Immigration is transforming the societies of Europe and North America. Yet the political implications of these changes remain unclear. In particular, we lack credible evidence on whether, and how, becoming a citizen of the country of residence prompts immigrants to engage with the political system. This paper used panel data from Germany to test theories of citizenship and immigrant politics. I found that naturalization can promote political integration, but that this is more likely if new citizens have the chance to pick up habits of political engagement during the formative years of early adulthood.  相似文献

This article surveys the practice of dual nationality in the Western Hemisphere, particularly as it impacts the naturalization rates of immigrants in the United States. The article begins by looking at the extent and spread of dual nationality provisions and the pathways for its implementation. Next, the article turns to a discussion of the multiple (and at times conflicting) interests – of immigrants, sending states and receiving states – in dual nationality. While immigrants and sending countries are in general agreement on the positive benefits of dual nationality, commentators in receiving countries like the United States continue to express deep unease at the spread of dual nationality and its consequences for American citizenship. Are these concerns justified? Not according to U.S. naturalization rates. Data from 1965 to 1997 indicate that immigrants from countries recognizing dual nationality average higher naturalization rates in the United States than countries that do not.  相似文献

"Prior research on immigrant naturalization has focused mainly on the effects of immigrants' adaptation experiences and demographic characteristics on their propensity to naturalize. This article proposes a broader analytical framework which incorporates immigrants' individual characteristics and larger social contexts in the country of origin and the country of destination to explain the likelihood of citizenship acquisition. The framework is tested for a cohort of recent immigrants, using the PUMS data from the 1980 U.S. census. The results show that economic, political, social, cultural and geographical conditions in the country of origin, and immigrants ethnic communities and urban concentration in the country of destination, to a large extent influence immigrants' propensity for naturalization and that, net of the contextual factors, many of the immigrants' adaptation and demographic characteristics are also significant predictors of citizenship acquisition."  相似文献

This study uses variations in the legal-institutional frameworks of citizenship to explore cross-nationally public views about granting equal rights to legal immigrants and citizenship status to second-generation immigrants in 20 European countries. We link the literatures on citizenship regimes and attitudes toward immigrants to construct a conceptual model that is tested using ISSP data from 2003 and a set of matching contextual measures. Results from hierarchical linear regression analyses indicate that (1) opposition to the extension of rights to legal immigrants is augmented by shorter periods of required residency for naturalization and (2) granting citizenship status to second-generation immigrants is not sensitive to whether a regime consents or not to citizenship by birth. Net of individual and contextual controls, the findings also show that resistance to the expansion of rights to legal immigrants is higher in countries consenting to dual citizenship. Furthermore, our analyses reveal that Eastern European respondents do not differ significantly from their Western counterparts with respect to extending rights to either category of immigrants. These results are discussed in reference to the diversity of citizenship regimes in Europe and in light of the existing debates on harmonizing immigration policies.  相似文献

Using 1990 U.S. Census 5% PUMS and 1991 Canadian Census 3% public and 20% restricted microfiles, this article demonstrates the existence of a North American naturalization gap: immigrants living in Canada are on average much more likely to be citizens than their counterparts in the United States, and they acquire citizenship much faster than those living south of the border. Current theories explaining naturalization differences – focusing on citizenship laws, group traits or the characteristics of individual migrants – fail to explain the naturalization gap. Instead, I propose an institutional approach to citizenship acquisition. States' normative stances regarding immigrant integration (interventionist or autonomous) generate integrated or disconnected institutional configurations between government, ethnic organizations and individuals. Evidence from a case study of Portuguese immigrants living in Massachusetts and Ontario suggests that in Toronto government bureaucrats and federal policy encourage citizenship through symbolic support and instrumental aid to ethnic organizations and community leaders. In contrast, Boston area grassroots groups are expected to mobilize and aid their constituents without direct state support, resulting in lower citizenship levels.  相似文献

Using data for the period 1968–2001, this article assesses the influence of partner choice and origin country characteristics on the propensity of immigrants to naturalize in Sweden. Marriage to a foreign‐born Swedish citizen increases the naturalization propensity, and its effect increases strongly when the spouse naturalizes during the same year. The analysis suggests that a lower level of civic and political freedom or relative GDP per capita in the individual's country of origin is associated with an elevated probability of naturalization. During the period of study, originating from a country which allows for dual citizenship did not systematically elevate the probability to naturalize; this probability was accentuated, however, if the individual originated from a context characterized by a low degree of civic and political freedom.  相似文献

In this paper we analyze the economic and social characteristics of impoverished long-term immigrants. We investigate in what ways this group differs from poor natives and what factors contribute towards the economic success or failure of long-term immigrants. We found that poor long-term immigrants are more likely than poor natives to live in central cities and to work full-time, and less likely to live in non-female-headed households. Long-term immigrants from refugee countries are over six times as likely ana immigrants from Mexico over three times as likely to be poor as long-term immigrants from Europe, even after considering family structure, education, and citizenship. Also, immigrants who live in single female-headed families are considerably more likely to be poor than those who live in married-couple families, and immigrants in extended families are less likely to be poor than those who are not. The welfare reform bill redefines eligibility criteria for immigrants with respect to participation in Food Stamps, SSI and AFDC. Because of the high risk of poverty among long-term immigrants (particularly refugees), their low rates of naturalization, and the predominance of extended families, it is likely that long-term immigrants will suffer economic setbacks as a result of welfare reform. We posit that this economic hardship is exacerbated by the fact that anti-poverty policies are not tailored to the circumstances of long-term immigrants, many of whom already work full-time  相似文献

This study tests a hypothesis that Mexican foreign‐born immigrants who came to the United States for economic reasons naturalize less often than Cubans who immigrate for political reasons. It uses information from the Panel Study of Income Dynamics, Latino Sample, a national sample of 7,453 respondents from the 1989 Latino National Political Survey (LNPS) and the 1990 Panel Study of Income Dynamics (PSID). Ordinal logistic regression is used to examine the hypothesis. The results indicate that while more Mexicans plan to apply or have applied for naturalization, proportionately more Cubans than Mexicans have naturalized. Cuban political immigrants who came to the United States during the first half of the 1960s naturalize more often than their Mexican counterparts. However, the effect of ethnic identity on naturalization is mediated by a number of other predictors of naturalization such as gender, race, urban residence, socioeconomic status and acculturation.  相似文献

The dynamics of globalization, especially international migration, challenge traditional frameworks of citizenship and prompted scholars to develop new models of membership: transnationalism and postnationalism. All three‐the traditional, transnational and postnational‐explicitly or implicitly address the controversial topic of dual citizenship, or multiple membership. Lack of statistical data, however, has made it difficult to adjudicate between these models or to undertake a broad empirical assessment of dual citizenship, either over time or between people from different countries and socioeconomic backgrounds. This article outlines the testable implications of traditional, transnational and post‐national frameworks and evaluates these hypotheses using a unique statistical data source that asked respondents to report multiple citizenship, the 1981, 1991 and 1996 20% Canadian census samples. The data offer little evidence that immigrants adopt a strict postnational view of citizenship, but they reveal the possibilities of transnationalism and the continued relevance of traditional frameworks. Over time, we observe a rapid increase in the aggreate level of reported dual citizenship from 1981 to 1996. We also find that those with higher human capital, rather than the economically marginalized, are more likely to embrace dual citizenship. After controlling for individual attributes, important contextual or group effects nonetheless remain: self‐reports of dual citizenship vary significantly by birthplace and are higher if an immigrant lives in Quebec. I argue that sociologists have directed insufficient attention to the study of citizenship. When citizenship is studied, sociologists tend to concentrate on just one facet: rights. I elaborate four conceptual facets of citizenship. I link two—citizenship as rights and belonging—to theoretical elaborations of multiculturalism. Considering multiculturalism as a state discourse and set of policies, rather than a political or normative theory, I outline linkages between multiculturalism and two additional facets of citizenship: legal status and participation. Over the last 15 years, the idea of multiculturalism has come under withering criticism, especially in Europe, in part because it is claimed that multiculturalism undermines common citizenship. Yet countries with more multicultural policies and a stronger discourse of pluralism and recognition are places where immigrants are more likely to become citizens, more trusting of political institutions, and more attached to the national identity. There is also little evidence that multicultural policies fuel majority backlash, and some modest evidence that such policies enlarge conceptions of inclusive membership. By studying claims‐making and the equality of immigrant‐origin groups, we see that the participatory aspect of citizenship needs to take center stage in future work in political sociology, social theory, social movements, immigration, and race/ethnicity.  相似文献

Using Diaspora as a theoretical framework, this article investigates the historical trajectory of Hong Kong immigrant access to Africa, the evolution of their diaspora as well as living strategies. Based on data collected from 10 Hong Kong immigrants during 2018-2019 in Africa, and assessment of some historical materials such as Sino-Africa political relationships, its change trajectory, trade record, and personnel exchanges, the results demonstrate that the different Hong Kong political system might lead to the entrepreneurial resource obtains and the evolution trends of the diaspora of Hong Kong immigrants. Since the 1980s, the increase of re-export trade volume between Mainland China and Hong Kong had strengthened the trade volume between Hong Kong and Africa with the development of the Sino-Africa relationship. It illustrates that the trade relations between Hong Kong and Africa have been increasingly influenced by the re-export trade between Hong Kong and mainland China. Meanwhile, the Hong Kong immigrants in Africa have gradually been showing a trend of integration with new Chinese immigrants in Africa, which navigated their identities constantly i.e., Hong Kong diaspora, Chinese ethnic group and British citizenship (overseas), while their daily life was inclined towards cosmopolitan trends.  相似文献

The relation between citizenship and labor market position is complex. Besides a causal impact from citizenship towards labor market position, several selection mechanisms may cause particular immigrants to choose for naturalization. We investigate the empirical relation on the basis of German and Dutch survey data. For the Netherlands we find a positive relation between citizenship and labor market position, while for Germany we find mixed results as citizenship is negatively related to tenured employment. The contrasting results may be explained by institutional differences. In Germany, economic self-reliance is more strictly required for naturalization than in the Netherlands. This may lead to a stronger incentive to naturalize for workers with a temporary contract in Germany.  相似文献

In this article we focus on local and transnational forms of active citizenship, understood as the sum of all political practices and processes of identification. Our study, conducted among middle‐class immigrants in Rotterdam, the Netherlands, indicates that the importance of active transnational citizenship should not be overstated. Among these immigrants, political practices are primarily focused on the local level; political practices directed to the home country appear to be quite rare. However, although transnational activities in the public sphere are rather exceptional, many immigrants do participate in homeland‐directed activities in the private sphere. If we look at processes of identification, we see that a majority of the middle‐class immigrants have a strong local identity. Many of them combine this local identification with feelings of belonging to people in their home country.  相似文献

Close to 20 percent of the Swedish population are of immigrant origin; one in eight is foreign‐born. About 45 percent of all immigrants originate from outside Europe and most of these have entered the country as refugees or relatives of refugees. Issues connected to immigration, including the number of immigrants, settlement patterns and level of social integration of ethnic minorities, have been much discussed in Sweden in recent decades. This paper focuses on the integration of Latin American immigrants in Sweden. It compares the level of integration – measured as educational achievement, labour market participation, income and housing – experienced by first and second generation migrants. I use register information allowing me to include all 1st and 2nd generation Latin Americans that have lived in Sweden between 1990 and 2006 (in total 127,000 individuals). Data are longitudinal, which means that individuals can be followed over time. I make use of the longitudinal material in order to study changes in residential patterns and in attempts to explain educational and employment outcomes for second generation Latin Americans. The general conclusion of the paper is that in terms of integration, LAC immigrants have an intermediate position compared to other immigrant categories; they are often better off than people from Africa and the Middle East but clearly below the level experienced by some other migrants, especially those from Western Europe. This cannot be explained by level of education. The average level of education is high for first generation immigrants from LA countries. For many people, the level of labour market participation and income increase over time but one important result of this analysis is that second generation Latin Americans seem to do less well in Sweden compared to many other second generation migrants.  相似文献

This paper gives the results of a 1981-1982 study of Greek, Italian, and Turkish immigrants in West Germany. Ethnic organizations such as those that presently exist in large numbers in West Germany are often viewed as indicating a lack of social integration and participation by immigrants in the host society. Whether these organizations segregate the immigrants and make their assimilation more difficult, as research on minority groups often claims, or whether they serve as mediating institutions to help integrate and assimilate the newcomers, as other theories would lead one to expect, will depend on the basic orientation of the ethnic organization itself toward the host country. Results indicate the distinctive characteristics of the organizations serving each of these 3 different groups, the extent to which persons of each nationality participate in these associations, the reasons they give for their participation, and the ways in which participation in organizations with different organizations affects the social integration and assimilation of the individual immigrants. Efforts to increase and support the political activities of minority groups at the local level will have positive consequences; this would be 1 modest but decisive step toward eliminating the mutual prejudices of minority and majority group members. As long as immigrants have a clear right to remain in their host country, a secure means of existence, and recognition and acceptance as members of an ethnic minority, their heritage and pride should not be seen as an indication of any lack of identification with the dominant society.  相似文献

Global developments in dual citizenship legislation highlight changes to conceptualizations of citizenship by increasing the focus on individual rights. Questions of inclusion and exclusion have been illuminated by the move toward wider acceptance of dual citizenship. To understand global patterns and developments in dual citizenship laws this article analyzes the legislation pertaining to dual citizenship in 115 countries. The results show how dual citizenship is becoming increasingly accepted – a development that has predominantly taken place within the last 20 years. A strong regional pattern is identified, supporting the argument that dual citizenship is spreading in a fashion similar to how the idea of citizenship expanded from Europe in the 19th and 20th centuries. Potential internal and external reasons for this development are discussed and individual countries’ experiences analyzed.  相似文献

Immigration and citizenship laws that discriminate by race, ethnicity, and national origins are increasingly illegitimate in contemporary democracies, yet laws that grant privileged access and membership to immigrants who share natives' ethnicity persist. This enduring positive selection rests upon the assumption that co‐ethnicity fosters integration. Countering this logic, this article centers on co‐ethnics' insertion into local labour markets. It draws from a case study of Aguaviva, Spain, a depopulating village in which both co‐ethnic Argentines and Romanian immigrants reside. The analysis qualifies the trend of deracialization in immigration and citizenship policy and shows that positive preferences do not uniformly foster integration. In dual labour market systems, co‐ethnics struggle because they are not different enough for secondary sector jobs reserved for immigrant “others,” yet in the primary sector they enter into direct competition with natives.  相似文献

Public discourses on citizenship, identity and nationality, which link geographical borders and the political boundaries of a community, are infused with tensions and contradictions. This paper illustrates how these tensions are interwoven with multilayered notions of home, belonging, migration, citizenship and individual's ‘longing just to be’, focusing on the Dutch and the British context. The narratives of a number of Dutch and British women, who either immigrated to the respective countries or were born to immigrants, illustrate how the growing rigid integration and assimilative discourses in Europe contradict an individual anchoring in national and local communities. The narratives of women participating in these studies show multilayered angles of belonging presenting an alternative to the increasing strong argument for a fixed notion of positioning and national belonging. The female ‘new’ citizens in our study tell stories of individual choices, social mobility and a sense of multiple belonging in and across different communities.  相似文献

This paper attempts to supply information on what motivated some 7000 Jewish divorcees to leave their countries of origin in the last decade and settle in Israel. The study also examines the differences in social integration of immigrant divorcees who came to Israel from different political systems--authoritarian or democratic regimes. Finally, the study examines the extent to which immigrant divorcees, who generally arrive in Israel with children, are to be considered as a "high risk" social group requiring special attention and particular aid. Of the 287,487 immigrants aged 15 years and over who arrived in Israel between 1970-1980, 53.7% were women (sex ratio: 860 males per 1000 females), and 3.6% were divorced. The findings indicate that there are significant differences between divorcees from Anglophone and Eastern European countries in their motivation for immigrating to Israel. The former decide to immigrate primarily for individual reasons--generally after divorce--expecting that immigration will increase chances of remarriage. In contrast, those who came from Eastern Europe are motivated by political, economic, and ideological reasons; the issue of immigration often sparks the divorce crisis. Divorcees from Anglophone countries are less socially isolated, more likely to meet veteran Israelis, and more satisfied with their life in Israel. Eastern European divorcees usually restrict their social contact to encounters with other immigrants from their country of origin, are less satisfied with their life in Israel, and feel themselves more isolated and frustrated. Despite the difficulties encountered by this group, it was found that there are no marked differences between divorcees and married immigrant women in social integration. In Israel, immigrant divorcees cannot be considered as a "high risk" social group.  相似文献

Since 2000, Denmark has imposed some of the strictest immigration laws in Europe. Consequently, family reunification has become increasingly difficult for immigrants as well as for Danish citizens. In the fall of 2010, the Danish family reunification laws became subject to criticism and protest by a citizens' initiative called ‘Love without Borders’ (LWB). The article investigates how LWB managed to generate political momentum around love: an affect which seems to promise inclusion, liberation and togetherness for those directly affected by the laws as well as those attempting to change the laws. Yet the idealized version of love promoted by LWB happened to take the form of romantic intimacy predominantly consisting of straight, young and white-brown couples oriented towards reproduction. Our main argument is that despite its good intentions of supporting migration the activist campaign ‘Love without Borders’ ends up supporting whiteness as the body through which love must flow. As an indicator of the racialized discourses informing LWB's activism the article introduces the concept of white transraciality. Thus, to LWB love seems to promise affective ties to the nation, to the future and to the political system in ways that sustain white hegemony. Building mainly on Sara Ahmed's and Laurent Berlant's reflections on love as cultural politics the article analyzes posters, viral videos and newspaper debates in its discussion of the promises and pitfalls of love as an affective political tool.  相似文献
