project and contact with the specialists definitely contributed to the SAC clients' greater knowledge about the way in which they function in the society, their abilities and limitations and also their life skills and employment opportunities. There is no doubt that systemic projects implemented by the SACs in Poland significantly increase the opportunity for their clients to receive support that is not only limited to financial help, which has been common practice so far, but also grants access to the otherwise inaccessible training and specialist counselling services.  相似文献

An analysis of the welfare, child support, and labor market environments in the first seven Fragile Families cities confirms that, as intended, these cities represent the extremes in terms of their social policies and labor markets. Studying families in cities with extreme environments—generous or stingy welfare policies, strict or lenient child support enforcement, tight or slack labor markets—will allow us to better understand how policies and labor markets interact to affect the living arrangements and wellbeing of families. Based on our theoretical framework, we expect to find more marriage and cohabitation in cities with stingy welfare benefits and policies, strict child support enforcement, and strong labor markets. In contrast, we expect less marriage and cohabitation in cities with generous and accessible welfare benefits, weak child support enforcement, and weak labor markets. In future papers, Fragile Families data in twenty cities will be brought to bear on these predictions.  相似文献
