The public sector in Bangladesh is ridden with corruption of various dimensions and shades. Apart from bribery, rent-seeking and misappropriation of funds, the performance of public organizations is adversely affected by a host of other factors like excessive lobbying, delays in service provision, pilferage and larceny, irresponsible conduct of officials, bureaucratic intemperance, patronage and clientelism. The several institutional mechanisms to combat administrative malfeasance are rendered ineffective by a non-committed political leadership, a blase"d bureaucracy, weak accountability structures, and unproductive legislative labors. The public body for controlling corruption is itself associated with all sorts of malpractices and conducts its affair most unprofessionally. Despite several attempts, the constitutionally authorized ombudsman is yet to find its place in the governance framework. 相似文献

The three experiments presented here were part of a large OBM training program for managers in city government. Although the training program resulted in a total of 19 different managerial products, the three experiments selected for presentation represent the most methodologically sound of all the projects. In contrast to much published literature, these three studies suggest that practicing managers in the public sector can conduct simple, practical, and effective behavioral change projects designed to improve employee performances. 相似文献

Public sector reform in Denmark has not been studied extensively, despite the country's tireless reorganization efforts and track record of trying new ideas. This article thus seeks to fill a gap in the literature. It does this by examining the reorganization of the public sector in terms of the transformation of organizations, and by assessing how successive governments have evaluated the initiatives taken with the aim of knowing whether or not reorganization has worked. The discussion shows that reorganization has been incremental and pragmatic, and that governments have rarely evaluated their reorganization efforts in any systematic way. One of the primary reasons for this has been the desire of politicians and top civil servants to have political and administrative flexibility and freedom to seize on strategic opportunities, unconstrained by the findings of detailed evaluations. 相似文献

The importance of learning has since long been acknowledged for both business and public sector organizations. However, learning theory and research have tended to neglect the differences between these organizations, and to develop in separate and unrelated directions. To address these developments, this paper purports, first, to develop a theoretical framework that integrates various concepts from the fields of public policy learning and organizational learning, and that is specifically directed at public sector organizations. The article examines how South Korean civil servants responded to the introduction of pay for performance. Drawing upon 31 in-depth interviews with career civil servants, it identifies what became known as 1/n, a form of ‘discreet resistance’ that emerged and evolved. The analytical framework allows productive resistance to be seen as ebbing and flowing during organisational change that sees institutionalisation, deinstitutionalisation and re-institutionalisation. In understanding the cultural context of organisational resistance the contribution is three-fold. First, a nuanced definition and understanding of productive resistance. Second, it argues that productive resistance must be seen as part of a process that does not simply reflect ‘offer and counter-offer’ within the change management process. Thirdly, it identifies differences within groups and sub-cultures concerning commitment towards resistance and how these fissures contribute towards change as new interpretive schemes and justifications are presented in light of policy reformulations. 相似文献

Classification is important generally as an aid to better understanding of complex phenomena. In the context of public sector understanding and reform, it should have added importance as a guide to policy makers and reformers. There have been some notable efforts to classify public sector organizations, mostly built on interactions between analysts and the reformers themselves. One such mid-20th century exercise postulated a division of public sector organizations into three categories: departments, local governments, and the rest embracing a mass of quasi-autonomous agencies. The developments of the later 20th century, often associated with changing views about the role of the state, have increased the complexity of this third category and have imposed new pressures on our understandings, with the result that there is now a renewed interest in classification issues. 相似文献

Public sector organizations collect vast amounts of information that often goes unused. Information may serve a symbolic role
to imply that decision makers are using rational decision processes, or it may be collected to rationalize a preconceived
decision and develop or maintain public support. Over-collection of irrelevant information or under-analysis of existing information
for decision implications leads to excessive public information costs with limited public benefit. The study discusses the
role systematic information misalignment plays in the public sector and considers its implications for public agency performance.
The concept is evaluated using examples from the National Aeronautics and Space Administration.

Although previous research has pointed to a public/private sector wage gap for men and women in Canada, the extent of this gap has not been measured in recent years. Using data from the Canadian Labour Force Survey for September 2008, and using an endogenous switching regression framework to control for self‐selection, I find that both men and women earn a wage premium in the public sector in Canada, although the premium is higher for women. The pure wage premium or economic rent that public sector workers receive relative to their counterparts in the private sector is $1.09, or 5.4 per cent for men and $3.15, or 20 per cent for women. An analysis of selection in the pubic/private sector reveals that public sectors workers are ‘positively selected’ on observables and consist of the ‘cream of the crop’. 相似文献

Private sector lays a strong emphasis on acquiring knowledge, because in today’s world, it is knowledge that is the primary
source of sustained profitability. Public sector organizations also need to be learning organizations. However, they are constrained
by a number of factors. This paper discusses different models for knowledge sharing, but finds them inadequate for the public
sector. It then develops a model of Knowledge Groups that creates synergy across the public sector by formally gathering professionals
from different and even competing public sector organizations for a clearly defined and mutually valued goal. The paper also
identifies risks that may lead to the failure of Knowledge Groups. It concludes by presenting a case study on Energy Management

Despite its connotations of non‐compliance, illegality, social exploitation and marginality, the informal sector is a substantial contributor to economic life in developing countries and, increasingly, in more technologically advanced activities. Its prevalence in developed economies has also become more widely recognized. In light of its significance, this paper reviews research on the informal sector from a management and organization scholarship perspective, rather than from an entrepreneurship view, as has been the focus until now. It sets out the atypical management practices that are inherent in the sector, explores the under‐researched relationship between formal and informal firms, and highlights definitional, conceptual and other limitations in extant research. As a step in resolving these issues, the authors present a conceptual model of formality and informality in a three‐dimensional framework that highlights an organizational infrastructure dimension, a view of firms operating along a continuum, and a multi‐level analytical context. Building on this, the authors detail opportunities for enhanced appreciation of in situ management and organizational practices in the informal sector and outline tools for pursuing a management and organization scholarship agenda. Overall, the authors argue that management scholarship has great potential to improve understanding of the informal sector, and that the informal sector provides opportunities to advance management theory, research and practice. 相似文献
