The People's Republic of China (PRC) is a nation composed of many ethnic groups. After the Communist victory of 1947, the government announced that there were 55 minority nationalities. The 1982 census provides demographic statistics concerning the position of those minorities within the population of the PRC. Since 1964, minority population has increased more rapidly than the population of the Han majority. Between 1953 and 1982, China's population increased 73.2%. The Han population increased 71.2%, the minorities, 90.4%. According to the 1982 census, the total fertility rate of the village-dwelling minorities in 1981 was 5.1%, while the fertility rate of the majority was 2.7%. The mortality rate of the various minorities decreased to the level of that of the Han. Consequently, the percentage of minorities in the total population also increased, from 5.8% of the total population in 1964 to 6.7% in 1982. The reasons for this increase include the following: the change in population reproduction brought about by democratic and socialist reform; the identification of minorities; improvement in health and medical facilities; the reinstatement of and change in racial minority policy promulgated in 1978; and intermarriage between minorities and Han Chinese. Although the minorities account for only 6.7% of China's total population, their distribution constitutes 62.5% of the nation's total area. In the past, the minorities have scattered to the various parts of the country and mingled with other ethnic groups. The high density of minorities is concentrated in the plains where the climate is mild and agricultural produce, such as wheat, rice, and corn, are cultivated. The lowest density areas with respect to the minorities are the inland highlands, deserts, and cold pastoral areas. The age structure of the minorities is young; the marriageable population is numerous; and the fertility rate is high. The educational standard of the minorities has been greatly enhanced, but is still lower than that of the Han Chinese.  相似文献

The birthrate of the Beijing (China) population dropped by 60% in the last 20 years. Consequently, population reproduction is characterized by a pattern of low birthrate, low mortality rate, and a low growth rate. The birthrate of the Beijing population was 36.30/1000 in 1950 and rose to 43.41/1000 in 1963. During the 1950-63 period, the average annual birthrate of Beijing population reached 36.71/1000 and the number of births was 2.23 million. Since the beginning of the 1970s, the rapid population growth has been effectively checked by great efforts made in practicing family planning. Over the 1970-83 period, the average annual birthrate dropped to 14.9/1000 and the number of births totaled 1.75 million. With the advance of the family planning effort, particularly acceptance of the concept of practicing family planning for the modernization drive, the people's reproductive notion has changed for the better. At this time, more and more men and women of reproductive age have broken away from the influence of old ideas such as "the earlier the couples have their sons, the soonner they will be helped." By 1982, the average age at 1st marriage was 25.8 years for males and 24.7 years for females. This was a remarkable change as compared with the 1960s. According to the 1982 population census, Beijing women over 60 years had 4.83 children, while those in the age groups 55-59, 50-54, 45-49, 40-44, 35-39, 30-34, and 25-29 has 4.81, 4.50, 3.72, 2.95, 2.32, 1.58, and 0.57 children respectively. The birthrate in China in 1985, according to Li Honggui, Deputy Director of the General Office, the State Family Planning Commission, was 17.8/1000 with a death rate of 6.57/1000 and a natural growth rate of 11.23/1000. The number of births in 1985 was 18,520,000; 59.1% of these births were 1st births, 24% 2nd births, and 16.9% 3rd or more births. Women of childbearing age who pledged to have only 1 child accounted for 15.6% but only for 10% in rural areas. The peak fertility age of Chinese women was 24. Due to the age structure, a birth boom will begin in 1986 and will last for a decade. It is projected that the natural population growth rate will rise to 12.4/1000 in the 1986-96 period. The Chinese government has advocated a "1 child for 1 couple" policy since 1979. Couples who have difficulties can have a 2nd child with approval. Minority nationalities are permitted to have 3 children. The strategy of China's family planning program is to combine the guidance of the government with the motivation of the population. Consequently, communication and education have been emphasized. The situation is reported to be improving. At this time, women are advised to terminate unplanned pregnancies as early as possible. Individuals who refuse to consider the advice will be taxed.  相似文献

During the 10 years from the late 1960's to the late 1970's, China's birth rate declined by 50%. Currently, however, China is in the midst of a baby boom. 3 statements characterize the birth rate: The growth rate is high (birth rate is 21.04/1000 in 1987 and natural increase was 14.39/1000); unplanned births are common; and population growth is varied in different areas of the country (10 provinces show 3rd or higher parity births at an average rate of 20%; the highest rate in a province is 45%). Several measures are suggested to deal with these population problems; increase nationwide awareness of population control; stabilize current family planning policies with only special case exceptions; expand contraceptive services and increase scientific research in the area of family planning; and enact economic and social welfare policies in line with population control.  相似文献

At the advent of the Republic in China in 1911, the minority issue took on its real dimension. Its founder Sun Yat Sen, aware of the fragility of the new Nation-State, and turning a deaf ear to the statistical evidence, tried to minimize the influence of the minorities and to enhance, in his writings and speeches, the demographic supremacy of the Hans. On the contrary, the communist regime since the very start (1949) made a full-fledge recognition (including religion as a criterionr of ethnic minorities. There are now 55 minority groups, amounting to 120 million inhabitants, almost 10% of the population. This article explores the relationship between fertility trends since 1970, as depicted in the single age and sex structures in the 1990 census, and socio-economic, cultural and religious factors. Most sinicized minorities (Manchu, Mongols, Koreans …) have more or less followed the same pace of fertility transition as the Hans, under the yoke of the tough restrictive population policy. On the other hand, fertility trends among the less sinicized groups (Tibetans, Uigurs, Kazakhs and Kirgiz), have been largely at odds with the mainstream Han group. Their fertility remained high at the very moments when it was sharply reduced among Hans and decreased when Han fertility was remaining almost stable. This reflcts the fact that the Chinese authorities have conceded substantial privileges to their minorities, especially in the frontiers by relaxing the family planning policy. Religion as such does not emerge as a key explanatory variable explaining fertility differences. Hence, fertility among Moslem minorities has diverged to a great extent among the more integrated Hui minority, on the one hand, and the Turkic ones (Uigurs, Kazakhs and Kirgiz), on the other. Whereas the patterns of the Hui fertility were always in line with those of the Hans, the Xinjiang populations have displayed a higher than expected fertility, which might be a demographic response to the ambitions of the central government, whose aim was to strenghten its buffer-zone in the Turkic regions by drowning them under the masses of Han immigrants. The proportion of ethnic Chinese in Xinjiang has thus increased from a mere 7% in 1953 to some 40% today. However, this proportion is unstable and likely to decrease in the near future under the impact of the higher natural growth of the Turkic populations.  相似文献

The population reproduction patterns of China's minority groups differ to some extent from those of China as a whole. The population of some of the national minorities, such as the Mongolian, tibetan, and Hezhen nationalities, was actually decreasing before liberation. Cited as causal factors are the oppressive policies of past dynasties, lack of medical care in minority areas, and, in some instances, the religious imposition of strict celibacy on significant numbers of the male populaton. After libertation, reproductive patterns were characterized by a high birth rate and low mortality, resulting in a high growth rate. For example, in 1939-408 the birth rate among the Mongolian nationality in Inner Mongolia was 21.7, and the death rate was 28.3, resulting in a negative growth rate. In the period 1952-3, the birth rate rose to 41.5 while the death rate fell to 17.9 resulting in a growth rate of 23.6. This rapid transition is attributed to State policies of accelerated economic and cultural development in the minority areas, and the development of medical facilities. At present, a 3rd population pattern, characterized by a low birth rate, low mortality, and consequent low growth rate, is being seen among the national minorities. This is attributed to the leadership exhibited by minority cadres in family planning work. While advocating family planning, the State adopted a more flexible policy towards the minorities. A government directive stipulates that the specific rules can be drawn up according to the actual conditions by the nationality autonomous local authorities and the related provinces and autonomous regions. Family planning work has been achieved through the mobilization of the minority populations by the cadres, and by mass education on population theory and the relation between religious beliefs, marriage, and customs and family planning. Freedom of the minority people to preserve or reform their religious belief and customs has been absoluetely respected.  相似文献

China is a Socialist country which is composed of numerous ethnic groups. In addition to the Han people, there are 55 minorities in various parts of China. Since liberation (1949), the lives of the minorities have improved greatly. There has also been reasonable advancement in their local economic situation, cultural and educational establishments, and health care, and the population growth among ethnic minorities has also increased rapidly. At the present time, the rate of population growth among the minorities is extremely high, and the age structure of the minority population is young. The custom of early marriage and having children at a young age is still popular. The levels of economic development, cultural and educational establishments and medical and health care are still too low to satisfy current needs of the local people. Within a short period of time, population growth among the minorities may reach among climax, and the problem of overpopulation may become more serious. This new trend is not encouraging for the economic and cultural development of the minority people. In order to protect the economic situation of the minority population, various rules and regulations should be established according to local situations, and work in family planning and birth control is also urgently needed for the minorities.  相似文献

Pingtang County, Guizhou Province, is the home of the Bu-i and Miao minorities, who comprise 55% of the county's population. Since 1980, the county has vigorously followed family planning such that the rate of birth control rose from 20% in 1978 to 95% in 1985, the rate of natural growth went from 34/1000 to 3.6/1000, and the multiple child rate dropped to about 6% from 37.7% Following 5 years of work, the following observations are made: 1) The first step is to determine whether or not to have family planning because the common feeling about minorities is that by virtue of being a minority, family planning is not a serious issue. But family planning became a necessity when it was realized that population was growing faster than food production, creating problems in housing and public health, and in a dependence on the nation at large. 2) The initial step in family planning is ideological; a plan should be implemented whereby goals to reform old customs and thoughts (such as favoring males over females) are carried out by local leaders and cadres at all levels.  相似文献

The population of minority groups has been increasing rapidly in recent years, but the rate of increase is different depending on the region, for various reasons: 1) Population increase rates are high in flat, low regions with warm weather, a good natural environment, and good transportation systems. Productivity is beginning to lag behind population growth (population increased by 90% from 1953 to 1982). 2) Population is increasing at a slower rate in high regions with cool weather and an average natural environment. The productivity growth rate in these regions is about the same (the population increased by 37.5% from 1949 to 1980). 3) Population is increasing at a lower, or even negative, rate in mountainous regions with little flat land and poor transportation service. 4) In some regions, large families are predominant because of tradition and/or religion. In some minority groups, where large extended families are the rule, increases are low because of health problems. People in minority groups are willing to practice family planning, but it is impossible to make one general family planning policy because people in different regions face different problems.  相似文献

Due to imperfections in the current family planning (FP) policy, and the differences un program implementation in urban and rural areas, the fertility of the urban population with higher IQ scores is under control but this is not the case for the rural population. Among rural couples, one child is rare and two or three are commonplace, while in cities over 70% of couples are having one child. In the metropolitan cities, this figure is about 90%. In the rural areas, provision of education is a serious problem because of insufficient resources, a lack of qualified teachers and inadequate facilities. At the present, at least 3 million school age children in rural areas can not go to primary school. Besides there is a big contrast in FP practice between Han nationality and minorities. Population growth is basically under control among the more advanced Han nationally but not among the less advances minority nationalities. This growth rate among the minority population was about 50.27/1000 in the past five years, which is alarming. Furthermore, the couples given opportunity to have a second child are often those whose first child had birth defects or is mentally retarded, whereas couples with a normal child can have only one child. This has become a vicious circle, since subsequent children are more likely to have the same birth defects. It was discovered from a 1983-85 survey that the prevalence of birth defects was 12.8/1000. The current situation is that the fertility of urban, educated, and healthy people is restricted while the less educated, those living in less developed areas, and those with health defects are having more children. The outcome of this situation is the decline of national population quality, which greatly deviates from the original intention of the FP.  相似文献

The Chinese State Council exhorted the masses in 1984 and 1986 to improve upon its adherence to the birth policy. The policy of 1 child per couple is the proper policy reflecting specific historical conditions. China's goal to modernize cannot be realized if the population grows unchecked. With the exception of minorities and certain rural families, all couples are affected by this policy. The 1 child rate jumped from 20.73% in 1970 to 58.3% in 1984, while the 3 child rate dropped to 19.8% from 60.21% during those years. In order to solve one of China's major future population problems, it is necessary to continue advocating 1 child per couple. With the 1986 population at 1,060,080,000, China's average per capita income is among the lowest in the world. It is not enough simply to improve the economy. Population growth must be contained at 1,200,000,000 by 2000. If every couple were permitted 2 children, and allowing for unplanned births, the population would be 1,300,000,000 in 2000. Therefore, it is essential to encourage more couples to limit families to 1 child through example by officials, propaganda, material incentives and priorities in jobs and housing.  相似文献

In seeking a solution to its population problem, China, as a developing socialist country, has been making unremitting efforts to develop economy while controlling the rapid growth. The objective is to control rapid population growth so that population growth may be in keeping with socioeconomic development and commensurate with utilization of natural resources and environmental protection. In the past decade, and particularly since 1979, China has made much progress in developing economy and gained remarkable successes in controlling population growth. The natural population growth rate dropped to 1.15% in 1983, from 2.089% in 1973. Living standards have improved with a gradual annual increase of per capita income. All this proves that the policy of promoting family planning to control population growth along with planned economic development is correct. In China family planning is a basic state policy. The government has advocated the practice of "1 couple, 1 child" since 1979. This does not mean that 1 couple could have 1 child only in every case. The government provides guidance for the implementation of family planning programs in the light of specific conditions such as economic developments, cultural background, population structure, and the wishes of the people in different localities. The requirements are more flexible in rural than in urban areas and more so among the people of national minorities than among the people of the Han Nationality. In rural areas, couples who have actual difficulties and want to have 2 children may have a 2nd birth with planned spacing. In carrying out its family planning program, China has consistently adhered to the principle of integrating state guidance with the masses' voluntariness. The government has always emphasized the importance of encouraging the people's own initiatives, through publicity and education, which is the key link in implementing the family planning program.  相似文献

The Guangxi Autonomous Region has the largest number of minorities in China. Since 1949, great progress has been achieved in the areas of politics, the economy, culture and education, public health, science and technology, and production businesses. The living standard for the minorities as been raised, and the minority populationshows a trend toward rapid growth. As a matter of fact, the population growth for the minorities exceeds that of te Han people, and an imbalance exists in the population growth of minorities. Population growth does not match the development and production of material resources. The rapid population growth has an adverse impact on the increase in average income and an adequate supply of consumer goods for all the people. In addition, great pressure has been experienced in education, public health, and other developments at the local level. The promotion of population quality for the minorities has also been slowed because of the rapid population growth in quality. At the present time, minorities in the Guangxi area need to develop their economy with greater effort. In addition, they need to practice effective family planning measures with more enthusiasm so that they may gradually reduce the population growth rate and reach a harmony between economic growth and social development.  相似文献

Population control in China has been very successful in combatting the extremely rapid growth in population (birth rate: 1960's 33.65/1000; 1970's 24.57/1000; 1980's 18.3/1000). The female mean age for 1st marriage has increased from 19 in the 1950's to 22.63 in the 1980's. Infant mortality has declined substantially from the 1950's to the present (200 deaths/1000 vs. 81.3/1000 (cities)). Most people have embraced family planning and population control and have emphasized quality of childrearing vs. quantity. The goals of China's policy are as follows: economic development of the nation and well-being of individuals; coordination of population growth and socioeconomic development; implementation not only in accordance with state condition, but also according to the wishes of the people; continued success of the population and family planning organization network; integration of state guidance with individual voluntariness; and strengthening the unified leadership of the state. China's 3rd baby boom began in 1986 and will last through 1995. Unplanned children will count as 30% of the annual births. Government action is attempting to strengthen family planning education and research. These measures will help control the expected population boom.  相似文献

The National Family Planning Working Conference convened on August 10-16, 1982 in Beijing, China. Among the 250 conferees were family planning representatives from various provinces, cities, autonomous regions, the People's Liberation Armt, representatives of partial progressive areas, counties, communes, the Central Committee, State Council, All China Women's Federation, All China Federation of Trade Unions, journalists and population theorists. Topics of discussion included the current situation of family planning work, how to implement the Central Committee's directive on improving family planning work, and the relationship between population law and population development by the year 2000. On August 18 Premier Zhao Ziyang told various representatives at a meeting that population control was a longterm national policy and emphasized its importance in long-range economic and social planning. The Vice-premier of the Chinese People's Political Consultative Conference, Wang Shoudao, implored the representatives to understand the directive's contents and said family planning would serve later generations. The Chairman of the National Family Planning Commission, Quian Xinzhong, reviewed the current population situation, noting the encouraging fact that the birth rate for the first 6 months of 1982 was higher than the first 6 months in 1981 by only 1/1000. In order to raise birth control work to a new level, he suggested the following steps: strengthen family planning propaganda; strenuously follow the policy of 1 child per family; obtain permission to have a 2nd child; oppose unplanned births; establish various birth control responsibility systems; and improve contraceptive research and techniques.  相似文献

On the basis of 1982 census data, it is estimated that from 1987-1997 13 million women will enter the age of marriage and child-bearing each year. The tasks of keeping the population size around 1.2 billion by the year 2000 is arduous. Great efforts have to be made to continue encouraging one child/couple, and to pursue the current plans and policies and maintain strict control over fertility. Keeping population growth in pace with economic growth, environment, ecological balance, availability of per capita resources, education programs, employment capability, health services, maternal and child care, social welfare and social security should be a component of the long term development strategy of the country. Family planning is a comprehensive program which involves long cycles and complicated factors, viewpoints of expediency in guiding policy and program formulation for short term benefits are inappropriate. The emphasis of family planning program strategy should be placed on the rural areas where the majority of population reside. Specifically, the major aspects of strategic thrusts should be the linkage between policy implementation and reception, between family planning publicity and changes of ideation on fertility; the integrated urban and rural program management relating to migration and differentiation of policy towards minority population and areas in different economic development stages. In order to achieve the above strategies, several measures are proposed. (1) strengthening family planning program and organization structure; (2) providing information on population and contraception; (3) establishing family planning program network for infiltration effects; (4) using government financing, taxation, loan, social welfare and penalty to regulate fertility motivations; (5) improving the system of target allocation and data reporting to facilitate program implementation; (6) strengthening population projection and policy research; (7) and strengthening training of family planning personnel to improve program efficiency.  相似文献

China is facing a baby boom in the next ten years. Now is a perfect time to formulate legislature on family planning (FP) to strengthen the current policy and regulations in order to slow the momentum of excessive population growth. As a result of current economic reform and implementation of the rural household responsibility system, the migrant population has increased tremendously. The fact that millions of rural farmers are shifting to non-agricultural areas created new challenges to the effectiveness of traditional measures of the FP program. Promulgating laws and legislature will facilitate the job of FP. The law should stress the restriction of population growth and encouraging one child per couple. In the rural area it is not feasible to implement the one child policy indiscriminately. Under the policy of one child for a majority of the couples, no third birth is permitted. Local governments should be given the authorization to grant permission for second births for special cases within the birth planning quota. Allowing people living in poor and less developed areas to have more children and granting mothers of handicapped children permission to have an additional child were in fact facilitating the deterioration of the quality of the population. Some current policy in rural income distribution and social welfare was beneficial to large-sized family. Such policies should be changed to give incentives to small-sized families.  相似文献

There are 9 districts and 7 townships under the jurisdiction of Yuxi City in the Yunnan Province with a population of more than 280,000. The agricultrual population accounts for 85.3% and minority nationalities represent 11.6%. In the past few years, family planning has been carried out in an earnest way in Yuxi City. The natural population growth rate dropped from 17.5 per 1000 in the 1970s to 9 per 1000 in 1984 and the proportion of the 3rd or higher parity births dropped from 34% in 1979 to 2.14% in 1984. The workers of the Family Planning Committee of the Yuxi City program provide good service for family planning in 7 aspects; 1) publicity service; 2) economic aid for single-children households; 3) technical service for birth control; 4) welfare service; 5) health service; 6) service for infertile couples; and 7) nurseries, kindergartens and homes for the aged.  相似文献

Hai-nan Island is under the jurisdiction of Guangdong Province and has a population of 5,520,000, of which 85% belong to the Han ethnic group, and 13.4% to the Li ethnic group, and there are other small minorities. Since 1949, the population of Hai-nan Island has more than doubled, and a serious population problem exists. Among the minorities, the population growth for the Li people in 1 autonomous region of the Island has been very rapid for 2 reasons: 1) the large number of immigrants moving in from other places, and 2) a high fertility rate among the Li people. In order to slow down the rate of population growth on the Island, the 1st step should be to slow down the growth rate of the largest ethnic group, the Han people. The Li people live mainly in rural and poor areas, and their production level has been very low. In the past 30 years, tremendous progress has been made to improve the health care and livelihood of the Li people. Before 1949, the total number of Li people was only 300,000. By 1980, the Li population had increased to more than 740,000, more than doubling the 1949 figure. This rapid population growth has helped economic development in the areas inhabited by the Li people. On the average, each household in the Li autonomous region has 5.3 children. In order to further improve the living standard of the people, family planning is needed for the Li community. The traditional belief of having more children is currently undergoing a change in the minds of the Li people. The policy of offering economic reward to those who follow family planning regulations is working, and more work is needed to curb rapid population growth.  相似文献

The causes and implications of Kenya's 4% rate of natural increase and fertility rate of 8.1 births per woman were examined. Attention was directed to the following: pronatalist pressures; inadvertent pronatalist impact of development; women's education and employment and fertility; population growth and pressures; mortality decline and population growth; fertility levels and differentials; fertility desires; the family planning program; and family planning knowledge, attitudes, and practice. Kenya's development success has worked to push up the population growth rate. Improved health care and nutrition halved infant mortality from 160 to 87 deaths/1000 live births between 1958 and 1977 and a marked increase in primary school enrollment may be factors in the birthrate increase to 53/1000 population. At this time fertility is highest among women with 1-4 years of education. The 1977-1978 Kenya Fertility Survey showed that only 5.8% of married women were using modern contraception, indicating that the national family planning program, established in 1967, has made little progress. Program difficulties have included shortages of staff, supplies and easily accessible clinic as well as an almost universal desire on the part of Kenyans for families of at least 7 children. Children are viewed as essential to survival and status to the rural population.  相似文献
