新时期西安市社区发展规划初探

城市是一种人类聚居形态,城市住区规划也是城市规划中最重要的工作内容之一。随着我国社会主义市场经济体制的不断深化,社区建设成为近年来蓬勃兴起的一个新课题,但社区规划在我国缺乏系统的理论与方法指导。基于国内外社区规划的理论研究与实践的基础,初步构建了社区规划的技术路线与理论体系,并以西安市为目标进行实际调研,得出了一定结论及需要深入研究的问题。

Preventive Activity and Interorganizational Factors

Associations are examined between interorganizational relationships in community mental health centers (CMHCs) and preventive activities, operationalized as public education, program consultation, training of other caregivers, and community planning and development. Interorganizatiorzal factors account for much of the variation in the type of preventive activity emphasized. Wide ranging involventent with the environment, balanced by a degree of organizational autonomy, is linked with public education. Program consultation is emphasized in more insular CMHCs. Training of other service providers can be partly understood as a pursuit of urban CMHCs. More community planning and development emerges when interagency ties are extensive but system-focused as opposed to client-focused.     

Enhancing Social Support for Migrant Families: A Case Study of Community Services in a Shanghai Urban Village and Implications for Intervention

Recent years have witnessed the growing emphasis of the Chinese central government to develop community services as a method of building communities and strengthening social solidarity. With the increased involvement of multi‐generation households in China's internal rural‐to‐urban migration, however, little is known about what community services are available for migrant families. Nor do we know much about how such services can enhance social support for migrants, which is crucial for their psychological well‐being in managing the ongoing challenges that arise from migration and further integration into cities. This article presents a case study conducted in Shanghai where social services are emerging in a few urban villages. We begin with a brief background on China's rural‐to‐urban migration and the emergence of urban villages, followed by a discussion of community services and social support for Chinese migrant families. We then document existing services in an urban village to explore how they can influence migrant families' social support. Drawing on the perspective of service providers, we highlight the effects social work interventions can have on improving social support for migrant families. Finally, we propose an intervention framework based on multi‐dimensions of social support, emphasizing an integration of formal and informal social support through community services for migrant populations.     

Social development strategies of a non-governmental grassroots women's organisation in Nigeria

Social development initiatives of rural and poor urban women in Africa are efforts that redress the post-colonial economic development planning oversights of many African nations. Grass roots movements are responsive initiatives that have provided rural women with bottom-up management and planning opportunities focused on quality of life issues for themselves, their families, the community, and, ultimately, the nation. Since 1982, Country Women's Association of Nigeria (COWAN), a non-governmental organisation, has addressed the needs of rural and urban poor women through economic activities that have empowered them and increased their levels of self-sufficiency. With COWAN's emphasis on popular participation and indigenous leadership, macro-community development practices are employed, as is the recognition of individual and collective skills and talents. Social workers of today should be aware of commonalities that exists in the struggles of these and other Third World women, for their struggles are not unlike those of oppressed groups found in the USA and other developed countries.

通过对社区意识概念的阐释,从理论和实践层面说明社区意识的重要性以及对当前中国社区发展中社区意识的分析,指出当前中国城市居民的社区意识还很缺乏,同时说明这种缺乏可能导致社区发展滞后,也影响城市精神文明建设。因此,新时期应该将社区意识的发展作为社区建设的重要内容。     

“Moving from transactional government to enablement” in Indigenous service delivery: The era of New Public Management,service innovation and urban Aboriginal community development

Over the last 40 years, Aboriginal Community Based Organisations have played a distinctive role in society in relation to urban Aboriginal peoples and their rights to self‐determination and community development in the Australian city of Newcastle. They have proven essential to advocacy, the maintenance of community development, and the creation of new Aboriginal social infrastructure (community organisations, facilities, services, and supporting infrastructure). Autonomy has been empowering for local Aboriginal people. Major reforms to the delivery of government social services, particularly government enablement of a new social service market based on New Public Management principles, threaten this success. This interpretive, qualitative case study illustrates the effects of social service market enablement. It draws on a case study of the effects of social service market enablement on urban Aboriginal Community Based Organisations in Newcastle, showing the antagonistic relationship between social service market enablement and Aboriginal community enablement and development. It ends with a discussion of how Aboriginal community development in this city could be re‐enabled in light of the Prime Minister's arguments in his 2017 Annual Parliamentary Closing the Gap speech providing particular value in the context of policy discussions about moving from transactional government to enablement in Indigenous affairs.     

污名化情境及其应对策略:流动人口的城市适应及其社区变迁的个案研究

面对污名化及其制度性排斥的社会情境,流动人口群体应当在社会互动和关系纽带基础上,形成以城市适应为中心的集体化应对策略来化解新环境的生存风险;同时这种日常生活实践化的集体关系网络关系到社区结构相互作用,进而影响社区的发展实践。笔者通过分析一个流动人口聚居区的社区实践过程,肯定了流动人口作为社会实践主体的能动性,从同化适应策略、关系性适应策略到发展性适应策略,不同时期的城市适应形态显示了流动人口面对污名化情境的自主选择性,并由此带来流动人口聚居区的社区整体结构变迁。     

论政府在统筹城乡发展中的功能与作用

统筹城乡发展是一项非常复杂的社会系统工程,加强政府对城乡关系的宏观调控至关重要,不可或缺。政府对统筹城乡发展具有规划功能、导引功能、调节功能、服务功能。政府必须把加快城镇化建设,实现城乡劳动者充分就业,培育城乡统一市场,实现城乡居民收入增长作为调控现阶段城乡关系的方向和重点。应注意充分发挥规划、政策、法律等机制在调控城乡关系中的作用。
