The shifting of labour demand toward relatively more skilled workers has been a hot issue in the economic field for many years. A consolidated explanation for the upskilling phenomenon is that technological–organisational changes have driven the labour demand with detrimental consequences for less skilled workers (skill-biased technologicalorganisational change). In order to upgrade the skill workforce the firm has at least two main channels at its disposal: the external labour market strategy, mainly based on hiring and firing mechanisms; the internal labour market strategies, which improve the skill base of the employees through training activities.The main objective of the present work is to verify the relations between innovative strategies and both the workforce composition and the training activities, within an integrated framework that also leads us to consider the role of specific aspects of the industrial relations system.The firm level analysis is based on original datasets which include data on manufacturing firms for two Italian local production systems, located in the Emilia-Romagna region.The results suggest that the firms use both the two channels to improve their skill base, which is actually related to the innovation activities, although there is weak supporting evidence of the use of external labour markets to upgrade the workforce skills: the upskilling phenomenon seems to be associated to specific innovative activities in the technological sphere, while specific organisational aspects emerge as detrimental for blue collars. On the side of internal labour market strategies the evidence supports the hypothesis that innovation intensity induces the firms to implement internal procedures in order to upskill the workforce, confirming the importance of internal labour market strategies. Moreover, we have recognized the important role of firm level industrial relations in determining the training activities for the blue collar workers.  相似文献

The rapid spread of information and communication technologies (ICT) may increase firms’ productivity with important consequences for job creation and for economic growth. This article contributes to this discussion by analysing the impact of internet adoption on labour productivity and the mechanisms shaping this relationship in Peruvian micro and small manufacturing firms over the period 2011–2013. The article estimates a reduced form where labour productivity is a function of internet adoption and other explanatory factors. Internet adoption is instrumented using a measure of the availability of financial opportunities for micro and small firms in Peru. Findings indicate that internet adoption: (a) increases firms’ labour productivity; (b) reallocates employment away from temporary administrative workers and non‐remunerated workers and expands employment of permanent production workers; (c) leads to the formalization of labour relationships, to the implementation of new organizational practices and to the improvement of training measures. While changes in employment and formalization of workers are linked to labour productivity gains, increases in training measures and organizational changes do not generate any additional productivity increase. Policies oriented to promote the adoption of ICT in micro and small firms can be beneficial to close the productivity gap with larger firms in Peru. Moreover, policies directed to the formalization of the workforce can provide an extra benefit, i.e. additional labour productivity gains in firms adopting the internet. Finally, policies oriented to the development of digital skills are also important to ease the re‐employment of those workers losing their jobs and the achievement of additional productivity gains that new organizational practices can provide.  相似文献

Against a background of declining employment in agriculture, a mobile workforce plays a crucial role in meeting seasonal labour demand in Australia. The dynamics of this labour force have received surprisingly little attention. We situate seasonal migration within the rising diversity of present-day mobility, and capture images of its early history in Australia. Statistical and documentary sources provide a basis to illustrate patterns of demand for seasonal labour and estimate the size of the workforce. Drawing on fieldwork in three case study regions of Queensland, we then seek to establish the composition of the seasonal workforce, identify their motives for undertaking seasonal work, and discover their harvest trails. Combining these data generates a typology that distinguishes key groups. Our results point to a fall in the numbers of Permanent Itinerants compensated by a sharp rise in Retirees and Working Holiday Makers from Overseas, each with distinctive spatial circuits. We argue that consumption motives play a growing role in the dynamics of seasonal labour mobility, and identify an emerging organisational apparatus that shapes and controls the industry. Drawing on the experience of other developed countries with more open labour markets, we anticipate continuing transformation in seasonal labour dynamics.  相似文献

Barriers to seamless service delivery between workforce development and mental health systems of care have kept both entities from maximizing their potential in regards to employment for job seekers with mental illness who are capable of work and seeking employment. Using a multiple case study design, this study examined the nature of collaboration between workforce development and mental health systems to understand the policies and practices in place to assist individuals with mental illness to find and keep work. The paper presents innovative strategies that involved staff from both workforce development and mental health agencies. Findings from this research identified the following collaborative strategies: (a) the creation of liaison positions and collaborative teams; (b) staff training on mental health and workforce issues; and (c) multi-level involvement of individuals with mental illness. Implications for workforce professionals are offered as a way to stimulate implementation of such strategies.  相似文献

This article reviews and brings together two literatures: classical political economists’ views on the skilling or deskilling nature of technological change in England, during the eighteenth and nineteenth centuries when they wrote, are compared with the empirical evidence about the skill effects of technological change that emerges from studies of economic historians. In both literatures, we look at both the skill impacts of technological change and at the “inducement mechanisms” that are envisaged for the introduction of new technologies. Adam Smith and Karl Marx both regarded the deskilling of the labour force as the predominant form of biased technical change, but other authors such as Charles Babbage also took account of capital-skill complementarities and skill-enhancing effects of technological change. For Smith, the deskilling bias was an unintended by-product of the increasing division of labour, which in his view “naturally” led to ever more simplification of workers’ tasks. As opposed to Smith, Marx considered unskilled-biased technical change as a bourgeois weapon in the class struggle for impairing the workers’ bargaining position. Studies of economic historians lend support to Marx’s hypothesis about the inducement mechanisms for the introduction of unskilled-biased innovations, but have produced no clear-cut empirical evidence for a deskilling tendency of eighteenth- and nineteenth-century technological change as a whole. Industrialization in the eighteenth and nineteenth centuries rather led to labour polarization, by simultaneously deskilling a large part of the workforce and raising the demand for some (but fewer) high-skilled workers.  相似文献

Aiming to contribute to the discussion of how opportunities and threats are put into motion by focusing on the understudied economic factors, this article presents four illustrative accounts from the post-dictatorial experience of environmental contentious politics in Greece, Spain and Portugal, selectively. First, it documents that the incorporation of professional environmental organizations into dominant sustainable development practices in Greece is tied to an economic opportunity spiral that merges from contemporary economic liberalization policies and practices. Secondly, on the basis of protest-event analysis it shows how economic liberalization in Greece acts as a constraint for environmental protests, but an opportunity for anti-privatization ones. Third, via protest-case analysis it documents how economic dependency performs as a spiral of opportunities and constraints for groups tied to different interests in Crete. For example, tourism interest groups appear to opt for environmental protest more often when these interests are threatened by non-tourism-related environmentally damaging activities. Finally, using protest-case analysis the article illustrates how in Southern European local environmental conflict, spirals of economic opportunities and constraints portrayed in state responses to protesters, play a significant role in shaping the dynamics of local environmental contentious politics.  相似文献

Public policies stress greater inclusion of disabled people in the labour market and suggest ways to implement accommodative measures to these ends. Often missing from this literature is the experiences of disabled people in labour markets. This article reports results from a qualitative study conducted in 2005 and 2006 consisting of one‐to‐one and focus group interviews with 56 disabled individuals participating in employment training programmes in Calgary and Regina, Canada. Findings suggest the presence of workplace and employer discrimination and labelling as primary factors impeding respondents’ success in securing and maintaining employment in the labour market. The 56 respondents provide strong evidence that perceptions of disability have a greater impact on their inability to maintain and secure employment than does the lack of accommodative practices and measures in the workplace.  相似文献

Immigrant professionals comprise a growing segment within current migration waves, but the determinants of successful transnational skill transfer are poorly understood. In this paper, I offer a framework for the evaluation of these determinants, drawing upon three empirical studies among immigrant professionals from the former Soviet Union in Israel. I start by describing the social context of immigrant integration, including policies aimed at assisting skilled immigrants to get a fresh start on the local labour market. Next, I reflect on the nature of various professions in terms of their cultural and linguistic dependency, with the ensuing adaptive potential upon migration. I also tap into the main macro‐economic and institutional characteristics of the host society that may facilitate or hinder the initial entry and subsequent mobility of immigrant professionals within local organizations. I apply this analytical frame to the discussion of Israeli studies among immigrant professionals who represent three different points on the scale of cultural dependency: engineers (technical occupation), physicians (combining standard medical training with cultural skills) and schoolteachers (most dependent on language and local cultural codes). In every case, the resulting success or failure of occupational continuity reflects a complex interplay of context‐bound and individual factors, aggravated by the small size and rapid saturation of the local labour market.  相似文献

This article highlights some important structural changes that have been taking place in the agricultural and horticultural workforce over recent years. While acknowledging the industry's distinctive need for flexibility in labour inputs, it is argued that these structural changes need to be seen in the context of wider trends in the economy as a whole. A review of the empirical evidence suggests that Atkinson's generalised model of the flexible firm provides a sound basis for understanding recent changes in the agricultural workforce. It is concluded that these changes have important implications for the Agricultural Wages Board as well as for organisations such as the National Farmers Union, Transport and General Workers Union, and Agricultural Colleges that service the needs of farm businesses and the farm workforce.  相似文献

The academic representation of social transformation in Britain has underplayed the key contribution of sexual politics. More specifically, sociological accounts of changing social relations within institutional sites has served to make invisible sexual identities. From research on a Modern Apprenticeship in the mid 1990's, empirical material is used to make visible male sexualities within Further Education. Importantly, we suggest that in order to capture the dynamics of the interplay between labour process restructuring and regendering, there is a need to refocus upon sexual cultures. In this local site, currently experiencing rapid institutional changes in training practices, a range of young male sexual cultures are identified. With reference to institutional spaces and micro-cultural relations, we illustrate how these sexual cultures construct themselves through sexual difference. Finally, we also consider the importance of sexual knowledges in young people's post-16 education and training.  相似文献

Understanding the factors affecting off-farm labour decisions of census-farm operators has significant implications for rural development and farm income support policy. We examine the off-farm labour decisions of Canadian farm operators using micro-level data from the 2001 Census of Agriculture combined with community level data from the 2001 Census of Population. While confirming some of the findings of previous research with respect to the effects of human capital and farm characteristics on off-farm work participation, this study shows the differential impact of those variables for operators of smaller and larger holdings. Family, community and regional characteristics appear more relevant in determining the joint decision to work off-farm and operate a smaller holding, compared to the decision to work off-farm and operate a larger farm. Results suggest that, once other factors are accounted for, proximity to urban centres does not have a positive effect on the joint decisions to participate in off-farm work and to operate a holding. This joint decision, in fact, is more related to the dynamics of the local labour market. A major implication of these findings is that while urban centers might represent an engine of growth for overall rural income through employment opportunities for the non-farm workforce, the non-farm income of farm operators is more likely to be affected by policy initiatives that address directly the dynamics of labour markets in the community where the operator lives.  相似文献

This paper considers the contrasting ways in which disabled people seek to overturn socio-attitudinal, political and physical barriers to their mobility and access requirements in the built environment. In particular, the paper documents how disabled people are attempting to influence the form and content of local authority access practices and policies in the UK, through the context and contours of access groups. I begin by briefly outlining some of the key factors inhibiting and facilitating disabled people organising as effective political groupings, relating the material to access issues in the built environment. Then, using case studies of two contrasting access groups, the paper explores some of the practical barriers, problems and opportunities connected to disabled people's activities in seeking to influence local authority access policies and practices. I conclude by discussing how some of the wider structural and agency-level constraints on disabled people's political and policy interventions in access issues might be removed.  相似文献

This study discusses the role of firm risk in the declining labour share in China. Based on the model developed by Holmström and Milgrom (1987), the authors demonstrate that lower firm risk can motivate workers to work harder, leading to higher output per worker and average wage. However, increased output will lower the labour share. Using data from the Chinese Industrial Enterprises Database for the period 1998–2007 and the World Bank's Investment Climate Survey 2005, empirical evidence supports this hypothesis and performs robustly across various model specifications and proxies for firm risk, indicating a positive correlation between labour share and firm risk.  相似文献

This paper aims to provide insights into the recruitment and retention issues faced by employers in rural areas. To this end, information gathered through interviews with employers and labour market intermediaries in the predominantly rural county of Lincolnshire, UK was used as a source of data and focal point to discuss the demand side of the labour market. A distinction is made between circumstances in which there are hard-to-fill vacancies on the one hand, and the effects of an abundant labour supply on the other. The factors that affect labour retention are also discussed, including situations in which staff retention is a non-issue. Recognising the fact that economic life exists within, and is affected by the social context, the views of employers and labour market intermediaries are also analysed in the light of data from other sources. The paper concludes by suggesting that employers’ recruitment and retention issues cannot be studied in isolation; the supply side as well as the demographic, economic, and political context need to be considered as well.  相似文献

This article examines the demand by nonprofits in the United States for foreign professionals to fill a variety of specialized and managerial positions on a temporary basis. Our study contributes to understanding the demand side of the trend toward a more contingent workforce. We test predictors of nonprofit employers' pursuit of foreign labor for professional expertise and show an association between strategy to insource foreign labor and organizational resource level, mission, occupational need, and wage offer. Our findings suggest that government visa policies and practices affect labor pools for nonprofit organizations. Given that our study reveals varied interest by nonprofits in pursuing temporary foreign professionals, we end with a brief review and discussion of how the use of temporary and foreign professionals may influence the dynamics of nonprofit organizations and suggest additional research questions.  相似文献

This article contributes to the study of policies for the integration of immigrants into the labour markets of European immigration countries by focusing on the specific issue of vocational training for immigrant workers in Italy. Vocational training has a central role in the European employment strategy. Moreover, with regard to migrants, it is also relevant to the topical issue of the governance of international labour migration. The article analyses both the demand and the supply of vocational training in north‐east Italy, generally regarded as the rich and industrialised heart of the country. It draws on 30 interviews conducted with key informants and experts from local and regional governmental bodies, trade unions, employment offices, and private educational agencies in the main towns of the Veneto region. Various types of vocational training for immigrant workers are considered, from traditional full‐time courses financed by the European Social Fund to new projects for the selection and pre‐training of immigrants in their countries of origin. The extent to which these policy tools are able to meet the actual needs of immigrant workers and of the local business sector is investigated, as well as their problematic interaction with the national regulatory framework for immigration control.  相似文献

Drawing upon evidence collected during a study of female technical professionals in the electronics sector, this paper argues that organizational policies and practices in respect of this group continue to be underpinned by the ‘norm’ of the typical male employee whose family commitments impinge marginally, if at all, on work responsibilities. Women, as actual or potential mothers, continue to be seen as deviants from this norm, whose family commitments are likely to adversely affect work performance or commitment. Not only do these assumptions condition the general treatment of women technical professionals, but they are embodied in those policies and practices designed to facilitate the combination of motherhood and paid work. Both the assumptions around which policies are framed and their implementation in practice reinforce as unproblematic the prevailing domestic division of labour. Such policies and practices therefore continue to function essentially as a concession to the deviant status of women in general and mothers in particular, rather than as tools of a broader equal opportunities policy.  相似文献

In this article, I provide new theoretical and empirical insights into the reproduction of transnational corporate elites through the process of people moving between firms’ internal labour markets rather than from expatriation. Theoretically, the article advances understandings of the reproduction of transnational corporate elites by drawing on a pioneering engagement with global talent, transnational elites and labour market intermediary discourses. I generate these new theoretical insights through an original case study of how global executive search firms in Singapore create pipelines for the recruitment of transnational corporate elites between firms’ internal labour markets. The findings also highlight the vital role of Singapore's neoliberal labour market practices, as well as its foreign talent programme to ‘win the war for talent'. By situating this research on the agency of executive search in reproducing Singapore's transnational corporate elite, the article's key contribution is to decentre North American and Western perspectives on the reproduction of knowledge on transnational corporate elites.  相似文献

In a context of population ageing, this article analyses the “lump of labour” theory using empirical evidence from Latin America. Instead of finding a crowding-out effect, estimations using a fixed effects model on a panel of annual data drawn from household surveys in 11 countries between 2002 and 2019 suggest a positive correlation between the employment rates of older adults and young people. Additionally, results show a positive association between the labour incomes of older and young workers. These findings could indicate that an expansion in the employment of older adults maintains economic growth and, therefore, a greater demand for labour, which could be supplied by young people.  相似文献

This study examines the impacts of immigration policies adopted by the Korean government, vis‐a‐vis other economic, social, demographic, and political factors, on labour migration from developing countries to South Korea using a modified gravity model. The model is extended to marriage‐related migrants to gain insights on marriage migration. The positive results in three out of the five immigration policies examined affirm that liberal policies are associated with increased migration, especially for preferred groups like ethnic Koreans, marriage migrants, and professionals. The positive effects of “push” factors such as population, unemployment, and inflation are generally similar to their effects on migration to the US, Canada, Germany, and the UK despite its more rapid transition from a migrant‐sending into a migrant‐receiving country. Political terror's non‐significance may be due to South Korea's limited asylum policy. Finally, the results of the extended model imply that marriage migration share plenty of similarities with labour migration.  相似文献
