In this article, I describe how gendered interactions and power dynamics play out in medical waiting rooms. While people are spending time idle, waiting for the next thing to happen (i.e., to check in, to see the doctor, to pay), social processes continue to occur and reinforce these gendered interactions and dynamics. Using data collected from ethnographic observations of medical waiting rooms in the Midwestern United States, this article illustrates that waiting offers another opportunity to understand the subtle ways that gendered expectations and hierarchies are perpetuated. Patients, their friends, and families do gender in medical waiting rooms through the amount of auditory and physical space they take up and the ways in which they behave and respond to the actors and expectations in this space.  相似文献

How does the Chinese state maintain its legitimacy and manage labor conflicts during its transition to market economy? Through detailed analysis of a 10-year struggle by a group of state workers to defend their pensions by active engagement with state agents, this article attempts to explore the circular feature of the state and how this circular state functions to absorb the labor contentions. This state is composed of three intersecting circles—a circle between different petition offices, a circle between petition offices and courts, and a circle between the local and the center. On the one hand, the circulation of the workers’ case in this circular bureaucratic field elongates the struggles of the workers and prevents the radicalization of their resistance; on the other hand, this circle promotes the circulation and inculcation of statist capitals among workers. This process realizes both the discursive construction of the new state and the symbolic domination of the resisting workers.  相似文献

This paper analyzes the relationship between the timing of federal elections and the pay raises received by civilian employees of the federal government. The theoretical framework discusses how electoral wage cycles are generated as a result of optimizing behavior on the part of voters, bureaucrats, and the government. The empirical analysis uses a time series of wage rates for the twenty-eight largest federal agencies over the period 1961–1978. The study indicates that pay hikes during the Presidential election year are significantly greater (about 2 to 3 percent higher) than bureaucratic pay raises in other years.  相似文献

Politics of ethnicity can have serious repercussions if balance of interests is not maintained and this can lead to internal destabilization of states. This is the case in Myanmar, a situation which has brought suffering and deaths of thousands; effectively raising concerns and opprobrium against the government of Myanmar. Minority groups in Myanmar are greatly oppressed, though recent proceedings have seen the democratically elected government trying to avert the situation, while facing great restraints from the military which has been in control of the government for decades. The transformation process to uphold minority rights is marred with controversy as the Rohingya systematic alienation has persisted even in the new political dispensation. Discriminatory, cumbrous bureaucratic tendencies, are constantly used to control and manipulate the Rohingya to force them out of the country, a system which is ultimately backed by state sponsored violence. This research therefore, seeks to critically examine how the bureaucratic systems in Myanmar has been weaponized to systematically suppress rights of the Rohingya. Most research has focused on the butchering and series of violence against the Rohingya but this is generally a condensed and comprehensive analysis of the direct contribution of the bureaucrats as the implementers of public policy. This research concludes that, the doctrine of sovereignty has largely remained the salvation harboring and facilitating the continuity of repressive regimes despite the existence of the doctrine of limited sovereignty. Most importantly, the Rohingyian ordeal hints on the failures of the United Nations as actions of member states are conditioned by their selfish interests and states would only act where their national interest lie. There is need to create a global authority with executive legislative, judiciary, military and constitutional authority to exert authority over governments.  相似文献

This article attempts to resolve a contradiction noted by Charles Tilly between my earlier writings on education and later writings on the welfare state. The earlier work on education was critical of governments’ role in constructing bureaucratic school systems that reinforced inequality; the later work on the welfare state argued for the extension of government social provision. This article shows how the contradiction poses a false dichotomy. It then uses history to show how assessments of governments’ role reflect the political context in which they are written but rest on consistent values and priorities. The article emphasizes, as well, the absence of a counter narrative to the political right’s assertion of government policy failure; the truncated and inappropriate use of “state” in much writing on public policies; and the need for historians of policy to develop means of assessing the success or failure of government policies and programs.  相似文献

Abstract This paper focuses upon ethical conduct and liberal mentalities of government in the context of the historical sociology of administrative expertise in nineteenth century Britain. After a brief consideration of theories of moral regulation, the paper pursues, by way of a discussion of the government of India and of the famous Northcote-Trevelyan Report on the Civil Service, the issue of the establishment of an appropriate bureaucratic persona in the nineteenth century.  相似文献

Government represents one of the most important funding sources for nonprofit organizations. However, the literature has not yet provided a systematic understanding of nonprofits’ organizational factors that are associated with their receipts of government funding. This study combines interorganizational relationships and organizational institutionalism literature to examine the determinants of nonprofits’ obtainment of government funding. Based on a survey of human service nonprofits in Maryland, this research finds that nonprofits with higher bureaucratic orientation, stronger domain consensus with government, and longer government funding history are more likely to receive government contracts and grants. Nonprofits’ revenue diversification, professionalization, and board co‐optation might have very limited impacts.  相似文献

This study explores paperwork as an inherent characteristic of bureaucratic behavior. The magnitude and scope of the federal government paperwork burden on the private sector is given particular emphasis. A theoretical model of bureaucratic behavior is developed which shows that bureaucrats employ paperwork to shift the cost of agency functions to the private sector in order to increase their perquisites of office. The model indicates that, if the private sector were compensated for the federal paperwork burden, agency employment would be smaller, as would agency output and the volume of private-sector labor expended in preparing federal forms.  相似文献

Academic economists perform an important function in advising politicians and state bureaucrats, lending them epistemological authority. This creates a challenge of institutional design and of professional vocation, of how these experts can combine their commitment to scientific analysis with their commitment towards their governmental patrons. This article examines the case of anti-trust economics, in which government economists are encouraged to remain as academically engaged as possible, so that their advice will be - or appear to be - unpolluted by political or bureaucratic pressures. Yet this ideal is constantly compromised by the fact that the economists are nevertheless government employees, working beneath lawyers. Max Weber's concept of a 'vocation' is adopted to explore this tension, and his two lectures, 'Science as a Vocation' and 'Politics as a Vocation' are read side by side, to consider this core dilemma of academic policy advisors.  相似文献

This article studies the impact of corruption on an economy with a hierarchical government. In particular, we study whether centralizing corruption within the higher level of government increases or decreases the total amount of corruption. We show that when the after-tax relative profitability of the formal sector as compared to that of the informal sector is high enough, adding a layer of government increases the total amount of corruption. By contrast, for high-enough public wages and/or an efficient monitoring technology of the bureaucratic system, centralization of corruption at the top of the government hierarchy redistributes bribe income from the lower level to the upper level. In the process, total corruption is reduced and the formal sector of the economy expands.  相似文献

In empirical studies of the real estate market, Pierre Bourdieu shows that the structuring of the ‘economic field’ is closely linked to that of the ‘bureaucratic field’. Through its regulatory activity, government plays a part in the legitimation of particular forms of economic activity as well as in the construction of the resulting hierarchies. This analytical framework is generally applied at the level of the State. Our point is to extend the scope of that analysis. An extension of the bureaucratic field can be characterized if one takes the view that international and supranational administrations play an active role in the organization of economic activities. In order to assess the relevance of this interpretative standpoint, light is shed on the case of the Romanian wine-making economy. The aim is to study a sectoral policy over which the European Commission has recently taken control and to measure its effects within a new Member State. This perspective is even more informative because Romanian wine production is being restructured: new operators have made their presence felt over the last decade, while the national government has lacked the means to make a determined effort to place these operators within a hierarchy. The Commission offers support to various agents who speak on behalf of Romanian ‘wine-making interests’ and influences the directions taken by conflicts between these interests. At the same time, it maintains a structural contradiction which prevents the formation of an economic field in the full sense of the term: the points at issue are defined in such a way as to conflict with the shape of any stable coalition between the dominant agents. The demonstration is supported by qualitative data collected during field studies carried out in 2010 and 2011.  相似文献

This article compares how five government documents evaluate a proposed dam in Central Arizona. One of the consequences of this dam would be to force a small Native American community from their ancestral land. Spanning almost forty years, these documents illustrate changes in how a federal agency legitimated these projects and their negative social impacts to different audiences. These records are used here to argue for the importance of careful textual analysis of bureaucratic paperwork, as an additional form of understanding the multiple dimensions of social, economic, and political power over disempowered groups.  相似文献

Historically, child maltreatment has been seen as an issue warranting the involvement of the American government. However, over time, the definition of child maltreatment has changed; typically, maltreatment is often understood as a violation of the parental right to care for and protect a child. Consequently, the government, through systems such as child protective services is expected to be the acceptable parental alternative. As illustrated by the numerous negative outcomes experienced, it is clear that the system is not meeting the needs of abused and neglected children. This bureaucratic neglect is allowed to occur because of population primarily served by the child welfare system, the poor and families of color. In this way, dynamics of power and privilege manifest in the differing expectations of appropriate care between biological parents and the foster care system.  相似文献

Forty-one couples with severe marital discord participated in a controlled trial conducted to evaluate whether a form of marital therapy that is designed to enhance marital intimacy through facilitating self-disclosure of personal constructs was effective. The study found that there was no spontaneous remission in marital discord in couples on a 10-week waiting list. Couples subjectively reported improvement as a consequence of participating in marital therapy, and couples in therapy and on the waiting list showed a significant reduction in symptoms of nonpsychotic emotional illness. There was a significant pattern of improvement for wives in the therapy group compared to the waiting list group, but no such effect for the husbands.  相似文献

The open-plan office is a layout used in government offices in Brazil aimed at saving on space occupied and integrating employees. However, the design of these work-stations must follow the characteristics of tasks and their interrelationships, since adverse physical and organizational conditions may have a negative impact on work productivity. From this perspective, this study sought to identify, from the viewpoint of the ergonomics of the built environment, the adequacy of the open-plan government offices for financial auditing accounts and analyzing documents. Use was made of the Ergonomic Methodology for Evaluating the Built Environment--MEAC (in Portuguese) which systematically analyzes the physical space, by using a mix of physical-spatial assessments and tools for identifying how the environment is perceived. The MEAC was employed in three analytical phases of the physical aspects, namely: an analytical phase of the user's perception; a diagnostic phase; and a final phase of propositions.  相似文献

Research points to differences in the experiences and response of African Americans and whites to organizational situations. This paper presents the results of a study which investigated differences in the management styles in eight local social service agency offices managed by African Americans and eight managed by whites. When the environment was turbulent, white managers responded by becoming more supportive of staff, while African American managers increased problem-solving communications. Staff in African American offices in turbulent environments had higher levels of job satisfation than either white offices of African Americans in nonturbulent environments.  相似文献

We use scaling and statistical models to study networks of ties among Soviet politicians during the Brezhnev era created by their co-attendance at events. The data consist of observations made by the National Foreign Assessment Center of the Central Intelligence Agency of appearances of Soviet political elites at official and social events for 8 years during the height of the Brezhnev era. Conventional wisdom characterizes the Soviet system as partimonial rather than bureaucratic in nature, that is, a system in which power is exercised through loyalties to key players often rooted in common regional and educational associations. One, therefore, might expect that co-attendance at events over these 8 years to be unrelated to actor’s formal positions and the nature of the events. However, our scaling models reveal that participation is patterned by the state and party offices elites hold. Random graph models provide tests of hypotheses about structural features of this network and confirm the interaction between politicians’ offices and the types of events which they jointly attend. Our discussion of the substantive implications of our analyses highlights the need for more detailed examination of “career tracks” through the co-participation space, particularly deviant career tracks and the need for a companion analysis of the structuring participations by informal power groups like those identified by Willerton [Soviet Stud. 34 (1987) 175].  相似文献

This paper explores the emergence of a new genre of garments in Eastern Indonesia: ‘traditional’ uniforms, made from locally hand-woven cloth, which are worn twice weekly by government employees in Kupang, the capital of the province of East Nusa Tenggara (Nusa Tenggara Timur, or NTT). These uniforms, which appeared following a 1997 regulation, supported the emergence of a new, urban textile culture, and a partial decoupling of traditional clothing from adat, Indonesian customary law, even as they allowed adat to make inroads into government offices. National policy, the agitation of local elites and the innovation and conservatism of artists and ritual practitioners, all contributed to this new form of artistic and cultural expression. While attention has been paid to the domesticating power of the state on local forms of cultural expression, this example shows how attempts at control can also push cultural expressions in unexpected directions.  相似文献

In Canada, there are long waiting lists of adopted persons and birthparents seeking information or actual reunions. In the province of Quebec, the government authorized a pilot project, involving a fee-for-service program and use of contract social workers to supplement agency staff as intermediaries in the reunion process. This article reports on the project's evaluation and provides birth-parents' and adoptees' responses to reunion. A survey of clients who used this service found a high level of satisfaction. There were, however, some significant differences between birthparents and adoptees as well as between those who were searching and those found.  相似文献
