Given the rise of a ‘surveillance society’ or ‘surveillance state’, this article examines the evolution of new surveillant practices which are targeted at children in general, but also particular groups of children who are frequently seen as ‘troublesome’, even threats to the social order. In England for example, there has been an emerging preoccupation with ‘identifying’, ‘profiling’, and ‘tracking’ the potentially criminal young. Furthermore, other major changes are likely to be introduced in the area of child welfare and child protection. Important here is the New Labour administration’s plan to introduce ‘information hubs’ which will electronically log details on children and families. It is argued that social work and the social professions, throughout Europe, need to critically analyse developments such as this and have their responses informed by international discourses founded on civil and human rights.  相似文献

Surveillance plays several interrelated and essential roles in contemporary education. In the current article, we explore the understandings and experiences of educators related to surveillance; especially the ‘vertical’ surveillance ‘from below’ students themselves direct towards educators both inside and outside of the classroom (referred to as ‘sousveillance’). We also explore the prudential ‘intrapersonal’ and reflexive surveillance undertaken by educators to align and adjust to the expectations of educator professionalization, including during educator training, especially in terms of their social media use and under a context of synoptic prudentialism in schools. Synoptic prudentialism refers to the reflexive actions and adjustments by individuals and organizations in response to an acute awareness of widespread social surveillance—the many watching the few. Educators noted risks posed by surveillance, including sources of potential harm, both personal and professional. Findings reveal that, reinforced by the legal scare stories encountered during educator training programs, educators feel overwhelmingly vulnerable to the potential sousveillance of students, and are receiving little advice beyond the requirement to ‘be careful’. We explore educators’ privacy management strategies in response, for example, in response to concerns over students capturing videos in the classroom where situations may be taken out of context. This prudential framework, moreover, may also be inhibiting educators’ ability to conduct outreach with students to detect and respond to online mediated conflict and harm.  相似文献

The nature of 'schools’as a metascientific construct is reviewed. Tiryakian's (1979a) increasingly popular construction of a school of sociology is examined and the case of ‘The Chicago School’is considered in detail. The efficacy of a 'schools’approach to understanding the nature of the growth and development of scientific knowledge is called into question. It is suggested that schools, as used in the literature, tend to be convenient groupings of practitioners rather than metascientific categories and that they fail to adequately engage knowledge transformative processes.  相似文献

SUMMARY. In this article the author suggests that the most appropriate way to integrate physically disabled pupils into mainstream schools is on an individual basis as opposed to designating particular schools to take ail disabled pupils, or by building special units attached to mainstream schools. Several reasons are presented and discussed to support this point of view. It is suggested that there is a clear need in this field of ‘special education’ for adequate resourcing and advice to be made available to schools and teachers working with the disabled. This resourcing must be made available at local authority level. Some of the many problems encountered in mainstreaming on an individual basis are then highlighted. In the context of government decentralisation and integration of services, over the last 15 years Sweden has been developing an all‐day school based on inter‐professional teamworking and adopting a holistic approach to working with children. The article describes these recent educational reforms in Sweden, which have sought to re‐structure the school and develop new ways of working, offers some evaluative comments on this process and considers possible implications of these reforms for other countries. It compares Swedish school reforms with recent English policy developments intended to make ‘extended schools’ a universal provision by 2010.  相似文献

This paper draws on the writings of Michel Foucault, in particular his lectures on biopolitics at the Collège de France from 1978–79, to examine liberalism and neoliberalism as governmental forms that operate through different models of surveillance. First, this paper re‐reads Foucault's Discipline and Punish in the light of his analysis of the art of liberal government that is advanced through the course of these lectures. It is argued that the Panopticon is not just an architecture of power centred on discipline and normalization, as is commonly understood, but a normative model of the relation of the state to the market which, for Foucault, is ‘the very formula of liberal government’. Second, the limits of panopticism, and by extension liberal governance, are explored through analysis of Gilles Deleuze's account of the shift from disciplinary to ‘control’ societies, and Zygmunt Bauman's writings on individualization and the ‘Synopticon’. In response to Deleuze and Bauman, the final section of this paper returns to Foucault's lectures on biopolitics to argue that contemporary capitalist society is characterized not simply by the decline of state powers (the control society) or the passing down of responsibilities from the state to the individual (the individualization thesis), but by the neoliberal marketization of the state and its institutions; a development which is underpinned by a specific form of governmentality. In conclusion, a four‐fold typology of surveillance is advanced: surveillance as discipline, as control, as interactivity, and as a mechanism for promoting competition. It is argued that while these types of surveillance are not mutually exclusive, they are underpinned by different governmentalities that can be used to address different aspects of the relationship between the state and the market, and with this the social and cultural logics of contemporary forms of market capitalism more broadly.  相似文献

Conventional equality measures have made a limited impact on women’s position in the workforce. This is not simply the result of measures being inadequately pursued. Instead, this paper argues, there is a more fundamental difficulty with the policy approach: that it focuses on women as having problems which need to be redressed rather than on changing organizations. As a result women are seen as inadequate and men become resentful of the ‘special treatment’ that follows. Changing these perceptions requires cultural change which cannot be achieved via conventional personnel-based equality initiatives. Many organizations are looking for new ways to present and pursue equality programmes such as a stress on providing a ‘business case’ or through a consideration of the value of workforce diversity. The paper assesses the ability of these initiatives to change the culture for equality. It argues that many organizations are merely pursuing a defensive approach which centres on language change and modified initiatives rather than new approaches to winning consent. In contrast it argues that culture change will only be achieved through a more pro-active approach. Various initiatives such as skills audits and training for men are discussed which indicate what can be done in practice.  相似文献

While children and young people’s participation is a well‐established research field, much less has been written about the roles that adults play in supporting this participation. This article examines the involvement of adults within participatory forums in English schools and local authorities. Drawing on empirical data from research on children’s participation in pupil and civic councils, the article discusses the complex and sometimes contradictory pressures on adults in their advisory roles with young participants. The article goes on to explore these roles within a broader conceptual framework that counterposes children’s ‘places’ with children’s ‘spaces’.  相似文献

In recent years, there has been a growing scholarly interest in conceptualising schools beyond their educational functions, as sites and agents of democracy. Yet this interest is often underpinned by a narrow conception of democracy, focusing solely on schools’ public and social aspects. To capture the democratic potential of schools more fully, this article suggests adopting a deliberative systems approach, which conceptualises democracy as differentiated yet linked sites of democratic communications and views schools as one such site. Using this approach as a broader framework and drawing on the fieldwork conducted in two Japanese schools, this article identifies the condition under which schools can become a meaningful part of deliberative systems. It reveals that schools contribute to deliberative systems when they serve as a bridge between children’s everyday practices and deliberative actions in the public space. In light of the findings, this article suggests conceptualising schools as a ‘mediating space’.  相似文献

Interview material, collected as part of a wider ethnographic study of sickness absence in an English primary school, is used to examine how mothers accounted for their decisions to keep children ‘off school sick’. Mothers' accounts suggested a process by which they tested their children's claims on sickness against suspicions of feigning illness. The paper describes, from the mothers' point of view, the process of negotiating sickness with children and how children are categorised as ‘pretending’, ‘upset’ or ‘really ill’. These decisions are set within a wider context comprising: a normative discourse of maternal child health care; contradictory demands placed on mothers by the image of children as simultaneously robust and vulnerable; the surveillance and contradictory demands of schooling; and the use by children of sickness as a means of exercising influence on their social situation. It is suggested that locating child health care in relation to childrens' point in their childhood career (for these children the transition to secondary school) and acknowledging the active role that children play in the construction of illness will facilitate a fuller picture of mothers' unpaid health work within the family.  相似文献

Globalisation has increased the importance of schools as a space for developing cultural understandings within students. However, how this is translated into curriculum pathways within schools remains a matter for debate. Using the context of the new Australian national curriculum, this paper argues that notions of multicultural and intercultural education need to be updated to incorporate transculturalism. It further posits that the use of geography as a school-based forum for cultural education within national curriculum frameworks has been diminished, and that its reinvigoration ultimately depends upon a reaffirmation of ‘place’ that highlights a positive sense of difference.  相似文献

Public involvement in traditional political institutions has declined significantly over the past few decades, leading to what some have seen as a crisis in citizenship. This trend is most striking amongst young people, who have become increasingly alienated from mainstream electoral politics in Europe. Nevertheless, there is overwhelming evidence to show that younger citizens are not apathetic about ‘politics’ – they have their own views and engage in democracy in a wide variety of ways that seem relevant to their everyday lives. In the aftermath of the global financial crisis, young Europeans have borne the brunt of austerity in public spending: from spiralling youth unemployment, to cuts in youth services, to increased university tuition fees. In this context, the rise and proliferation of youth protest in Europe is hardly surprising. Indeed, youth activism has become a major feature of the European political landscape: from mass demonstrations of the ‘outraged young’ against political corruption and youth unemployment, to the Occupy movement against the excesses of global capitalism, to the emergence of new political parties. This article examines the role that the new media has played in the development of these protest movements across the continent. It argues that ‘digitally networked action’ has enabled a ‘quickening’ of youth participation – an intensification of political participation amongst young, highly educated citizens in search of a mouthpiece for their ‘indignation’.  相似文献

This essay is a response to Judy Wajcman's essay ‘Life in the fast lane? Towards a sociology of technology and time’ (2008: 59–77). In that article Wajcman argued that recent developments in the sociology of temporal change had been marked by a tendency in social theory towards a form of ‘science fiction’– a sociological theorizing, she maintains, that bears no real relation to actual, empirically provable developments in the field and should therefore be viewed as not contributing to ‘a richer analysis of the relationship between technology and time’ (2008: 61). This reply argues that as Wajcman suggests in her essay, there is indeed an ‘urgent need for increased dialogue to connect social theory with detailed empirical studies’ (2008: 59) but that the most fruitful way to proceed would not be through a constraining of ‘science fiction’ social theorizing but, rather, through its expansion – and more, that ‘science fiction’ should take the lead in the process. This essay suggests that the connection between social theory and empirical studies would be strengthened by a wider understanding of the function of knowledge and research in the context of what is termed ‘true originality’ and ‘routine originality’. The former is the domain of social theory and the latter resides within traditional sociological disciplines. It is argued that both need each other to advance our understanding of society, especially in the context of the fast‐changing processes of technological development. The example of ‘technological determinism’ is discussed as illustrative of how ‘routine originality’ can harden into dogma without the application of ‘true originality’ to continually question (sometimes through ideas that may appear to border on ‘science fiction’) comfortable assumptions that may have become ‘routine’ and shorn of their initial ‘originality’.  相似文献

ABSTRACT

There have been calls in many European countries to diversify the teaching staff as a response to increasing diversity within student populations. These calls are often based on underlying assumptions that teachers with a migration history are well placed to act as ‘intercultural mediators’ and ‘role models’ for successful integration. However, these assumptions often lack differentiation. The presented study addresses this lack of differentiation for the case of the German-speaking part of Switzerland. Based on social constructivist theory (Barth; Wimmer) and pursuing a qualitative-hermeneutical approach (Schütze; Rosenthal), the study shows four ideal types of dealing with social boundary dynamics among teachers who have been categorised or labelled in terms of a ‘second immigrant generation’. Additionally, the study provides insight that (a) the category of ‘labour migration’ is experienced as a particularly significant category of boundary making and (b) that schools in urban-immigrant neighbourhoods – in contrast to those in rural-non-immigrant neighbourhoods – are experienced as places with an increased chance of recognition for a teacher ‘with an immigrant background’, although even there, these teachers find themselves in constant engagement to defend their belonging and to justify their sensitivity in dealing with migration-related diversity.  相似文献

This article reports on some of the findings from a five-nation study of projects working to re-introduce cultural and ethnic minority children and young people to educational training and work. It focuses upon the work of independent mediators in Anderlecht (Brussels) and Den Helder (Holland) in facilitating communication and collaboration between students, families, welfare and criminal justice agencies, schools and colleges and employers. In particular it considers the mediator's role in bringing together the ‘minimum sufficient network’ of professionals and resources necessary to make an ‘intelligent’ response to a problematic situation and the consequent emergence of new forms of ‘meta-professionalism’.  相似文献

The continuing concern to safeguard children from abuse in schools, children's homes and similar settings has led to proposals to make it an offence for those with convictions against children to even apply for work with children. The Criminal Justice and Court Services Bill will introduce ‘disqualification orders’ for such offenders. The background development of this Bill is considered, together with the way the new orders will fit with existing criminal record check arrangements, current bans and the role of the forthcoming Criminal Records Bureau, which will tie all these systems together in a ‘one‐stop shop’. Civic integration policies have become common in many European states and require that immigrants commit to integrating into the host society. This article draws on a study with young people in Swiss schools and investigates how these new political debates around civic integration find resonance in everyday narratives about immigration. The boundary approach is used as a framework to study the daily (re)production of the ‘Swiss–foreigner divide’. It reveals that assimilation into ‘Swiss culture’ (e.g. speak the local language and conform to social norms) remains a criterion defining who can become a legitimate member of Swiss society. Nonetheless, integration deficits are often perceived as the rule and transformed into a stigma so that ‘foreigners’ are frequently not recognised as legitimate members of society. This study indicates how the Swiss youth in this study legitimise and (re)produce exclusion and how this exclusion is embedded within past and current Swiss immigration policies.  相似文献

In a pivotal section of Capital, volume 1, Marx (1976 : 279) notes that, in order to understand the capitalist production of value, we must descend into the ‘hidden abode of production’: the site of the labour process conducted within an employment relationship. In this paper we argue that by remaining wedded to an analysis of labour that is confined to the employment relationship, Labour Process Theory (LPT) has missed a fundamental shift in the location of value production in contemporary capitalism. We examine this shift through the work of Autonomist Marxists like Hardt and Negri, Lazaratto and Arvidsson, who offer theoretical leverage to prize open a new ‘hidden abode’ outside employment, for example in the ‘production of organization’ and in consumption. Although they can open up this new ‘hidden abode’, without LPT's fine‐grained analysis of control/resistance, indeterminacy and structured antagonism, these theorists risk succumbing to empirically naive claims about the ‘new economy’. Through developing an expanded conception of a ‘new hidden abode’ of production, the paper demarcates an analytical space in which both LPT and Autonomist Marxism can expand and develop their understanding of labour and value production in today's economy.  相似文献

This paper looks at some of the issues raised by Ogbu’s work in relation to the education of different minority ethnic groups. Ogbu poses questions such as the value attached to education, its links to the future and its measurable outcomes in terms of ‘success’ as experienced by black participants. The desire for better life chances leads families to consider migration to a new country or resettlement within the same country, thus making migration both a local and a global phenomenon. As an example, attention is drawn to the situation facing South Asian children and their families in the UK. In terms of ethnicity and belonging, the wider question that is significant for many countries in the West after ‘Nine‐Eleven’ is the education of Muslim children. A consideration of this current situation throws Ogbu’s identification of ‘autonomous minority’ into question. It is argued that a greater understanding of diverse needs has to be accompanied by a concerted effort to confront racism and intolerance in schools and in society, thus enabling all communities to make a useful contribution and to avoid the ‘risk’ of failure and disenchantment.  相似文献
