This study has developed a probabilistic epidemiological model a few weeks after the World Health Organization declared COVID-19 a pandemic (based on the little data available at that time). The aim was to assess relative risks for future scenarios and evaluate the effectiveness of different management actions for 1 year ahead. We quantified, categorized, and ranked the risks for scenarios such as business as usual, and moderate and strong mitigation. We estimated that, in the absence of interventions, COVID-19 would have a 100% risk of explosion (i.e., more than 25% infections in the world population) and 34% (2.6 billion) of the world population would have been infected until the end of simulation. We analyzed the suitability of model scenarios by comparing actual values against estimated values for the first 6 weeks of the simulation period. The results proved to be more suitable with a business-as-usual scenario in Asia and moderate mitigation in the other continents. If everything went on like this, we would have 55% risk of explosion and 22% (1.7 billion) of the world population would have been infected. Strong mitigation actions in all continents could reduce these numbers to, 7% and 3% (223 million), respectively. Although the results were based on the data available in March 2020, both the model and probabilistic approach proved to be practicable and could be a basis for risk assessment in future pandemic episodes with unknown virus, especially in the early stages, when data and literature are scarce.  相似文献

Communities are concerned over pollution levels and seek methods to systematically identify and prioritize the environmental stressors in their communities. Geographic information system (GIS) maps of environmental information can be useful tools for communities in their assessment of environmental‐pollution‐related risks. Databases and mapping tools that supply community‐level estimates of ambient concentrations of hazardous pollutants, risk, and potential health impacts can provide relevant information for communities to understand, identify, and prioritize potential exposures and risk from multiple sources. An assessment of existing databases and mapping tools was conducted as part of this study to explore the utility of publicly available databases, and three of these databases were selected for use in a community‐level GIS mapping application. Queried data from the U.S. EPA's National‐Scale Air Toxics Assessment, Air Quality System, and National Emissions Inventory were mapped at the appropriate spatial and temporal resolutions for identifying risks of exposure to air pollutants in two communities. The maps combine monitored and model‐simulated pollutant and health risk estimates, along with local survey results, to assist communities with the identification of potential exposure sources and pollution hot spots. Findings from this case study analysis will provide information to advance the development of new tools to assist communities with environmental risk assessments and hazard prioritization.  相似文献

Firms do not simply locate, but rather seek to accrue location‐based advantages such as knowledge, market insidership and resource utilization. Adopting the lens of social capital, this paper explores how subnational institutional actors facilitate location capital for firms. Using qualitative case study analysis of six multinational companies (MNCs), we highlight the important role of subnational institutional actors in fostering three dimensions of subnational location capital – structural, relational and cognitive. We show that subnational location capital, defined as the economic and social assets accessible through relationships within a subnational location, enable firms to derive advantages via subnational engagement. These findings contribute to the growing literature on the dynamic interaction of firms with subnational location, particularly the nuanced role of subnational institutional actors with MNCs.  相似文献

Abstract. Measuring unemployment in developing countries is not straightforward due to the presence of a large number of discouraged workers. Including them into the labor force is sometimes appropriate in order to reflect the true state of unemployment. However, the decision must be based on careful research. This study provides a case study of Indonesia, whose decision to include discouraged workers into its labor force resulted in an artificially high unemployment rates and disguised the actual post‐crisis decline in unemployment in Indonesia. The discouraged workers can be classified based on their willingness to work. If Indonesia still wants to include discouraged workers into the labor force, only those willing to work should be included.  相似文献

The lockdowns of several countries due to COVID-19 outbreak resulted in severe economic consequences, among which was the immediate general disruption of the international supply chain, with few exceptions. This article aims to investigate whether some supply chains were resilient or not and why, using a knowledge-based approach and specifically focusing on the role played by supply chain innovation in building resilience to disruptions, thanks to knowledge preparedness. The study is motivated by two main rationales: the unique situation of a global pandemic and the absence of studies providing grounded evidences of supply chain resilience in a worst-case scenario.The research is based on the assumption that knowledge preparedness introduces logistics/supply chain innovations and enables companies to prevent, detect, and respond to unpredictable negative events.By using a large-scale sample of European firms' data from the Eurostat and a multivariate regression analysis, the authors cross-study the effects of supply chain knowledge preparedness – based on innovation type and expenditures – on the international trade of goods from January to June 2020. The results confirm that the most resilient supply chains were those that had previously introduced innovations, a factor that strengthens the knowledge preparedness of firms when faced with unforeseeable supply chain disruptions.  相似文献

管理认知变革是确保企业战略和环境变化保持动态匹配的关键。现有文献往往认为管理认知变革是自然而然发生的、简单的一次性战略事件,对于系统地理解管理认知变革的微观过程及有效地解释企业间管理认知变革差异的原因有所不足。本研究以龙江森工和大兴安岭林业集团管理认知变革过程为研究对象,系统地描述管理认知变革的微观过程,尝试以纵向归纳性的案例研究求解绩效反馈、战略决策者心理特征、试错学习如何影响管理认知变革、管理认知变革在什么状态下才会顺利进行、企业间管理认知变革为什么产生差异等问题,从而有助于解释和解决快速变化环境中的企业生存问题。研究发现:管理认知变革是管理认知不断设定的过程,设定是管理认知、环境、企业行为不断互动的结果,试错学习推动着设定的开展;战略决策者心理特征变化决定着管理认知变革的开始和结束;推动管理认知变革的试错学习是异质的,这是造成企业间管理认知变革差异的主要原因。以上发现可以更有效地解释,企业间管理认知变革差异产生的原因,尤其是缺乏管理认知变革意愿的战略决策者为何难以实现相应的管理认知变革。  相似文献

This paper explores the introduction of New Public Management (NPM) techniques within the UK police service since the late 1990s, and in particular, the impact upon the role of the first line manager: the police sergeant. It draws upon qualitative data collected within 'City Police Service' by means of in-depth interviews with role sets of police sergeants, constables, inspectors and members of the senior management team in two police divisions. After evaluating a number of NPM precepts in the light of the findings, the paper makes a number of conclusions relating to the role of police sergeants. These echo the findings of other research on changes in managerial roles, including a shift towards more strategic responsibilities, but with a significant intensification of work, tighter control and scrutiny through organizational performance management systems, and less daily contact with their police constables. As elsewhere in the public sector, a shift towards becoming a 'practitioner manager' was apparent, but with respect to police sergeants the effect was to limit their ability to provide leadership and support for their constables, and to encourage a greater reliance upon peer group networks and on the constables they supervised.  相似文献

This article analyzes the available evidence to address airborne, aerosol transmission of the SARS-CoV-2. We review and present three lines of evidence: case reports of transmission for asymptomatic individuals in association with studies that show that normal breathing and talking produce predominantly small droplets of the size that are subject to aerosol transport; limited empirical data that have recorded aerosolized SARS-CoV-2 particles that remain suspended in the air for hours and are subject to transport over distances including outside of rooms and intrabuilding, and the broader literature that further supports the importance of aerosol transmission of infectious diseases. The weight of the available evidence warrants immediate attention to address the significance of aerosols and implications for public health protection.  相似文献
