The Effects of Group Living in a Residential Home for the Elderly

Summary The group-living system of care is becoming increasingly popularin residential homes for the elderly. This study examined purposefulactivity, as measured by engagement, in one such home beforeand after changeover to group living. It was found that engagementwas significantly increased after the changeover. In addition,life satisfaction was increased and orientation unchanged bythe changeover in a small sample of residents. These resultsare interpreted as supportive for the effectiveness of groupliving.     

Residential Programmes for Children and Youth: An Exercise in Re-framing

Summary The key functions of residential programmes for children andyouth irrespective of their location in the health care, education,social welfare or criminal justice system are identified inthis paper. The issues of mandate for and status of those servicesis addressed. Finally, a series of propositions are offeredwhich seek to show how those factors influence the social positionand public credibility accorded to those important componentsof the group care field.     

An Intake Team in Action in a Social Services Department

Summary This article describes the intake system in operation in a socialservices department of an inner London borough before the establishmentof a special intake team, and outlines the reasons why changewas felt to be necessary. The structure, functions and mainactivities of the intake team are described with some relevantstatistics and case material and an attempt is made at evaluationof the team's achievements. The study of this new intake system and of the intake team wasbased on the records of clients seen in April 1972 (when theteam had been operating for three months); on a follow-up studyin July of that year; on observations made during this period;on the many discussions with the team members, and finally ona number of informal interviews with social workers who werenot members of the intake team. The study was coloured by thememory of the author's own experience of the old system     

Gentlemen v. Players: Lay--Professional Relations in the Administration of Juvenile Justice

Summary The relationship between professional social workers and laypanel members in the Scottish children's hearing system is examined.We analyse the generation and containment of conflict in thecontext of the disposal of specific cases. Finally we suggestthe implications of our material for the status of social work,the accomplishment of juvenile justice, and the direction oforganisational research.     

The Selection of the Children's Panel for the County of Fife: A Case Study

Summary This paper examines the process of selecting Children's Panelmembers for one Scottish County in the light of the two separateprinciples on which the new system is based. It shews that wherethese were in conflict the Advisory Committee chose candidatessuitable for the task to be performed rather than those whowould compose a Panel representative of the community. The paperargues that this approach to the problem of panel selectionwas valid     

Working with Female Offenders: Beyond 'Alternatives to Custody'?

Summary Developments in the Probation Service in the 1980s have beendominated by the rhetoric of ‘Alternatives to Custody’.At the same time, there has been an increasing awareness ofgender biases within the criminal justice system. This articlereports on research into the attitudes of probation officersand female offenders and explores the implications of thesefor future work with women by the Service.     

Towards Accountability in Social Work: A Case Review System for Social Workers

Summary After discussing the huge undifferentiated tasks facing socialworkers in the social services departments, it is suggestedthat one of the most urgent research needs is the developmentof systematic record and review systems to provide basic informationabout social worker activities and their effects on differentclient groups. The development of a social worker oriented computerizedCase Review System in close collaboraation with a group of fieldworkersin an area office is described. The system enables social workersto evaluate and plan their work for individual clients; it canassist the process of supervision; as a management tool it cancontribute towards the planning of fieldwork services; as aninformation system it gives an on-going account of the size,nature and scope of social work activities with different clientgroups. So far the impact of the system has been to raise questionsabout practices and to encourage a climate favourable to change.     

Answering Back: Parental Perspectives on the Children's Hearings System

Correspondence address: Social Work Research Centre, University of Stirling, Stirling FK9 4LA, Scotland Summary The potential of client evaluation is explored through a casestudy of the parental response to the children's hearings system.In particular, drawing upon a tradition which has sought toidentify the ideologies of different participants, a numberof elements which contribute to individual ideology are specified.It is shown that for many parents the pattern is not of a consistentideology but of a multiplicity of beliefs, invoked as requiredand not necessarily coherent. Previous assertions that parentswill respond only to a system based on principles of justiceare shown to be misplaced.     

An Approach to the Management of the Assessment of Practice Placements

Manchester M13 9PL Summary This article addresses some of the issues and problems inherentin the assessment of practice placements. and discusses theefforts of one course to devise a method of managing the assessmentprocess. It begins with an identification and brief discussionof those problems, then moves on to review the development ofthe method and describe the system as it currently operates.The second part of the article discusses the need for continuingattention to both the design of the system and its implicationsfor the roles of those most involved, with particular emphasison the role of the tutor. The article concludes by posing somequestions raised therein which have relevance for current debatesabout the future of social work training.     

Social Inquiry Reports in One Juvenile Court: An Examination

Summary The paper begins by briefly outlining the current debate overthe usage of social inquiry reports in the juvenile court, particularlywith regard to the effect that their recommendations can haveupon the lives of young people appearing in that court. It thendiscusses the findings of research carried out by the authorinto the social inquiry reports presented to one juvenile court.In particular it examines the contents and format of these reports,the effect that concepts of ‘welfare’ and ‘justice’have upon the recommendations of these reports, and the differencesthat exist in the reports presented by the probation and socialservices. It concludes that there is a pressing need for a revisionin the presentation of these reports to the court as no consistentstandard of information is being offered. It also argues thatit is time to reassess the role of treatment in the juvenilejustice system, in the light of this and other recent research,and to separate more clearly the components of welfare and justicewithin this system.     

Local Authority Intake Teams

Summary Amongst the many developments in social services organisationin the decade since Seebohm, specialist Intake Teams responsiblefor all initial referrals and short term work received by anArea Team, remain a popular form of local organization. Thispaper describes a small national survey of English local authoritiesto collect information on both intake teams and their long termcounterparts, and briefly outlines some of the major findings.The survey produced a broad picture of both the present structureof local authority fieldwork departments, and the personal characteristicsof social workers and their team leaders. The paper goes onto examine the relationship between intake and long term teams,particularly in terms of referral rates, relative caseloadsand the case transfer process; and concludes with an outlineof teams satisfaction with the intake system, and some indicationsof desired future developments.     

Beyond the Stereotype: Another View of Supplementary Benefits Officers

Summary This paper outlines a series of staff development courses runfor the DHSS under the auspices of Leicester University Schoolof Social Work. The two-week courses for Unemployment ReviewOfficers offered an introduction to social and psychologicalinfluences on human behaviour with special reference to thework situation of UROs, and a review of aspects of the socialservices with which the URO has contact. As a result of these courses another view of Supplementary Benefitsstaff emerged which conflicted with current stereotypes. Theauthor offers some suggestions regarding the sources of roleconflict inherent in the work of UROs and argues for betterunderstanding of the operation of the social security system     

Area Teams in Social Work Practice: A Programme for Research

Summary This paper critically examines assumptions underlying the beliefthat the organization of service delivery through a system ofarea teams has major advantages in the field of social work.It is generally felt that area teams are accompanied: (1) byimproved client access to service provision, (2) by a closeridentification with the local area on the part of social workers,(3) by decentralized organizational decision-making, and (4)by an increased sense of colleague support amongst professionalstaff. A review of some relevant literature casts doubt on thevalidity of these assumptions and reveals that the operationalacceptance of the area team principle has not been complementedby thorough investigations of organizational and other influenceson service delivery. In outline a programme of further researchis proposed. The paper attempts to broaden discussion on thissubject and place the basic philosophy of area teams for comparisonagainst a body of empirical research material.     

Personal Beliefs and the Experience of Problems: A Study in Adolescence

Summary This paper presents the results of a study of the views of across-section of young people in the 14–15 year old agegroup. It indicates how personal views and attitudes can beeffective in increasing or reducing the impact of the normalproblems of adolescence. The vital importance of a healthy relationshipwith parents is emphasised by the results.     

Social Workers Talking to Clients: A Study of Verbal Behaviour

Summary Twenty-four interviews between trained social workers and theirclients were recorded and compared with the findings of a studyof how doctors talk to their patients. The social workers' techniqueswere found to be much more elaborate and much less obvious thanthose used by the doctors.     

Social Work Assessment Processes in Work with Ethnic Minorities-the Doshi Family

Summary The authors describe a framework for assessment which they developedin a book on practice theory (Curnock and Hardiker, 1979). Thisframework was used by them to guide the practice described withthe Doshi family and to analyse the social work processes involved.This paper concludes with an evaluation of the practice.     

The Problems of Managing the Family Contacts of Children in Residential Care

Summary The study explores the problems of managing the family contactsof children in residential care. It focuses on the family linksexperienced by two children undergoing a two month long periodof observation and assessment. It is seen that the family linksof these children take a low priority, particularly as socialwork plans change and the informal world of the institutionbecomes pervasive. The outcomes of the two cases are charted.
