在全面二孩生育政策实施背景下,文章运用分家庭类型的分年龄别孩次递进生育率模型测算政策目标群体并根据其再生育意愿和计划完成时间推测新增出生人口,得出生育水平、生育模式,并对未来人口发展趋势进行预测分析.结果显示:十三五期间将累计多出生近2100万人,总人口峰值将推迟到2030年的14.66亿,略大于不调整政策的情况.同时,“全面二孩”生育政策一定程度上放缓了总人口和劳动力人口的减少速度;增加了2035年之后的劳动力供给、减轻了劳动力负担和人口老化程度.但预测结果也显示总人口的减少趋势并没有改变,2030年后我国人口将以平均每年640多万的规模持续减少,到本世纪末人口减少到10.16亿.  相似文献

以宁波市为例,基于宁波市“六普”与“五普”数据,首先利用年龄别死亡率对同批次队列人口进行年龄移算,即人口留存分析,对比2010年的实际人口数和无迁移模式下的封闭人口数之差,进一步测算两次普查期间分性别、年龄别人口的净迁移量和净迁移率。然后,将迁移率与出生率和死亡率整合,构建多要素随机人口预测模型,预测宁波市未来人口变化趋势,并评估迁移、死亡、出生三要素对人口变动的弹性影响效果。结果表明:人口净迁入对宁波市人口总量变化影响最大,而低死亡率和低出生率是未来50年加剧宁波市人口老龄化的主要原因。未来50年内,劳动力人口净迁入对降低宁波市人口老年负担系数的作用有限。鼓励夫妇生育二孩,优化人才引进与落户机制,尽快建立起应对高龄社会的公共服务体系尤其是长期照护体系,应是宁波市人口政策改革的当务之急。  相似文献

人口出生水平取决于生育水平、 生育模式以及育龄妇女比重.文章利用1980—2010年进入生育期的妇女的初育年龄对其终身生育率进行预测,并据此测算1990年、2000年以及2010年三个人口普查年份的人口出生率,结果表明,这三个年份的出生率估计值均能够以较小的误差接近由总和生育率计算得到的人口出生率真实值.在此基础上,文章进一步解释了1990年以来中国人口出生水平持续下降以及近十年来始终处于低水平的现象,是由30岁以下的年轻育龄妇女的生育水平、 生育模式(标准化年龄别生育率)和占总人口比重共同下降所致.考虑到二孩政策的全面放开,文章还模拟了高、 中、 低三种预测情景下2011—2050年中国人口出生规模的变化,指出即使在文章设定的高生育水平方案下,人口出生规模也只能在短期内实现回升.因此,为促进未来人口出生数量渐进增加,保持人口长期均衡发展,生育政策的调整目标仍须适当提高.  相似文献

本文以“四普”、“五普”数据为基础,采用人口间接估计技术对20世纪80年代以来我国少数民族人口的生育水平和出生人口性别比变化的历史过程进行回顾,探讨生育水平下降过程中,出生人口性别比的变化趋势,并以蒙古族、回族和维吾尔族为例进行对比分析,结果表明当生育水平下降到较低水平时与出生人口性别比之间有明显的相关关系。  相似文献

在观察数据基础上,描述出生人口性别比周期性波动现象,并对其内在机理做出解释。研究发现,出生人口性别比的周期性波动是一个普遍规律,其波动周期与生育间隔相关。正常情况下,周期成分对出生人口性别比的变化影响较小并且稳定。中国出生人口性别比的周期成分明显大于其他国家,这与中国强烈的性别偏好有关。周期成分不是影响中国出生人口性别比的主要因素,性别选择行为是出生人口性别比失衡的主要原因。在实际工作中应该尊重出生人口性别比周期性波动的客观规律,关注出生人口性别比的中长期变化趋势。中国出生人口性别比的"拐点"已经出现,在继续加强综合治理工作的条件下,出生人口性别比将进入下降过程。  相似文献

本文在对山东省各种人口出生统计数据对比分析的基础上,利用山东省教育统计数据,以及育龄妇女信息系统数据估算了山东省1990年代各年出生人数和生育水平,并推算了2000~2005年出生人数和生育水平.同时对1990年代低生育水平的原因进行了分析.得出的结论是:山东省1990年代已经处于超低生育水平,大部分年份低于政策生育水平.低于政策生育水平的主要原因是生育年龄的推迟.  相似文献

Traditional family planning's emphasis on manipulating the total fertility rate often results in erratic number of births which disrupts school enrollment and labor supply. Fixing total annual births to a permanently lower level will avoid such repeated disruptions and can eventually lead to a lower stationary population with annual deaths equal to the fixed annual births. If allocation of the fixed birth quotas is conditional upon deaths, each death can be converted to a variable number of inheritable and tradable birth quotas. Tradable birth coupons allow families to have the number of children they want and can afford within the overall fixed birth quotas. Inheritable birth quotas provide incentive for higher old-age mortality and consequently less aging in a declining population.  相似文献

This paper describes a case study in which a professional demographic consulting team was brought in to aid in the development of a long-term building and reorganization plan for an Indiana school district. Just prior to the start of this process, a state-level policy was promulgated that changed the age of eligibility for entering kindergarten in such a manner that it temporarily produced the appearance of an increase in the number of kindergartners in districts throughout Indiana. For the district in question, a group of residents pointed to the apparent growth in the number of kindergartners as a reason not to close schools in their area. Having uncovered both the policy and its effect, the consultants produced an enrollment forecast that was not confounded by the artificial appearance of growth. This forecast showed much less growth than expected by the district's officials and residents, both of whom had been conditioned to expect future enrollment growth by not only the policy effect but by local media reports on the national Baby Boomlet, a phenomenon not actually occurring in their district. The demographers successfully defended their forecast in the face of strong initial disbelief as well as outright opposition by the residents. This experience tends to validate the argument made by others that the participation of professional demographers in an adversarial procedure can be beneficial in helping to formulate long-term plans.Paper presented at the Fifteenth Annual International Symposium on Forecasting, Toronto, Canada, 4–7 June 1995.  相似文献

Beijing, China, is experiencing a baby boom in response to 2 periods of large population increase in the mid-1950s and early 1960s. The average number of annual births was 220,000 in the first period and 269,000 in the second period. The causes of the large increase in the population in the first period were an improvement of health conditions which led to a reduction in mortality, immigration flow, and an erroneous population policy. The causes in the second period were recuperative fertility after three years of natural calamity and increased fertility among immigrants. Net migration had an important role in population growth these two periods; it also will have an important impact in future population changes. According to population projections, another baby boom is expected to occur before the end of the end of the century. During the up-coming baby boom period, 1.54 million births are expected, 190,000 per annum. The average increase in population size is expected to 127,000 per year. In the peak year, it may be around 200,000. Thanks to the family planning (FP) program the occurrence of the third baby boom in Beijing has been postponed and the duration will be shortened. From 1972 to 1982, 2.57 million births was averted due to FP, which drastically reduced pressure on the demand for resources and on the momentum of the next baby boom. Another baby booms is not expected during the early half of the 21st century, although an elevated birth rate within the range of normal fluctuation is predicted. The projection was based on the assumption of restricted migration and the enforcement of the FP program. The realization of the projected population will depend on deferred marriage, deferred child-bearing, prolonged birth spacing, the prevention of high parity fertility, the maintenance of the current population policy, and control over the reproductive behavior of the new migrant population.  相似文献

The present paper is an attempt to evaluate the registered data on Canadian Indians collected by the Department of Indian Affairs and Northern Development and to prepare vital rates for 1960–1970 using the adjusted data. A cursory examination of registered data for the purpose of developing various demographic indices and for making future estimates of population indicates certain anomalies that call for a careful appraisal of the data. The main problem is the inconsistency in the reporting of births, due largely to the late registration of births. One plausible reason for late registration may be the increased outward movement of Indians from their reserves. Indirect methods are used to adjust the number of births and infant deaths reported annually since 1960. On the basis of the adjusted data, vital rates for the Canadian Indians are calculated for the period 1960–1970. The crude death rate decreased from 10.9 in 1960 to 7.5 in 1970. The infant mortality rate registered a drastic decline, from 81.5 deaths per 1,000 births in 1960 to 34.9 in 1970. During this same time period the birth rate also declined, from 46.5 to 37.2.  相似文献

生育意愿研究有水平研究和趋势研究两个视角,后者更能反映人们观念的变迁,更能预判未来生育水平的变动。文章以上海市为例,采用横断历史元分析法(Cross-temporal meta-analysis),将1981年以来的30多年间上海市范围内开展的26项涉及居民生育意愿调查的结果串联起来,结合其中5项调查的个案数据分析,考察我国大城市不同社会经济特征人群的生育意愿纵向变化趋势并进行子人群间的比较。研究发现20世纪80年代以来上海户籍城乡居民的生育意愿均不断减弱并且二者逐渐趋同,生育意愿的"城乡之别"已然消失;在沪外省市流动人口的生育意愿强于户籍人口,"内外之分"仍然存在,但也显示出未来有趋同的可能性;独生子女与非独生子女的生育意愿比较显示户籍人口中独生子女与非独生子女的生育意愿差异极小,流动人口中非独生子女的生育意愿略强于独生子女;从不同文化程度和收入水平的人群比较来看,文化程度越高的户籍人口生育意愿越强,流动人口的生育意愿随文化程度的提高呈现"两头高、中间低"的特征,无论是户籍人口还是流动人口,高收入人群的生育意愿均相对较高;但是无论哪个人群的平均意愿子女数均已低于2个孩子。  相似文献

The reluctance of policy-makers to incorporate detailed demographic analyses in policy analyses often means that population composition is ignored in state and local policy evaluations. This article uses standard demographic projection, standardization and rate decomposition techniques to examine the implications of changing population composition for the property tax revenue base of Texas. The authors find that if current socioeconomic differentials persist into the future, projected compositional changes in the household population of Texas will significantly impact property tax revenues. Thus revenue projections based on aggregate growth and current average property value would seriously overestimate future property tax revenues in Texas because changes in the composition of the population lead to disproportionate growth in households likely to live in lower valued housing unite. The results indicate that the continuing focus of state and local policy-makers on changes in population size alone may be ill-advised and demonstrate the increasing importance of local- and state-level demographic analysis in a period of increasing Federal devolution of service provision.  相似文献

The value of national sample survey data relating to birth expectations for projecting births is reassessed in the light of data limitations pointed out by Ryder and Westoff among others and of the methods of projection used by the United States Bureau of the Census. The annual level of fertility under the cohort-fertility projection method depends on the assumptions regarding completed fertility, about which the available survey data are fairly informative, and on the assumptions regarding the timing of births, about which the survey data tell us very little. Test calculations suggest that Ryder and Westoff have overstated the significance of timing relative to completed family size for the level of future births. We believe that the fall in the annual total fertility rate in the first half of the sixties is to be explained only in part by a general delay in childbearing; a moderate to substantial decrease in completed family size has also occurred. Analysis of the latest set of fertility projections of the Census Bureau also suggests that the assumptions about completed fertility are a much more important determinant of the level of future births than timing, both in the short and long term. Although the available expectations data cannot help in predicting short-term annual changes in fertility, they appear useful for making long-term projections of annual fertility. Expansion of the size, frequency, and content of the sample surveys and incorporation of parity and birth interval into the projection method may improve projections.  相似文献

为测定生育政策调整对陕西省人口年龄结构的影响,本文选择四种方案进行模拟分析。结果表明:2010—2080年间陕西省人口年龄结构将面临着劳动人口供给量大幅下降和老年抚养比快速增长两大难题;生育政策的调节方案均能在一定程度上缓解上述两大问题的问题;其中从现在起实行"父母中一方是独生子女的家庭可生育两个孩子"的调节效果最佳。  相似文献

Data on 1,090 pairs ofsisters from the National Longitudinal Survey of Youth are used to estimate the effects of observed individual-level factors, common family-level variables, and shared unobserved family-level traits on the timing of premarital births. Results show a moderate correlated risk of premarital childbearing among siblings after controlling for the effects of measured covariates. The effect of older sisters’ out-of-wedlock childbearing on the timing of younger sisters’ premarital birth is overestimated when shared unmeasured family-level traits are ignored. Public policy measures designed to reduce premarital births have a smaller multiplier effect via reduced younger sisters’ premarital births because unmeasured family-level factors are less amenable to policy measures. However, because the older-sibling effect is large when other sources of variability in premarital birth timing are controlled, interventions may be effective in reducing premarital births among young women in high-risk families.  相似文献
