如今网民参与网络舆情的现象愈加普遍,但国内网络舆情治理体制不完善,网络舆情事件易造成严重的负面影响,研究网络舆情的重要性日渐显著。基于演化博弈研究复杂网络中的网络舆情能够反映网络舆情形成和演化的实际情况,可以为引导相关主体参与网络舆情的行为和控制网络舆情的演化提供科学依据。本文在网络舆情的复制动态模型中引入两个可以反映网民复杂交互行为的因素:创建新博弈连接的行为偏好以及维持博弈连接的时间长短,在此基础上构建网络舆情演化博弈模型。根据演化博弈均衡解,分析、解释个体复杂交互行为因素以及网民初始得益对网络舆情演化的影响并针对不同情境提出相应的舆情治理建议。研究表明在交互连接达到稳态时,网络舆情博弈的得益矩阵会发生改变,新的得益矩阵由原来得益矩阵中的元素乘以其相应的博弈连接类型的活跃连接占比而构成。本文定量地解释相关主体间复杂的交互行为,研究结果对网络舆情危机处理以及疏导,减少网络舆情事件对社会的危害等都有参考价值。  相似文献

There has been a documented, growing radicalism in the actions of some environmental public interest groups in recent years. In particular, groups pursuing the rights of animals and groups working for the environment have increased their militancy and action. What strikes these authors as curious is the total lack of debate and scholarly inquiry within the management profession over the ethics and tactics of these groups. The purpose of this analysis is to explore the ethics of public interest group activity, offer reasons for the lack of analysis by management researchers, and propose a modest research agenda for future investigations into the ethics of public interest groups.  相似文献

Strategic management is a managerial story of private sector that has been transferred to the public sector. Many authors have challenged its applicability in public organizations. This paper discusses some important barriers to implementation of strategic management in the public sector empirically. After presenting a conceptual model, we examine several important factors that influence the failure or shortcomings of public sector strategic management. Although a significant amount of research has been carried out in the public management field, recent research has failed to investigate all aspects of public management. In 1999, O’Toole and Meier proposed a formal model to encapsulate all aspects of public management. Since then, more than 20 peer-reviewed articles have adopted the O’Toole–Meier model for their analysis. This study investigates the validity and reliability of the model by reviewing those journal articles that adopted the O’Toole–Meier model. After the review, the study suggests future research questions that could further develop our current understanding of public management.  相似文献

This study investigates the relationship between public officials’ perceptions of organizational culture and their job attitudes, particularly emphasizing a mediating role of job satisfaction under the new public management reform in South Korea. Data collected from Korean civil servants indicate that perceptions of the competing values rooted in different organizational culture types—clan, market, hierarchy, and adhocracy—differentially affect their job attitudes. In addition, the findings show the mediating influence of job satisfaction between public officials’ perceptions of organizational culture and organizational commitment.  相似文献

Based on experience gained while serving a public oversight commission appointed by the governor of Colorado, hazard management at the Department of Energy's Rocky Flats nuclear weapons plant is reviewed. Specific reference is made to the plant's history of controversy, its defense-in-depth strategy of hazard control, occupational health issues, public exposure to plutonium, and the assessment of low-probability, high-consequence risks. This leads to the conclusion that Rocky Flats is, by any objective standard, a hazard management success. It follows that public distrust of Rocky Flats arises as much from fear and loathing of nuclear weapons themselves as from the manufacturing process by which they are made.  相似文献

Like radioactive waste, municipal solid waste (MSW) requires consideration of a complex mix of intergenerational and intragenerational risks surrounded by uncertain science. Unlike radioactive waste, MSW is a common problem and hence one often perceived to be controllable, at least until a required facility is proposed in a particular community. The intragenerational risks focused on local communities rouse intense public pressures for management. Although some of the risks can be quantified, the risk assessment process cannot deal with all questions. This article examines the multiple dimensions of the decisions required to be made and the weaknesses of a number of decision tools traditionally used. A case is made for the need to integrate decision tools appropriate to the risks into reflexive and iterative decision processes open to public involvement. It is argued that this presents the best hope of both optimizing decisions about the intragenerational risks as well as raising public debate about the importance of sustainable waste management in transgenerational terms.  相似文献

从20世纪70年代末起在中国大地开始进行的历史性变革到现在已经超过20年了。在这场变革中 ,以经济学为代表的许多社会科学学科做出了重要的贡献。随着中国改革的深入与发展 ,随着改革重点从提高效率为主到效率与公平兼顾 ,从市场经济体制的建设向民主与法制社会的转变 ,越来越多的改革实践问题向中国的社会科学领域的学者 ,尤其是向公共管理领域的学者 ,提出了挑战。如果说经济学在中国前一时期的改革与发展中成为社会科学领域中的带头学科 ,那么中国未来的改革与发展则迫切要求公共管理加入到带头学科的行列之中。随着公共管理专业硕士 (MPA)学位教育在中国的开展 ,更多的人们开始了解公共管理这个学科领域在中国改革与发展中的重要地位与作用 ,开始关注这个学科的工作及成果。本刊自2002年第2期开始 ,创办“中国公共管理论坛”这个栏目 ,就是希望能够在中国公共管理领域的学者之间 ,在公共管理领域的学者和实践者之间 ,搭起一座桥梁 ,提供一个学术交流的园地 ,使公共管理不辱使命 ,承担起历史的重任 ,为中国进一步的改革与发展做出其应有的贡献。本栏目的创办得到了清华大学公共管理学院的大力支持 ,他们还专门为本期组织撰写了首篇文章 ,旨在理清国内外公共管理学科的历史发展脉络 ,对有关公共管理学  相似文献

In 2003, the UK government set up a broad-based Committee on radioactive waste management (CoRWM) to look at the UK's policy on radioactive waste management with a view to jumpstarting a stalled policy process. The committee's brief was to come up with a set of recommendations that would protect the public and the environment, and be capable of inspiring public confidence. After consulting widely with the public and stakeholders, and drawing on advice from scientists and other experts, CoRWM arrived at a remarkably well-received set of recommendations. On the basis of our experiences of working on CoRWM's multi-criteria decision analysis of different management options, study of CoRWM documentation, and interviews with committee members, we describe the explicit and implicit principles that guided CoRWM. We also give an account of the process by which CoRWM arrived at its conclusions, covering four phases: framing, shortlisting, option assessment, and integration; and four cross-cutting activities: public and stakeholder engagement (PSE), science and engineering input, ethics and social science input, and learning from overseas practice. We finish by outlining some of the key developments in the UK's radioactive waste management process, which followed on from the publication of CoRWM's report, and present our reflections for the benefit of the risk and decision analysts of future committees that, like CoRWM, are charged with recommending to government on the management of technically complex and risky technologies, drawing on extensive public and stakeholder consultation.  相似文献

The article analyzes the development of the Lithuanian civil service and the influence of some of the prevailing models of public management on the changes that occurred in the service. It also reviews the attitude of society and experts towards the bureaucracy and points out that in Lithuania, society is becoming more and more skeptical about politics and the whole public environment. The purpose of this paper is to investigate the effect of public involvement on firm inefficiency. Public involvement is defined as the actions taken by governments to control firm management, as expressed in regulation and public ownership. We make the following three contributions. First, we show public involvement is an important determinant of the inefficiency of private firms. Although public involvement has been shown to influence firm behavior in public or regulated sectors, existing studies in the private sector tend to ignore its effects. Second, we analyze firm inefficiency rather than firm performance by focusing on cost factors. Previous work tends to use performance measures such as return on assets or return on equity rather than inefficiency measures to judge a firm’s management level. Performance measures are problematic, however, in that they are affected by not only cost factors but also demand factors. Therefore, we must separate these factors when we analyze a firm’s management. Third, we use a stochastic cost frontier model for the estimation. Although this is a suitable approach for estimating firm inefficiency, it is rarely used for private firms. Our results suggest that public ownership increases firm inefficiency while regulation decreases firm inefficiency. It is also clear that the effect of public ownership is not significant in the manufacturing industry, while it is strongly significant in the nonmanufacturing industry. This shows the importance of studying the effect of public involvement in the private sector.  相似文献

A centralized political context such as China provides a harsh environment for public involvement program that intends to share decision-making power with the public, however, there are still learning opportunities that can survive and prepare the public for a meaningful participation in the future. This article illustrates this point by designing a public involvement program that is implementable and educational in Nanji Islands, China. The public involvement program is designed to solve conflicts and tension regarding to an immigration plan between the public and local government and organized by a third party. It includes information sharing, public representatives election, and negotiation meeting between public representatives and governmental officials. The six-dimension framework from Alterman’s classic work is employed to test its feasibility within the local context.

Her research focuses on community participation, resource management and environmental justice. She uses both qualitative (case study) and quantitative (statistics, GIS, and spatial analysis) research methods. Curtis Ventriss   is a Professor of Public Policy, Rubenstein School of Environment and Natural Resources, University of Vermont. He is also an Adjunct Professor, Institute for Policy Studies, Johns Hopkins University where he teaches graduate courses in public policy and policy ethics. He has been a Visiting Professor at the University of Oxford and Johns Hopkins University. While the existing studies on globalization widely cover the realms of economy, politics, society, and culture, the discourse is hardly extended to the domain of public governance. Although there are studies on the globalization or cross-national convergence of contemporary neoliberal models of governance – that is, the New Public Management (NPM) model and its revisionist post-NPM alternatives – there is a relative lack of research on how the globalization phenomenon itself has been a major cause of the emergence of such a neoliberal public sector management. In explaining the main causes of these neoliberal reinventions, most scholars highlight issues like fiscal crisis, state failure, and public sector inefficiency. They rarely consider how the dominant actors of globalization may constitute a major force causing the recent neoliberal transformation of the state and market-led reinvention in state policies and management. This article explicates these linkages – between globalization, state formation, and public sector reform – with specific reference to Southeast Asia.  相似文献

This article looks at the history of business schools and identifies specific characteristics that are common to European management schools. On the basis of these characteristics, European management is subsequently defined as a cross-cultural, societal management approach based on interdisciplinary principles. In a final step, a closer look is taken at how European business schools should prepare their students for the unique European management context. It is suggested that such schools should provide courses on cross-cultural management and courses explaining the interdependencies between the private and public sector, offer students opportunities to experience other cultures over the course of their studies, and teach management from an interdisciplinary and practically-oriented perspective.  相似文献
