Committee on national statistics the not-for-profit sector of the economy: measurement and presentation in federal statistics

The project that is the subject of this report was approved by the Governing Board of the National Research Council, whose members are drawn from the councils of the National Academy of Sciences, the National Academy of Engineering and the Institute of Medicine. The members of the committee responsible for the report were chosen for their special competencies and with regard for appropriate balance.This report has been reviewed by a group other than the authors according to procedures approved by a Report Review Committee consisting of members of the National Academy of Sciences, the National Academy of Engineering and the Institute of Medicine.     

ONDCP issues first ‘treatment plan’: Not part of Strategy

Last week, in a surprise move, the Office of National Drug Control Policy (ONDCP) issued its first National Treatment Plan for Substance Use Disorder, along with its National Drug Control Strategy. If anyone was expecting an additional windfall like the $1 billion annual State Opioid Response grant program, it's not there.

Get High and Get Stupid: The Effect of Alcohol and Marijuana Use on Teen Sexual Behavior

Numerous studies have documented a strong correlation between substance use and teen sexual behavior, and this empirical relationship has given rise to a widespread belief that substance use causes teens to engage in risky sex. This causal link is often used by advocates to justify policies targeted at reducing substance use. Here, we argue that previous research has not produced sufficient evidence to substantiate a causal relationship between substance use and teen sexual behavior. Accordingly, we attempt to estimate causal effects using two complementary research approaches. Our findings suggest that substance use is not causally related to teen sexual behavior, although we cannot definitively rule out that possibility.Research for this paper was supported by grant number 5 R01 DA12692 from the National Institute on Drug Abuse to the National Bureau of Economic Research. Navigating Peace and Security: Women and Social Capital in Iraq

This article examines international, national and local interpretations of women's engagement in peace and security processes. In 2000, the international community formally recognized the importance of women's equal participation in maintaining and promoting peace and security via UN Security Council Resolution 1325 (UNSCR 1325). National governments subsequently enacted National Action Plans to pursue the goals of UNSCR 1325, including one established in Iraq in 2014. Iraq's National Action Plan prioritizes the reform of legal and political institutions, and this article seeks to understand whether this approach resonates with Iraqi women. Based on fieldwork conducted in northern Diyala, it examines how Iraqi women perceive, access and exert influence over peace and security mechanisms, and how their approach compares with the strategies identified by the National Action Plan and UNSCR 1325.

Linda Rosenberg, longtime president and CEO of the National Council for Behavioral Health, who announced she would be leaving almost a year ago (see ADAW, April 30, 2018), will be replaced by Chuck Ingoglia, who has been in charge of public policy at the Washington, D.C.–based group since 2005, on June 1. “On behalf of the National Council Board of Directors, I am pleased to announce that after a comprehensive national selection process, the board is delighted to appoint Chuck Ingoglia to the role of president and CEO,” said Jeff Richardson, chair of the board of directors. Richardson said Ingoglia's more than 20 years experience in behavioral health policy made him “the clear choice to lead the National Council into the future.” Prior to joining the National Council, Ingoglia provided policy and program design guidance to the Substance Abuse and Mental Health Services Administration; he also directed state government relations and service system improvement projects for the National Mental Health Association (now Mental Health America), served as a policy analyst for the National Association of Social Workers and designed educational programs for mental health and addictions professionals at the Association for Ambulatory Behavioral Healthcare. “We are very grateful to Linda for 15 years of outstanding leadership and fortunate that Chuck has accepted the position. Chuck is a proven leader and the best choice from a deep pool of interested and highly qualified candidates from across the country,” said Richardson. “His vision and strategy are exactly what the National Council needs as we enter our next chapter.”     

The Origins of the National Children's Bureau

SUMMARY. The gestation of the National Children's Bureau, originally the National Bureau for Cooperation in Child Care, is examined. Conference papers of 1954 give a flavour of the social concerns over children and their special needs when preparatory work on forming a Bureau was supported by the National Council of Social Service. It took a decade to reach formal inauguration and the concerns of 30 years ago are illustrated, confirming a commitment to knowledge based on information, research, and multi-disciplinary dissemination.     

Jesse Buttrick Davis (1871–1955): Pioneer of Vocational Guidance in the Schools

Jesse Buttrick Davis is considered to be the 1st school counselor in the United States because he was the 1st to implement a systematic guidance program in the schools. Through his work in the Michigan public schools, he became an important leader in the development of vocational guidance in the late 1800s and early 1900s. His pioneering work in the Detroit and Grand Rapids public schools laid the foundation for the counseling specialties of career counseling and school counseling. He was also 1 of the founders of the National Vocational Guidance Association (now National Career Development Association) and National Association of Secondary School Principals.     

Estimates and Meanings of Marital Separation

Marital separation is an informal transition that may precede or substitute for divorce. Various surveys collect data on marital separation, but the data have produced mixed estimates. The authors used data from the 1995 and 2006 waves of the National Survey of Family Growth (N = 2,216) and the National Longitudinal Survey of Youth, 1979 cohort (NLSY79; N = 1,990) to examine separations among women born between 1961 and 1965. In the National Survey of Family Growth, separations were typically short and followed by divorce. In the National Longitudinal Survey of Youth, 1979 cohort, separations were longer and less likely to end in divorce. The authors relate these discrepancies to differences in study design, question universe, and question wording between the 2 surveys and show that different measures of separation lead to different conclusions about educational and racial/ethnic inequalities in the trajectories of marital disruption.     

Secular–religious debates on the Indonesian National Education System: colonial legacy and a search for national identity in education

This paper attempts to trace and discuss the historical roots of secular–religious debates and tensions and their relationship to the formation of the Indonesian National Education System within the context of the history of Dutch colonization and nationalist struggles for national identity. It focuses on what are believed to be two ‘significant events’ in the history of the Indonesian National Education System. The first is three and half centuries of Dutch occupation of Indonesia prior to 1945 and the second the establishment of the Indonesian National Education System. Also, the tension between those desiring a secular versus religious (Islamic) education system is discussed in detail.

LEAGUE‐LEVEL ATTENDANCE AND OUTCOME UNCERTAINTY IN U.S. PRO SPORTS LEAGUES

We extend the breakpoint literature regarding annual league‐level attendance and the impact of outcome uncertainty to the National Basketball Association, National Football League, and National Hockey League. As our measures are different than past work on baseball, we also apply our model to the American and National Leagues. Attendance series for each league under consideration are not stationary overall, but are stationary with break points. No form of outcome uncertainty (game, play‐off, or across seasons) matters for attendance in hockey or baseball regardless of which game uncertainty variable is used. Under the measure of game uncertainty that recommends itself for football, only play‐off uncertainty matters for attendance. Whether outcome uncertainty matters for basketball depends on the measure of game uncertainty. Situational similarities in the break points across leagues suggest general areas for future research. President's proposed budget would slash treatment and prevention funding

We had a feeling of déjà vu when the White House sent its proposed budget to Congress last week. Similar to past years, the Office of National Drug Control Policy (ONDCP) would be decimated, moving the $100 million Drug‐Free Communities program to the Center for Substance Abuse Prevention (CSAP) at the Substance Abuse and Mental Health Services Administration (SAMHSA). There's no additional money in the Substance Abuse Prevention and Treatment (SAPT) block grant and cuts to the National Institute on Drug Abuse, the National Institute on Alcohol Abuse and Alcoholism, CSAP and SAMHSA's Center for Substance Abuse Treatment.     

Promotion of Sexual Health in the United States

Abstract

The United States has been experiencing a severe sexual health crisis in the last decade. This paper reviews these sexual health challenges and discusses a major initiative and a “Call to Action” that was launched by the U.S. Surgeon General in 2001 to promote sexual health. This led to several initiatives to overcome obstacles that were preventing the development of a sound, scientifically based public health policy to promote sexual health. This paper specifically outlines the components of the Sexual Health Program housed at the Morehouse School of Medicine's National Center for Primary Care, including the National Advisory Council and the National Consensus Process.
