ABSTRACT

Over a period of 14 years (1991-2004), graduate social work students (n = 2,213) in ten California schools were surveyed about their perceptions of poverty as they entered and exited their graduate programs. Entering students expressed preferences for societal/institutional change methods to address poverty, as opposed to methods of individual adaptation and were even more inclined upon graduation. Implications for social work education and practice are identified.  相似文献

Abstract

Prisoners are counted in the county in which they are incarcerated, according to U. S. Census Bureau guidelines. This policy is increasingly the subject of academic interest because census data are used for redistricting and for the allocation of federal and state funds based on population and poverty criteria. Using canonical correlation analyses, this study found that fewer prisoners, no prisons in a county, higher ruralness, fewer percentages of persons below poverty, and higher percentages of households receiving social security insurance are associated with lower allocations for case management, lower allocations for health and human services, and lower allocations for criminal justice. Taking into account the cross loadings, having a prison, higher ruralness, and fewer percentages of people below the poverty line remain significant. This article considers the importance of understanding poverty for social workers and the ways it is delivered on social work programmes. It reviews the context in which poverty is experienced by service users and social workers. It then goes on to consider the ways in which teaching about poverty has been approached in social work education. Drawing on the experiences of the authors of designing and delivering a module on social work, poverty and social exclusion on a postgraduate DipSW programme it considers an approach to developing poverty aware social work practice for social workers in training. Finally it discusses ways in which the new three year qualification for social work training might develop this subject more fully in ways that seek to combat poverty and social exclusion amongst social work service users.  相似文献

Social transfers have reached the policy agenda of low‐income countries in Africa, where affordability is a key concern and aid dependence is high. In terms of magnitude, aid could make a substantial difference in relaxing the affordability constraint. This article addresses issues that arise as external financing is contemplated. Cash on delivery (COD) aid is discussed as an alternative aid contract when the political ownership is strong. The potential for external financing where political ownership is weak is also discussed, and the limitations of aid under such circumstances are recognised.  相似文献

There has been a substantial increase in mature-aged students enrolled in higher education in recent decades. Equally, mature-aged women, often with family responsibilities, are well represented in social work degree programs. In this article, the findings from the National Study of Social Work Students (NSSWS) are examined in relation to mature-age students to better understand their study experiences, and factors that may be impeding their ability to take advantage of a university education. What is clear from the data is that many mature-age social work students were experiencing poverty at higher rates than their younger counterparts who were themselves financially struggling at higher than average rates for domestic Australian tertiary students. Here, mature-age social work students’ experiences and perspectives are presented using quantitative data and students’ own qualitative responses. The results have important implications for social work educators and administrators, and wider policy ramifications regarding student equity.

IMPLICATIONS

  • These findings provide a spotlight for national bodies, universities, educators, policy makers, sector partners, and researchers into the under-researched, lived realities for mature-aged Australian social work students.

  • Better understanding the grinding effect of poverty on many mature-aged social work students can spur political action to enact systemic change.

The affective dimensions of poverty, including the impact of wider policy discourses and services that ‘other’ and shame people in poverty, are increasingly recognized. In response, Lister [(2013). Power, not Pity: Poverty and Human Rights. Ethics and Social Welfare, 7(2), 109–123] advocates for ‘a politics of recognition&respect’ that centralizes the voices, participation and lived experiences of those who live in poverty. This paper considers how applying Lister’s theory could improve child protection (CP) social work in England, from a human rights and social justice perspective. The paper draws on findings from an ATD Fourth World participatory research project aimed at updating the course content for a pre-existing social worker training module on poverty awareness. The project brings together families with experience of poverty and CP interventions, social work practitioners and academics.  相似文献

A majority of current HIV/AIDS interventions are designed primarily after individual-based public health models and pay little attention to the socioeconomic environment in which HIV transmission occurs. This article focuses on outlining how migration acts as a conduit for disease transmission in South Africa and then proposes a macro-level prevention model based on social capital theory, thus then supplementing current prevention literature. It is based on the argument that social disruption and stresses from migration lead to sexual interactions during the migration periods that amplify the risk of HIV transmission among migrants.  相似文献

Along with radical changes in the global economy and family structure, Taiwan has experienced the re-emergence of the poverty problem that was thought disappearing after remarkable economic growth in the 1980s. This article would like to provide an updated profile of social changes in Taiwan, with special reference to the related poverty issues like new poverty and the M-shaped society, as Ohmae defines it in his well-known book. To begin with, we place some of the most recent developments in the context of unbalanced growth and increasing family crises. Ironically, people in Taiwan have widely used the terms of new poverty and M-shaped society since the end of 1990s, while the "economic miracle" the island wrought still remains a fond memory. Official statistics on poverty, unemployment, divorce, mental disease, and child abuse have all shown increases. The trend is a matter of serious concern. Unlike in Japan, the earnings of workers in Taiwan did not significantly decrease in recent years. Taiwan seems to deviate from the M-shaped society. We have developed two tentative but handy yardsticks for examining the shift of the middle class: the "balance index" and the "M-ratio". The former provides as a relative measure among different income groups, while the latter is designed to indicate the change of the middle class relative to the overall contribution of the people. Finally, we also discuss its implications to social policy in Taiwan.  相似文献

Development organisations need easy-to-use and quick-to-implement indicators to quantify poverty when requested to measure program impact. In this paper we assess the validity of the Progress out of Poverty Index (PPI)™, a country-specific indicator based on ten closed questions on directly observable household characteristics, by its compliance to the SMART criteria. Each response receives a pre-determined score, such that the sum of these scores can be converted into the likelihood the household is living below the poverty line. We focus on the PPI scorecard for Rwanda, which was validated using two national household surveys conducted in 2005/06 and 2010/11. The PPI is Specific, Measurable, Available cost effectively, and Timely available. Yet, its Relevance depends on the way it is used. Although it accurately distinguishes poor from non-poor households, making it a useful reporting tool, its limited sensitivity to changes in poverty status restricts its usefulness for evaluating the impact of development projects.  相似文献

This article investigates an empirical puzzle. Taking the case of Botswana, how is it that poverty is so high, when the country largely conforms to pro‐poor growth strategies? This article suggests that the minimal role of social‐security policies partly explains the relatively high poverty levels. This hypothesis is tested in a large‐N study of developing countries which shows that broad‐based and generous, rather than pro‐poor, social‐security policies impact strongly on poverty levels. The analysis further alludes to other obstacles to poverty reduction, such as economic transformation, which may be combined with a pro‐active social‐policy agenda. Thus, poverty‐alleviating strategies should be refocused to allow for a wider and more coherent role for social‐security policies.  相似文献

ABSTRACT

Research indicates that concentrated neighborhood poverty has numerous detrimental effects on the health and well-being of individuals, families, and communities. The term “neighborhood effects” has been used to describe the interaction between socioeconomic disadvantage and social problems at the neighborhood level. Social capital theory, defined broadly as social networks characterized by trust and reciprocity represents one prominent explanation for the phenomenon of neighborhood effects. Within poor neighborhoods, it is theorized that socioeconomic characteristics of the neighborhood foster inadequate social capital and it is this low level of social capital that leads to the phenomenon of neighborhood effects. In order to explore the utility of social capital theory in explaining neighborhood effects, this paper argues for an ecologically-grounded model of social capital that allows for the different ways in which social capital operates within different types of neighborhoods. Implications for social work practice, policy and education are discussed.  相似文献

Thinking on economic policy for development has undergone many shifts in response to the perceived weak results of earlier adjustment reforms. A new donor consensus has emerged based around the central themes of economic growth, good governance and social development. This article examines the logic behind this new aid paradigm, revealing a nuanced story with country circumstances playing a critical role and particular interventions varying in impact. For example, growth does not always lead to gains for the poor that match the national average; public expenditure needs to be targeted to achieve social development, but effective targeting is difficult; governance reform may be critical but there is no simple governance blueprint, and the corruption‐growth association need not always be negative.  相似文献

Water, and Sanitation projects play an important role in alleviating water‐related poverty in developing countries. There are several methodologies that will not only assess the performance of these projects but will also help to better identify the problem and its characteristics, and to improve the efficiency of the investment. The Water Poverty Index is one of them. It is a very useful tool that helps to measure water stress at the household level in a holistic way, and to identify priorities. It is important, however, to complement it with a Cost‐Benefit Analysis that will take into account the costs of the project. A case study in Northern Colombia illustrates this point.  相似文献

This study uses repeated Cox Proportional Hazards models to explore the characteristics significant in predicting social assistance (SA) exit rates in Ontario, Canada. The results indicate that gender, age, immigration status, family structure, and presence of children significantly affect the likelihood of SA exit. Interpreting these findings through a critical feminist lens, I highlight the structural barriers that potentially influence people’s trajectories. Social policies that might better address the lives of women and other groups are explored, and a human rights framework is discussed as one avenue to advance poverty reduction efforts.  相似文献

Adaptive Social Protection refers to efforts to integrate social protection (SP), disaster risk reduction (DRR) and climate change adaptation (CCA), the need for which is increasingly recognised by practitioners and academics. Relying on 124 agricultural programmes implemented in five countries in Asia, this article considers how these elements are being brought together, and explores the potential gains of these linkages. It shows that full integration is still relatively limited but that, when it occurs, it helps to shift the time horizon beyond short‐term interventions aimed at supporting peoples' coping strategies and/or graduation objectives, towards longer‐term interventions that can help promote transformation towards climate and disaster resilient livelihood options.  相似文献

Using the two-way transitions model and a sample of mothers with children living at home who experienced poverty, we examined how the changes in mothers’ marital status relate to the odds of exiting and reentering poverty. The data came from the National Longitudinal Survey of Youth 1979 Cohort (1979–1998). This study found an asymmetric association between poverty dynamics and becoming unmarried. Becoming unmarried was associated with increased odds of both getting out of poverty and reentering poverty, where the magnitude of the latter is greater than that of the former, when family background, family characteristics, and human capital and employment factors are controlled.  相似文献

Despite nearly three decades of revolutionary government rule, poverty and inequality remain the central issues of political debate in Iran. The unexpected electoral victory of Ahmadinejad, the populist candidate in the 2005 presidential election, has been widely attributed to rising poverty and inequity. Using household survey data, I examine the trends in poverty and inequality for the last three decades and show that this thesis is not grounded in facts. Survey data show that poverty has substantially declined in recent years, and is low by international standards and in comparison with pre-revolution years. This finding is consistent with pro-poor policies of the Islamic government, mainly in provision of basic infrastructure such as electricity, safe drinking water, and health. However, the same policies have not been as effective in reducing inequality, which, after an initial decline following the Revolution, has remained basically constant in the post-Revolution period. This paper examines the relationship between measures of income poverty, undernourishment, childhood undernutrition, and child mortality in developing countries. While there is, as expected, a close aggregate correlation between these measures of deprivation, the measures generate some inter-regional paradoxes. Income poverty and child mortality is highest in Sub Saharan Africa, but childhood undernutrition is by far the highest in South Asia, while the share of people with insufficient calories (undernourishment) is highest in the Caribbean. The paper finds that standard explanations cannot account for these inter-regional paradoxes, particularly the ones related to undernourishment and childhood undernutrition. The paper suggests that measurement issues related to the way undernourishment and childhood undernutrition are measured might play a significant role in affecting these inter-regional puzzles, and points to implications for research and policy. This paper is based on data from focus group discussions and in-depth individual interviews carried out in two slum areas, Korogocho and Viwandani in Nairobi, Kenya. It discusses how the division between domestic sphere and public sphere impacts on survival during, and adaptation to old age. Although this paper adopts some of the tenets of the life course approach, it posits that women's participation in the domestic sphere may sometimes give them a ‘gender advantage’ over men in terms of health and adaptation to old age. The paper also discusses the impact of gender roles on the cultivation of social networks and how these networks in turn impact on health and social adjustment as people grow older. It investigates how older people are adjusting and coping with the new challenges they face as a result of high morbidity and mortality among adults in the reproductive age groups.  相似文献
