In the last two decades in rural China, increasing numbers of children of economic migrants have been left behind with kin, which is of growing concern for social work and welfare policy. The genesis of this rural to urban migration has been China's rapid economic development and greater opportunities for work in better paying jobs in cities. However, there is growing evidence of the negative impact upon these children. This paper reports the views of caregivers (= 23) and school personnel (= 5) from a small town in Northeast China. Interviews sought adults opinions on these children's needs, with the major outcome being children's need to be empowered – to be respected, to express themselves, to have influence, and to be supported to be able to more fully participate in education and their communities. We argue that caregiver strategies to empower children left behind provide insight into culturally appropriate processes and practices that underpin social inclusion. However, some discrepancies between the views of caregivers and school personnel alert us to the potential for tension between family and broader community and institutional views. Implications for social work practice include responding to the cultural values embedded in child rearing practices and local ideas about children's entitlements.  相似文献

This paper examines the provision of distance education to young people studying from their isolated properties in remote areas of Australia. While Australia's innovative approach to remote education is well established, this paper challenges the gender and structural assumptions underpinning this approach. A sustained period of rural restructuring and a long period of drought have changed the social relations of agriculture in a number of significant ways that ultimately undermine distance education as it is currently constructed. The assumption that mothers are available to provide home tutoring is no longer valid given the pressures on them to work on properties due to staff cutbacks and off properties to earn additional income. Further, the trend for farm family properties to be amalgamated into larger holdings and for these holdings to be run by farm workers also undermines the assumption that parents are willing, able and resourced to home tutor their children for long periods. This paper raises significant questions about the adequacy of current distance education provisions in remote areas.  相似文献

Politics in the countryside has undergone a significant shift in emphasis in recent decades, which may be characterized as a transition from ‘rural politics’ to ‘a politics of the rural’. Whereas ‘rural politics’ refers broadly to politics located in rural space, or relating to ‘rural issues’, the ‘politics of the rural’ is defined by the centrality of the meaning and regulation of rurality itself as the primary focus of conflict and debate. However, far from marginalizing social issues – as early work on the new rural conflicts by Mormont implied – the paper argues that the new politics of the rural has liberated rural social policy from the shadow of agricultural policy, providing a new language and context through which rural social issues can be placed on the political agenda. Three examples of this are discussed, drawing on illustrations from Britain, Australia, New Zealand and North America – conflicts over the rationalization of public and commercial services in rural communities; campaigns around the closure of rural schools and their symbolic place at the heart of rural communities; and issues of difference and discrimination in the countryside, including responses to travellers and asylum‐seekers.  相似文献

Abstract

Education and income have been considered two primary determinants to affect individuals’ health outcomes. China initiated a comprehensive health reform in 2009, with the goals to provide equal access yet sufficient healthcare to all residents. However, social disparities continue to persist following this large reform. This research hypothesized that older adults’ years of education and income are determinants of participation in each social insurance scheme following the 2009 health reform. Multilevel logistic regression models were used with a nationally representative sample (n?=?5,274) to investigate the education and income disparities in each social insurance scheme for older adults, with random effects among provinces at the national level. The analyses show that years of education was not associated with enrollment in three social insurances, with the exception of the association between 11?years of formal education or above and the rural coverage. Participants with higher levels of household income had greater odds of having urban social insurances, but had lower odds of having the rural scheme. Further research should continue to investigate the disparities of enrollment of each social insurance. Chinese policy makers should consider these social factors carefully to reach a true universal coverage.  相似文献

Over the past decade, an academic debate has developed surrounding qualitative data preservation and sharing in the social sciences, and has been characterised as one between supporters and opponents of this movement. We reframe the debate by suggesting that so‐called ‘opponents’ are not resistant to the principle of data preservation and sharing, but ambivalent about how this principle is being put into practice. Specifically, qualitative researchers are uneasy about the foundational assumptions underpinning current data preservation and sharing policies and practices. Efforts to address these concerns argue that the inclusion of the ‘contexts’ of data generation, preservation and reuse will adequately resolve the epistemological concerns held by the qualitative research community. However, these ‘solutions’ reproduce foundational assumptions by treating ‘context’ as ontologically separate from, rather than constitutive of, data. The future of qualitative data preservation and sharing in the social sciences is dependent on shedding its implicit unitary foundational model of qualitative research, and embracing ‘epistemic pluralism’ and the diversity of philosophical perspectives representing the qualitative researcher community.  相似文献

The paper begins with a brief discussion of the value of the term "social exclusion", before drawing on quantitative (survey) and qualitative (interview) evidence to suggest that young people on the caseload of the probation service are, in general, excluded from the full range of social goods. The basis of this exclusion is not only in poverty and unemployment, but in social and personal insecurity, lack of access to the benefits of education and training, and housing and health problems. It is argued that despite their exclusion these young people have predominantly conventional hopes and aspirations, and that there is therefore no reason to believe that a programme for their social inclusion and reintegration would be doomed to fail. The paper then reviews some aspects of present practice in probation which may tend to increase rather than reduce the exclusionary pressure on those with whom the service works, by stigmatizing and marginalizing them through a narrow focus on their offending. It concludes by suggesting strategies for more inclusionary and integrative practice in the areas of anti-custodialism, restorative justice and reintegrative shaming, community safety, and help with access to education, training and health services. The paper considers what local inter-agency structures are needed to support intensive work on offending, and sketches some characteristics of a probation service committed to social inclusion.  相似文献

This paper reports an evaluation of a rural activity project for people with learning difficulties. The project is situated in (but not a regular part of) an agriculture college. Both statutory and voluntary interests are represented in the management of the scheme, which is funded by the All Wales Strategy for the Mentally Handicapped through the local authority. Despite the widespread presence of ideas about normalization and carer participation, key stakeholders in the project appeared to draw on various aspects of three different models in describing, assessing and participating in the work of the scheme: a training for work model, a personal and social growth model, and an education for life model. We explore the question of whether such contrasting views can be tolerated in a single project, and their implications for policy and practice decisions. Each model has its distinctive consequences for project aims, selection, programme planning, staffing requirements, future development objectives and desirable project outcomes. The debate has implications for the way in which policies of normalization are operationalized in and beyond the field of learning difficulties.  相似文献

Children with poor emotion knowledge (EK) skills are at risk for externalizing problems; less is known about early internalizing behavior. We examined multiple facets of EK and social‐emotional experiences relevant for internalizing difficulties, including loneliness, victimization, and peer rejection, in Head Start preschoolers (N = 134; M = 60 months). Results based on multiple informants suggest that facets of EK are differentially related to negative social‐emotional experiences and internalizing behavior and that sex plays a moderating role. Behavioral EK was associated with self‐reported loneliness, victimization/rejection, and parent‐reported internalizing symptoms. Emotion recognition and expressive EK were related to self‐reported loneliness, and emotion situation knowledge was related to parent‐reported internalizing symptoms and negative peer nominations. Sex moderated many of these associations, suggesting that EK may operate differently for girls vs. boys in the preschool social context. Results are discussed with regard to the role of EK for social development and intervention implications.  相似文献

Children's concern for others is shaped through socialization, but current theories make different predictions as to how and when in development this socializing occurs. Here we found that mothers' prosocial socialization goals (SGs) predicted concern for others in 2‐year‐old (n = 804) and 4‐year‐old (n = 714) children. In contrast, preschool teachers' SGs predicted concern for others only for 4‐year‐old children. In addition, a positive social climate among classroom peers predicted 4‐year‐olds' prosociality. These results suggest that the nuclear family environment impacts toddlers' concern for others before the broader social environment shapes their prosociality at preschool age.  相似文献

Most of the national schools in Kazakhstan are rural ones (3, 252), and basically staffed with one teacher or partially understaffed [odnokomplektnye, malokomplektnye] [in the odnokomplektnaia shkola one teacher teaches all four grades] (2, 532). The difficulties of conducting teaching-upbringing work in such schools are well known. It is economically unfeasible to open classes for the intensive study of subjects by three to five students, as too much is spent on training one student. The one-teacher rural school is not in a position to provide youngsters with the necessary labor training, given the inadequate technical capabilities of the training-production combines. In many rural localities the training-production combine's function is performed by a repair shop or a livestock section, and in low-population districts where there are no preschool institutions or schools, children when they reach the age of seven are sent without preparation to distant boarding schools or to live with relatives. This has an impact on the development of the psychology and personal qualities of the child and on the teaching-upbringing process as a whole.  相似文献

Summary

Social workers are major service providers to people who are facing end-of-life issues including the terminally ill and their families. Yet, exemplary models for social work education and intervention methods are limited in rural states. A statewide survey conducted in Kentucky found only two social work courses dedicated to end-of-life care currently being offered by accredited undergraduate and graduate institutions. Another statewide survey found that many hospice social workers are relatively inexperienced and have a need and desire for more education on death, dying and loss. Also, unique cultural, economic and geographic areas, such as Appalachia are enigmas when it comes to the provision of end-of-life care. This partnership provides a varied perspective on delivery of end-of-life care services with an emphasis on social work interventions and education.  相似文献

The concept of social inclusion has been influential in shaping many aspects of social policy in Australia over the past decade. In SA the Rann Labor government established a Social Inclusion Board in 2002, which made an important contribution to development of the SA Strategic Plan that framed SA policy directions under that government. This article considers the relevance of the concept of social inclusion for addressing the disadvantage experienced by Aboriginal South Australians. It examines the SA Social Inclusion initiative and some national measures such as the Overcoming Indigenous Disadvantage and Closing the Gap initiatives and discusses the appropriateness of the methodology adopted. A number of issues are addressed: the extent of Indigenous involvement in setting targets and devising programs to achieve improved social outcomes, the relevance of the targets identified, and the problem of overlapping policy initiatives at state and national level obscuring the measurement of change against specific indicators. A particular concern is that the social inclusion approach embedded in these policies pays too little attention to the priorities and preferences of Aboriginal people and interprets ‘inclusion’ in ways that assert the cultural paradigm of non‐Indigenous Australians.  相似文献

According to a relationships perspective, it is critical to consider how the individual behaviors and characteristics of both partners shape their social interaction. Adopting a relationships approach to the investigation of children's friendships, we examined how preschool children's and their friends’ controlling behaviors, social understanding, and gender were related to their dyadic interaction. Child–friend dyads (n = 49) were videotaped in two laboratory play sessions (free play and sharing task), and child interviews assessed understanding of emotions and false beliefs. Both children's indirect control was associated with coordinated play during the free play session, and both children's direct control was associated with conflict during the sharing task. Moreover, dyadic interaction varied as a function of study children's social understanding, friends’ social understanding, and play session. An interaction between gender composition and play session also emerged for dyadic conflict. Multiple regression analyses suggested that study children's controlling behaviors accounted for associations between dyadic interaction and more ‘distal’ individual factors (i.e., social understanding, gender). The findings underscore the need to examine how both children's individual competencies are related to the quality of their dyadic interaction and illuminate how the associations between individual factors and dyadic interaction are moderated by the interactive context.  相似文献

This study examined subtypes of nonsocial play and their relation to psychosocial adjustment in Malaysian preschool children (N = 141, 72 boys, M age = 4.65 years). Confirmatory factor analyses revealed that a three‐factor model that distinguished social reticence, solitary‐active play, and solitary‐passive play fit the data reasonably well, and also fit the data better than the alternative one‐ and two‐factor models. The distinction among the three subtypes of nonsocial play was found for both boys and girls. Controlling for children's age, gender, and parents' education, social reticence was related to teachers' ratings of anxious behavior, unsociability, and peer exclusion. Solitary‐active play was associated with parents' ratings of inattentiveness, child difficultness, and teachers' ratings of hyperactivity–distractibility. Solitary‐passive play was related to teachers' ratings of unsociability. The findings provide support for a multidimensional view of nonsocial play in Malaysian children.  相似文献

This paper analyses child welfare workers' perceptions of ethnic minority children in England and Norway based on in‐depth interviews with 52 child welfare workers in 2008. We employ a child‐centric theoretical framework to explore up to what extent workers focus on minority children in their perceptions. We found that about half of our study participants (n= 27) did so, and many more in Norway than England. They perceived many risks and problems for minority children related to their ethnicity, including children's biculturalism and language skills, parenting methods, unequal treatment and racism, lack of social inclusion, and problems in school. Norwegian workers displayed a broad needs perception and embraced a change‐orientated perspective and held parents accountable for their children's educational success and social inclusion. English workers had a narrower approach, focusing on protecting children. We discuss how the cross‐country differences may be related to different welfare state and child welfare paradigms.  相似文献

The focus of this paper is welfare professionals’ accounts of their work with children who are seeking asylum. The empirical basis is a commissioned study of children seeking asylum in Wales. As well as qualitative research with children (which is not discussed in this paper), 62 professionals took part in interviews and focus groups. This sample included staff from social services, health, housing, education, police and the voluntary sector. Research findings are presented in relation to the experience of these frontline staff. We attempt to identify some of the sites of tension and the nature of the professional dilemmas, as well as discussing the potential for the exercise of discretion to be exercised. We conclude that there is very little room for manoeuvre within the asylum system for welfare professionals, but that there is evidence of questioning and even minor challenge of current policy from frontline staff. We discuss the extent to which the professional dilemmas raised by the asylum system are of a different order from those experienced throughout social welfare work.  相似文献

本文将农民、农民工以及已经获得非农户籍的“新市民”的“农民子女”作为分析对象,以农民子女跨越城乡二元系统的市民化进程来透视中国社会系统的开放性与社会分层流动机制。基于CGSS调查数据等资料的分析表明,改革开放以来,中国农民的职业非农化水平快速提高,但身份市民化机会长期保持不变,两者之间的断裂日益扩大。这种断裂不仅表现在水平上,也表现在分配机制上。职业非农化的途径日益多元化,教育的作用相对弱化,家庭背景有着相对重要的作用。而户籍非农化(身份市民化)因升学之外的传统途径不断收缩,教育成为影响户籍非农化的主要因素,从而保持了有限的户籍非农化机会在农民子女间分配的公平性。  相似文献

ABSTRACT

The purposes of this review article are to orient clinical social workers to cognitive-behavioral theory, intervention, and research on bipolar disorder (BD); identify pros and cons of applying cognitive-behavioral therapy (CBT) to social work clients with BD; and identify specific implications for clinical social work practice. Of the 545 articles that were obtained via the systematic review, 18 studies were identified as being potentially eligible for inclusion, and 9 of those studies ultimately satisfied the inclusion criteria. The results of each study were summarized via identifying statistically significant (p< .05) differences that existed between experimental cohorts who received CBT (plus pharmacotherapy) and control cohorts who received treatment as usual. Outcomes showed CBT cohorts as having significant improvement over their respective control groups. The review's implications for clinical social workers and the need for future research are discussed.  相似文献

Rural populations should be considered a vulnerable group within social work's social justice framework. However, the degree to which social work research and scholarship engage with questions of significance to underserved rural populations remains unknown. This study sought to determine how many articles in highly ranked social work journals give prominent attention to rural populations and issues. A search of the highly ranked social work journals selected from the Journal Citation Reports for the Social Sciences found only 71 articles that explicitly focus on rural populations among a total of 3,004 peer-reviewed articles in 14 top social work journals during the years 2004 through 2008. Possible reasons for the paucity of rural-focused articles within social work journals are posited. We discuss the relative contributions of these journals to development of a comprehensive and useful knowledge base within social work for addressing the needs of rural issues. Future recommendations are made for expanding attention to scholarship in this area.  相似文献

The rural Minimum Living Standard Guarantee (Dibao) Scheme is the most important social assistance programme in rural China. However, how the rural Dibao programme affects household expenditures and whether it can enable the poor to escape the poverty trap are questions that remain largely unexplored. This study used data from the 2012 Rural Household Survey in China to investigate the impact of the rural Dibao programme on household expenditures. We found that the programme significantly improved the well‐being of low‐income households. Particularly, the programme significantly increased household expenditures on housing, education and health; furthermore, the impact was greater for households with educated household heads. However, the programme did not significantly affect household expenditures on food, transportation or farming inputs. The results imply that participation in the rural Dibao programme induces household investment in human capital, which could help to break the inter‐generational transmission of poverty and raise long‐run welfare.  相似文献
