Correspondence to David Smith, Lecturer in Social Work, Department of Social Administration, University of Lancaster, Fylde College, Bailrigg, Lancaster LA1 4YF Summary This paper discusses an experimental ‘reparation’scheme run by the probation service in Cumbria. A general contextis provided by an analysis of some varieties of mediation andreparation, and the scheme is then placed within its local organizationalcontext, which meant that it drew its work from juvenile liaisonpanels established by the police. The paper argues that thepanels suffered from the lack of a clear commitment to diversionfrom prosecution on the part of the police, and that the reparationscheme was used as part of the probation service's effort toincrease the use of cautions. The practice of reparation andthe experiences victims and offenders had of it are then reviewed.Offenders generally viewed the scheme more positively than victims,but some victims were glad of the opportunity to be involvedin something which might be helpful to young offenders. In conclusion,it is argued that despite the contradictions which were evidentin the practice of reparation in this setting, there may stillbe scope for innovative work by social work agencies in relationto victims of crime.  相似文献

E-mail: m.vanstone{at}swansea.ac.uk Summary The paper considers the past and potential contribution to socialjustice of the probation service in England and Wales, withinthe context of the service's complex origins and tradition,in which humanitarian and disciplinary concerns have long co-existed.The paper explores the service's connections with processesof categorization and governance of the dangerous, and its alignmentwith the ‘psy’ disciplines in developing its claimsto professional expertise. The implications of the recent reassertionof the centrality of psychological understandings of offendingand its prevention, in the form of cognitive-behavioural programmes,are discussed, and the circumstances in which the movement for‘effective practice’ can and cannot contribute tosocial justice are discussed. The paper then explains the groundsfor believing that a concern with social justice entails a commitmentto crime prevention at a level beyond that of direct work withknown offenders, and explores the potential of restorative justiceas a means of achieving a reintegrative and participatory approachto community safety. The paper concludes with a discussion ofthe service's successes and failures in anti-discriminatorypractice, and the feasibility of a social justice agenda inthe current policy context.  相似文献

Summary This paper reports interim and largely positive results fromthe continuing evaluation of ‘Straight Thinking on Probation’,a substantial intensive probation programme in Mid-Glamorganbased on the work of Robert Ross et al. (1988) in Canada. Thepotential effectiveness of this type of programme is then discussedin relation to the influential model of the probation service'srole advanced by Bottoms and McWilliams in their 1979 ‘non-treatmentparadigm’. Are such programmes ‘treatment’,based on a model of offender pathology and therefore in conflictwith the paradigm, or are they ‘help’, based ona model of empowerment? An attempt to answer this question alsorequires consideration of how far the ‘non-treatment paradigm’was itself a response to perceived ineffectiveness requiringrevision in the light of new evidence. It is argued that suchrevision need not threaten the underlying moral philosophy ofthe paradigm.  相似文献

Summary A distinctive feature of the supervision order is that it canbe administered either by the Probation Service or by the LocalAuthority Social Services Department. An examination of the case files on a large sample of boys (N=971)aged 14–16 placed on supervision orders for criminal offencesreveals a number of differences between the way in which workersin the two agencies approach the task of supervision. The findingssuggest that social workers are in some respects less professionallysecure and certain as to their purpose in performing their supervisorytask than are probation officers. This is accounted for by locatingtheir practice in a number of intersecting contexts, includingan occupational ambivalence over the exercise of authority anda lack of clarity in relation to the role of welfare in thecontext of juridical requirements  相似文献

Summary In England and Wales the Diploma in Social Work was supersededby the more specialized Diploma in Probation Studies in 1997/98as a basic qualification for probation officers. It combinesacademic and practical learning in the form of a two-year undergraduatedegree and a twelve-module National Vocational Qualification(NVQ). There was considerable professional opposition to thisat the time and opinion remains mixed as to how justifiablethe change was, and how successful it has been. This articleseeks to defend the principle of combining the academic andthe practical but, via a critique of two recent commentarieson the Diploma in Probation Studies, questions whether the ideaof academic teaching on a professional qualification has beenadequately conceptualized and implemented. It argues againstteaching that is governed uncritically by the protocols andproblematics of pure academic disciplines, and insists uponthe use of material which is selected and tailored to the intellectualneeds of working probation officers. It outlines a better conceptualizationof what a ‘community justice curriculum’ might looklike, based in part on the approach taken to probation trainingat the University of Birmingham.  相似文献

Summary Amidst questioning of its essential identity, social work iscurrently developing new procedures and training programmesin assessment, traditionally one of its core activities. Thedemand for this redevelopment has been created by the changingprofessional climate in both probation and social work practice,in particular the response to legislative changes such as theNational Health Service and Community Care Act 1990. This paperexamines the established model of social work assessment inhistorical context and identifies its shortcomings for practicein the 1990s. It argues that despite the apparently diverserange of assessment tasks now undertaken by social workers andprobation officers, there remains an identifiable, common setof skills. Moreover, unless social work anchors these assessmentskills in a conceptual framework, retaining a sense of its ownhistory, the essential character of social work assessment willbe lost amidst mechanistic procedures and competing philosophies.This paper suggests a typology for making sense of the rangeof assessment tasks in current practice, arguing that this mustbe rooted in a holistic theoretical and philosophical model.The term ‘social work’ is used in its generic senseto include probation practice.  相似文献

E-mail: cbisman{at}ada.brynmawr.edu Summary This paper argues that an emphasis on the profession’sknowledge base has come at the expense of attention to socialwork's values and mission. The discussion examines the relativeimportance of knowledge, values and skills in an effort to understandthe shifting emphases of the profession within a social andhistorical context. The consequences of these shifts for theprofession and for its relationship to society are also considered.Concepts from the intellectual struggles of social work andfrom an interdisciplinary perspective suggest ways to groundthe profession’s skills and knowledge in its values ofhuman dignity, service to humanity and social justice. At itscore, social work must respond to the moral imperative of caringfor the neediest among us. This entails re-claiming and buildingon the commitment of early social workers ‘to work withforces that make for progress . . . to forward the advance ofthe . . . common people’ (Richmond, 1899, p. 151). Thepaper concludes that for social work to have a future, the professionmust take pride in its moral core, define its contemporary meaningand work for the social welfare in ways that are relevant toboth social workers and non-social workers.  相似文献

Summary Three sets of ideas, which I am calling justice, welfare, andcommunity approaches interact in the criminal justice systemsof England and Scotland. Social workers are usually most influencedby a welfare approach but this approach is always in dangerof becoming arbitrary. The essential values of a welfare approachmight in fact be strengthened by introducing from the justiceapproach ways of structuring discretion. This idea will be examinedin relation to juvenile justice and parole where compulsorypowers back the application of welfare ideas. Summary International research suggests that the market reform of humanservices is leading to reduced opportunities for social workersto achieve organizational management positions. This paper exploresthe future of social workers as managers of human service organizations.It examines the tensions between the social justice principlesthat guide social work and the emerging contexts of social welfaremanagement. The exploration draws on in-depth interviews withthirty-four social welfare managers working in the non-profitsector in Australia. These managers were identified by theirpeers as progressive, that is, as championing social justicevalues such as access, equity and social inclusion. This paperwill report on their approaches to social welfare managementand their perceptions of the threats and opportunities for progressivemanagement practices in a climate of public sector reform. Usingdata from interviews with social workers and research on ‘glue-sniffing’,it shows that social workers were frequently reluctant to dealwith cases. It explains that this has to do with factors suchas organizational priorities, lack of resources and, in particular,the ambiguous status of ‘glue-sniffing’ within theirown professional discourse. Summary In 1973 four probation day training centres were set up in Liverpool,London, Sheffield and Pontypridd as part of an experimentalproject which focused on providing a community based trainingprogramme for offenders who would otherwise have been imprisoned.The experiment, which lasted from 1973 to 1981, has never beenproperly evaluated. This paper, whilst not purporting to fillthat gap, is an attempt to critically review its significancewithin the context of the criminal justice system from botha policy and practice perspective. It further reflects on thereasons for the formulation of the training centre model asa community based semi-institution. It examines its originalpurposes of diverting offenders from custody and helping them,against the charge that they not only failed to achieve thosepurposes but had the unintended consequence of drawing inappropriatepeople into a burgeoning network of state control. Throughoutthe paper a distinction is drawn between the day training centresand the numerous day centres that were established in the probationservice during the late 1970s and the 1980s.  相似文献

Summary Following recent legislation, most social workers in Italy arenow responsible for giving a service to the population of agiven geographical area rather than to any particular categoryof client. Summary This article, in examining gender and justice, seeks to examinethe relationship between feminist theory and social work. Specificallyit reviews writings on social work ethics and suggests thatlittle attention has been paid to feminist scholarship thatresonates with social work practice. Focusing primarily on communitycare, it demonstrates how debates within feminism have becomemore complex and have problematized understandings of both careand justice. Summary There is now considerable evidence that a high proportion offamilies subject to child and family care social work interventioncontain depressed mothers. There is also evidence that the presenceof clinical depression is associated, amongst these clients,with child abuse. Vulnerability to both depression and childabuse have been traced back to the early child-care experiencesof those who are currently parents, expressed in child abusein terms of intergenerational transmission, although it is alsoclear for both that further factors also contribute to thisvulnerability. Despite the link between maternal depressionand child abuse, we have little evidence about the processesand mechanisms, based on social workers judgements about thesituation, by which families with depressed mothers are morelikely than other clients to be involved with intervention forchild abuse. This paper seeks to ‘map’ the pathwaysand the intermediate mechanisms which provide the link betweenthe experience of past abuse and social workers interventionstrategies. Drawing on theoretically significant factors, itfocuses on the following variables: the experience of past abuse,the mother's attributed character, attachment and bonding, childbehavioural problems and intervention strategy. The paper demonstratesa number of significant ‘paths’ through which familiesbecome subject to one or other intervention strategy. It showsthat, while an emphasis on needs assessment is to be welcomed(Department of Health, 1999), they need to be considered (i)within a theoretical framework which helps social workers makesense of, and respond to situations and (ii) through an understandingof longitudinal dimensions (key factors in mothers' earlierlife) which are aspects of this theoretical understanding.  相似文献

Summary Since the first appointment of a ‘Lady Almoner’social workers in hospitals have complained about the problemof obtaining referrals appropriate to their skills and knowledge,and sufficiently early in the patient's stay to allow for effectiveintervention. Often, due to shortage of staff, workers haveto rely on referrals from other staff, patients and carers.But where social workers find their own cases, a wider rangeof problems and patients are selected. In the United Statesduring the past twenty years there has been a rapid spread ofscreening at the point of admission or pre-admission, to identifyhigh risk patients for social work assessment. Summary This paper reviews the emergence of social programme evaluationas an important and frequently controversial topic in the UnitedStates during the last three decades. Political, practical,epistemological, and ethical Issues involved in the evaluationof social service programmes are discussed, as well as the strengthsand shortcomings of a range of specific evaluative approachesand techniques. Current trends towards evaluation strategiesthat take greater account of the special attributes of the socialservices and social work practice and that produce informationthat is more useful to policy-makers, programme administra torsand social work practitioners than has been true in the pastare identified. Some cautionary remarks are included about thedangers of overemphasizing ‘hard’ quantitative methodologies,goal attainment, and efficiency at the expense of alternativeapproaches that can produce other and sometimes more appropriateindicators of programme perform ance and results. This paper examines the evolution over three decades in theUnited States of efforts to evaluate social programmes, socialservices and social work practice. Some lessons that can bedrawn from the failures and successes of this experience aresuggested and the strengths and weaknesses of various evaluativestrategies and techniques are discussed.  相似文献

Summary For some years good communication and collaboration betweenhealth and welfare professionals has been emphasized as a desirablegoal by both official reports and relevant professions. Thisis as much the case in mental health as other areas. This papercompares communication and collaboration between social workersand general practitioners (GPs) with that between communitypsychiatric nurses (CPNs) and GPs. Both social workers and CPNswere based at a community mental health centre, and the contactwas interagency (with primary health care). Major differenceswere found between social workers and CPNs. CPNs were far morelikely to contact GPs than social workers, although GPs veryrarely initiated contact themselves. Differences reflected different‘philosophies of contact’. Social workers contactedGPs when this could be purposively related to their case management.In addition to this contact, CPNs also made contact to provideGPs with information, reflecting awareness of GPs' long-termcontinuing care responsibility. The excess of CPN contacts wasnot limited, but involved a wide range of problems. GPs, however,when contacted, exerted greater influence on social work casemanagement. The article concludes by explaining differencesbetween CPNs and social workers in terms of occupational culture.It suggests, furthermore, that the results arise at least inpart from assumptions of team leadership by GPs, and that socialworkers' and CPNs' behaviour represents different responsesto this.  相似文献
