This study aims to analyse professional judgements and decisions made in the Portuguese child care system in face of a case vignette of child maltreatment. Using the approach proposed by Benbenishty et al. [(2015). Decision making in child protection: An international comparative study on maltreatment substantiation, risk assessment and interventions recommendations, and the role of professionals’ child welfare attitudes. Child Abuse & Neglect, 49, 63–75. doi:10.1016/j.chiabu.2015.03.015], we assessed the decisions of professionals, such as to place the child in foster care or reunify her with her family, on the basis of a series of judgements (e.g. substantiation of alleged abuse and neglect, risk assessments) that are influenced by the characteristics of the case, the decision-making context, and mother's and child's wishes. We conclude that there are different approaches to the case based on different professionals' attitudes that can be classified in two groups: one more pro-removal and the other anti-removal. These groups presented different risk assessments and intervention recommendations, and their decisions where significantly influenced by the mother's and child's wishes. Furthermore, we have done comparisons with studies made in other countries, concluding that the country context can be an important factor that leads to different outcomes. Implications for both practice and research are presented.  相似文献

This study investigated differences in parent and child estimates of the child's exposure to violence. Using data (N = 1,517) from the Project on Human Development in Chicago Neighborhoods, analyses related differences between parent and child reports of the child's exposure to violence to the child's psychosocial functioning. Most parents (66%) underestimated their children's exposure to violence. Further, parental underestimation was associated with the child's internalizing and externalizing problems and delinquent behaviors but parental overestimation was not. Family support partially mediated these associations. Parental underestimation of the child's exposure to violence, therefore, reflected lower levels of family support, which in turn led to more internalizing and externalizing problems and delinquency for the child.  相似文献

The aim of the study was to evaluate the implementation of a section in the Danish Social Assistance Act which encourages local authorities to offer families services in order to support children at risk of child maltreatment. The specific purpose of the present paper is to answer the question: Will the socio‐psychological development of children known to social services be improved when abuse and neglect are reduced? A sample of 1,138 children was drawn at random from new social services cases starting in 1998. Subsequently, about 80 per cent were evaluated by local caseworkers on the basis of a standardised questionnaire covering a period of four years. The most damaging family conditions seemed to be psychological maltreatment, physical/sexual abuse and neglect. Maltreated children were more often in a depressed state, unhappy, socially isolated, or they had an eating disorder, inadequate or under‐nutrition, suicidal tendencies, lack of concentration, or disturbed behaviour, compared to those children who were not exposed to abuse and neglect. If parental behaviour improved, effects on children's well‐being were also observed and positive changes in children's socio‐psychological development were identified. The questionnaire explored the impact of various interventions, including services geared to strengthen the child's network, but results indicated that the child displayed reduced risk of reactive symptoms only when parental behaviour improved and abuse and neglect were reduced. This study examines the recurrence of substantiated reports of maltreatment among children who have been placed in out-of-home care by child protective services, with particular attention given to the effect of placement characteristics. The sample consisted of 4120 children reported to Quebec CPS in 2003–2004 and 2007–2008 and removed from their homes. A survival analysis found that the overall risk of recurrence 5.3 years after intervention was 33%, but varied depending on the child's age. Cox regression analyses indicated that the number of moves and the number of different substitute homes experienced by the child did not predict CPS recurrence. However, for the youngest children, there was an association between the number of failed reunifications and recurrence. Other placement, service, and child factors were associated with recurrence and varied with the child's age. The results underscore the importance of preparing properly for exits from care and providing more support to families, especially those with young children, when they are reunited, as well as the importance of taking an age-based approach in efforts to reduce CPS recurrence.  相似文献

This work examines the possible differences between divorced mothers and mothers of intact families in their inclinations to exert parental authority, and the possible relationship between the degree of parental authority and children's personal and social adjustment. For the purposes of the study, we developed the Haifa Parental Authority Questionnaire, which is a situation-depicted test based on a conceptual analysis of the construct of authority. The participants were 88 mother–child dyads, 56 from single (divorced) families and 32 from two-parent families. The results show that married mothers are more disposed than are divorced mothers to use their authority. Although adding family status and parental authority scores to the regression analysis yielded insignificant models for the two children's adjustment variables, the interaction between the variables was found to be significant. In the divorced family the more authoritarian the mother is, the worse is the child's personal adjustment, whereas in the intact family the more authoritarian the mother is, the better is the child's social adjustment. The results are discussed in the wider context of the mother–child relationship, the breakdown of the family's hierarchical structure following divorce, and the relationship of these factors with the exertion of parental authority.  相似文献

We describe an approach to the assessment of parenting for families in which child abuse has been established to have occurred. Neither the category of abuse nor its physical severity adequately predicts the future wellbeing or safety of an abused child. The critical variable in determining the child's future is the level of disturbance in parenting. We argue against the most common approach to assessments of parenting, which is to generate a non‐hierarchical list of issues with the emphasis on relatively concrete and readily measurable dimensions such as social support, parental knowledge about parenting and the child's developmental status. We enhance the standard approach to assessment by organizing it around parenting capacity. We do not attempt to operationalize parenting capacity, de?ning it as the parents' ability to empathically understand and give priority to their child's needs. Adequate parenting requires that the parents be able to meet the challenges posed by their particular child's temperament and development (which may be shaped by the abusive experience) and also to accept and be prepared to address their own intrinsic characteristics which impede their parenting capacity. Parenting capacity is more dif?cult to assess than the more concrete and commonly measured aspects of parenting, but we argue that its assessment should be central to child protection management decisions. Parents' expectations for their children's education, and efforts to foster suitably positive expectations, are worthy of policy attention. Previous research indicates that early saving for a child's postsecondary education can foster and sustain high parental expectations, yet little is known about the operative mechanisms. This study presents analyses from a randomized experiment with Child Development Accounts (CDAs), a policy to encourage early financial investments for education and to shape parents' expectations concerning their young children's educational goals. Our research provides key evidence on whether parental account holding for children's college (a) has a positive impact on parents' expectations for their children's educational attainment and (b) mediates the CDA's effect on their educational expectations at an early stage in their child's development. We employ data from the SEED for Oklahoma Kids (SEED OK) experiment, the first randomized social experiment to test universal and progressive CDAs. We conduct a path analysis and a supplemental analysis with marginal structural models (n = 2160). We find that holding a college-savings account has a significant effect on parents' educational expectations for their children and that whether one holds an account mediates the effect of CDAs on such expectations. Findings suggest that CDAs may promote early parental financial investment and high expectations. Research and policy implications are discussed.  相似文献

Objective

The public view of the severity of social problems and their perceptions of how effectively they are being addressed have a major impact on public policies and resource allocation. The present study focuses on public attitudes toward child maltreatment. It examines perceptions of child maltreatment as a social problem, and attitudes toward prevention and treatment strategies in cases of child abuse and neglect.

Methods

A survey was conducted among a representative sample of 812 Israeli adults: 688 Jews, and 124 Arabs. Fifty additional Ultra-Orthodox Jews were added for comparisons among Jewish participants.

Results

The participants tend to view violence and alcohol consumption among youth as a more serious problem than parental maltreatment of children. Low-income participants tend to view child maltreatment as a more serious problem than did high-income participants. Jewish participants (except for ultra-Orthodox Jews) view child maltreatment as a significantly more serious problem than did Arabs and Ultra-Orthodox Jews. Most of the participants believe that parents who maltreat their children should be punished, but they should be taught how to refrain from maltreatment, and learn to change their behavior. Many participants believe that the courts do not sufficiently punish parents who maltreat their children. In their assessments of the quality of professional work, the highest evaluations are given to services provided by physicians and social workers, whereas the lowest evaluations are given to judges and police. Most of the participants (70%) believed that social workers play an important role in protecting children.

Conclusions

The survey findings have implications for enhancing public awareness of child maltreatment as well for policy making in the area of child abuse and neglect. The differences in the perceptions of participants based on their religious, cultural and economic background toward child maltreatment should be further studied and addressed in policy and interventions in this area.  相似文献

This longitudinal study of 110 mother-headed single-parent families examined the influence of parental monitoring, parent-child attachment and observed parent-child relationship quality on the child's academic engagement. Special interest resided in how parent-child relationship quality moderated the relationship between parental monitoring and academic engagement. Analyses indicated that observed relationship quality and parental monitoring predicted children's academic engagement. However, this relationship was not uniform. Parental influences on academic engagement are most prominent in mother-headed families with a female child. Family income also matters. These preliminary findings have import for school-family research, policy, and practice.  相似文献

The current analysis was designed to critically examine the tendency to focus on child maltreatment as a unique risk factor and test the resulting assumption of a direct causal relationship between early maltreatment and later behavioral problems. The variation seen in behavioral outcomes among children reported for maltreatment early in life led us to hypothesize that the cumulative level of risk facing children and their families can, at least in part, account for that variation in outcome. Participants were 242 mothers of predominantly at-risk newborn infants who were interviewed shortly after giving birth. The State Central Registry of Maltreatment was then reviewed over each child's first four years of life to assess for early maltreatment. Following the neonatal interviews, mothers completed the Child Behavior Checklist when their children were 4, 6, 8, 10 and 12 years-of-age. Although early maltreatment report does appear to be important to early child functioning, the cumulative level of risk more strongly predicts long-term clinical behavioral difficulty. High-risk children who were not reported for maltreatment by age 4 demonstrate greater behavioral problem trajectories than did low-risk children with a maltreatment report. Maltreatment itself may be best conceptualized as an important, but not singularly so, risk factor for later behavioral problems. In focusing directly on reported maltreatment, our child protective systems may be paying too little attention to what else is going wrong in the lives of children and targeting intervention efforts in the wrong direction. When it comes to early maltreatment our child protective policy and practice need to broaden their lenses to include greater emphasis on overall family functioning, stress and well-being. Early maltreatment, it seems, may be a symptom of more profound problems in the early environments of our most vulnerable children, rather than the problem itself.  相似文献

Although neglect is a common form of child maltreatment, it can be difficult to detect within a clinical interview between a social work clinician and client for the purpose of assessment and intervention, leading to a failure to act and secure a child's safety. This Canadian study utilized the objective structured clinical exam (OSCE) to assess social work clinicians' ability to recognize and respond to a case of suspected child neglect. Twenty-three participants (social work students, recent graduates of a Masters in Social Work programme, and experienced social workers) conducted a 15-minute interview with a standardized client followed by a structured reflective dialogue focusing on case conceptualization and emotional awareness. Qualitative analysis of the reflective dialogues revealed participants' difficulty in detecting child neglect as opposed to focusing on a client's negative self-beliefs or mental health issues. Implications for social work education and practice are suggested.  相似文献

As children have been increasingly conceptualized as active participants in their own social worlds, researchers have sought methods able to reveal children's perspectives as arbiters of their own experience. In an autodriven interview, photographs of the child's experiences serve as the basis for a child‐directed interview. Studies using this method illustrate its benefit for revealing child‐relevant content. Complex trauma generally refers to a child's exposure to multiple traumatic events often within the context of an interpersonal relationship. Childhood traumatic events are commonplace and can have significant implications for physical and mental health. However, traumatic events are often not assessed by clinicians involved in their care. This paper outlines an approach to assessing complex trauma in young children in clinical settings. This approach involves an initial interview, an assessment of traumatic events and trauma symptoms in the child, an assessment of the parent–child interaction, an understanding of the child's functioning in multiple settings, and an assessment of parental trauma where relevant. Complex trauma takes time to assess and is dependent on the parent's ability to recognise and acknowledge the effect trauma has had. The paper concludes with some of the challenges when assessing complex trauma in young children in clinical settings.  相似文献

The impact of child sexual abuse on children is well documented, but few studies have examined the impact of a child's sexual abuse disclosure on maternal caregivers. The studies that have been conducted suggest that parental response postdisclosure is variable. The present study examined the association between maternal attributions and abuse-specific cognitions with depression and trauma symptoms postdisclosure. Participants included 68 nonoffending maternal caregivers of children between the ages of 3 and 17 years who experienced child sexual abuse. Findings indicated that caregivers' abuse-specific cognitions were the best predictor of self-reported symptoms of depression after controlling for general negative attributions. These findings suggest that in order to reduce caregivers' distress and to enhance their support of their children, it is important to assess and treat caregivers' abuse-specific cognitions.

The aim of this study is to show young people's feelings about their experiences with participation in decision-making in public care. The study is based on semi-structured, in-depth interviews with eight young adults in the public child protection system in a northeastern state in the U.S. conducted between 2015 and 2016. All study participants had made both positive and negative experiences with participation. Most reported negative experiences at the point of their first entry into care, and most reported positive experiences when signing themselves back into the care of the child protection system when they turned 18. Further, we found barriers and pathways to participation at the individual child's or youth's level, including a child's or youth's ability to self-advocate, access to information, and age. Organizational-level factors that affected a child or young person's participation included the child protection agency's view of the child or youth; the agency's view of the parents; the quality of legal representation, and the type of rapport between social workers and children or young people in care. We discuss the implications of these findings on theory and policy.  相似文献

Parental substance misuse is a significant child welfare issue and associated with increased risk of child maltreatment. The aim of the present study was to understand what social care outcomes children who live with parental substance misuse have, and to assess factors associated with those social care outcomes over a two-year period. The paper reports on a retrospective longitudinal study of 299 children all living with parental substance misuse and referred to one local authority in England. Data were collected from children's social work case files about procedural social care outcomes and factors which may be associated with those outcomes. Using cluster analysis, a new typology of children's longitudinal trajectories through the children's social care system was developed, consisting of five distinct types. Analysis indicated that some children received too little intervention from children's social care despite ongoing concerns, while other children were potentially unnecessarily caught up in the social care system. Factors associated with children having the poorest outcomes were: caregiver instability resulting from substance misuse, parenting capacity and household instability. The study's findings indicate that some children who live with parental substance misuse are at significant risk of harm, but others are not and may be better supported through non-statutory services such as early help.  相似文献

This paper explores the response by the Greek Association of Social Workers (SKLE) to Greece's current economic crisis. Socioeconomic conditions in Greece have deteriorated rapidly since the imposition of a Structural Adjustment Programme as a condition of the loan Troika provided to Greece to address its class-based public debt crisis. Interviews were conducted with SKLE Executive Committee members to examine SKLE's response in the context of newly raised inequalities. Research results show that SKLE recognised the negative consequences to both service users and its members. However, SKLE continues to reformulate its strategy mostly as a social partner. SKLE's previous strategy entailed amongst other things the analysis of policy proposals and participation in welfare related government committees. This strategy is no longer relevant because decision-making powers have been transferred to transnational bodies. This paper elaborates on these findings and discusses the barriers that prohibit SKLE from differentiation of its strategy. Although the research is country specific, it has implications for the broader global debate because professional associations must reformulate their strategies for better serving of both their constituents and the collective good based on the social justice mandate of the profession.  相似文献

This paper examines the effect of various “family variables” on the etiology of juvenile delinquency. These self-report data are unique in that they are from reports by parents of their child's behavior, the nature of the child's life at home, and parental perceptions of their relationship with the child. How the family and delinquency literature fit into control theory's conceptualization of the importance of a child's attachment to the family as a determinant of delinquency is evaluated. Variables measuring (1) family structure, (2) poor parental characteristics, (3) household characteristics, and (4) parent-child relationships are examined. The attachment variable was found to be the strongest predictor of delinquency and helps to “interpret” the effects of other variables that are significantly related to delinquency. The variables that predict male delinquency were found to be different from those that predict female delinquency. Characteristics of the parents' marriage play an important role for boys, while misbehavior of girls is more strongly predicted by variables measuring parent-child interaction and parental control.  相似文献

Pregnant women with a history of child removal are at greater risk of being found unsuitable to care for their new babies. Neglect, showing a lack of capacity to provide for the child's physical and/or emotional needs, is the most frequent reason why infants are removed from their parents' care. Parents with a history of child removal have often been themselves subject to maltreatment as children and suffer the sequelae of relational trauma which then becomes a barrier to establishing nurturing relationships with their own children. Attachment, and particularly mentalisation-based, parenting interventions focus on restoring relationships by developing parents' capacity to reflect upon their own internal mental experiences as well as those of the child, helping them to better understand themselves and their children. The DAISY programme is an intensive perinatal attachment and mentalisation-based intervention for pregnant women with a history of child removal, aiming to improve mothers' mentalising capacities and care proceeding outcomes. This article uses a case study to describe the programme's model and mechanisms of change. Additionally, we present preliminary observations about the programme's delivery and impact from the perspective of one of its practitioners.  相似文献
