Decisions about management of invasive species are difficult for all the reasons typically addressed by multiattribute decision analysis: uncertain outcomes, multiple and conflicting objectives, and many interested parties with differing views on both facts and values. This article illustrates how the tools of multiattribute analysis can improve management of invasive species, with an emphasis on making explicit the social values and preferences that must inform invasive species management. Risk assessment protocols developed previously for invasive species management typically suffer from two interacting flaws: (1) separating risk assessment from risk management, thus disrupting essential connections between the social values at stake in invasive species decisions and the scientific knowledge necessary to predict the likely impacts of management actions, and (2) relying on expert judgment about risk framed in qualitative and value-laden terms, inadvertently mixing the expert's judgment about what is likely to happen with personal preferences. Using the values structuring and probability-modeling elements of formal decision analysis can remedy these difficulties and make invasive species management responsive to both good science and public values. The management of feral pigs in Hawaiian ecosystems illustrates the need for such an integrated approach.  相似文献

Invasive species risk maps provide broad guidance on where to allocate resources for pest monitoring and regulation, but they often present individual risk components (such as climatic suitability, host abundance, or introduction potential) as independent entities. These independent risk components are integrated using various multicriteria analysis techniques that typically require prior knowledge of the risk components’ importance. Such information is often nonexistent for many invasive pests. This study proposes a new approach for building integrated risk maps using the principle of a multiattribute efficient frontier and analyzing the partial order of elements of a risk map as distributed in multidimensional criteria space. The integrated risks are estimated as subsequent multiattribute frontiers in dimensions of individual risk criteria. We demonstrate the approach with the example of Agrilus biguttatus Fabricius, a high‐risk pest that may threaten North American oak forests in the near future. Drawing on U.S. and Canadian data, we compare the performance of the multiattribute ranking against a multicriteria linear weighted averaging technique in the presence of uncertainties, using the concept of robustness from info‐gap decision theory. The results show major geographic hotspots where the consideration of tradeoffs between multiple risk components changes integrated risk rankings. Both methods delineate similar geographical regions of high and low risks. Overall, aggregation based on a delineation of multiattribute efficient frontiers can be a useful tool to prioritize risks for anticipated invasive pests, which usually have an extremely poor prior knowledge base.  相似文献

This article describes the anti-terrorism risk-based decision aid (ARDA), a risk-based decision-making approach for prioritizing anti-terrorism measures. The ARDA model was developed as part of a larger effort to assess investments for protecting U.S. Navy assets at risk and determine whether the most effective anti-terrorism alternatives are being used to reduce the risk to the facilities and war-fighting assets. With ARDA and some support from subject matter experts, we examine thousands of scenarios composed of 15 attack modes against 160 facility types on two installations and hundreds of portfolios of 22 mitigation alternatives. ARDA uses multiattribute utility theory to solve some of the commonly identified challenges in security risk analysis. This article describes the process and documents lessons learned from applying the ARDA model for this application.  相似文献

Five potential sites nominated for the Nation's first geologic repository for disposing of nuclear waste are evaluated using multiattribute utility analysis. The analysis was designed to aid the Department of Energy in its selection of 3 sites for characterization, a detailed data-gathering process that will involve the construction of exploratory shafts for underground testing and that may cost as much as $1 billion per site. The analysis produced insights into the relative advantages and disadvantages of the nominated sites and clarified current uncertainties regarding repository performance.  相似文献

The Department of Homeland Security (DHS) characterized and prioritized the physical cross‐border threats and hazards to the nation stemming from terrorism, market‐driven illicit flows of people and goods (illegal immigration, narcotics, funds, counterfeits, and weaponry), and other nonmarket concerns (movement of diseases, pests, and invasive species). These threats and hazards pose a wide diversity of consequences with very different combinations of magnitudes and likelihoods, making it very challenging to prioritize them. This article presents the approach that was used at DHS to arrive at a consensus regarding the threats and hazards that stand out from the rest based on the overall risk they pose. Due to time constraints for the decision analysis, it was not feasible to apply multiattribute methodologies like multiattribute utility theory or the analytic hierarchy process. Using a holistic approach was considered, such as the deliberative method for ranking risks first published in this journal. However, an ordinal ranking alone does not indicate relative or absolute magnitude differences among the risks. Therefore, the use of the deliberative method for ranking risks is not sufficient for deciding whether there is a material difference between the top‐ranked and bottom‐ranked risks, let alone deciding what the stand‐out risks are. To address this limitation of ordinal rankings, the deliberative method for ranking risks was augmented by adding an additional step to transform the ordinal ranking into a ratio scale ranking. This additional step enabled the selection of stand‐out risks to help prioritize further analysis.  相似文献

We critique two 1986 Department of Energy reports concerning the selection of sites for characterization as the nation's first high-level nuclear waste repository. We find that the multiattribute utility analysis of the five nominated sites was well done, although we express concern about the assessed probabilities, question the construction of two important attribute scales, and disagree with some of the value tradeoffs that were used. In contrast, we find the logic of the recommendations report to be weak and unconvincing.  相似文献

Health risks from fossil, renewable and nuclear reference energy systems are estimated following a detailed impact pathway approach. Using a set of appropriate air quality models and exposure-effect functions derived from the recent epidemiological literature, a methodological framework for risk assessment has been established and consistently applied across the different energy systems, including the analysis of consequences from a major nuclear accident. A wide range of health impacts resulting from increased air pollution and ionizing radiation is quantified, and the transferability of results derived from specific power plants to a more general context is discussed.  相似文献

A deliberative method for ranking risks was evaluated in a study involving 218 risk managers. Both holistic and multiattribute procedures were used to assess individual and group rankings of health and safety risks facing students at a fictitious middle school. Consistency between the rankings that emerged from these two procedures was reasonably high for individuals and for groups, suggesting that these procedures capture an underlying construct of riskiness. Participants reported high levels of satisfaction with their groups' decision-making processes and the resulting rankings, and these reports were corroborated by regression analyses. Risk rankings were similar across individuals and groups, even though individuals and groups did not always agree on the relative importance of risk attributes. Lower consistency between the risk rankings from the holistic and multiattribute procedures and lower agreement among individuals and groups regarding these rankings were observed for a set of high-variance risks. Nonetheless, the generally high levels of consistency, satisfaction, and agreement suggest that this deliberative method is capable of producing risk rankings that can serve as informative inputs to public risk-management decision making.  相似文献

Quantitative decision analysis techniques were applied to a particular problem of water resources planning: how should the water supply of the metropolitan Boston area be increased to meet the projected demand for 1990? The analytic approach used a multiattribute value model to evaluate several alternatives from the points of view of different interested constituencies. Nuclear power is a highly controversial and salient example of environmental risk. The siting or operating of a nuclear power plant often faces widespread public opposition. Although studies of public perceptions of nuclear power date back to 1970s, little research attempts to explain the spatial heterogeneity of risk attitude toward nuclear power among individuals or communities. This article intends to improve the knowledge about the major factors contributing to nuclear power plant risk perceptions by mapping the geographical patterns of local risk perception and examining the determinants in forming the nature and distribution of the perceived risk among potentially affected population. The analysis was conducted by a case study of the Second Nuclear Power Plant (SNPP) in Taiwan by using a novel methodology that incorporates a comprehensive risk perception (CRP) model into an ethnographic approach called risk perception mapping (RPM). First, we examined the determinants of local nuclear power risk perceptions through the CRP model and multivariate regression analysis. Second, the results were integrated with the RPM approach to map and explain the spatial pattern of risk perceptions. The findings demonstrate that the respondents regard the nuclear power plant as an extremely high‐risk facility, causing them to oppose the SNPP and reject the compensation payment to accept its continuing operation. Results also indicate that perceptions of nuclear power risk were mainly influenced by social trust, psychological and socioeconomic attributes, proximity, and the perceived effects of the SNPP on the quality of everyday life.  相似文献

This paper presents an objective approach to the evaluation of airline competitiveness. The evaluation problem is formulated as a multiattribute decision making model and solved by three widely used methods (the simple additive weighting method, the weighted product method and the technique for order preference by similarity to ideal solution) based on multiattribute value theory. A new empirical validation procedure is developed to deal with the inconsistency problem of evaluation outcomes produced by the three methods. The procedure selects the evaluation outcome which has a minimum expected value loss. An empirical study on Taiwan's five major domestic airlines is conducted to demonstrate the effectiveness of the approach. To measure and compare overall competitiveness of the airlines, five competitiveness dimensions and their associated objective performance measures on both efficiency and effectiveness are identified. The result of empirical validation for the three methods suggests the use of the simple additive weighting method. The evaluation outcome helps an airline identify its competitive advantages relative to its competitors. The objective approach presented is particularly applicable when subjective judgements on performance ratings and attribute weights are not reliable, or suitable decision makers are not available.  相似文献

The situation of nuclear-weapon states not parties to the NPT is different from the situation of the nuclear-weapon states parties to that treaty. This last group of countries has signed and ratified a treaty that encourage them to begin negotiations in good faith for the discussion of concrete measures that lead them to nuclear disarmament, while the first group of states have made no commitment to do that. In other words, nuclear-weapon states not parties to the NPT have made no commitment to nuclear disarmament and are not obliged to report anything related to the possession of nuclear weapons to the any specific body or organ or to the international community. Taking into account the position of nuclear-weapon states parties to the NPT regarding the possession of nuclear weapons, there is no possibility to convince nuclear-weapon states not parties to this treaty to renounce to the possession of this type of weapons under the present circumstances.  相似文献

Wildfires present a complex applied risk management environment, but relatively little attention has been paid to behavioral and cognitive responses to risk among public agency wildfire managers. This study investigates responses to risk, including probability weighting and risk aversion, in a wildfire management context using a survey‐based experiment administered to federal wildfire managers. Respondents were presented with a multiattribute lottery‐choice experiment where each lottery is defined by three outcome attributes: expenditures for fire suppression, damage to private property, and exposure of firefighters to the risk of aviation‐related fatalities. Respondents choose one of two strategies, each of which includes “good” (low cost/low damage) and “bad” (high cost/high damage) outcomes that occur with varying probabilities. The choice task also incorporates an information framing experiment to test whether information about fatality risk to firefighters alters managers' responses to risk. Results suggest that managers exhibit risk aversion and nonlinear probability weighting, which can result in choices that do not minimize expected expenditures, property damage, or firefighter exposure. Information framing tends to result in choices that reduce the risk of aviation fatalities, but exacerbates nonlinear probability weighting.  相似文献

Nuclear power is widely used throughout the world today. Functioning nuclear power plants produce large quantities of radioactive wastes needing to be transported to safe sites for proper management. With public emphasis on environmental protection and concern for safe transport of nuclear wastes, the problem of selecting an appropriate route for transporting nuclear wastes is a vitally important issue. The aforementioned route selection problem involves conflicting objectives among interested parties; therefore, we develop a multi-objective geographic information system (GIS) with ESRI ArcView GIS 3.x interface to practically support the involved parties for such a multi-objective route selection problem in engineering practices.  相似文献

Buildings above roads, railways, and existing buildings themselves are examples of multifunctional urban locations. The construction stage of those buildings is in general extremely complicated. Safety is one of the critical issues during the construction stage. Because the traffic on the infrastructure must continue during the construction of the building above the infrastructure, falling objects due to construction activities form a major hazard for third parties, i.e., people present on the infrastructure or beneath it, such as car drivers and passengers. This article outlines a systematic approach to conduct quantitative risk assessment (QRA) and risk management of falling elements for third parties during the construction stage of the building above the infrastructure in multifunctional urban locations. In order to set up a QRA model, quantifiable aspects influencing the risk for third parties were determined. Subsequently, the conditional probabilities of these aspects were estimated by historical data or engineering judgment. This was followed by integrating those conditional probabilities, now used as input parameters for the QRA, into a Bayesian network representing the relation and the conditional dependence between the quantified aspects. The outcome of the Bayesian network—the calculation of both the human and financial risk in quantitative terms—is compared with the risk acceptance criteria as far as possible. Furthermore, the effect of some safety measures were analyzed and optimized in relation with decision making. Finally, the possibility of integration of safety measures in the functional and structural building design above the infrastructure are explored.  相似文献

The National Research Council has recommended the use of an analytic/deliberative decision making process in environmental restoration decisions that involve multiple stakeholders. This work investigates the use of the results of risk assessment and multiattribute utility analysis (the "analysis") in guiding the deliberation. These results include the ranking of proposed remedial action alternatives according to each stakeholder's preferences, as well as the identification of the major reasons for these rankings. The stakeholder preferences are over a number of performance measures that include the traditional risk assessment metrics, e.g., individual worker risk, as well as programmatic, cultural, and cost-related impacts. Based on these results, a number of proposals are prepared for consideration by the stakeholders during the deliberation. These proposals are the starting point for the formulation of actual recommendations by the group. In our case study, these recommendations included new remedial action alternatives that were created by the stakeholders after an extensive discussion of the detailed analytical results.  相似文献

Hypergame analysis has been developed recently as an aid to the understanding of complex situations in which several parties are in conflict. Until now, the approach has been applied successfully to a range of post hoc case studies. In this paper, we describe an attempt to take the approach one stage further, by applying it to a current problem with some involvement with one of the parties concerned. In this case the problem studied was a crisis in the shipping world. The original analysis was performed two years ago. Having outlined the analysis itself here, we discuss retrospectively its accuracy and usefulness in the light of further developments of the crisis. It is concluded that the approach performed a valuable role in helping to build up an understanding of the problem. As a result of this exercise some comments are made about the way in which we believe this sort of analysis should be used in practice by analysts to give help to their clients.  相似文献

Two commonly used elicitation modes on strength of preference, equivalence and ratio judgments, were compared in an experiment. The result from the experiment showed that ratio judgments were less effective than equivalence judgments. Based on an iterative design for eliciting multiattribute preference structures, equivalence judgments outperformed ratio judgments in estimating single‐attribute measurable value functions, while being nearly more effective than ratio judgments in assessing multiattribute preference structures. The implications of the results from the experiment are that multiattribute decision‐making techniques should take advantage of the decision maker's inclination of making effective equivalence trade‐off judgments, and that useful techniques should be devised to incorporate different commonly used techniques, such as multiattribute utility theory and the Analytic Hierarchy Process, to elicit and consolidate equivalence trade‐off judgments.  相似文献

Many common decision-making situations require integration of a number of objectives or goals into a single objective function to be optimized. A number of techniques for performing this analysis are presented in the literature. These procedures generally require a tradeoff between realism and tractability. The present approach uses the idea of preemptive priority levels with an approximate value function at each level. An efficient experimental design is used to assess directly a quadratic approximation of the multiattribute value functions. An existing algorithm is then used to solve the resulting problem. This procedure is shown to give good results when compared to both the value-function method and goal programming.  相似文献

This paper attempts to isolate and analyze the principal ideas of multiobjective optimization. We do this without casting aspersions on single-objective optimization or championing any one multiobjective technique. We examine each fundamental idea for strengths and weaknesses and subject two—efficiency and utility—to extended consideration. Some general recommendations are made in light of this analysis. Besides the simple advice to retain single-objective optimization as a possible approach, we suggest that three broad classes of multiobjective techniques are very promising in terms of reliably, and believably, achieving a most preferred solution. These are: (1) partial generation of the efficient set, a rubric we use to unify a wide spectrum of both interactive and analytic methods; (2) explicit utility maximization, a much-overlooked approach combining multiattribute decision theory and mathematical programming; and (3) interactive implicit utility maximization, the popular class of methods introduced by Geoffrion, Dyer, and Feinberg [24] and extended significantly by others.  相似文献
