This article explores migration from Zimbabwe to the UK and South Africa and the experiences of the receiving countries from the perspective of the migrants. It provides a critical examination of the impact of structural barriers in both the UK and South Africa on the economic experiences of migrants. The effects of immigration status, due to the exclusion of asylum‐seekers in the UK and the presence of undocumented migrants in the UK and South Africa, is explored in relation to employment and remittance activities. The clear evidence of the deskilling taking place among the majority of Zimbabwean migrants – and its impact on remittances and other forms of transnational support – is also examined. The article concludes that any real commitment to alleviating global poverty on the part of the world's migrant receiving countries must include a re‐examination of barriers to employment, education and the use of skills, since these barriers not only have a short‐term impact on remittances to the sending country and fiscal capacity to contribute in the receiving country, but will also impact on longer‐term development should the migrants return to their country of origin.  相似文献

Abstract

Disagreement over the meaning, utility, and implementation of the person-in-environment (p-i-e) perspective represents social work's efforts to continually redefine itself in a dynamic world. The choice of a guiding perspective is significant, particularly in this era in which concern about the interdependence of global social, economic, and environmental systems is growing. Much of the debate about the p-i-e has taken place in social work journals. This article provides an empirical assessment of how social work scholars have interpreted and applied p-i-e related concepts in social work journals, through the use of a computer-assisted content analysis of all article abstracts in core journals reviewed in Social Work Abstracts (SWA) from 1987 to 1996.  相似文献

Young people who are unable to find and sustain employment are at risk for long‐term social and economic exclusion. Active labour market policies (ALMPs) addressing the problem of youth unemployment have focused on building the employability skills of young job seekers to expand their employment opportunities. Yet research exploring how young people navigate the job‐search process is limited. Drawing on interviews with young Australian job seekers and their employment consultants, this article addresses the questions of how young people navigate entry into employment through the job‐search process and what challenges they face. The study revealed three common frustrations experienced by the young people during their job‐search: employers' expectations of relevant work experience in the young person's preferred occupation, being required to apply for jobs not aligned with their career aspirations, and the impact of personal factors on their ability to confidently present themselves to prospective employers. The findings highlight the need for ALMPs and employers to facilitate positive employability support mechanisms that will build a stable platform from which young people can build a trajectory towards sustainable employment to reduce long‐term youth unemployment.  相似文献

Well‐being and employment activation have become central and intertwined policy priorities across advanced economies, with the mandation of unemployed claimants towards employability interventions (e.g. curriculum vitae preparation and interview skills). Compelled job search and job transitions are in part justified by the well‐being gains that resulting employment is said to deliver. However, this dominant focus within the activation field on outcome well‐being – the well‐being improvement triggered by a transition to paid work – neglects how participation in activation schemes can itself affect well‐being levels for unemployed people – what we term ‘process well‐being’ effects. Combining theoretical literature with empirical work on the UK's large‐scale quasi‐marketized Work Programme activation scheme, we develop the limited existing academic discussion of process well‐being effects, considering whether and how activation participation mediates the negative well‐being effects of unemployment, irrespective of any employment outcomes. We further relate variation in such process well‐being effects to the literature on activation typologies, in which ‘thinner’ work‐first activation interventions are linked to weaker process well‐being effects for participants compared to ‘thicker’ human capital development interventions. Confirming these expectations, our empirical work shows that Work Programme participants have, to date, experienced a largely ‘thin’ activation regime in which participants are both expected to, and empirically demonstrate, similar if not lower levels of process well‐being than those who are openly unemployed. These concerning findings speak to all nations seeking to promote the well‐being of unemployed people and particularly those perusing ‘black box’ activation schemes based around quasi‐marketization, devolution and New Public Management.  相似文献

本文基于中国综合社会调查数据(CGSS)对劳动力市场上中间人行为进行分析,具体考察影响其分享就业信息、提供就业帮助和最终成功匹配的因素。研究表明,就业信息的分享体现了社会资本的“运作效用论”而非“地位效用论”。社会地位和教育水平较高的中间人并不热衷于信息分享,而就业帮助体现了趋异性交往原则。中间人倾向于向教育水平低于自己的求职者提供实质性的就业帮助。此外,间接关系比单一的强关系或弱关系更能预测人情资源。教育水平较低和有迫切就业需求的劳动者对社会资本依赖较大。与女性相比,男性更依赖关系渠道。企业设立固定金额的推荐奖金可促进员工分享就业信息概率,但不影响成功匹配的概率。  相似文献

Most jurisdictions grant differentiated and more beneficial treatment – usually in the form of early retirement, and commonly under special pension schemes – to workers in arduous or hazardous jobs. Several justifications for such treatment have been advanced, including i) compensating the worker for the hardship, ii) protecting the worker from the hazard, and iii) realizing the principle of equality in the distribution of costs and benefits in the social security system. This article analyses these functions from a socioeconomic perspective and explains how early retirement for workers in arduous and hazardous jobs is necessary to ensure equality by treating “unequals unequally”, and in proportion to their inequality. Moreover, this article presents a precise formula to calculate when a worker should be allowed to retire, so that workers in occupational domains with a shorter life expectancy do not systematically enjoy lower expected benefits from the pension system while having contributed the same amount. Implications for the design and desirability of special pension benefits are discussed.  相似文献

Since the increase in the numbers of asylum‐seekers arriving in Europe in the early 1990s, European countries of asylum have been implementing new and increased controls over entry and making conditions more difficult for asylum‐seekers while they are waiting for a decision on their case. This paper explores the ways in which four European asylum regimes use the deportation, detention and dispersal of asylum‐seekers in an attempt to control and exclude them from national societies and territories. Germany, France, Italy and the UK have different migration histories and have introduced different asylum policies at different times; but all have in common the increasingly draconian response to asylum‐seekers since the 1990s. The paper looks at the stated rationale for introducing and extending dispersal, deportation and detention. EU governments have introduced these measures, arguing that they will deter “fraudulent” asylum claims. While the number of claims has fallen in the last five years to the lowest level since 1988, there is no evidence that this is due to such policies. It is clear, however, that these policies penalize all asylum‐seekers, breach their human rights, damage the receiving societies as a whole, and as such should be abandoned.  相似文献

This article explores the experiences of asylum seekers who have been housed in Glasgow under the government's dispersal policy. It notes the work of the Audit Commission in identifying those factors which may be considered when assessing the suitability of areas for asylum-seeker settlement. These factors are then discussed in detail in relation to the Glasgow case study, using information derived from interviews with asylum seekers themselves, with service providers and various community and voluntary organizations. The article notes the impact of additional factors such as media coverage, which were not considered by the Audit Commission. The article discusses the appropriateness of cities such as Glasgow, with relatively small minority ethnic populations, as locations for asylum-seeker settlement, and explores the impact of devolution. It concludes by suggesting that areas such as Glasgow may, with the appropriate commitment, become places where asylum seekers may successfully settle, once they have received refugee status, with new multicultural communities being created.  相似文献

About 20,000 people from the United Kingdom emigrate to Australia each year. Of these, a significant number return to the United Kingdom, and some return again to Australia. Studies of such patterns of migration and return (and return again) were quite common a few decades ago, but are now rare. This paper makes use of a contemporary data source – an Internet‐mediated discussion forum – to explore the experiences of modern ‘ping‐pong poms’. A picture emerges of these migrants as exercising emotional reflexivity in dealing with the pull of family left behind, ‘homesickness’, the lack of a sense of belonging and their often‐disappointed dreams of a ‘better life’. By understanding the importance of emotions in people's decisions about return migration, policy can better attend to the realities of more mobile lives.  相似文献

Abstract

The purpose of this study is to identify the types of ethical dilemmas that Spanish social workers face in their respective areas of intervention. The intervention areas that have been studied are health, children, immigrants, women, family, marginalized persons, ethnic minorities, young people, prisoners, elderly people, refugees and asylum seekers, schools and social and employment-related integration, mental health, disability and drug addictions. A quantitative methodology was chosen using a version of the questionnaire prepared by Eileen J. Ain in a sample of 700 Spanish social workers. The statistical analysis shows the correlation between the different areas of intervention in Social Work and the most significant ethical dilemmas that such professionals have to solve. The most pertinent ethical dilemmas are found in the healthcare sector (confidentiality, disclosure of personal information and patient autonomy). The article is an important contribution for Social Work at the national level that emphasizes the importance of the ethics of Social Work in social interventions. It is proposed to deepen the investigation of each of the areas of intervention for future research, as well as to carry out comparative studies between different countries.  相似文献

This article contributes to the debate concerning pension financialization and how countries are adapting their pension systems to respond to demographic ageing. We do so by examining the statutory pension systems of Canada and Finland, which diverge interestingly from current international trends. The Canadian and Finnish public pension schemes reflect two tendencies often associated with pension financialization: an increasing reliance on financial markets and an investment policy with a diversified asset allocation. However, unlike in many other countries, this has not resulted in heightened individual risks in old-age income security caused by a shift from defined benefit to defined contribution pensions – an otherwise common trend internationally.  相似文献

This article analyses the patterns of reform in care policies in Bismarckian welfare systems since the early 1980s. Based on a comparison of France, Germany, Belgium and the Netherlands, the article shows that these reforms share similar logics and trajectories, which can be explained by the shared conservative and corporatist traits of Bismarckian labour markets and welfare state institutions and their impact on labour market adjustment possibilities and preferences. Indeed, we argue that care policy reforms have been very closely linked to specific employment strategies, and the politics of welfare without work and subsequent attempts to shift away from such a labour-shedding strategy go a long way in explaining both the nature and the timing of child- and elder-care policy reforms in Bismarckian welfare systems. The article also shows how a focus on promoting ‘free choice’ in all four countries has justified the introduction of measures that have simultaneously reinforced social stratification in terms of access to the labour market – meaning that some women have much more ‘free choice’ than others – and weakened certain labour market rigidities. To conclude, we argue that care policy reforms have provided a backdoor for the introduction of labour-cheapening measures and for increasing employment flexibility in otherwise very rigid labour markets.  相似文献

The International Association for Social Work with Groups Standards for the Practice of Social Work with Groups is an essential document for advancing practice and teaching about social work with groups. However, surveys have reported that many group workers know little about the Standards or about how to teach or apply group work knowledge and skills. This article summarizes the research on the development of a reliable and valid inventory based on the Standards and an effective teaching strategy to improve learning about the Standards. Summary Eighty-seven social workers, working in nine different mentalhealth settings, were administered four questionnaires tappingthe following variables: assertiveness in daily life; assertivenessin the job setting; role clarity; and job satisfaction. Stepwiseregression analysis showed assertiveness in the job settingto be strongly correlated with role clarity. Assertiveness indaily life was also significantly correlated with role clarity.Assertiveness in the work setting was significantly correlatedwith job satisfaction, although it was riot as powerful a predictorof satisfaction as of role clarity. Number of years of job experiencewas the most powerful predictor of job satisfaction. The implications for social work training and supervision aredescribed in light of the importance of assertive communicationin maintaining job clarity and job satisfaction within multidisciplinarysettings.  相似文献

This article examines the relationship between the causes and effects of fear in child protection social workers, and the effects of risk assessment and risk management policies on this area of work. The focus on risk assessment and risk management has become a major area of attention within practice, policy and management of child protection work in the UK in recent years. Concepts of risk as constructed by the media, government and the public are increasingly impacting upon professional practices. This article examines the basis and validity of risk assessments in the social professions field, and particularly within the child protection arena. The article goes on to examine the experiences of fear arising from the risk agenda, which affects frontline workers, managers and child protection agencies. This agenda arises from centrally produced risk assessment frameworks, alongside unrealistic expectations from central government of prediction of risk by the use of current risk assessment tools. Such controlling policies from central government can lead to fear and anxiety in social work professionals of not assessing and eliminating risk, as the government and their employing agencies are expecting them to do. The article also proposes that this risk agenda fails to address a key element in the assessment of risk – how social workers experience threats and stress in their work, and the pressures they can be subject to within it, particularly in relation to violence and threats from parent service users where their children are being investigated for possible child abuse.  相似文献

Abstract

Drawing from published accounts of the use of gas chromatography (GC) in the food industry, found in industry-specific journals, this article examines the role of GC in changing how perfumers and flavorists think about and shape the sense-able world. It shows that the development of a novel twist on GC – the use of an expert’s nose as a detecting device directly connected to the exit gasses of the gas chromatograph, rather than an instrumental detector – opened the door to a new way of categorizing aromatic molecules that changed the purpose of expert practices of smelling within the industrial context. The marriage of human and machine not only offered those tasked with developing the perfect flavor the tools for gaining information about what aspects of a flavor they wished to keep, it also helped identify what aspects they ought to discard or obfuscate in their search to improve the natural world of tastes and smells.  相似文献

Various waves of asylum seekers and resettled refugees arriving in Canada since the 1980s reflect the eruption of war and ethnic conflicts in parts of Africa, Central America, and South East Asia. Contrary to long‐established immigrant communities such as the Greeks, Italians, and Portuguese, these newcomers have had to fend for themselves and develop their own support networks, leading to new forms of organizing and to the formation of refugee community organizations (RCOs). This article discusses the findings of a 2008–2011 study on RCOs in Canada, specifically in Montréal and Winnipeg. The objective of the study was to understand the context in which RCOs have developed, the populations they serve, and the role they play in their ethnic communities. Working within the RCO paradigm, we analyze the creation of these organizations, contrast findings with research done in the UK, and raise issues for social work practice. Objective. This article examines whether and how young women's job mobility influences racial and ethnic wage‐growth differentials during the first eight years after leaving school. Methods. We use the NLSY‐79 Work History File to simulate the influence of job mobility on the wages of skilled and unskilled workers. Results. African‐American and Hispanic women average less job mobility than white women, especially if they did not attend college. Unskilled women who experience frequent job changes during the first four postschool years reap positive wage returns, but turnover beyond the shopping period incurs wage penalties. Job mobility does not appear to boost wage growth for college‐educated women. Conclusions. Among unskilled women, race and ethnic wage disparities partly derive from group differences in the frequency of job changes, but unequal returns to job mobility drive the wage gaps for skilled women. We discuss several explanations for these disparities.  相似文献

Heightened levels of internal labour mobility since the European Union (EU)'s Eastern enlargements in 2004 and 2007 have shifted the context for member state policies geared towards the admission of non-EU workers. This article contends that the strategic use of the internal mobility regime by member states, as a justification for selective recruitment of labour from outside the EU, deserves more analytical attention. This contribution examines how labour migration policies (LMP) in the United Kingdom, France and Germany make use of the EU free-movement framework in current legislation, and how associated policy rationales are justified. In an interpretive policy analysis of legislative documents and decision-makers' meaning-making, as related in semi-structured interviews, the article identifies the logics, tools and rationales which link LMP to EU free movement. These links are shown to be highly selective and they serve common as well as nationally distinct governance goals. Across all three cases LMPs ascribe various degrees of relevance to EU internal labour supply, depending on the different skill levels of migrants targeted in respective policies. This shared pattern of economic coordination of LMP by skill level – in which the EU common labour market plays the role of delimiting additional migration in the skilled and especially low-skilled segments – is conflated with national migration control agendas. Member states draw on EU free movement to justify migration restrictions targeted at specific sending countries. As a result, the governance of the foreign workforce produces skills- and origin-based privileges rather than granting rights to mobile migrant workers in Europe.  相似文献
