"Levels of fertility among Indochinese refugees in the United States are explored in the context of a highly compressed demographic transition implicit in the move from high-fertility Southeast Asian societies to a low-fertility resettlement region. A theoretical model is developed to explain the effect on refugee fertility of social background characteristics, migration history and patterns of adaptation to a different economic and cultural environment controlling for marital history and length of residence in the U.S." The chief source for the data and analyses is the Indochinese Health and Adaptation Research Project (IHARP), San Diego State University. "Multiple regression techniques are used to test the model which was found to account for nearly half of the variation in refugee fertility levels in the United States. Fertility is much higher for all Indochinese ethnic groups than it is for American women; the number of children in refugee families is in turn a major determinant of welfare dependency. Adjustments for rates of natural increase indicate a total 1985 Indochinese population of over one million, making it one of the largest Asian-origin populations in the United States."  相似文献

This article examines migration policy in Australia with reference to the "White Australia" policy prior to 1975 and the multicultural policy thereafter. Mass immigration has not caused major social tensions. Mass tourism has been welcomed. Australian attitudes have changed from fear of massive numbers of Asians and mass poverty and ignorance to multiculturalism. Suspicious attitudes toward Asians, however, are still present among a minority of Australians. The most influential arguments against Asians are the concerns about employment of new arrivals and the environmental impact of an increasing population. Although there are many cultural differences, Australia is linked to Singapore, Malaysia, and the Philippines in that all have a history of British or American influence. Educated Indians and Sri Lankans are linked to Australians by their common language and Christian religion. The integration of Asians in the business and financial community holds the potential for economic gain over the years. The author finds that the Australian relationship to Asia is more acceptable in public arenas than the comparable changing relationship between Britain and Europe. The roots of a Whites-only policy extend back to 1901, when the Commonwealth Immigration Restriction Act was ratified. The exclusion of non-European immigrants was not specified in the law. The mechanism for exclusion was included in the law. Undesirable immigrants could be excluded. Under mass migration programs after 1947 the population of non-English speaking Europeans increased. By 1973 government shifted from an assimilationist approach to a multicultural approach due to pressure from the Department of Foreign Affairs. Numerous historical events occurring during 1942-80 drew Australia out of its isolationist position in the world. At present about 25% of the total population are of non-British origin. Over 900,000 would have been excluded under the old migration policy. In 1991, 665,315 persons were born in Asia, of which the largest numbers came from Mainland China, Malaysia, and the Philippines. Asian immigrants are either refugees from Viet Nam, Cambodia, and Laos or voluntary Asian immigrants.  相似文献

This paper examines the economic adaptation, in terms of employment and income, for 400,000 refugees, mainly displaced persons, Hungarians, Czechoslovaks, Ugandan Asians, Chileans, and Indochinese, in Canada during the last 25 years. The author looks at 1) east in obtaining a first job, 2) unemployment, 3) wives' employment, 4) job search techniques, and 5) occupation. Economic climate largely determines the time needed to find a first job. 55% of Hungarian refugees in 1957-58 found a job within a month; only 30% of Czechoslovak refugees in 1968-69 found a job within a month. Refugees and regular immigrants have higher unemployment than native Canadians; but the rate drops dramatically within a few years. Employment and unemployment for refugees is influenced by 1) prevailing labor market conditions, 2) English and/or French language proficiency, 3) sympathy by the population for the refugees, 4) support by people of the same ethnic group, and 5) the refugees' own adaptability. Survey results show that more refugee wives are employed than Canadian born wives; over 69% of Chilean refugee women worked in 1975-76. Most refugees use the Canada Employment Center, and informal channels such as "word of mouth" and friends and relatives to find jobs. Lack of qualifications and experience, and lack of language proficiency hinder many refugees in finding jobs for which they have trained. Income is an indicator of the success of refugee economic adaptation. Refugees, like regular immigrants, have lower than average income levels in their first years in Canada; however, they often earn more than the Canadian born after the difficult first years. Family incomes, because of female labor force participation, may widen the differences even more. Although many refugees are not working in their intended professions, most refugee groups have adjusted well economically in Canada.  相似文献

Foreign nationals permanently domiciled in Sweden have been entitled since 1975 to vote and to municipal and county council elections. This article examines some of the major issues associated with international migration and disenfranchisement of migrants created by a contradiction between economic and political rationale. The alien population of Sweden remained small for a long time, but during the 1960s it rose 1st to 300,000 and later to 400,000 persons. Since 1970, aliens have constituted roughly 5% of the total national population of 8.3 million. Surveys following the 3 elections held in Sweden so far have shown immigrants to be quite well informed concerning election procedures and the parties. In contrast to single males, women with children tend to be highly stable, because of favorable social security for women, particularly for women with children. Participation elections among women (55%) is higher than among men (49%), and married women (58%) are usually the highest participants. Class-voting is still rather strong in Sweden; the percentage difference in preference for Socialist parties between working-class and middle-class was as high 55% in 1960. Long term trends in the distribution of party-preference among immigrants are determined to a large extent by the policy on immigration regulation and political asylum for refugees and exiles. Another selectivity is due to the differential remigration rate. A 1976 study showed that although local franchise of immigrants is now the law of the land, some Swedes are still against the granting of voting rights and electability to immigrants. On the whole, there is clearly a psychological environment conducive, at least in Stockholm, to the task of putting local franchise reform into real practice.  相似文献

"Uncertainties are abundant about the measurement of net undocumented migration [to the United States] and change over the past two decades. This analysis presents possible upper and lower boundaries on components for estimating legal migration in 1980-1989 and on the foreign-born population in 1990. Positing ranges for net undocumented immigration, between 2 million and 4 million undocumented residents may have been counted in the 1990 census. European countries defined as all Northern and Western Europe including the former East Germany had a population of 498.4 million in 1990. In 1990 Western Europe had 374.4 million people. The European Community (EC) makes u 92% of the total population. Projections forecast a peak of the EC population (excluding the former East Germany) in 2005 at 334.2 million compared with 327 million in 1989, then declining to 332.5 million in 2010, 329.0 million min 2015 and 324.5 million in 2020. In Europe outside the East, the 20-24 year old work force entrance age group will drop from 29,860,000 in 1990 to 26,400,000 in 1005 and 23,480,000 in 2000: decreasing by 6,380,000 or 21.3%. Fertility rose by 22% in Sweden between 1985 and 1990, the rise of negligible in France and Belgium, but 2% in the UK and Switzerland, 4% in the Netherlands, 13% in Norway, 16% in Denmark, and even 6% in Germany and Luxembourg. The Ec labor force was 145 million in 1990 (excluding East Germany); it is projected to peak at 146.9 million in 2000, decline slowly until 2010 and decline faster up to 2025 with the steepest decline occurring in Germany and Italy. Unemployment rates would change from the 1990 estimate of 15.7 million to 15.5 million in 1995. Net migration into the 12 EC countries was on average -4,800 from 1965 to 1969; 357,000 from 1970 to 1974; 164,400 from 1980 to 1984; and 533,000/year from 1985 to 1989 as a result of the rise of asylum applicants and migration of ethnic Germans into Germany. Increased immigration is not needed to satisfy work force shortages for the next 10-20 years in Western Europe or in the EC. Other issues addressed are the economic activity forecast, the hidden labor supply, skill shortages, Eastern Europe, and teenage shortage. High-level manpower movements, immigration of asylum seekers, and illegal immigration will continue, but in the long run the conditions of employment and welfare support have to be improved for the women of Europe.  相似文献

Scholars have produced a sizable body of research assessing the macrolevel links between immigration and crime. However, researchers have given far less attention to related questions about the effects of language use on aggregate levels of violence. The current study addresses this gap in research by exploring the ways that patterns of language use—specifically, language heterogeneity and Spanish‐language concentration—are related to year 2010 serious violent crime rates for nearly 2,900 census places across the United States. Results of our analysis reveal that linguistic heterogeneity is associated with increased violence and that this relationship is stronger in disadvantaged contexts. In contrast, Spanish‐language concentration appears to be protective against violence and mitigates the violence‐generating effects of structural disadvantage, net of immigration and other macrostructural characteristics. Implications of these findings for research on immigration, communities and crime, and related theoretical perspectives on immigrant revitalization and macrostructural theories of crime are discussed.  相似文献

International migration is a global phenomenon involving nearly 215 million people, equivalent to 3% of the world’s population. Previous databases of global migration catalog international migration using a variety of variables (sex, education, age); however, religion is rarely addressed within these data sets. Representing nearly half a million data points, the Global Religion and Migration Database (GRMD) was constructed – the only global database estimating the global migrant population (stock) by origin, destination, and religious affiliation. This research note serves as an introduction to the GRMD, detailing the construction of the database and providing key findings from a global perspective.  相似文献

The European Union faced an unprecedented influx of asylum seekers during the 2014–2016 refugee and migration crisis. The admitted refugees pose a critical challenge, but at the same time represent an opportunity for the host countries’ public finances. If the fiscal balance of immigration is positive, then migrants become net contributors to public budgets, helping to alleviate the aging related fiscal burden. However, we argue that this is highly unlikely to happen with refugees entering extensive European welfare states, at least in the short and medium term. By reviewing the existing empirical literature, we demonstrate that the research on the fiscal effects of refugee (or non‐Western) immigration almost uniformly supports the conclusion that the fiscal balance is going to be negative. The noble aims of humanitarian obligation to accept refugees seem to be in conflict with the pragmatic economic interest – a fiscally beneficial immigration – this time.  相似文献

This article examines the relationship between claiming unemployment insurance benefits in Canada and the immigrant class under which immigrants were admitted (namely skilled workers, assisted relatives, family class, refugees), using a new data set that combines income tax and immigration records. Claims rates (or the proportion of immigrants who claimed unemployment insurance benefits) are calculated for each immigrant landing class for the cohorts of immigrants who landed in 1980, 1985 and 1989; for each cohort, annual claims rates are presented from the year after landing to 1995. The claims rates indicate that there are significant differences among the different immigrant landing classes: those admitted as skilled workers have relatively low claims rates, those in the family class or assisted relatives have higher rates, and refugees have the highest rates. For all immigrant landing classes, claims rates rise rapidly during the two or three years after arrival in Canada, but decline thereafter for all classes. Differences in claims rates on unemployment insurance benefits remain across the immigrant landing classes after general economic conditions and some characteristics of the immigrants are controlled.  相似文献

Due to declining fertility rates and increased numbers of immigrants, legal foreign immigration now comprises 1/4 of the US's annual population growth. This article uses 1900-1979 Immigration and Naturalization Service data on immigrants' intended destination to examine immigration policy and its effect on immigrants and the American people. From the US's beginnings to the 1880s, immigrants came mainly from Great Britain, Germany, and other Northern and Western European countries, in the 1890s; over 70% of immigrants came from Italy, Austria, Hungary, Russia, and Germany. Immigration had peaked at over 1 million persons a year at the outbreak of World War I, then declined sharply, and rose again greatly during the first 2 decades of the 20th Century. The first significant legislation to restrict ethnic groups was in the early 1880s with the Chinese Exclusion Act; In 1924, Congress passed the 2nd Immigration and Naturalization Act which used the 1890 census to set quotas for ethnic groups, and later used the 1920 census to fix quotas in the national origins system; both pieces of legislation favored Northern and Western Europeans. Immigration declined drastically during the 1930s and early 1940s, but the Displaced Persons Act, the War Brides Act, and 1950s legislation allowed more Asian refugees and some other ethnic groups to enter the country. The nationality origins quotas were eliminated in 1965, and were followed by dramatic changes in immigration character as persons from formerly low quota nations flooded into the US. 1976 and 1978 legislation made immigration still more equitable, and the Refugee Act of 1980 allowed admittance of 50,000 refugees with no regard for geographic or ideological biases. A preference system, in operation since 1924, has favored relatives of citizens and immigrants with certain skills. Females presently outnumber male immigrants, average immigrant age is 26.2 years, and over 1/2 of the immigrants since 1950 have been housewives, children, or others with no occupation. In the 1970s, 1 in 10 immigrants was a professional or technical worker, probably from Asia. In 1900, most immigrants headed for mainly northern, industrialized cities, especially New York. In recent years, too destinations have included New York, California, Washington, Texas, and Florida. Throughout the century, 3/5 immigrants went to only 5 states, so many states have received very few immigrants since 1900. Due to the amount spent on receiving refugees, and economic and job problems, many Americans think immigration should be greatly limited. Today's 1 million legal and illegal immigrants will continue to change the composition of the American population, as the long established Northern and Western European population declines.  相似文献

The impact of immigration on unemployment in Canada is examined for the period 1983-1985. The authors attempt to construct a balance sheet of immigration in terms of labor supply and demand. Abstract The difficulties encountered in the resettling of refugees in a host country arise from the following sources. The first source of difficulty involves so-called personal factors which stem from the character and experience of the individual refugee. For example, these include past experiences or experiences encountered during flight from the home country, family-background, religion, age, sex, educational level, occupation, etc. The second source pertains to the circumstances surrounding the process of resettlement (e.g. level of assistance offered by the host country, cultural differences between the home and host country, etc.). The third sorce of differences arise from the level of communication between the refugee and the new social environment (for example, the possibility of establishing social contacts, access to various kinds of information, etc.). In this article some characteristics of the language-learning process are discussed with the inclusion of several case-studies from Germany and Japan. It is noted that Germany appears to provide better assistance in language-learning. On the other hand, from the point of view of Indochinese refugees, Japan is more similar culturally and socially. The questions of how language-acquisition can best be achieved, as well as the ways in which the situation of refugees in Germany and Japan can best be improved are discussed.  相似文献

This article is concerned with the determinants of English language proficiency among immigrants in a longitudinal survey for Australia. It focuses on both visa category and variables derived from an economic model of the determinants of destination‐language proficiency among immigrants. Skills‐tested and economic immigrants have the greatest proficiency shortly after immigration, followed by family‐based visa recipients, with refugees having the lowest proficiency. Other variables the same, these differences disappear by 3.5 years after immigration for speaking skills; and although they diminish, they persist longer for reading and writing skills. The variables generated from the model of destination‐language proficiency (such as schooling and age at migration) are, in part, predictions of visa category, but they are more important statistically for explaining proficiency.  相似文献

The calculation of net immigration for the purpose of estimating the resident population in Australia is based on net permanent and long–term (12 months or more) movements into and out of the country. All international movements with duration of stay in Australia or travel abroad of less than 12 months (defined as short–term) are excluded. However, changes between short–term and long–term/permanent status can occur when people extend or shorten their stay or travel. Because net immigration is a significant component of Australia’s population growth (accounting for 40–50 per cent of annual growth), adjusting for these changes in migration status is thought to result in better estimates of net immigration and the resident population. The paper shows that adjusting for change of status can have a large impact on net immigration, particularly when the immigrant intake is small. Failure to adequately adjust for change of status can also lead to misleading conclusions about the relative contributions of net temporary and permanent movements to total net immigration. The effect on the resident population, however, is relatively small, being less than 1 per cent of the total population. The paper also addresses the question of how important it is for countries to adjust for change of migrant status in international migration statistics in the context of increasing international mobility.  相似文献

This article examines the origins of physicians and nurses who were admitted as permanent immigrants to the US from 1962-1979. Data are mainly from the Immigration and Naturalization Service. Countries used in the developmental analysis are only those whose population was estimated at 1 million or more as of mid-1979, encompassing 99% of the physicians and 97% of the nurses. Life expectancy at birth is the criterion used to differentiate origin countries by developmental dimension of health status. During the study period, health workers constituted about 30% of immigrants admitted to the US; of these, nurses and physicians constituted 72-82% throughout the study period. The period 1962-1979 has 4 distinct phases, marked by important legislative and/or policy changes; 1) 1962-1965, when the McCarran-Walter Act prevailed; 2) ending in 1968, the 2nd phase covers the transition mandated under the 1965 Immigration Act, which encouraged physician immigration; 3) the 3rd phase, 1969-1976, covers the transition to the 1976 Immigration and Nationality Act amendments; and 4) the 4th stage is 1977-1979. Results show that 1) under the McCarran-Walter Act, North America became the dominant physician source; 2) from 1966-1968, Asia attained dominance as the physician source and became even more predominant after 1968; 3) North America produced relatively few physicians in the early 1970s; 4) Europe produced substantially fewer physicians in the 1970s than in the 1960s; 5) South America, Africa, and Oceania were the lowest contributors of physicians; 6) during the McCarran-Walter years, North America and Europe produced almost 90% of nurses admitted into the US; 7) the 1965 Immigration Act and its aftermath resulted in Asia becoming the dominant source of nurses; 8) prior to the 1965 Immigration Act, Canada generated 20% of the aggregate number of physicians; 9) the Philippines surpassed Canada during the transition and India led after the transition; and 10) Canada supplied 30% of the nurses up through the transition, with the Philippines in the lead 1969-1979. Low health status countries were a relatively minor nurse source. Health status at the origin was a far less significant determinant of physician immigration than that of nurses. English language high and low health status country groups produced substantially more physician and nurse immigrants that their corresponding non-English language counterparts. The US attracted more physicians and nurses from less developed countries than more developed countries after 1968.  相似文献

"This article examines the little-studied phenomenon of indirect geographic migration to the United States, or the movement of persons whose country of last permanent residence differed from their country of birth. Over 8 million records of legal immigrants to the United States were studied for the period 1972-1987. Geographically indirect migration is shown to be important, amounting to as many as 86,136 persons during a single year. Primarily because of the dislocations of Southeast Asian refugees from their homelands and their subsequent admittance to the United States, indirect immigration increased during the 1980s. Moreover, again somewhat due to refugees, the patterns of geographically indirect movement changed during recent years. Political conditions in countries of birth appear to be important in explaining these patterns, as well as the age and skills of the indirect migrants themselves."  相似文献

The relationship between tuberculosis and social adaptation of Indochinese refugees in Manitoba, Canada, is examined in 43 randomly selected refugees treated for active and inactive tuberculosis (cases) and their matched controls. Tuberculosis status did not significantly affect adaptation as measured by selected scales and indicators. Significant predictors of better personal well-being included a low number of family members outside the household in Manitoba, non-use of traditional medicine, female gender, and high individual income. Tuberculosis status was not a significant predictor.  相似文献

Canada is providing a new home to refugees from around the globe, who have left their countries of origin because of persecution and are seeking safety elsewhere. These families bring with them myriad stresses arising from their migration. Child refugees, in particular, have special needs that must be considered--trauma from witnessing violent crimes, language difficulties, family disruption, and adjustment to a different culture--in addition to the challenges that accompany childhood and growing up.  相似文献
