This article discusses two aspects that are important for understanding the relationship between Western news media and terrorism: the changing representation of terrorists and terrorist attacks in the media and, with it, the changing definition of terrorism. By calling attention to evolving news media practices in times of terrorism, I argue that advanced communication technologies and the emergence of global media ecology since the 1990s has made terrorism more visible in both national and international media landscapes. One result is that the more the news media expose terrorism to global audiences via the “front door,” the more controversial the use of the terms “terrorism” and “terrorist” become in social, political, and scholarly discourses. The paper addresses the evolving journalistic practices and their consequences as documented in previous studies on media reporting of terrorism in several national contexts, mostly the UK, the United States, and Israel.  相似文献

This paper, a revised version of the keynote address to the Seventh International Conference of the International Society for Third Sector Research (Bangkok, July 2006), explores the increasing tendency of governments to view the third sector as a source of human insecurity and uncivil society in the wake of terrorist attacks. The paper discusses the means governments use to control third sector activity that they view as potentially linked to terrorism, the need for comparative analysis of these measures, and the role of the third sector and scholars in recognizing the responsibilities of governments to prevent third sector organizations being used in terrorism while preserving the independence and vitality of the third sector.Professor of Law and International Affairs and Faculty Scholar, University of Iowa; Visiting Professor of Law, Harvard Law School (2005–06). Drawing on comparative case studies, the research elucidates competing constructions of justice, responsibility, and victimhood articulated in response to September 11, 2001 on three digital discourse fora in Brazil, France, and the United States. The research extracts the moral metaphors through which Brazilian, French, and American participants judge the terrorist acts. It contrasts the underlying moral accounting schemes employed to legitimize or delegitimize the use of terrorism on 9/11. Two contrasting standpoints on political violence and associated moral underpinnings are elucidated: the morality of retribution and the morality of absolute goodness (Lakoff 2002). One ideological faction uses the morality of retribution to hold the US accountable for inciting the terrorists to act. For these individuals, political violence can be seen as a form of action that upholds a binary framing of moral order in which all moral debts must be paid. By contrast, opposing camps employ the morality of absolute goodness to condemn the terrorists by arguing that terrorist violence is inherently unjustifiable, as it necessarily results in human suffering.

This article applies principal component analysis to decompose transnational terrorism during 1970–2007 into common (worldwide) and idiosyncratic (country‐specific) factors. Regardless of alternative thresholds and filtering procedures, a single common factor is related to individual countries' transnational terrorist events. Based on a conventional criterion, Lebanon's transnational terrorism is the key common driver of global transnational terrorist incidents. With a more conservative criterion, four additional countries—United States, Germany, Iraq, and the United Kingdom—are core countries in explaining cross‐sectional correlation across 106 countries' transnational terrorism. The analysis shows that there is a marked cross‐sectional dependence among transnational terrorist incidents worldwide. (JEL C38, H56)  相似文献

The purpose of this article is to outline a social science understanding of terrorist threat, with special reference to political violence of new terrorist groups, fundamentalist movements and extremist organisations such as Al-Qaeda. Four main terrorism topics will be examined: (i) Definition of terrorism . We will make explicit the political and moral implications of the word 'terrorism' by tracing a brief history of terrorism; at the same time, a definition of terrorism will be proposed based on an overview of terrorism studies. (ii) Typology of terrorism . The topic to be addressed here concerns the classification of terrorist groups, paying special attention to contemporary fundamentalist movements and extremist organisations (particularly after World War II). (iii) Explanation of terrorism. Criticism will be made of psychological explanations of terrorism that try to trace political violence back to specific personal traits or psychopathological profiles of terrorists. We will offer an alternative explanation, focusing on specific social, cultural and religious factors to be considered the root causes of terrorism. Suicide terrorism will be used as a case study. (iv) C ounterterrorism policy . Here, we will discuss some of the limitations and counterproductive effects of the counterterrorism measures adopted by governments after 9/11, including new antiterrorism legislation, the case of special detention at Guantanamo Bay, and the Iraq invasion. Most of such limitations are due to a misunderstanding of the political culture and ideology of Islamic extremism and fundamentalism (Islamism). Some concluding remarks will summarise the findings of the article and underline the most important suggestions for a future research agenda in the sociology of terrorism and counterterrorism.  相似文献

During the 1970s, the predominant strategy of protest policing shifted from ‘escalated force’ and repression of protesters to one of ‘negotiated management’ and mutual cooperation with protesters. Following the failures of negotiated management at the 1999 World Trade Organization demonstrations in Seattle, law enforcement quickly developed a new social control strategy, referred to here as ‘strategic incapacitation’. The US police response to the 11 September 2001 terrorist attacks quickened the pace of police adoption of this new strategy, which emphasizes the goals of ‘securitizing society’ and isolating or neutralizing the sources of potential disruption. These goals are accomplished through (1) the use of surveillance and information sharing as a way to assess and monitor risks, (2) the use of pre‐emptive arrests and less‐lethal weapons to selectively disrupt or incapacitate protesters that engage in disruptive protest tactics or might do so, and (3) the extensive control of space in order to isolate and contain disruptive protesters actual or potential. In a comparative fashion, this paper examines the shifts in United States policing strategies over the last 50 years and uses illustrative cases from national conventions, the global justice movement and the anti‐war movement to show how strategic incapacitation has become a leading social control strategy used in the policing of protests since 9/11. It concludes by identifying promising questions for future research.  相似文献

A game‐theoretic analysis of terrorism examines interactions between a terrorist organization and multiple target countries. It considers both preemption and deterrence as counter‐terrorist policies. Damage from terror includes material costs and resultant fear. Fear effects lead to different equilibria and implications for counter‐terrorism policies. The model identifies conditions under which greater preemption may be the rational response to an increase in terrorism, that is, it analyzes the merit of the dictum “offense is the best defense.” It also examines the characteristics of cooperative behavior among target countries in dealing with the threat of terrorism. In recent decades, social movement scholars have expanded our understanding of ‘terrorism’ by analyzing a particular trajectory, movement to armed group, whereby movement demobilization spurs armed struggle. This article analyzes an alternative trajectory: armed group to movement. Once armed struggle’s limitations become apparent, armed groups often adopt an attritional military strategy suited to their capacities. To securely wage an attritional campaign, groups disembed through the adoption of insular structures, removing them from their milieux and from recruits and resources needed for organizational reproduction. To offset this, armed groups reembed through the development of politico-military movement structures: forming allied aboveground movement organizations; coordinating armed and unarmed activism; and creating a ‘movement’ identity. This offsets disembedding in three ways. First, collective action augments armed groups’ violence by expanding the struggle into new domains. Second, mobilized support provides armed groups political legitimacy, countering the ‘terrorist’ label. Third, aboveground movement organizations assist in recruitment, alliance-formation, public communication, and mobilization, facilitating armed groups’ organizational reproduction. This paper investigates the strategic decision to adopt movement structures by analyzing documents produced by militants linked to the IRA and to rival ETAs, ETA Politico-Military and ETA Military, allowing for the exploration of different aspects of the decision to adopt movement structures. From Irish republican texts, insights into the basic benefits of movement development are gleaned. Basque separatist documents, on the other hand, provide perspectives on the nature of interorganizational centralization and coordination within politico-military movements.  相似文献

A critical function of post‐9/11 surveillance worldwide was to manage the ‘terrorist’ spectacle in public spaces such as airports and stadia. With the prospect of the 2010 World Cup looming large, aviation security in South Africa had accordingly gained significance in proportion to the expansion of airports and construction of stadium infrastructure countrywide. Private sector and government intentions to defend and consolidate the developmental spinoffs of expansion and infrastructure construction were expected and, with this, real and perceived threats from both ‘terrorists’ and banned football hooligans from Europe seem to demand surveillance based on racial profiling. The resultant profile picture of surveillance, this paper argues, is in monochrome: black terrorists and white yobs. Mobilising Deleuze and Guattari's theoretical work on deterritorialisation – based on the destabilisation of traditional concepts of territory – aviation ports of entry are seen to transmogrify into points of entry into the public discourse of the Arabic‐African militant, on the one hand, and the English‐European yob menace, on the other. In the final analysis, surveillance discourse moves beyond the confines of the airport and enters the public domain as it conflates the political (militant) and the social (menace) in a single, profiled, ossified narrative of ‘race’.  相似文献

What does sociology have to contribute to our understanding of terrorism? As scholars of gender and the Far Right, we believe that we have much to offer the current debates. In this article, we focus both on contemporary cases of terrorism, the attacks of September 11 and the Oklahoma City bombing, and terrorist movements as gendered: as enactments of masculinity. In particular, we focus on the contemporary white supremacist movement, the most dangerous domestic terrorist threat faced by the USA. We suggest that the ideology and organization of many terrorist groups are saturated with gendered meanings, both as the analytic prism through which they view their situation, and also as a means of political mobilization.  相似文献

This study examines whether terrorist attacks affect bilateral exchange rates. Using historical 10‐minute exchange rate data for 21 countries' currency vis‐à‐vis the U.S. dollar, we show that exchange rate returns of all countries are statistically significantly affected by terrorist attacks. Some exchange rates appreciate and some depreciate following a terrorist attack, some currencies experience exchange rate reversals while others experience a persistent effect. Generally, the effect declines but persists as terrorist attacks become stale information. (JEL F31, F37)  相似文献

In this article, I examine the transnational identities that return migrants create upon resettlement in their country of origin. Specifically, I draw on interviews with Republic of Ireland‐born return migrants from the United States between the years 1996 and 2006. The analysis shows that return migrants – like other migrant groups – maintain and establish translocal identities and practices that straddle ‘here’ (Ireland) and ‘there’ (United States) upon return. However, the article goes further, asking why returnees develop such border‐spanning social fields. Some recent scholarship suggests that some migrants develop transnational identities as an adaptive response to a hostile receiving society. The analysis here shows a similar process at play for certain return migrants in the post‐return environment. Doubtless, for some returnees, a transnational identity is a natural outgrowth of having spent several years in the United States. Yet for others, one can better explain this transnational identity as a coping strategy to buffer resettlement anxieties and disappointments.  相似文献

The terrorist attacks of September 11 and their immediate aftermath along the US‐Canadian and US‐Mexican borders focused attention on border management strategies in ways previously unimaginable. Suddenly confronted by the fact that existing systems and processes were not particularly effective either at protecting security or facilitating legitimate traffic, the United States, in conjunction with the Canadian and Mexican Governments, demonstrated an uncharacteristic willingness to reconceptualize its approach to physical borders. While initiating a series of internal policy adjustments to secure themselves against terrorist threats, the US, Canadian, and Mexican Governments also signed two bilateral agreements — the 12 December 2001 United States‐Canada Smart Border Declaration and the 22 March 2002 United States‐Mexico Border Partnership Agreement. These agreements represent an important development in the US's relationship with each of its North American neighbours, acknowledging not only the deep economic, social, and cultural ties, but also the new reality that the United States cannot attain the additional security it desires through unilateral actions alone. Thus, while September 11 forced a reassessment of vulnerabilities, it simultaneously provided the United States an opportunity to work more systematically with its contiguous neighbours for security benefits, a realization likely to flow into other areas where the benefits of cooperation eclipse those of unilateralism. This paper analyses the first year of the two border accords, tracking their implementation and evaluating their successes and failures. Most importantly, the paper outlines outstanding challenges, highlights steps that the governments should take to achieve additional border security and efficiency, and draws conclusions regarding factors likely to make their efforts more, or less, successful.  相似文献

This article examines feminist responses to mainstream media coverage of female terrorists in West Germany during 1977. Women in left-wing terrorist groups like the Red Army Faction (RAF) and ‘Movement 2. June’ (‘Bewegung 2. Juni’) inspired a gendered discourse reflecting a cultural unease about women participating in political violence, in which the media propagated notions that posited female terrorists as ‘unnatural’ women. This analysis demonstrates how different ‘Alltagstheorien’ (everyday or common sense theories) on female terrorists we find in West German media publications in the 1970s and 1980s served as a springboard for West German feminist activists to examine arguments about violence as legitimate means in their own political communities. This essay begins by briefly outlining key feminist positions on political violence that have made invisible the complex debates taking place in the 1970s. The second part of the essay uses images of female terrorists circulated by the West German media, such as the newsmagazine Der Spiegel (The Mirror), to contextualize the ‘Alltagstheorien’ the magazine propagated in an article covering RAF actions in 1977. The third and main part of the essay then examines the responses this and other articles elicited from contemporaneous feminist movement publications.  相似文献

本文从“东突”问题、“东突厥”、“东突厥斯坦”、“泛突厥主义”等概念为切入点,对“东突”问题的历史演变与发展进行了细致梳理,进而阐述了“东突”恐怖主义的实质与国际因素。研究发现,“东突”问题受国内和国外因素的双重影响,是21世纪全球恐怖主义网络化、跨国化和全球化的一部分。“东突”问题与中东恐怖主义存在内在关联,土耳其、阿富汗、巴基斯坦和部分阿拉伯国家的恐怖主义与“东突”分裂势力之间在人员、资金和技术上存在千丝万缕的联系。中国的反恐工作客观上要求它与南亚、中亚和中东国家合作,建立长效反恐机制。  相似文献

This study examines the determination of the Italian Fascists' extra‐parliamentary, para‐military, violent strategy. What were the effects of the socialists' political strategy, relying on electoral democracy, on the creation and strategy of the Fascist Action Squads? A comparison among Italy's 69 provinces, based on quantitative and qualitative historical evidence reveals a distinct pattern in the Fascists' violence. They attacked mainly provinces where the Socialists enjoyed the greatest electoral support. This pattern was a product of two historical processes: (a) the threat of the Socialist party to the landlords' economic and political hegemony, and (b) the landlords' tradition of militant anti‐worker organization which culminated in their alliance with the Fascists. The Fascists' struggle for, and takeover of, political power was not an immanent historical necessity. It was first and foremost an anti‐socialist reaction. It was shaped both ‘from below’, by the political power and radicalism of the PSI and the para‐military capacity of the Fascist Squads; and ‘from above’, by the active support the Fascists received from the landlords and the state. Supported by organized landlords and blessed with the authorities' benevolence, the Squads were able to destroy – physically and politically – the legitimately constituted provincial governments of the Socialists. The alliance with the landlords determined the Squads' almost exclusive attacks on Socialist provincial strongholds that constituted the greatest threat to the landlords' interests, while provinces dominated by the ruling Liberal party were excluded from the Squads' path of ‘punitive expeditions’.  相似文献

Field research on ‘young Moroccan Jihadists in Syria and Iraq from northern Morocco’ unexpectedly revealed the mundane factors behind their recruitment represented in the self-realization and the search for heroism, adventure and money, were the main reasons for the recruitment of young people in northern Morocco terrorist organizations, especially the Daesh. The religious factor is secondary. To combat terrorism and extremism which is spreading in the MENA region requires political will. Appropriate laws should be enacted as soon as possible and policies must be implemented to ensure border control, the closure of financing ports, propaganda platforms, anti-addiction, etc.  相似文献

The economic and political effects of the September 11 terrorist attacks weakened Latin American and Caribbean economies, reduced employment among Western Hemisphere immigrants living in the United States, and hindered new migrants' access to U.S. territory. Thus, the 9/11 events probably increased long‐term motivations for northward migration in the hemisphere, while discouraging and postponing international population movement in the short run. In addition, the terrorist assaults dealt a sharp setback to a promising dialogue on immigration policies between the United States and Mexico. Those discussions had appeared to herald constructive new policies towards migration into the U.S. from Mexico and possibly other nations in the hemisphere. A series of significant international migrant flows in South and Central America and in the Caribbean, not involving the United States, are unfortunately beyond the scope of this brief essay. I will first describe the consequences of the September 11 assaults for U.S.‐bound migration in the hemisphere, before turning to consider future social, economic and policy paths.  相似文献

There is an unfortunate tendency within some branches of sociology – particularly those usually called ‘critical’, that is, those associated with ‘critical social theory’– to treat with disdain the understanding of the public sphere that many modern governments use daily in making and implementing public policy. The majority of sociologists in those branches seem to prefer, as part and parcel of their normative commitments, Jürgen Habermas's Kantian understanding of the public sphere, which focuses primarily on reason and morality and insists that these two forces are of a higher order than politics and law. This paper offers a set of criticisms of the Habermas–Kant understanding, arguing that its focus on reason and morality, were it to become more widespread, would steer sociology into public policy irrelevance. The paper goes on to describe a very different understanding of the public sphere, a politico‐legal or civil‐peace understanding which operates as the public policy focus of those governments that have relegated questions of salvation (whether religious or ideological) to the private sphere. This understanding emerged from early modern attempts to carve out a domain of relative freedom and security against the deadly violence of religious disputation sweeping across Europe. The paper readily acknowledges that some ‘non‐critical’ branches of sociology already employ a version of this understanding.  相似文献

The current study used a random sample of 563 low‐income women to test Johnson's (1995) theory that there are two major forms of male‐partner violence, situational couple violence and intimate terrorism, which are distinguished in terms of their embeddedness in a general pattern of control. The study examined the associations between type of violence experienced and respondents’ physical health, psychological distress, and economic well‐being. Analyses revealed three distinct patterns of partner violence: intimate terrorism, control/no threat, and situational couple violence. Compared to victims of control/no threat and situational couple violence, victims of intimate terrorism reported more injuries from physical violence and more work/activity time lost because of injuries. Compared to women who experienced no violence in the previous year, victims of intimate terrorism reported a greater likelihood of visiting a doctor, poorer health, more psychological distress, and a greater likelihood of receiving government assistance.  相似文献
