In this paper, we exploit pension reform-induced changes in retirement eligibility requirements to assess the role of grandparental childcare availability in the labor force participation of women with children under 15. Our analysis shows that, among the women studied, those whose own mothers are retirement eligible have a 11% higher probability of being in the labor force than those whose mothers are ineligible. The pension eligibility of maternal grandfathers and paternal grandparents, however, has no significant effect on the women’s labor force participation. We also demonstrate that the eligibility of maternal grandmothers mainly captures the effect of their availability for childcare. Hence, pension reforms, by potentially robbing households of an important source of flexible, low-cost childcare, could have unintended negative consequences for the employment rates of women with young children.  相似文献

The relationship between AFDC, Food Stamp, and Medi-Cal Program eligibility, on the one hand, and labor force participation, on the other, was analyzed by comparing the labor force participation rates of women of Mexican origin who were fully eligible for these programs with those of less eligible women. Marital status, husband's income, and legal residence in the United States were used to define levels of program eligibility for this sample. The effects of education, English fluency, age, the number and ages of children, and the number of other adults in the household (excluding the mother and spouse) were controlled in logistic regression procedures. The results of the multivariate analyses show that AFDC, food stamps, and Medi-Cal combined inhibit the labor force participation of unmarried mothers. There is no evidence, however, that food stamps and Medi-Cal influence the labor force participation of married mothers. Earnings information on this sample of California women indicate that welfare benefits for unmarried mothers are highly competitive with net earnings, primarily because of the cost childcare. The data imply that free or subsidized childcare would increase labor force participation and reduce AFDC enrollment.  相似文献

This paper investigates whether the inclusion of nonnuclear adults in a household facilitates the labor force participation of single and married mothers. Results based on a sample of extended and nuclear households show that the extension mechanism facilitates the labor market entry of married mothers, but not of single mothers. Interactions between extended structure, ethnicity, and poverty, however, suggest a complex relationship. For extended family households, the gender and employment characteristics of nonnuclear adults affected the labor force participation of single mothers, but the number of nonnuclear members was inversely associated with the market activity of married mothers. Policy implications are discussed in the final section.  相似文献

In contrast with global trends, India has witnessed a secular decline in women’s employment rates over the past few decades. We investigate this decline in rural areas, where the majority of Indian women reside. Using parametric and semi-parametric decomposition techniques, we show that changes in individual and household attributes fully account for the fall in women’s labor force participation in 1987–1999 and account for more than half of the decline in 1999–2011. Our findings underscore increasing education levels among rural married women and the men in their households as the most prominent attributes contributing to this decline. We provide suggestive evidence that changes in more educated women’s relative returns to home production compared with market production may have adversely affected female labor force participation in rural India.  相似文献

The present study investigates the determinants and patterns of married women's labor force participation in Korea. Married women's employment in Korea is largely determined by age, urban residence, household characteristics of the husband's socioeconomic status, family income, fertility, and the lagged effect of work. Older age, rural residence, inferior household economic condition, and recent work experience are the major positive causes of married women's participation in the market work. On the other hand, younger women with preschool children, who currently reside in urban areas, enjoying better household economic conditions (due to higher socioeconomic status of husbands and/or higher family income) are the groups of women with the smallest probability of working in the market. Married women's employment pattern in Korea shows a pattern typical of less-developed and low-income countries in two aspects: married women working and characterized by a low level of education; the difference between urban and rural areas in terms of work participation pattern is remarkable. Although Korea belongs to the advanced group of currently industrializing countries, she lags behind with other developing countries in terms of married women's employment. Moreover, it is difficult to predict in advance that Korea would have similar experiences as those of contemporary advanced countries.  相似文献

Economic models of household behavior typically yield the prediction that increases in schooling levels and wage rates of married women lead to increases in their labor supply and reductions in fertility. In Italy, low labor market participation rates of married women are observed together with low birth rates. Our explanation involves the Italian institutional structure, particularly as reflected in rigidities and imperfections in the labor market and characteristics of the publicly-funded child care system. These rigidities tend to simultaneously increase the costs of having children and to discourage the labor market participation of married women. We analyze a model of labor supply and fertility, using panel data. The empirical results show that the availability of child care and part time work increase both the probability of working and having a child. The relationship between socio-economicstatus and fertility among married women is examined, using data from the 1/1,000 sample from the 1960 United States Census of Population and the 1960 Growth of American Families Study. Both sets of data indicate that the negative relationship between socio-economic status and fertility is still prevalent but may reflect different patterns of child-spacing rather than completed fertility. Labor force participation among these women is found to be negatively related to the number of children ever born. To determine the degree of involvement in this type of non-familial role, the work index or proportion of one’s married life engaged in the labor force is developed. The work index is found to be a particularly sensitive measure of involvement in the worker role vis-a-vis their fertility. The working hypothesis of this study, that such non-familial activity has a different effect according to one’s socio-economic status, is borne out. Participation in the labor force results in a relatively larger reduction in the fertility of upper status women than for those of lower status. However, this relationship apparently holds true only for those women from rural backgrounds but not for those from large urban areas.  相似文献

A focal issue in international immigration research has been immigration adaptation and assimilation and especially absorption and integration of immigrants into labor force roles. Nevertheless, such research has largely been focused on immigrant men, neglecting the systematic examination of labor force participation among immigrant women. This research is focused on the correlates of economic activity among immigrant and native born Jewish, urban, married females aged 18–54 in Israel. The specific objectives of the investigation are: (1) the impact of education, socioeconomic status, familial child care burdens, and ethnic background on the economic activity of native-born and immigrant, married women; and (2) to evaluate the extent to which the above patterns vary by veterancy and age. The data for this analysis are drawn from Israel's quarterly labor force survey of 6,000 families for 1970 and 1971. Education, socioeconomic status, ethnic origin, and child care burden were all found to have some effect on women's labor force participation; however, the pattern of effect was different for younger and older women and varied by veterancy status. Chinese women have reached a high level of labor force participation before China’s deepening economic reform starting from the early 1990s, while women’s deteriorating position in the labor market has been documented in recent literature. However, few studies connect the relationship between the presence of children at different ages and women’s labor market outcomes. Capitalizing on longitudinal data, this study uses a person-fixed-effects model to investigate the relationship between motherhood stages and women’s economic outcomes in urban China. It takes into consideration the impact of children at various ages, as well as the impact of growth in local economies. We find that very young children inhibit mothers’ employment, but the presence of school-aged children is positively correlated with mothers’ income. Our analysis further suggests that, with the development of local economies, the negative association of very young children and women’s labor activity is exacerbated, while the positive relationship between school-aged children and mothers’ income is weakened. Our findings also contribute to the literature on labor market institutions, gender-role ideologies, and the impact on women’s economic outcomes as they balance work with childrearing obligations.  相似文献

This paper uses Swedish and German micro data on wages, hours of work and human capital related variables for German and Swedish couples. When separate taxation was introduced in Sweden in 1971, incentives for married women to supply more labor to the market, was an important argument. A comparison with the behavior of German women, who are confronted with the high marginal taxes of split taxation, is a way of evaluating this policy. Effects of the specific tax systems are incorporated in logit analysis or married women's labor force participation. German and Swedish regressions differ significantly. Children are for example a major detering factor for German women's labor force participation but not for Swedish women.I have received helpful comments on earlier versions of the paper from Wim Groot, Christof Helberger, Notburga Ott, Robert J. Exploiting the exogenous variation in user fees caused by a Swedish childcare reform, we are able to identify the causal effect of childcare costs on fertility in a context in which childcare enrollment is almost universal, user fees are low, and labor force participation of mothers is very high. Anticipation of a reduction in childcare costs increased the number of first and higher-order births, but only seemed to affect the timing of second births. For families with many children we also find a marginally significant negative income effect on fertility.  相似文献

This study focuses on the role of social policies in mitigating work-family incompatibilities in 27 countries. We ask whether work-family conflict is reduced in countries that provide family-friendly policies and flexible employment arrangements, and whether women and men are similarly affected by such policies. The study, based on the ISSP 2002, demonstrates considerable variation among countries in the perceived work-family conflict. In all but two countries, women report higher levels of conflict than men. At the individual level, working hours, the presence of children and work characteristics affect the perception of conflict. At the macro level, childcare availability and to a certain extent maternity leave reduce women's and men's sense of conflict. Additionally, the availability of childcare facilities alleviates the adverse effect of children on work-family balance for mothers while flexible job arrangements intensify this effect.  相似文献

Married women who migrate with their families experience relative earnings losses after migration. In this study, we use data from the 1987 Wave of the Panel Study of Income Dynamics to explicitly examine the relative importance of three sources of those losses: labor force participation, hours of labor supplied, and wages. We estimate earnings models with Heckman's sample selection method for each of four years following migration. The results and subsequent coefficient decomposition methods show that labor force exit and a reduction of labor supplied contribute the largest share to the earnings penalty attached to migration for married women. The participation effect, although reduced in size, is significant for three years following migration. The wages of employed married women who migrate appear to be unaffected in any year following migration.  相似文献

Employment of married mothers with preschool children rose dramatically between 1971 and 1990. Using CPS data, we find that about one-fifth of the increase in labor supply can be attributed to changes in mothers’ demographic characteristics (age, education, and number of children). Changes in the earnings opportunities of new mothers and their husbands explain another one-fifth of the growth in employment. Over the two decades, infants up to three months old became less of a barrier to employment, while women’s labor supply became more sensitive to their own earnings opportunities and less sensitive to those of their husbands.  相似文献

Relative cohort size—the ratio of young adults to prime‐age adults—and relative income—the income of young adults relative to their material aspirations—have experienced substantial changes over the past 40 years. Results here show that changes in relative cohort size explain about 60 percent of the declines in women's starting wage—both relative and absolute—in 1968–82, and 97 percent of its increase in 1982–2001. Relative income is hypothesized to affect a number of behavioral choices by young adults, including marriage, childbearing, and female labor force participation, as young people strive to achieve their desired standard of living. Older family income—the denominator in a relative income variable—increased by 59 percent between 1968 and 2000, and then declined by 9 percent. Its changes explain 47 percent of the increase in the labor force participation of white married women in their first 15 years out of school between 1970 and 1990, and 38 percent of the increase in hours worked in the same period. The study makes use of individual‐level measures of labor force participation and employs the lagged income of older families in a woman's year‐state‐race‐education group to instrument parental income and hence material aspirations.  相似文献

Women’s empowerment is important indicator for social development, yet there has not been a practical index on women’s empowerment at household level, especially for developing countries. Previous studies have suggested a theoretical framework of four components of women’s empowerment at household level: women’s labor force participation, women’s household decision-making, women’s use of contraception and women’s education. In this study, a measurement of women’s empowerment is developed using principal axis factoring with micro data from the Demographic and Health Surveys on four Southeast Asia countries including Cambodia, Indonesia, Philippines and Timor-Leste. The results has consistently found three factors including women’s labor force participation, women’s education and women’s household decision-making that affect individual women’s empowerment. Nevertheless, despite the literature suggested by other studies, very little evidence was found to support family planning use as one of the components of women’s empowerment in these countries. The new measurement also provides a solution for the problem of lacking household level data in current indices. More importantly, the construction of the measurement is practically applicable in more than 90 developing countries where the Demographic and Health Surveys are available.  相似文献

"This article investigates how the patterns of Korean women's labor force participation have changed during the 1960s and the 1970s, [periods] of rapid economic development and social changes. The discussion focuses on the comparison of three sets of cross-sectional data derived from the 1960, 1970 and 1980 [Republic of Korea] censuses. Although not dramatic, the gross rates of women's labor force participation show an upward trend. A very high and rapidly increasing rate of rural women's labor force participation did not result in a big increase in the total rate because of the significant rise in the proportion of the population living in urban areas. However, the employment structure and patterns of women's labor force participation have changed significantly, especially in urban areas."  相似文献

Women made up 43% of the U.S. labor force in 1980, up from 29% in 1950, and 52% of all women 16 and over were working or looking for work compared to 34% in 1950. The surge in women's employment is linked to more delayed marriage, divorce, and separation, women's increased education, lower fertility, rapid growth in clerical and service jobs, inflation, and changing attitudes toward "woman's place." Employment has risen fastest among married women, especially married mothers of children under 6, 45% of whom are now in the labor force. Some 44% of employed women now work fulltime the year round, but still average only $6 for every $10 earned by men working that amount. This is partly because most women remain segregated in low paying "women's jobs" with few chances for advancement. Among fulltime workers, women college graduates earn less than male high school dropouts. Working wives were still spending 6 times more time on housework than married men in 1975 and working mothers of preschool children are also hampered by a severe lack of daycare facilities. Children of working women, however, appear to develop normally. Equal employment opportunity and affirmative action measures have improved the climate for working women but not as much as for minorities. The federal income tax and social security systems still discriminate against 2 income families. Woman's position in the U.S. labor force should eventually improve with the inroads women are making in some male-dominated occupations and gains in job experience and seniority among younger women who now tend to stay in the labor force through the years of childbearing and early childrearing, unlike women in the 1950s and 1960s.  相似文献

The effect of economic development on labor force participation rates of older men and women is examined using national data for 134 countries. The analysis provides new insights into the evolution of retirement patterns with rising personal income, slowing population growth, the aging of the population, and shifts in the composition of employment. The analysis indicates a negative relationship between per capita income and labor force participation rates. This relationship is stronger for older men than for older women and is most apparent among middle income countries. An older population is associated with lower participation rates for older men and higher widow rates produce higher participation rates among older women. Industrial changes such as a decline in the proportion of the labor force employed in agriculture lower the proportion of older persons in the labor force. Finally, national social security policies are shown to impact the proportion of older persons that remains in the labor force.  相似文献
