This article examines implications for nursing of the recent Government initiative to revise the National Curriculum in personal, social and health education (PSHE) in primary and secondary schools and to provide education in Citizenship for children and young people. Health education is but one strand of child health promotion which is rightly the concern of multidisciplinary team members. This initiative crosses the boundaries of health, education and social policy. It presents the challenge of new health promotion roles for child health nurses working in partnership with teachers in schools where the central focus will be empowerment of children and young people to fill their potential for achievement. This paper is concerned with exploring the research and policy base that underpinned the development of the Children's Fund Prevention Programme. It discusses how the initiative developed, how it is being evaluated and how it is now contributing to the new policy agenda around prevention services. Early findings are discussed highlighting some of the challenges local projects have to manage around partnership working, participation of children and young people in the programme, and the embedding of prevention strategies in local practice. Finally the conclusion sets the Children's Fund in forthcoming central government policy activity and examines how the evaluation can best inform the development of collaborative preventative services to children and their families.  相似文献

This article presents the experiences of professionals working with d/Deaf young people from mainstream schools through those young people’s transitions to adulthood. Transitions to further and higher education and employment and social transitions to independence are explored in the context of the transition planning process outlined in the 2001 SEN Code of Practice, with suggestions for lessons to be learned for the introduction of Education Health and Care plans in 2014. It is concluded that more consideration should be given to the specific needs of d/Deaf young people in transition planning, and the unique knowledge and experience of d/Deaf professionals should be harnessed more effectively in creating policy that affects young d/Deaf people.  相似文献

This contribution outlines the importance of devolution for policy initiatives relevant to Welsh children and young people including some of the issues that existed prior to devolution regarding appropriate policies for Wales. It goes on to consider the reality of the devolution settlement in relation to legislative powers, giving examples such as the Children's Commissioner for Wales and secondary legislation such as prohibiting the physical chastisement of children by childminders. It also considers the approach of the Welsh Assembly Government to matters such as partnership working, transparency, openness and implementing the United Nations Convention on the Rights of the Child. Strategic partnerships have a key role to play in delivering the government's ‘Every Child Matters’ agenda. There is a developing body of research and other evidence and practice‐informed literature about what works in relation to partnership working. Drawing on a research review commissioned by Barnardos on strategic partnership working for children, this study summarises research findings from a number of sectors relating to the development, delivery and review of effective partnerships. Although there is widespread consensus within the research on the factors contributing to effective partnership processes, there is, currently, relatively little evidence that partnerships lead to positive outcomes for children and young people. © 2006 The Author(s). This paper presents some of the findings of a national study of 46 leaving care projects working with 3308 young people leaving care, and an analysis of national post Children Act 1989 initiatives. It presents key implications for local and national policy and practice from that study and, in so doing, records the considerable achievements of, but also the problems faced by, these projects. It is argued that despite a welcome, new commitment by government to the social inclusion of this group, sustained solutions remain complex, have been long in coming and remain a challenge. The principle that children should be heard as well as seen—that they have a right to be consulted over decisions affecting them and to have their views taken into account by the adults working with or for them—now has general currency. One consequence is that increasing numbers of children and young people are now appearing on conference platforms or are included on the executive councils of charities or participate in working parties. Such events are often effective, but sometimes they can be embarrassing or counter-productive to all concerned. Abstract

Children and young people are often the subjects of research but are not usually thought of as codesigners of research projects contributing to the development of tools and resources so that research about them and their peers is more likely to be appropriate and effective. This paper describes and analyses the involvement of a group of 14 children and young people who have been in out-of-home care. They assisted in the design of a research project that sought their views on what makes a “good” foster carer. The impetus for this study arose from a desire to include children and young people as stakeholders in improving the foster care system and a long-held belief that they could and should be active partners in creating change. The study demonstrated how children and young people could be engaged creatively in individual and group conversations and activities in relation to potential research questions and research methods and tools. The paper concluded that capturing their views will ensure that research will be of benefit to other children and young people and to policy makers and practitioners working in the field.  相似文献

Abstract

Evidence shows that children and young people with disability experience violence, abuse, and neglect at rates considerably higher than their peers. Despite persistent efforts to address it, these rates do not appear to be declining over time. As Australia moves towards implementing a national policy of personalised disability support, new opportunities and risks arise concerning personal safety in young people's lives. This paper reviews the existing evidence on abuse and neglect of children and young people with disability to help identify the nature of these risks and potential ways of thinking about and responding to these. Applying a social ecological lens, the discussion points to the importance of working productively with the multidimensional realities of these children's lives at a time when the policy and services designed to support them are also in a state of flux. The paper invites and challenges researchers, policymakers, and practitioners to engage critically with the knowledge already available and to question more deeply why abuse and neglect continue to diminish the lives of children and young people with disability.  相似文献

This article is about young people in the UK's participation in decisions that affect them. It draws, in particular, on three research and evaluation projects that were undertaken in partnership with young people as researchers, and directly exploring the views and experience of young people of their participation in the voluntary and statutory sector. Its purpose is to contribute to reflection on young people's participation to review what has been done and what has been learnt, to consider what next, where our efforts should be focused in the future as adults and young people seek together to develop and implement meaningful opportunities for participation.  相似文献

This article argues for an approach to the evaluation of arts policy and practice for disabled children and young people that goes beyond the dialogic antagonism between Disability Arts and community arts, and towards a ‘practice spectrum’. Little is known about the extent to which a Disability Arts perspective has extended into arts policy and practice for disabled children and young people. The article aims to redress this knowledge gap. It is based upon two sets of data collected in relation to the East Midlands region of England during 2014. First, a critical evaluation was conducted of official and institutional attitudes to arts practice with disabled children and young people. Second, interviews exploring contemporary practice were conducted with 24 arts organisations. Their practice represents a diverse range of art forms and programmes undertaken in the region, and a range of attitudes and positions taken towards disabled children and young people. We argue that the best way to conceive of current practice is as a spectrum, as opposed to an antagonism between community arts and Disability Arts perspectives. There is, however, little evidence of the penetration of a Disability Arts perspective into policy and practice for children and young people.  相似文献

This paper reflects on a project which involved the authors working in partnership with a working group of looked after children and young people established by a small unitary local authority to develop a pledge defining what support, services and care looked after children can expect from them. The authors aimed to develop an approach which ensured that the young people’s voices were heard and also that the well-being of those involved as participants remained at the centre of the process throughout. We argue that Honneth’s theory of recognition, which identifies three forms of recognition as important to ensure that human beings feel assured of their dignity or integrity – in brief love, rights and solidarity – offers a useful framework for achieving this. The main principles which emerged were: (i) building the research around the young people’s existing relationships, (ii) respecting the group’s decisions and (iii) honouring the views expressed.  相似文献

This paper discusses a recent study on three ‘Youth Commission’ on police and crime projects. Professional viewpoints were interpreted to understand how they valued young people's participation and made sense of their experiences and capabilities. Framed within policing reforms, the ‘Youth Commission’ projects regard young people as co‐producers, who work in partnership with professionals to address police and crime issues. The focus is upon professionals and their relationships with young people for transformative participation and social outcomes. Working in partnerships showed interdependency but identifies further challenges if professionals do not truly value young people's participation.  相似文献

Young people’s participation has become a cliché in western democracies. In the case of Fiji, it is a novel concept, not because young people have not participated before but because they are exposed to new and different ways of involvement. This paper is one of the earliest attempts to explore young people’s understanding and experiences of participation in Fiji. It is based on data drawn from an exploratory study conducted with a select group of young people in Suva, Fiji. Forms of young people’s engagement although diverse are dominated by the traditional discourse of participation represented in ‘performance and responsibility’ and tend to be represented in the media and policy circles. This paper shows that young people are not bound by these conceptions but talk of participation as experienced in the hybridized settings of their everyday reality. The study offers a window into understanding young people’s participation in Fiji and suggests that a deeper appreciation of this facet of their lives can be achieved with an emphasis on participatory talk with and an exploration of spaces where young people are constantly negotiating the traditional expectations of being young, being dutiful citizens and self-directed individuals.  相似文献

School, family, and community partnerships are among the suite of strategies advocated for improved school outcomes in which social workers can play a valuable role. Such partnerships are complex to implement in practice and there is little systematic research to guide the practitioner. This study evaluated an early intervention partnership program involving school, family, community, and philanthropic partners implemented in two primary schools in rural Victoria, Australia. The findings highlighted challenges in the process of evaluation and program implementation and in the opportunities this provided to identify key enabling factors. These involved having: a shared vision and aims; democratic governance; a supportive policy and organisational environment including external funding; workers with skills and clear roles; activities for project momentum; and ongoing review and evaluation. These factors can be used by social workers and others working with schools as a valuable conceptual framework to facilitate school, family, and community partnership processes.  相似文献

Concerns about the mental health and well‐being of children and young people have been articulated in health and education policy fields as a call for closer working between schools and providers of mental health support services. Drawing from a Scottish study, this article explores issues of access, when mental health initiatives are sited in formal educational settings. In particular, it focuses on the implications for the agency of children and young people seeking support from those services when and how they choose. The study argues that over‐reliance on teachers as the main referral route to service influences what is deemed to be a problem, who is thought to need support and how the interventions are viewed by the children and young people. Alternative approaches are discussed, which offer opportunities for children and young people to explore the available services and make their own choices about their level of engagement.  相似文献

This paper explores the emotional aspects of participation within social welfare contexts. The focus is on individual professionals, such as social workers and children’s rights workers and their articulation, management and negotiation of the emotional when working with children and young people. The institutions of welfare are also shown to be ambiguous in their approaches to participation. Lastly, the dimensions of power that are enacted in relations between professionals and children reveal some of the complex dynamics in this fraught area of social welfare policy and practice.  相似文献

Cities in developing countries are facing a double dilemma. On one hand, the urban population is growing rapidly, causing a huge increase in demand for waste management services. On the other hand, the traditional public sector is failing to respond to the increased demand for service. The public sector is constrained by resource and institutional limitations. It is often proposed that the solution lies in private sector participation. It is expected that the private sector, with its dynamism and flexibility, may fill in the service delivery gaps by forming partnership with the public sector. However, a third tier—the people—is often overlooked in the service delivery framework. Citizens can contribute significantly to service delivery. They can support the private sector with payment of service charges. But more importantly, they can play an active role in improving accountability and service quality of both public and private sector. This radical shift in people's role, from passive service receivers to active service partners, however, may not occur endogenously. External help from facilitating agencies may enable the public and private sector to form partnership with people for better service delivery. This article examines the role of facilitating agencies in developing tripartite partnership for solid waste management service in Bangladesh. The key lessons learned are: a number of obstacles prevented spontaneous partnership among the public sector, private sector and people; facilitating agencies were able to overcome the obstacles to form partnership of the three; and, the tripartite arrangement resulted in higher accountability and better service delivery.  相似文献

One of the major problems facing education systems in Sub-Saharan Africa is the phenomenon of young people who leave school before completion. Research has shown that this phenomenon disadvantages young people and exposes them to various forms of social exclusion. Accordingly, there have been increasing calls for the scaling up of support intervention programmes for young people who leave school early. This paper analyses literature on support intervention programmes for early school leavers (ESLs) to identify enabling factors that can be promoted in future or in current less effective interventions. The review revealed that programmes that address the multiple disadvantages and needs of young people through flexible, holistic and intensive support approaches tend to be more attractive and beneficial to the participants. The findings from this review are crucial to policy makers and teachers working in support intervention programmes for ESLs.  相似文献

This paper discusses a campaign which involves young people with experience of prostitution in influencing policy and practice which affects this group: the National Youth Campaign on Sexual Exploitation (the Youth Campaign). It is argued that participation is critical to improving outcomes for young people involved in prostitution, yet is often overlooked. Through participation, young people with experience of prostitution can build their self‐esteem whilst also helping agencies and policy makers develop more effective strategies on youth prostitution. The paper examines in detail one piece of work undertaken by the Youth Campaign: a workshop run by two young women at a national conference on sexual exploitation. In addition, it gives an overview of current research, policy and practice on participation and young people involved in prostitution and makes recommendations for how practice in this area could be improved.
