The following article describes conditions in South Africa just as the "dismantling of apartheid" was beginning in earnest at the start of this decade. Thus it provides something of a baseline by which to compare changes which have taken place in that country since then. However, its greater contribution may be its evocation of the atmosphere of the time. As such it provides a unique perspective and a useful addition to the historical record of South African social welfare as well as a testament to those who struggled and continue to struggle to serve the nation's children.  相似文献

Using data from the public use micro data sample of the 1990 U.S. census, we examine the socioeconomic attainment patterns of Africans in the United States, within the context of the assimilation and selectivity perspectives. Three primary findings emerge from this study. First, we find that white African men and men from English‐speaking Africa have higher net hourly earnings than their nonwhite and non‐English‐speaking counterparts. Second, we find that while South African men have higher net hourly earnings than men from a number of selected African countries, there is no statistically significant difference between the net hourly earnings of South African women and women from these selected African countries. Third, we find no statistically significant difference between the net hourly earnings of black African and black American men and women.  相似文献

The 2 November 1985 ban on photographic and sound recordingsby the South African government provided an opportunity to investigatehypotheses concerning the effect of the ban on U.S. media coverageof South Africa and on public opinion toward South Africa. Wehypothesized that the ban would result in (1) a decrease incoverage of protest-related stories, (2) a tapering off of thevolume of coverage, and (3) a decline in the prominence of theSouth Africa story. We further hypothesized that (4) all ofthese effects would be stronger for broadcast than for printmedia, that (5) if the press ban reduced coverage of eventsin South Africa, there would be less attentiveness to the SouthAfrican problem among the general public in the United States,and that (6) sympathy for the black population would decreaseas a result of the press restrictions. We found that the press restrictions did not have the effectspredicted, either on press coverage or on United States publicopinion. Relative to levels of political violence in South Africa,coverage levels did decline. However, the decline did not occurabruptly in November, but appeared as a continuation of decreasesthat had already begun in September, prior to the press restrictions.  相似文献

This article sets recent debates on migration policy in South Africa against broader historical realities that have shaped patterns of population movement on the subcontinent since the end of the nineteenth century. During the course of the last century, most forms of population movement were the result of disjointed regional economic development which can be traced to two epochal events at the end of the nineteenth century: the creation of the modern African state system and the discovery of mineral wealth in Southern Africa. Although regulation of migrant labour was a fundamental feature of the colonial period, it was only after 1950, when independent states began to define specific migration priorities, that states began to restrict significantly the flow of transnational labour. From this point notions such as internally displaced person, refugee and illegal immigrant become increasingly appropriate to the study of regional migration.
Particular attention is given to current debate on the definition of refugee which forms part of a broader international debate. A number of South African writers have argued that, given the structural imbalances contained in the regional economy, the term "refugee" should be redefined to include economic migrants. This position is not shared by the South African Government, and an analysis of current policy and legislation demonstrates a growing tendency to restrict the influx of undocumented migrants. This is due, in part, to the recent political transition and the institutional compromises that it produced as well as the growth of negative sentiment towards illegal immigrants at both mass and elite levels, as demonstrated by two recent research findings. The article concludes with a summation of recent trends in South African migration policy and an evaluation of the ambiguous position that South Africa occupies within Southern Africa.  相似文献

This article analyses the relationship between the state and the nascent African trade unions in South Africa between 1918 and 1948. It shows how the government's attempts to deal with African workers separately from white workers became increasingly difficult during this period. Pressures from African unions themselves, from liberal groups and from the increasingly important role played by Africans in the economy, forced the state to seek a coherent way of handling African trade unions. The paper shows how the state was divided over this issue, with Native Affairs and Labour Department officials conflicting with each other and with government ministers. Although the cabinet held ultimate power within the state, civil servants played a significant role in shaping government policy and determining how it was implemented. The paper concludes that, although circumstances have changed greatly since 1948, the pre‐apartheid era has important lessons for state/organised labour relations in the post‐apartheid South Africa which is currently taking shape.  相似文献

In this paper I present evidence that Detroit African Americans are participating in a recent sound change which is typically associated with some White, but not African American, varieties in the American South. Although both Southern White and African American speakers monophthongize /ai/ in pre-voiced phonetic contexts ( tide ), the spread of the monophthongal or glide-reduced variant to pre-voiceless environments ( tight ) is a salient characteristic of some subregions of the Southern U.S. I report a leveling pattern in which /ai/ monophthongization has expanded to the salient pre-voiceless context in Detroit African American English (AAE). I explain this is in terms of a change in the group with whom African American speakers perceive themselves as saliently contrastive.  相似文献

In a new South African dispensation, the reconstruction of a national education system necessitates fundamental change to existing educational policies and practices. Seen as a cultural kaleidoscope or ethnic mosaic of peoples, modern South African society can be characterised as being multicultural. It stands to reason, therefore, that multicultural education for a new multicultural South Africa has become a logical, outcomes-based necessity. The extent to which multicultural education will succeed depends largely on the knowledge, attitudes, views and conduct of the teacher as initiator, facilitator and manager of the educational and learning practice. Most teachers in this country have been trained in a monocultural context and are therefore not adequately prepared for implementing multicultural education. All educators in South Africa who are seriously concerned with the formal education of children will have to become equipped with the knowledge and skills necessary to initiate and facilitate optimal learning in a multicultural context. What is needed is an innovative and studious predisposition, cultural reappraisal, and the acceptance of co-ownership in building a new democratic dispensation for South Africa. Teachers within multicultural school contexts need to bring about this conceptual paradigm shift in the hearts and minds of young people.  相似文献

This article addresses whether there is the beginning of a fifth wave of intercountry adoptions (ICAs) from Africa to the United States (U.S.). ICAs function as a “quiet migration” of children [ Weil (1984) International Migration Review 18(2):276–293; Lovelock (2000) International Migration Review 34 (3):907–949; Selman (2002) Population Research and Policy Review 21:205–225]. U.S. Department of Justice Immigration and Naturalization Service (INS) data from 1971 to 2009 indicate that there were 421,085 ICAs to the U.S. Tarmann (2003:2 , http://www.prb.org/Articles/2003/InternationalAdoptionRateinUSDoubledinthe1990s.aspx?p=1 ) reported that in 2000, U.S. parents completed one ICA for every 200 births. In the past, top sending countries have followed flows from Europe, South America, and Asia. INS data are used to analyze the increase in the intercountry adoptees from Africa from 1996 to 2009. Similar Hague Convention data are used for the comparison of the number of ICAs from Africa to other top recipient nations. Demographic and economic data are used to support the suggestion that ICAs, similar to other migratory flows, are from developing to developed countries.  相似文献

ABSTRACT

Finding and maintaining work–family balance has become an increasingly difficult challenge for South African families due to various factors, including economic, political, social and cultural changes that can impact negatively on family well-being. While pathways and strategies for work–family balance have been identified in other contexts, there is little available research on the topic in a South African context. Considering the knowledge that South African social workers have in this regard as a result of their training, qualifications and role in the South African context, South African social workers were selected as participants. The aim of this study was therefore to explore and describe, from the perspective of a group of South African social workers, strategies for work–family balance that can potentially contribute to family well-being in a South African context. A narrative inquiry research design was implemented. Thirteen female social workers between the ages of 23 and 46 who work in different social work contexts across South Africa were recruited by means of purposive and snowball/network sampling. Data were collected by means of written narratives and analysed by thematic analysis. The findings identify the following strategies: Setting clear boundaries, open communication in work and family domains, strengthening personal and professional support systems, planning, time management and prioritising, self-care, reasonable work environment and continuous personal and family assessment. While the findings share similarities with work–family balance strategies identified in other contexts, this study’s significance lies in the fact that it identifies strategies specifically for the South African context and that it does so from the perspective of South African social workers.  相似文献

In this study, data from the U.S. State Department on visas issued abroad and information from other sources are used to examine trends in African emigration to the U.S. The results suggest that, on average, moderate increases in African Gross Domestic Product between 1992 and 2007 had a buffering effect on emigration trends. Yet, emigration to the U.S. increased much faster from the poorest than wealthiest countries in Africa. Contrary to expectations, larger emigration increases were found in Africa’s non‐English than English‐speaking countries. Despite the increasing overall trend, however, critical differences were observed in the impacts of specific types of flows. For example, overall trends were driven by increases in Diversity Visa migration, refugee movements, and the migration of immediate relatives. However, significant declines were observed in employment‐related emigration from Africa to the U.S. The results further suggest that impact of trends in African fertility, urbanization, and phone use are circumscribed to specific contexts and types of migration flows. The findings, therefore, provide an empirical basis for concluding that the dynamics of African migration to the U.S. are becoming increasingly more complex.  相似文献

Tsotsitaal is a linguistic phenomenon which is inseparable from a style adopted by many youth living in urban townships in South Africa. The style is signalled by the unique and innovative lexicon of Tsotsitaal, and additionally indicated by clothing and other identity markers. Features of the style are ‘urban‐ness’, consumerism (in terms of brand names) and cultural iconography, such as music and sports. While many of these items are influenced by, or even drawn from, global cultures (particularly in the diaspora), they are transformed into uniquely South African cultural currency by a process of recontextualisation in township spaces and between individuals. There has been a dialogue between the Tsotsitaal style and the global since at least the 1940s, which should put to rest fears that increased global influence since the end of apartheid will diminish the integrity of local South African cultures.  相似文献

Abstract

Educational expectations, in particular the relationship between race/ethnicity and educational expectations, have been understudied in less developed countries. We use data from the Cape Area Panel Study (CAPS) to examine the educational expectations of black (African), coloured (mixed race), and white (European ancestry) youth in Cape Town, South Africa. The educational expectations of all three racial groups are high, although coloured youth are less likely than black and white youth to expect to complete postsecondary or postgraduate schooling. Supporting research on educational expectations in the United States and other more developed countries, our findings indicate that socioeconomic status and academic performance matter for educational expectations in South Africa, although their importance varies by racial group. In contrast to U.S. studies that have found effects of family composition for whites only, we found virtually no effects of family composition on the educational expectations of whites or nonwhites. Our findings suggest possible similarities and differences across social contexts in the processes shaping the educational expectations of youth from disadvantaged groups.  相似文献

The African Renaissance is upon us. Those who have eyes to see, let them see.

Disabled women who live in wooden shacks in the peri-urban areas of Khayelitsha in Cape Town, South Africa, participated in storytelling workshops over a two-and-a-half-year period. They shared experiences of what helped or hindered their social and economic development since becoming disabled. The workshops were part of a participatory action research (PAR) study of the Division of Occupational Therapy, University of Cape Town, together with Disabled People South Africa (DPSA) and the Zanempilo Health Trust [formerly South African Christian Leadership Assembly (SACLA) Primary Health Care Project].

The findings revealed the struggles and sadness, as well as the strengths and spirit that the women experienced within their every day context at an individual, family and community level. The women spoke strongly about meeting physical, emotional, and spiritual needs (human development) as the means to social and economic development.

The discussion reflects on the many paradoxes of disability encapsulated in the essence of interdependence of Ubuntu. Three themes discussed are building emotional resourcefulness: nurturing children and families in disability issues; and renewing spirituality and Ubuntu in disability and development programmes. In conclusion, managing the paradoxes of disability, the creation of a new individual and collective identity, and the capacity to change are proposed as the way forward.  相似文献

Professionalism is a contentious topic in journals serving a wide range of disciplines, both internationally and in South Africa. However, there is seldom concrete empirical research into professionalism—which limits the usefulness of this debate. In response, the present study empirically investigates the perceptions of South African public relations (PR) practitioners regarding professionalism. The questionnaire-based survey shows that the professionalism problem for PR practitioners in South Africa is twofold. Firstly, the South African PR governing body has not taken ownership of the issues regarding professionalism amongst its members. Secondly, practitioners themselves are making little effort to professionalize their activities. Both parties agree on the importance of professionalization, but claim that the onus is on the other party to promote it. This situation is untenable: professionalization should be actively encouraged so as to maximize the impact of the PR profession in South Africa.  相似文献

It distinguishes several eras in ideas about the family and ways of working with the family in Africa. It traces adaptations in both orientation and technique made by contemporary family therapists in Africa to respond to the changing needs and problems of today's African client family. This paper analyzes the effect of recent technical change on the labor market and explains the observed differences in wage inequality among advanced countries. In particular, we focus on the difference between the inequality in the U.S. and in continental Europe. Many studies have indicated a rise in wage inequality in the U.S. over the past three decades. On the other hand, there has been little change in wage inequality in continental Europe. By introducing human capital investment into the model by Acemoglu (Am Econ Rev 89:1259–1278, 1999), we show that ex ante homogeneous economies would have distinct ex post wage distribution. The strategic complementarity between human capital investment and firms’ hiring strategies yields the possibility that multiple equilibria exist, which explains the difference in wage distribution between the U.S. and Europe. In addition, we show that differences in tax or education systems can explain the difference in wage distribution between the U.S. and Europe.  相似文献

The title of my paper reads like an oxymoron if not downright confusion. However, it is not meant to be an oxymoron and it does not betray my private confusion. It is deliberate and perhaps a bit political. These two words “South Africa” rightly conjure up an image of things that are either in the south of Africa or things that are African in the south. I find the first image deserving of attention for my purposes. Juxtaposing the concerns of academic philosophy in South Africa (the country) alongside the ordinary reference of the term South Africa (and resultant expectations), I seek to argue that the practice of philosophy in South Africa does not sufficiently show South African characteristics. I specifically argue that the practice of philosophy in South Africa is far removed from the place in which it operates. While there are historical reasons to explain this state of affairs, the future of philosophy in this place can only be secured by an active renunciation of the status quo accompanied by a deliberate responsiveness to the philosophical needs of South Africa. It is incumbent on the dominant philosophers to make this renunciation and foster deliberate responsiveness.  相似文献

African studies in South Africa is currently at a crossroads – of making choices in the process of establishing itself institutionally and reconstituting itself as a discursive and epistemological field, including an interrogation of its histories and a decolonisation of its scholarly legacies. But being at a crossroads does not imply being at a loss; on the contrary, for African studies it means realising its potential of being a hub of critical thinking and a catalyst in the transformation of the humanities and the social sciences in the country and, possibly, internationally. Proceeding from this assumption, I will ask: what are the conditions of possibility for the emergence of African studies in South Africa as a space of transdisciplinary debate, one that is driven by a commitment to socially relevant issues and within which critical standpoints to be voiced by public intellectuals can crystallise? Some approaches critical for the development of such a field are present in South African scholarship, but – as it often happens in hierarchical academic structures – they are scattered across different disciplines or areas of expertise. Further, one of the main problems of African studies scholarship internationally – lying at the core of power inequalities of scholarship in Africa and the West – is the artificial split between “theory” and “(empirical) material” and the question of who is expected to produce what. This article starts with a discussion of the recent debates provoked by a restructuring of African studies and related disciplines at the University of Cape Town. To understand the resonance of these debates, beyond the context of one university and country, they will be placed, firstly, in the international context of African studies and, secondly, in the national context of debating the function and place of the humanities and the social sciences in South Africa. Both contexts highlight the importance of producing critical theory (instead of applying theory produced in the West). Hence, the following three subsections of this article will examine works by South African scholars that, produced within various disciplines (history, sociology and cultural studies), interrelate the insights of these disciplines and, in so doing, initiate new theoretical approaches. Using its crossroads position, African studies in South Africa can become a “laboratory” in which new critical approaches can be interrelated and debated. Opened up to dialogue with African studies in Africa and worldwide, it can become a theoretically invigorating space, nationally and internationally.  相似文献
