A framework for understanding what all kinds of human differences-ranging from race, sex, and age to religon and political affiliation- have in common is presented. Three sources of difference are identified, and the process by which social and individual meanings are attached to diferences are identified. The framework allows for a general understanding of the dynamics and implications of differences of all kinds-essential in an increasingly pluralistic society. Suggestions for the model's application in clinical practice, policy, and administration are provided.  相似文献

Abstract

Eight variables affect the policy process of the Section 8 housing program. An analysis of the eight variables allows for conceptualization of the factors influencing the shape and direction that Section 8 policy has taken through the course of history. Examining the variables of the Section 8 housing program can lead to an understanding of the program as a whole, the impact of the policy process on the recipients of the program, and the impact on social work practice. In addition, an understanding of these eight variables provides a useful heuristic for social workers engaged in policy changing activities.  相似文献

Commitment or political will is often notable by its absence. While lack of commitment is a key factor in policy failure, it has been challenging to identify and operationalize how commitment can shape successful implementation. This article applies Brinkerhoff's (2000) framework of expressions of commitment to explain how commitment of policy elites shape policy implementation processes. Evidence for five characteristics of commitment traces these expressions from two types of policy elites — politicians and bureaucrats. Primary data from four Indian states were used—Chhatisgarh, Assam, Bihar and Andhra Pradesh—to examine the case of the Mahatma Gandhi National Rural Employment Act (MGNREGA). The data were collected through interviews with state‐level elites, supplemented by secondary data on the political economy of these states. In explaining how successes and failures of the MGNREGA are attributable to the commitment of these actors, the article considers the politics of policy implementation. It argues that commitment is critical at the sub‐national level in India, and explains the different outcomes of MGNREGA in the four states. The article considers how to strengthen policy implementation, and demonstrates that this can be done through capitalizing on positive feedback loops between different strands of commitment, as well as between commitment of administrative elites and political party leaders. The paper concludes that commitment and capacity feed off each other, improving implementation of social policies.  相似文献

How academic research affects labor and social policy is viewed through a program evaluation framework that highlights the difficulties of determining the causal impact of such research on public policy. The effect is illustrated by examples. My conclusion is that academic research can have a modest to substantial impact on policy. Its impact is enhanced if it has a number of key characteristics: high quality; reputable researchers involved; synthesized and translated into a language understood by policy makers, the general public, and the media; credible champions who will broker and defend it, in the political process or in the public realm; timeliness; and, political acceptability.  相似文献

Abstract This article focuses on when and how states develop transnational policies. It presents a case study of a relatively small emigrant community, whose departure was not simply caused by poverty or crisis, but most recently by an economic and political debacle that questioned people's values and expectations. I focus on the state side of the equation and identify a shift in Argentina's policy after 2003, though also show how such policies came out of a long history of state intervention in population and migration and are now related to human rights concerns and the unfinished process of democratic consolidation. I argue that the state initiates political transnationalism, not migrants, and highlight the importance of some relatively unexplored factors in the understanding of the motivation, intensity and impact of the state's involvement, such as the characteristics of the emigrant community, the existence of specific political projects, the role of some domestic actors and processes, and the nature of international agreements.  相似文献

E‐commerce has altered the relationship between consumers, businesses, and U.S. states. E‐retailers are not required to collect sales tax from their customers, thus depriving fiscally insecure states of tax revenue, and providing a competitive advantage for e‐retailers, like Amazon Inc., in their struggle for market share with brick‐and‐mortar stores, like Walmart. Attempts at e‐commerce sales tax policy by state legislators and brick‐and‐mortar lobbyists failed until 2008 when New York successfully passed legislation. A subsequent wave of legislation ensued, and between 2008 and 2012, e‐commerce sales tax legislation left committee in fourteen states, each experiencing various levels of success. Existing explanatory efforts have not fully accounted for the combinatorial effect of political–institutional structure and market contestation in U.S. state‐level policy creation, as well as the likelihood of multiple pathways to passage. Embracing this framework, I use fuzzy set Qualitative Comparative Analysis (fsQCA) to uncover three sufficient pathways for successful passage of e‐commerce sales tax policy. Two paths highlight the confluence of large retailer pressure and a conductive political–institutional structure facing fiscal stress, while the third path reflects political–institutional forces. These findings corroborate, as well as build upon, our knowledge of fiscal sociology, policy domains, and corporate power in American politics.  相似文献

Policy-practice is a form of social work intervention that is intended to influence social policy. It is linked to an understanding of the role of social workers which places the struggle for social justice at the forefront of social work activity. However, this form of social work intervention has remained on the sidelines of social work practice and education in most welfare states. This paper seeks to understand the role that policy-practice and social policy play, and have played, in social work and social work education in Israel. The findings indicate that, despite a growth in interest in the political role of social workers in Israel during the 1970s, policy-practice has remained a mode of practice adopted by a minority of members of the profession in Israel. An empirical study of the curriculums of the schools of social work in Israel indicates that this is the case for the study program in most of the schools. The reasons for this can be linked primarily to the overwhelming influence of American social work upon the development of the Israeli profession and to the process of liberalization and privatization of the Israeli welfare state in the last two decades.  相似文献

There is a growing recognition that public policy controversiesare driven more by value differences than by technical deficiencies.Unfortunately, we have yet to develop, test, and refine systematicapproaches for understanding political systems. In this articleI explain how the advocacy coalition framework (ACF) can beused as a theoretical basis for understanding political contextvia a stakeholder analysis. An ACF stakeholder analysis widensthe attention of policy analysts toward subsystem-wide dynamicswith multiple actors who are motivated by their beliefs, structuretheir relationships into advocacy coalitions, and try to influencepolicy through utilizing multiple resources and venues. I illustratean ACF approach to stakeholder analysis in a scientificallycontentious political conflict over the establishment of marineprotected areas in California. What drives progressive public policy? Because progressive policy challenges the interests of powerful people and interests that dominate policy making, it is puzzling that progressive policy ever happens. This article addresses this question by modeling and appraising institutional political, political mediation, and policy feedback theories and models of progressive policy making. Institutional political theory focuses on political institutional conditions, bureaucratic development, election results, and public opinion. Political mediation theory holds that social movements can have influence over progressive policy under favorable political conditions. Policy feedback theory holds that programs will be self‐reinforcing under certain conditions. The article goes beyond previous research by including and analyzing public opinion in institutional political and political mediation models and addressing positive policy feedbacks. We appraise five models derived from these three theories through fuzzy set qualitative comparative analyses of the generosity of early old‐age policy across U.S. states at two key moments. We find some support for each theory, and the results suggest that they are complementary. Left regimes or social movements can initiate progressive policy, which can be reinforced for the long term through positive policy feedback mechanisms. We discuss the implications for current U.S. politics and for progressive policy elsewhere.  相似文献

“New” social welfare policies are often actually policies borrowed from other states or nations. This paper reviews the recent theoretical developments in understanding the processes of policy transfer and presents a “policy transfer” model that can be a useful heuristic tool for social workers engaged in policy making. It discusses how the field of social work can benefit from understanding the factors underlying successful and unsuccessful policy transfer, and argues for the inclusion of the study of policy transfer in social welfare policy courses.  相似文献

Research on caregiver support policy implementation has offered valuable insights but has not incorporated theoretical frameworks or multivariate analysis. This article describes how the communications model for intergovernmental policy implementation was used as a framework to examine predictors of successful statewide implementation of the National Family Caregiver Support Program (NFCSP). Using data from the National Center on Caregiving State of the States survey, U.S. Census, Administration on Aging, and historical records, implementation (extent of service delivery) was examined in 50 states and the District of Columbia. State-level characteristics (demographic, historical, political, and organizational) were tested for their ability to explain more or less successful implementation. Bivariate and multivariate findings suggest that historical characteristics predict the likelihood of delivering more counseling, support group, and training. States that recognize caregivers as both service recipients (through counseling and support groups) and service providers (through training) may demonstrate more effective implementation.  相似文献

This article draws on data from an exploratory study involving an organized group of Mexican immigrant mothers engaged in community-based policy advocacy in the Pacific Northwest. Participants in the project lobbied state legislators on bills expanding the rights of undocumented immigrants—most notably, bills granting access to in-state tuition and driver’s licenses. In-depth interviews (n=12) reveal that through this process, participants came to see themselves as political subjects, despite their unauthorized legal status. Findings reveal that participants’ engagement in the policy process is centered on the idea of expressing needs and reflects their interest in improving individual, family, and community well-being. In this sense, their participation in politics flows from their roles as mothers and caregivers. By illuminating the experiences of a group—undocumented immigrant women—often overlooked in research on immigration policy and practice, this case offers a counter-narrative to the dominant portrayal of immigrant women and suggests ways to integrate community organizing and collective action into policy practice.  相似文献

This study offers an alternative conceptual framework for an integrated understanding of public relations practice globally. It investigates the relationships between political, economic, and media constructs and relationship management in public relations by building upon an environmental framework for understanding public relations. Based on a survey of public relations practitioners in Singapore, this study positions relationship management as a conceptual locus for public relations theory and practice. Four environmental variables—perceptions of the degree of democracy in the political system, level of economic development, level of economic freedom, and level of media freedom—are found to be associated with public relations practitioners’ orientation toward relationship management, based on Hon and Grunig’s relationship management scale.  相似文献

Prior Journal of Marriage and Family decade-in-review articles have grappled with the definition and role of family policy for research and policy practice while emphasizing its value to both. In this article, we begin with a broad conceptualization of family policy that encompasses actions intended to achieve explicitly stated goals for families (explicit policies) and those that affect families without an explicitly stated goal for doing so (implicit policies), which we believe provides a solid framework for guiding and understanding both research and practice in the field. Second, we review major U.S. policy initiatives in the past decade and their documented and potential effects on families. Third, we describe several key aspects by which contemporary families have become more diverse and complex. Fourth, we discuss the implications of ongoing family complexity for public policies. We conclude with a discussion about future research and policy development in the context of contemporary family complexity.  相似文献

Social movement organizations for sex offender rights work to reduce harm to registrants and their family members by influencing sex offender registration and community notification policies. This study draws on two theories of social movement organizations—organizational emergence and political opportunities—to investigate the capacity (i.e., structure, resources, knowledge and skills) of these organizations to bring about policy changes. Data were gathered using in-depth, telephone interviews with 19 leaders of state-level advocacy organizations in the United States. Two types of strategies emerged, distinguishing organizations as proactive or reactive in their approach to policy change. Proactive organizations contribute to policy amendment, development or adoption, whereas reactive organizations focus on blocking policy. These two types of organizations have similar tactical repertoires; however, more proactive organizations report the use of networking and coalition building and media stories, and more reactive organizations report the use of legislative testimony and research and policy analysis tactics. This study informs social work policy and practice by highlighting effective and ineffective tactics used by highly stigmatized advocacy organizations.  相似文献

ABSTRACT

“Passing the trash,” enabling teachers who sexually abuse students to pursue another job with no record of their sexual misconduct, is common practice for K–12 school district administrators who fear legal liability and tarnished reputations. The “Prohibition on Aiding and Abetting Sexual Abuse” provision in the United States Every Student Succeeds Act (ESSA) of 2015 aims to eliminate passing the trash. This study explores states’ progress toward developing and implementing relevant law and policy to comply with the provision. Researchers collected data from representatives of state departments of education, asking whether representatives were aware of the provision and what progress their state had made toward complying with it. Overall, researchers found that just four states had fully complied; several others were in the process of creating relevant policy and legislation and a few began the process in response to researchers’ queries. However, the overwhelming majority of states—39—had no plans to create relevant legislation or policy, either because they were unaware of the provision or because they believed, erroneously, that existing laws fulfilled the ESSA mandate. Passing the trash is clearly an unacceptable practice, yet research suggests it still occurs, and state-level laws and policies to prevent it are slow to emerge. The lack of knowledge or awareness exhibited by many state representatives suggests a need to educate policymakers and education leaders about what aiding and abetting sexual offenders consists of, what consequences it can have for vulnerable students, and what provisions states can enact to prohibit it.  相似文献

Social Impact Assessment (SIA) is a method of policy analysis that offers great potential for integrating scientific policy analysis into a democratic political process. This potential has not been realized in large part because there has been no theoretical framework to guide SIA. In this paper I propose such a framework, using Habermas’(1970) pragmatistic approach to policy. The framework suggests heavy emphasis on use of SIA early in the policy process and on methods that emphasize impact identification and portrayal.  相似文献

NASW state chapters provide a mechanism through which members can become involved in formal political and community advocacy practice. However, there is little understanding of the strategies and processes undertaken by NASW to affect legislative and electoral outcomes. Abstract

Family policy is coming to be recognized as an important component of programs focusing on family issues. As political leaders continue to engage in debates about family issues and family service professionals report spending more time on policy issues within their professional practice, attention to policy issues has become more important in the education of students in family courses. Because of the increasing presence of public policy study within the family studies curricula, it is important to consider students' policy perceptions and experiences as they enter family policy classes. Argued here is that students are more likely to become engaged with family policy topics that are timely and meaningful to them. This research examines student perceptions of various policy topics and issues in an attempt to better design courses with family policy content.  相似文献

One of the core dimensions of social work practice, identified since its establishment as a professional endeavour, is concerned with political action. Nonetheless, policy practice, which entails that social workers should connect their work with individuals, as in traditional casework, to wider political action, is often perceived as marginal in everyday practice. This paper connects views on social work policy practices to the context provided by the ways social policies are actually constructed in Italy. A research study on governance processes across Italy, addressing the main actors involved in social policy-making, reveals that in fact practitioners’ political action is differently represented within different frameworks, ranging from being seen as a near impossibility, to being perceived as a crucial factor in the policy-making processes. If context and cultures play such a relevant role, synergistic work at different levels and by all the different actors in the social work community is required if we want social workers to be able to express their potential fully in the political arena.  相似文献
