This paper discusses the cultural, attitudinal and structural factors that impact upon the social experiences and educational achievements of Arabic‐speaking background (ASB) students in three Melbourne secondary schools with high levels of cultural and linguistic diversity. The paper makes the case for and then outlines a multidimensional approach to multicultural education to better integrate ASB students and their families into the schooling environment. Key strategies developed and tested include a model of school‐community partnership, online and interactive teacher support material (TSM) as well as on‐going teacher professional development workshops on reflexive approaches to cultural diversity and intercultural tension.  相似文献

This paper describes a social policy experiment that explores current and potential links between trends in Australian public policy. The central example is provided by the implementation of a wired community set up in a low‐income public housing estate by an entrepreneurial not‐for‐profit internet service provider, InfoXchange. ‘Reach for the Clouds’, the wired community being established at Atherton Gardens in Fitzroy, Melbourne, is attractive to policy‐makers and funding bodies, combining community‐building, public‐private partnerships, self‐help and place‐based management. However, although the project is promoted as an exercise in community‐building through technology, many of the key assumptions are untested. It seems self‐evident that low‐income people who are socially and economically excluded would benefit from greater ‘connectedness’ with one another. However, it is not clear that such exchanges, online or off‐line, will build ‘community’. The paper attempts to establish some distinctions between online communities of interest and place based communities, untangling the relationship between social connectedness and models of social capital.  相似文献

Following a continuing decline in representation in the Australian population, the Chinese community began again to show signs of life after the Second World War with numbers of wives and dependents beginning to arrive to join their husbands and fathers. This movement was made possible by the granting of naturalization rights to the Chinese in 1956. The pre-war and post-war trends of Chinese migration are surveyed, and are related to current marriage patterns among the Chinese in Melbourne.  相似文献

In Australia, it is widely believed that most homeless people have mental health issues and that mental illness is a primary cause of homelessness. This paper uses information from a study of 4,291 homeless people in Melbourne to investigate these propositions. The research found that 15 per cent of the homeless had mental health issues prior to becoming homeless. This challenges the community perception that mental illness is the primary cause of homelessness. The research also found that 16 per cent of the sample developed mental health issues after becoming homeless. Homelessness causes mental health issues for some people, particularly anxiety and depression. The claim that most homeless people are mentally ill sends the wrong message to policy makers about the services that are needed to assist homeless people.  相似文献

Sex offenders and sex crimes provoke a great deal of anxiety in our society, and over the past decade, lawmakers have passed a variety of social policies designed to protect the public from sexual victimization. The purpose of this study was to examine public perceptions about sex offenders and community protection policies. Data were obtained from a sample of 193 residents in Melbourne, Florida. It was hypothesized that the public holds some inaccurate beliefs about sex offenders, and that there is strong public support for community protection policies. It was found that community members believe that sex offenders have very high recidivism rates, view sex offenders as a homogeneous group with regard to risk, and are skeptical about the benefits of sex offender treatment. The hypothesis that public perceptions contradict empirical research was supported. Community members were overwhelmingly in favor of public disclosure of information about registered sex offenders, although they did not express as much support for residence restrictions. Implications for public policy, and for the media's role in shaping public perceptions, are discussed.  相似文献

This paper reviews the literature on part-time employment and presents data from a survey of part-time social workers in Melbourne. Information on part-time employment by age and gender is presented and industrial issues relevant to part-time work are discussed. This paper reviews major developments in Australian poverty research in the 50 years since the Melbourne poverty study established the Henderson measurement framework. It focuses on the limitations of the dominant, but narrow income (poverty line) approach used in Australia, contrasts it with the deprivation approach pioneered and refined in the United Kingdom, and shows how this provides more compelling evidence that poverty exists. Against the background of recent developments in international poverty research, the paper identifies existing gaps in Australia, and explores what needs to be done to address this situation. It then draws on international experience to examine how anti‐poverty policy has evolved, focusing on the role of poverty targets in producing better data and promoting debate between policy makers, researchers and community sector practitioners about developing better measures. Australia lags behind these developments: a new approach is needed that engages researchers, policy makers, and other key stakeholders in positive dialogue aimed at setting a new framework for poverty measurement and an achievable anti‐poverty policy agenda.  相似文献

Over the last decade, the spatial or geographical nature of social and economic indices has proliferated. It is well understood that there are geographical variations in prices, particularly housing prices. What we do not know is relative wages – that is, given a wage in one place, what is the wage to attain the same standard of living in another place. Utilising recent budget standard research, this paper calculates relative salaries for Brisbane, Sydney, Melbourne, Perth and Adelaide. It is found that in 2006 households in Sydney, Melbourne and Perth respectively require on average 24%, 7% and 4% more private income than equivalent Brisbane households to achieve the same standard of living, whereas Adelaide residents require 7% less private income than Brisbane residents. Changes in these relativities from 2003 to 2006 are examined. The public policy responses to such findings are also discussed.  相似文献

Australia's National Disability Insurance Scheme (NDIS) is a significant disability reform and part of a 10‐year National Disability Strategy that aims to build well‐being and inclusion of Australians with disability. Housing is recognised as a key determinant of health. Transition of state‐funded supported accommodation to an NDIS, within the new Specialist Disability Accommodation framework, aims to deliver housing responses that positively influence NDIS participant outcomes. This study aimed to gather perspectives of government disability and housing representatives on current opportunities and issues for Australians with disability. The study investigated four key research questions, relating to built design; integrated technologies; the relationship between housing and support provision; and community precinct design. Nineteen government representatives from seven of the eight Australian states and territories participated in a roundtable focus group in Melbourne, Australia (March 2017). Focus group data were audiotaped, transcribed verbatim and thematically analysed. Twelve themes were identified in response to the research questions identified. Key policy and practice implications were highlighted. This research offers insights from government that can contribute to strategic housing, technology, support and community design decisions and Australia's National Disability Strategy, to deliver improved outcomes for people with disability.  相似文献

Due to its specific historical context and unique sociopolitical milieu, Australia has developed a relatively distinctive Southeast Asian settlement assistance model. This article explores the adequacy of the pattern of service delivery that has evolved in Melbourne in response to the settlement needs of the Southeast Asian community. The research finds that the Australian Indochinese aid initiative is high on principle and rhetoric and low on practical solutions. Despite compassionate public pronouncements, assistance institutions increasingly operate in a harsh social, economic, and political context wherein there are few forced migrant-specific provisions. A devolution policy has also engendered an inefficient patchwork service setup rather than a benevolent resettlement arrangement. Without a more genuine official orientation and a more appropriate overall approach, many Australian Southeast Asians are destined to continue a protracted struggle against disadvantage and neglect.  相似文献

This paper surveys the overall characterization of Moslem Arabs and their culture as reflected by the press and in social science textbooks. Four widely circulated Melbourne newspapers and 15 of the most commonly used social science school textbooks formed the basis of content analysis. It has been found that the portrayal of Moslem Arabs was predominantly negative, involving overstatements, baseless charges and evaluative perceptions.  相似文献

The relationship between co-parenting, parent mental health and parenting remains unclear for parents during the postnatal period, particularly fathers. Therefore, the aim of the current study was to investigate these relationships for families in the postnatal period. Routinely collected self-report data from 138 mothers and 138 fathers participating in Family Foundations, a co-parenting intervention facilitated by a community health service in Melbourne, were used. Path analysis revealed that for mothers, more supportive co-parenting was associated with fewer mental health difficulties and, in turn, low parenting hostility and high parenting warmth. For fathers, supportive co-parenting was associated with fewer mental health difficulties, which was associated with low parenting hostility but not parenting warmth. Co-parenting was also directly associated with parenting warmth and hostility for fathers. The findings highlighted some key differences between mothers and fathers and the importance of interventions targeting the co-parenting relationship during early childhood.  相似文献

This paper explores the construction of Islam as abject and the symbolic positioning of Muslims as being outside secular modernity in Australia through an analysis of the way the criminal legal process and perceptions of criminality are culturalised. The empirical focus is gang rape and the trials of Muslim youth on gang rape charges in Sydney between 2000–2003 which quickly became culturally inflected as ‘Muslim’ and ‘Lebanese’ by media reporting of the criminal trials and moral panic about them as source of social menace. Three dimensions of culturalisation of crime and the criminalisation of culture are identified in the criminal legal process and media reporting of it; firstly the cultural inflection of new laws against gang rape by their association with particular events and trials; secondly the introduction of ‘cultural defence’ by the accused as a mitigating factor in the criminal legal process; thirdly, media reporting and commentary on criminal cases which emphasize cultural explanations for individual criminal behaviour.  相似文献

Disproportionate attention is often focused on government programs which are adopted as part of a political platform. Yet these are often marginal in terms of the expenditures involved. Such is the case with education. The disadvantaged schools program introduced by the Whitlam Labor government involved only a very small outlay compared with the annual expenditure on education in Victoria. This paper argues that it is important to find ways of evaluating the spatial and social impact of the main bulk of government programs. Evidence is adduced which casts some doubt on the equity with which state government funds for state secondary schools have been allocated spatially in metropolitan Melbourne.  相似文献

While legal representation might be expected to make a difference to the outcome of criminal proceedings, much of the relevant evidence is either inconclusive or contrary to expectations. ‘This paper examines the relationship between legal representation and outcome in six Melbourne magistrates’ courts, arguing that, even after controlling for legally relevant variables, representation is strongly related to concessionary withdrawals, plea, verdict, and verdict in contested cases. Representation is also related to whether defendants receive adjournments, but is not related to imprisonment nor to fine or length of licence disqualification periods. Reasons for this pattern of relationships are discussed as are their implications.  相似文献

This paper reviews the literature on consumer bankruptcy in Australia and reports on data from a survey of a sample of consumer bankrupts in Melbourne who petitioned for their own bankruptcy. Data on their socio-demographic characteristics, perceived causes of their bankruptcy and the nature of the experience are presented. It was found that: bankrupts tended to be social security recipients with few assets; and ‘non-interventionist’ bankruptcy administration resulted in a fairly benign process which improved the bankrupts' personal and financial affairs. The role of inadequate income support and the lending practices of finance companies are discussed.  相似文献

This paper examines the theoretical linkage between social capital and sense of community through research studies within four contextual areas. Social capital (SC) can be conceptualized as all the interactions between individuals in a community, and has been examined in various groups and communities. Sense of community (SoC) is a psychological construct that we argue is a correlate of social capital. Sense of community reflects the feelings of attachment and belonging that an individual has towards a community. Through qualitative and quantitative research carried out across the lifespan in four communities in Western Australia (i.e., Perth community, adolescent Jewish community, urban and rural communities, and primary school community), this paper utilizes SoC as a framework for investigating ways in which SC may be realized in communities. The significance of this paper highlights the practical application of increasing SC within communities through targeting SoC within individuals.  相似文献

In discourse around disability there has been a shift away from a ‘medical model’, which perceives disability as an individual problem to be ‘cured’ or contained, towards a ‘social model’. The latter focuses on the relationship between people with disabilities and their social environment, locating the required interventions within the realm of social policy and institutional practice. Drawing upon a small qualitative study conducted in Melbourne, this article argues that recent plans by the Australian government to introduce mutual obligation requirements for recipients of the Disability Support Pension (DSP) sit in tension with this shift from the medical to the social models of disability. Mutual obligation is based on the assumption that income support recipients need to be taught how to be more ‘self‐reliant’, to ‘participate’ in society more fully and to become ‘active’, rather than ‘passive’, citizens. This language appears to overlap with that used to articulate a social model, which places emphasis on participation in the community and attempts a shift away from reliance on the medical profession. However, examples from interviews conducted with current and former DSP recipients demonstrate that, in practice, mutual obligation is likely to reinforce a medical model of disability, frame DSP recipients as ‘conditional’ citizens and ignore the obligations of the state and society regarding access and inclusiveness for people with disabilities.  相似文献
