The initial fascination in the west with the economic achievements of the East Asian 'tiger economies' led to an increasing interest in their social welfare regimes. Theorizing on wide-scale socio-economic change might suggest that in occidental and oriental welfare regimes a process of convergence is underway, as a result of competitive pressures generated by the global economy and as part of the diffusion of social welfare discourses worldwide. A particular case of possible convergence, namely community care policies in Taiwan and Britain in the 1990s, is identified. However, despite superficial similarities in policy and practice developments a more careful examination suggests that, whilst they may be infused with similar rhetoric, the context and content of policy and practice in each country is radically different. This suggests the possibility that whilst the global economy will continue to act as a major constraint on social welfare development, with welfare discourses becoming increasingly globalized, the policy and practice which emerges will continue to be inflected by national contexts and mediated by existing country-specific institutional arrangements; a process of glocalization rather than globalization. Die anfängliche Faszination der ökonomischen Erfolge der ostasiatischen 'Tigerstaaten' auf den Westen hat zu einem verstärkten Interesse an ihrem sozialen und wohlfahrtsstaatlichen Regime geführt. Eine Theoretisierung der großformatigen sozio-ökonomischen Veränderungen könnte zu der Annahme führen, daß als Resultat des durch die globalisierte Ökonomie hervorgerufenen Wettbewerbsdrucks und z.T. durch die Ausbreitung wohlfahrtsstaatlicher Diskurse sowohl in den östlichen als auch in den westlichen Wohlfahrtsstaatsregimes sich ein Prozeß der Konvergenz durchstetzt. Dabei geht es hier um den spezifischen Fall einer möglichen Konvergenz der Sozialarbeit (Community care) in Taiwan und Großbritannien. Trotz der bei oberflächlicher Betrachtung scheinbaren Ähnlichkeiten auf der Ebene politischer und praktischer Entwicklungen zeigt eine gründlichere Untersuchung, daß die sich durchsetzenden Politiken und Praxen auch weiterhin durch den nationalstaatlichen Kontext gebrochen und durch bestehende länderspezifische institutionelle Arrangements mediatisiert werden - obwohl die globalisierte Ökonomie nach wie vor einen wesentlichen Zwang auf die Entwicklung des Wohlfahrtsstaates ausübt und die Diskurse über Wohlfahrt zunehmend globalisiert werden. Es handelt sich also eher um einen Prozeß der Glokalisierung denn um Globalisierung. La fasinación inicial del oeste por los logros económicos de los praises del este asiático (los 'tigres económicos') ha llevado a un interés creciente por sus regímenes de bienestar social. La teoría sobre el cambio socioeconómico a gran escala sugiere que los regímenes de bienestar occidentales y orientales, están en un proceso de convergencia debido a las presiones competitivas generadas por la economia global y como parte de la difusión mundial de los discursos de bienestar social. Se identifica un caso particular de posible convergencia en las política y desarrollos práticos, un examen cuidadoso sugiere que, aunque estén infundidas por una retórica similar, los contextos y contenidos politicos y prácticos en ambos paises son radicalmente diferentes. Esto sugiere la posibilidad de que, mientras que la economía global va a continuar actuando como una gran restricción para el desarrollo del bienestar social, con los discursos siendo cada vez más globales, la política y la prática emergentes seguirán siendo moduladas por los contextos nacionales y mediadas por los acuerdos institucionales especificos de cada país; un proceso de glocalización en lugar de globalización. Si l'on théorise les changements socio-économiques à grande échelle, on peut supposer que les systèmes sociaux occidentaux et asiatiques convergent en raison des pressions exercées par la compétition économique mondiale et de la diffusion à travers le monde des discours sur la sécurité sociale. Les auteurs identifient un cas de possible convergence : les politiques d'aide communautaire à Taiwan et en Grande-Bretagne dans les années 90. Cependant un examen plus attentif des politiques et des pratiques laisse supposer que, même inspirées par une rhétorique similaire, le contexte dans lequel elles apparaissent et leur contenu dans chaque pays est radicalement différent, malgré des similitudes superficielles dans leur évolution. Il parait donc probable que les contextes nationaux et les instituions spécifiques à chaque pays continuent à infléchir politiques et pratiques, et ceci parallèlement aux contraintes majeures imposées à l'évolution des systèmrd sociaux par l'éonomie mondialisée, les discours sur le social devenant de plus en plus généraux. 相似文献

This article scrutinizes the widely held belief that British and French colonial models have influenced each countrys immigrant integration structures. It assesses the core assumptions underlying the argument: that British colonial and integration policies have relied on indirect rule of groups defined by race or ethnicity; and that corresponding French policies have emphasized direct rule and have been highly assimilationist. It demonstrates that the two countries are not as different as often portrayed. It also pinpoints the specific paths through which colonial legacies influenced integration policies, while rejecting the thesis that colonial institutions have broadly informed integration policies in Britain or France. The article thus challenges a series of received ideas, replacing them with a more precise assessment of the relations between the colonial past and the integration present. 相似文献

Frequency of cohabitation among 13,703 adults from the British Social Attitudes data set for 1985–2005 peaked at around 26–30 years of age and increased significantly over the period of study. Cohabitation frequency was compared between those of no religious affiliation and Christian affiliates who (a) attended church at least once a month, (b) attended church but less than once a month, and (c) never attended church. Active Christians were 3.2 times less likely to cohabit than nonaffiliates, and rates of cohabitation have remained stable over time in this group. Christian affiliates who never attended church were 1.2 times less likely to cohabit than nonaffiliates, suggesting that even affiliation without attendance may indicate greater affinity to Christian moral attitudes compared with nonaffiliates. 相似文献

This short paper calls for greater awareness of disabled refugees and asylum seekers living in Britain. Currently, policy makers, many refugee communities and the disability movement fail to consider disabled refugees and asylum seekers, perhaps because they constitute a minority about whom data are rarely available. Focussing on the particular combination of circumstances affecting disabled refugees and asylum seekers, this paper presents recent changes in support arrangements for refugees and asylum seekers. This article asks how family relationships affect the living conditions of low-income elderly people in urban Mexico. The existence of so many elderly women living alone in the country is at odds with cultural beliefs portraying mothers as the archetypal recipients of family charity. It is evident that there is little state provision of accommodation for the elderly, forcing older people to rely on their families for care. Living with family is usually thought to be a better option for older people. Yet many poorer families cannot afford to provide care, and some are not willing to do so. In addition, families treat elderly men and women differently, with significant consequences for housing conditions and well-being of men and women in later life. 相似文献

This article critically explores assumptions underpinning Swedish elder care policies that the introduction of market practices in publicly funded eldercare services advances women's entrepreneurship. We argue that gendered privileges and disadvantages are being recreated on tax‐funded home care markets; furthermore, gendered inequalities intersect with ethnicity and profession in the management of small‐scale care companies' dealings with authorities governing home care services and standards for home care work. However, we find that the salience of categories depends on the context in which they emerge. While gender and profession are dominant in management, gender and ethnicity influence interactions with authorities. Only in standards for home care work do all categories simultaneously shape the business approaches of care entrepreneurs. Our analysis, based on data on size and growth of home care companies and interviews with small‐scale care entrepreneurs, suggests that regulations and practices privilege big companies and care entrepreneurs who echo the white, masculine gendering of entrepreneurship as ‘doing business' and disadvantage small‐scale entrepreneurs focusing on leading care work to produce quality care. 相似文献

In this article, the author considers loss and mourning in relation to male homosexual love. He uses mourning as a framework through which to raise questions about the social and cultural status of gay male love in contemporary societies. He argues that loving within heteronormative cultures of intimacy creates forms of vulnerability for gay men and that this is often compounded at times of personal loss. He uses a psychoanalytic framework to consider the important role of culture in the mourning process and reflects on the ways that cultural forms, practices and representations provide the context through which mourning can be both facilitated and disabled. Recent examples from popular culture are used to consider the important role, and often significant absence, of symbolic frameworks through which gay men can enter into dialogues of mourning. In conclusion, the author argues that the social valuing of loss is intimately bound up with the social valuing of love. 相似文献

Challenges with an ageing population are increasingly becoming a reality in the Western world. Since cognitive impairment increases with age, we can expect an increasing number of older people in need of care. The aim of this article is to describe, analyse and compare different focuses on care of older people with dementia, using examples from France, Portugal and Sweden. The questions are principally focused on the participants’ view about their tasks, the organisation of work, the professional role and cooperation with other professions. Everyday care was studied through observations and participant observations and the staff's opinion was explored by means of interviews. Twenty-two care settings for older people were included. The findings showed that France provided mainly ‘health care’, Sweden ‘social care’ and Portugal an integrated ‘health care and social care’. In a comparative perspective the Portuguese general care of older people, which focuses on integration of health care, social care and social work, also seems to provide care for older people suffering from dementia which best corresponds to the previously developed group living model. 相似文献

Epigenetics has considerable potential to transform social science by embedding mutually regulative reciprocal connections between biological and social processes within the human activities it studies. This paper highlights common epigenetic methods and outlines practical considerations in the design of ‘social epigenetics’ research addressing the identification of biomolecular pathways, statistical inference of causality, conceptualization of the environment as a biochemical event, heritability of epigenetic alterations and intergenerational accountability, and concept of time implied by attempts to capture complex, non-linear gene-environment interactions. Finally, we reflect on the social epigenome as a conceptual space and try to identify barriers to translation, and practical and ethical issues raised by epigenetics research. In order for social epigenetics and social science to contribute to the emergence of this putative ‘science of social science’ and to capture meaningful human experience they will both need to change significantly. 相似文献

The perceptions and motivations that workers have in their work and work environment are important determinants of the quality of work they do. For people who work in residential institutions where children who have lost the care of their parents receive care, these perceptions and motivations become a crucial part in determining the quality of services or care the children are given. This study set out to explore the perceptions and motivations of caregivers in the institutional context in Ghana. Adopting a qualitative, phenomenological approach, data were collected from 35 caregivers in two children's homes in Ghana through participant observations, focus group discussions and in-depth interviews. It emerged that caregivers perceived the children in their care first as children of God and then as children of white men and were predominantly motivated by their religious convictions to keep doing ‘the work of God’. Other motivations included personal life situations and economic aspects of the job. Implications for the workers and children in this environment are discussed. 相似文献

In states where the state retains sovereign immunity those professional activities may be considered ministerial rather than discretionary functions and so not entitled to the immunity from suit which the state enjoys. This paper sheds light on the recent increase in social enterprises and cooperatives in the care services sector, in particular, in the context of socializing care from the family in South Korea. This paper pays attention to the dynamics between marketization and social protection and the emancipatory efforts to build rich market relationship. In this paper, first I explore the changes in the care regime and the development of the care labor market with a focus on Long Term Care Insurance for the elderly in South Korea. Then I review the care provision through Social and Solidarity Economy and various attempts to build rich market relations. Abstract The reduction of services for older people is illustrated in a case study of a long-stay NHS service which has been transferred to a private, profit-making company. The effects of cuts in this service are most keenly felt in the very poor conditions of employment now offered by the company to new carers. Other illustrations of cuts are described in attempts to make savings on food or incontinence pads. The difficulties for staff, patients, their relatives, or indeed society at large, in challenging such destructiveness, may be understood in terms of the particular vulnerability of older people to projections of a dreaded infantile dependency and helplessness, in a society in the grip of a destructive narcissism which views ordinary human needs as a weakness. 相似文献

This paper explores the mechanisms behind the disturbingly high occurrence of placement disruption among young people in out-of-home care. Discussions have usually been framed in a vocabulary of risk and protection, with the bulk of research designed for singling out factors that correlate with stability and discontinuity in care arrangements. From this research tradition, we have learned that ‘behavioral problems’ are by far the strongest predictor for disruptions in care. By exploring the quality of care as experienced by young people themselves, this study suggests an alternative strategy. Findings suggest that disruptions occur as a result of complex social relations, as when young people struggle to fit in among other troubled youth in demanding residential settings. The paper concludes that labels such as ‘behavioral problems’ may have a reifying effect that individualizes the problem of care disruption while not being particularly helpful in explaining the phenomenon. 相似文献

This paper uses insights from the literature on social capital and from the sociology of values to explain dependency of immigrants’ involvement in associations depend on the norms of participation in their country of origin as well as the norms of their host countries. The argument is that changing the social context should lead to changing participative behaviours. I use cross-classified multilevel models on the EVS 2008 data to test if average levels of participation in the host and in the origin society determine immigrants’ propensity to become member in voluntary organizations. The findings point to a partial assimilation of immigrants. Their behaviours, while influenced by their culture of origin, are mainly shaped by their country of residence. The relation is influenced by the differences between the patterns of participation in the two cultures, the age when migrating and the dependency of the origin on remittances. 相似文献

This article employs two previously neglected indicators of racial prejudice from the British Social Attitudes surveys to examine the social distribution of prejudices against black and Asian Britons. Three hypotheses are proposed and tested: that racial prejudice is declining in Britain; that this decline is principally generational in nature; and that greater prejudice is shown towards more culturally distinct Asian minorities than black minorities. Strong evidence is found for the first two hypotheses, with evidence of an overall decline in prejudice and of a sharp decline in prejudices among generations who have grown up since mass black and Asian immigration began in the 1950s. Little evidence is found for the third hypothesis: British reactions towards black and Asian minorities are broadly similar suggesting racial differences may still be the main factor prompting white hostility to British minorities. 相似文献
