Despite the small size of the sub program, Social Worker Assessed Vulnerable Welfare Payment Recipients Income Management is often cited as a preferred approach to this type of initiative, being tightly targeted at a group of people with identified high needs, and demonstrated poor outcomes. Although the program was considered in the two recent major evaluations of income management, specific findings relating to it have tended to be overshadowed by the more general finding of an absence of positive outcomes, and indeed potentially negative effects, from compulsory income management. While the size of the sub program has made evaluation difficult, the two major evaluations of income management have nevertheless made specific findings which suggest that the program has had some positive outcomes for a highly marginal participant group. These findings, along with aspects of the operation of the program, including the role played by social workers, and a proposal to abolish the program, are discussed. 相似文献

This paper explores contemporary contradictions and tensions in Australian social policy principles and governmental practices that are being used to drive behavioural change, such as compulsory income management. By means of compulsory income management the Australian Government determines how certain categories of income support recipients can spend their payments through the practice of quarantining a proportion of that payment. In this process some groups in the community, particularly young unemployed people and Indigenous Australians, are being portrayed as requiring a paternalistic push in order to make responsible choices. The poverty experienced by some groups of income support recipients appears to be seen as a consequence of poor spending patterns rather than economic and social inequalities. By contrast, Australia's National Disability Insurance Scheme (NDIS) has been constructed as a person centred system of support that recognises the importance of both human agency and structural investment to expand personal choices and control. Here we look at the rationale guiding these developments to explore the tensions and contradictions in social policy more broadly, identifying what would be required if governments sought to promote greater autonomy, dignity and respect for people receiving income support payments in Australia. 相似文献

Australia has been experimenting with constraining the ways in which welfare recipients can spend their income support payments, limiting their ability to access cash and purchase some products. The policy objectives include to reduce spending on alcohol, gambling, pornography and tobacco in favour of meeting ‘basic’ family needs, especially for children, to limit the scope for financial harassment, encourage pro‐social behaviours, and build financial capabilities. In the logic of the programs these outcomes are expected to be manifest at the individual, family and community levels. The policy has primarily impacted on Indigenous Australians as a result of its geographic targeting, although a recent report has recommended a more stringent version of the program be introduced universally to all welfare recipients other than the aged. The largest of these experiments is ‘New Income Management’ in the Northern Territory, which has had more than 35,000 participants since its introduction in 2010. This article reports on the key findings of the major independent evaluation of New Income Management commissioned by the Australian Government. 相似文献

Conditionality in Australia’s welfare state has sustained a significant academic critique, including the critique published in this journal. In this Special Issue of the Australian Journal of Social Issues, we contribute to the existing critical literature on welfare conditionality. This Special Issue aimed to provide empirical scrutiny into welfare reform and conditionality in Australia. The articles extend our understanding of welfare conditionality’s underpinnings and its lived effects. These case studies illuminate the aspects of welfare conditionality that have not received enough attention: the role of technology, the question of mobility, the relationship with housing and the little thought given to the state’s role in mutual obligation. What is clear is that the individualisation of structural problems is not just a theoretical and political misstep ripe for critique, but leads to the formulation of policies that impact marginalised people’s capacity to shape life on their own terms. Through different empirical foci, all papers in this Special Issue demonstrate how welfare conditionality is put forward as a solution to address the consequences of structural disadvantage. 相似文献

As part of the Cape York Welfare Reform Trial (CYWRT), which has been running in the remote Aboriginal towns of Aurukun, Hope Vale, Mossman Gorge and Coen since 2008, Family Responsibilities Commissioners have the unprecedented ability to quarantine welfare payments. Critics claim this “BasicsCard,” which cannot be spent on alcohol, tobacco, pornography or gambling, brings shame to Aboriginal people – marking them as dependants, deemed incapable of responsible spending. Evaluations of the CYWRT paint a more complicated picture. While many of the “spectators” of the CYWRT report “welfare reform stigma,” the “subjects” themselves are more positive. This paper draws on ethnographic research in Hope Vale to argue that these categories overlap with loosely defined, porous social groups that developed during the town's mission past, described as the “engaged” and “embedded” Hope Valers, respectively. The engaged group tends to be more aware of and sensitive to the views of the dominant society and to subscribe to its “ideology of respectability.” Meanwhile, the latter group tends to adhere to a more egalitarian “ideology of relatedness,” and do not experience the shame, even when their own welfare is quarantined, because the behaviours that trigger quarantining are normalised within their highly circumscribed domain. 相似文献

Studies on welfare state regimes have been dominated by consideration of rich OECD/European and increasingly East Asian countries/territories, leaving South Asian cases such as Indonesia underexplored. The few existing studies that have explicitly tried to conceptualize the Indonesian welfare regime have resulted in little consensus. To address the resulting lack of clarity, this article reviews scholarly articles relevant to bringing Indonesia into the global welfare regime debate, specifically encapsulating how the country has been classified compared with its East Asia counterparts. Accordingly, we find that existing studies have mainly concentrated on the Indonesian health care and social protection expansion, which has led authors to conclude that this evolution demonstrates Indonesia's transition away from welfare productivism. By contrast, we argue that Indonesia's productivist characteristics have largely prevailed while informal networks, clientelism, strong families, and the limited effectiveness of the civil society movement created a specific social politics in Indonesia. We thus conclude that the causal mechanisms typically attributed to welfare development in more developed welfare geographies, including East Asia, cannot fully explain the evident institutional formation in the Indonesian case. The future research agenda for studying the welfare regimes in Indonesia and other Southeast Asian countries is discussed. 相似文献

The introduction of income management – sometimes called welfare quarantining – for subgroups of Australian income security recipients within the Northern Territory, and subsequently a number of other trial sites, has provoked considerable contention. The present study critically examined the arguments and evidence presented in favour of income management with particular reference to the guidelines, methodology and findings of official evaluations conducted by the Commonwealth Government. We identified five key issues that do not seem to be adequately addressed by official evaluations: choice and control, the quality of decision making, consultation with local community members, structural disadvantage and economic cost. We used these concepts to develop a proposed alternative model for assessing the impact of income management on local communities. 相似文献

In most OECD countries, the gap between rich and poor has widened over the past decades. The present study analysed whether and to what extent direct taxes and social transfers contribute to this trend. The study contributes to the literature by disentangling several parts of fiscal redistribution in a comparative setting. We used micro‐data from the Luxembourg Income Study to examine household market inequality and redistribution from transfers and taxes for 20 countries from the mid‐1980s to the mid‐2000s. The contribution of each programme was estimated using a sequential accounting budget incidence decomposition technique. We observed a sizeable increase in primary household inequality, but tax‐benefit systems have offset two thirds of the average increase in primary income inequality. The public old‐age pensions attributed 60 per cent to the increase in redistribution, while social assistance accounted for 20 per cent. Direct taxes slowed down redistribution by 16 per cent. 相似文献

The purpose of this paper is to determine which theory best explains the development of social insurance programs. The survival analyses of 4 social insurance programs in 18 OECD countries present mixed results. The adoption of each social insurance program is developed and related to a combination of industrialism, modernization, left-wing participation, state autonomy, and international environment. Based on these findings, it is concluded that no single paradigm adequately explains the adoption of each of the social insurance programs. However, the combination of two society-centered approaches – namely, logic of industrialism and political conflict explanation – and a state-centered approach better explains the origin and development of modern social policy than does the international diffusion theory. 相似文献

During the era after the Second World War, Sweden has built a welfare system based on labor market participation and income maintenance. Low unemployment and decent wages are supposed to guarantee people a labor market income or income maintenance, which in turn should provide a proper standard for everyone. However, a rapid increase in unemployment and economic problems have made the future of the Swedish welfare state more uncertain than ever. These circumstances have, among other things, led to the suggestion that Sweden should abandon the income maintenance policy and create a social policy system with the more limited ambition of guaranteeing everyone a minimum income. In that case, one central question must be answered: what constitutes a decent minimum income in today's Sweden? Where should we draw the poverty line under which people will not be forced to live? These questions are central in the current debate. The consensual poverty line method is used in this article to derive a poverty line relevant for today's Sweden. The results shows that more than every fifth household has an income below the consensual poverty line. That is, they have an income that most Swedes would argue is too low to make ends meet. The level of the consensual poverty line was compared with the National Board of Health and Welfare's guidelines for social assistance. The consensual poverty line was shown to be more generous to small households and the norm for social assistance was more generous to larger households. Finally, the expenditure for guaranteeing all Swedish household a minimum income equal to the consensual poverty line was estimated: more than SEK 25 billion per year. The results in the article casts serious doubt on the ability of the Swedish welfare state to secure a decent income to all citizens. 相似文献

This paper specifically addresses the behavioural focus of the income management regime, arguing that through its use of market logic and the reduction of social and political complexity, the regime is a technology of neoliberal governmentality. This paper finds that income management, whether compulsory or voluntary, blanket or Community based, regards the individual as the site of dysfunction, depoliticising and dehumanising broader socio economic historical factors in the process. Further, the focus on behavioural change creates the illusion that the market logic of income management will produce responsible citizens, which in turn obscures the possibility of redressing poverty and inequality. 相似文献

What is the relationship between the first two trials of the Cashless Debit Card (CDC) and Indigenous mobility? In Ceduna, Vincent conducted ethnographic research into lived experiences of the first CDC trial. In the East Kimberley, Klein conducted 51 structured interviews with people on the card and 37 semi-structured interviews with key informants. Markham used regression analysis of net migration rates at the Statistical Area 2 level to determine whether the CDC trial sites were associated with greater net population loss in 2016 census data than comparable locations. Our exploratory study finds significant local talk of displacement arising from the introduction of the CDC, as well as discussion of short-term trips away from the trial sites being made more difficult. The regression analysis found that the net migration rate was 9.3 per cent points (95% CI: 2.0, 16.5) lower in Ceduna, Wyndham and Kununurra when compared with a group of comparable towns, and 5.2 per cent points (95% CI: 0.9, 9.5) lower when compared with Australia as a whole, meaning that the populations of these towns declined faster than those of comparable towns. Policy effects on mobility should be taken seriously by researchers and policymakers when considering place-based welfare policy. 相似文献

This paper uses Australian Bureau of Statistics' fiscal incidence figures to track trends in the treatment of families with children in the Australian welfare state across the period 1984 to 2010. Our four main findings are that: sole parent families gained while couple families made no net gain; there was no growth in ‘middle class welfare‘; couple families are slightly better off than elderly households in terms of their final incomes, but considerably less well off in terms of their net worth; and stated differences in policy intentions by the major political parties have had little influence on trends in actual government redistribution. 相似文献

ABSTRACTThis article studies the strategies of the users of the Minimum Income Scheme in Spain from a review of the theoretical perspective of the accumulation of assets, developed for the study of the dynamics of poverty and exclusion in other contexts. For this purpose, the analysis of the oral testimonies of the subjects interviewed is used. From the analysis of the biographical narratives of the subjects, a typology of strategies of accumulation of assets is constructed. Recent changes to Australia's welfare system have impacted low‐income single parents who have been moved from a family payment, Parenting Payment Single, to a lower payment directed at individuals looking for work, Newstart Allowance. Research has shown that single‐parent families are particularly vulnerable to the risk of financial deprivation and poverty, and this recent welfare payment change further compounds the often dire financial situation for these families. Twenty‐three in‐depth interviews were conducted with low‐income single mothers who had been recently moved off the Parenting Payment Single and on to Newstart Allowance. As a result of this payment change and the decreased welfare assistance, the women spoke of needing to develop new strategies to compensate for their decreased income. This article focuses on the strategies these families developed and employed, exploring the women's ability to be resourceful in times of welfare changes. 相似文献

Settler colonialism continues in Australia today. One way this occurs is through processes of assimilation such as targeting First Nations subjectivities with behavioural conditions on their social security payments. In this paper, I draw on a 13-month study examining one such programme; the Cashless Debit Card trial in the East Kimberley region in North West Australia. Through restricting cash and purchases to curb alcohol consumption, illegal drug use, and gambling, card aims to instil “responsible behaviour” such as getting a job in the capitalist economy, accumulating private property, and succeeding in English education. Through drawing on critical discourse analysis, I ask, what does the Cashless Debit Card tell us about the settler state's attempts of continued assimilation? The paper explores specific ways the state legitimising assimilation through provoking narratives of First Nations dysfunction, depoliticising poverty and colonisation, constructing evidence around success of policy, and constructing ideas of “community” in order to regulate who speaks and who is overlooked. Although assimilation attempts are made, there is resistance and pushback in the trial site. Attempts of assimilation, not actual assimilation, can only be observed. 相似文献

Citizen attitudes toward welfare state investments are often explained by their ideological values and their perceptions of deservingness of welfare recipients, yet recent experimental research has led to the theorization that clear deservingness cues can overwhelm otherwise strong ideological beliefs. We tested these claims with respect to homelessness in Canada using a vignette survey experiment and found evidence that citizens with very different political beliefs can support similar government investments, indeed from a shared sense of deservingness as suggested by recent experimental studies, but that support is anchored by rather different reasons. Key Practitioner Message: ? Citizen support for homelessness investments is jointly mediated by ideology and a sense of the “deservingness” of the beneficiary. ? Emphasizing the broader cost savings to taxpayers from “Housing First” does not make conservative‐leaning citizens more supportive of investments. ? Emphasizing the personal attributes of persons experiencing homelessness rather than abstract statistics may unite progressives and conservatives on “deservingness”. 相似文献
