In this article, we examine a controversial friendly fire incident that took place during the early stages of the Iraq war. Our focus is on how a cockpit video of the incident was used post facto in a military inquiry to arrive at an understanding of the actions of the pilots involved. We shall concentrate specifically on a series of interpretive difficulties that highlighted the problematic status of the video as evidence and explore what their resolution might tell us about military practice, and the place of friendly fire within it more broadly.  相似文献

Well-designed office workspaces require good anthropometric data in order to accommodate variability in the worker population. The recent obesity epidemic carries with it a number of anthropometric changes that have significant impact on design. We examine anthropometric change among US civilians over the last 50 years, and then examine that change in a subset of the US population--the US military--as military data sets often have more ergonomic dimensions than civilian ones. The civilian mean stature increased throughout the period 1962 to 2006 for both males and females. However, the rate of increase in mean weight was considerably faster. As a result, the male obesity rate changed from 10.7% in 1962 to 31.3% in 2006. The female change for the same period was 15.8% to 33.2%. In the Army, the proportion of obesity increased from 3.6% to 20.9%, in males. In the absence of national US ergonomic data, we demonstrate one approach to tracking civilian change in these dimensions, applying military height/weight regression equations to the civilian population estimates. This approach is useful for population monitoring but is not suitable for establishing new design limits, as regression estimates likely underestimate the change at the ends of the distribution.  相似文献

I estimate the effect of military service during the Afghanistan and Iraq wars on civilian labor and educational outcomes using several empirical methodologies including sibling fixed effects and propensity score matching. Since military occupations and training have changed significantly in the past few decades, these effects may be different than those found in previous studies on veterans of earlier theaters. I find that veteran status increases civilian wages by approximately ten percent for minorities but has little or no effect on whites in this regard. Veterans of all demographic groups are found to be equally employable and equally as satisfied with their civilian occupation as non-veterans. For females and minorities, veteran status substantially increases the likelihood one attempts college. These veterans are found to be more apt to pursue and obtain a two year (associate’s) degree instead of a four year (bachelor’s) degree. Lastly, I find mixed evidence that veteran status increases the likelihood of public sector employment.  相似文献

Although two decades of militarization have normalized the presence of armed forces in eastern DR Congo, civilians continue to resist their power and practices, engaging in heterogeneous repertoires of contentious action. Focusing on resistance against the national army, this article analyzes the forms and effects of these contentious repertoires as well as the factors that shape them. The latter include the intimate and multi-faceted entanglement of civilian and military lives and the high fluidity of dynamics of conflict, insecurity and protection. These factors foster an orientation towards both the socially immediate and the socially imagined. Accordingly, it is appropriate to analyze civilian resistance in eastern DR Congo through the lens of “social navigation,” a term used to conceptualize social practice in volatile settings. Yet, social navigation’s focus on fluidity and flexibility does not allow for fully comprehending civilians’ contentious practices vis-à-vis the military. Following the theory of structuration, these practices are also shaped by relatively durable social structures, such as economic scarcity and deeply rooted socio-political imaginaries and modes of action relating to “stateness,” patronage, and social belonging. The imprint of these structures on social practice renders civilian resistance fleeting, incoherent, and personalized, thereby reducing its potential to undermine the military’s dominance. These observations indicate that even in highly volatile settings, the analysis of durable social structures remains crucial to understanding social practice, including resistance, and its effects on the social order. The analytical approach of social navigation must therefore be complemented by the theory of structuration.  相似文献

One of therapists' contemporary moral imperatives is to support American service members and their families regardless of personal position on the Global War on Terrorism. One way therapists can respond to this imperative is by seeking to understand Army wives' experiences during their husbands' wartime deployments. Therefore, this study utilized a combination of individual interviews with Army wives and a reflecting team of military wives and civilians to explore military wives' experiences. Two main themes were identified: the wives' experience was an emotional roller coaster and they felt silenced--and could be unsilenced--in their interactions with civilians. Therapists working with Army wives should (a) normalize the roller-coaster experience; (b) encourage wives to recognize negative and positive influencers and explore their idiosyncratic coping skills; (c) support positive civilian-military connections; and (d) as a civilian and as a therapist, seek to be a positive civilian connection by proactively showing support.  相似文献

The purpose of this article is to describe the training of military occupational therapy personnel in a unique application of their professional skills. Ergonomic principles of training for stressful environments were implemented to ensure training effectiveness and transfer of skills to combat situations. Training schedules, casualty role-play scenarios, critical incident stress debriefing principles and scenarios, unit survey guidelines, and premises for training persons to function under stressful conditions are provided. Comparisons with civilian applications are drawn, and suggestions for future roles and training for Occupational Therapy professionals are given.  相似文献

Although female employment is associated with lower levels of completed fertility in the civilian world, we find family formation rates among U.S. military women to be comparatively high. We compare enlisted women with civilian women using the National Longitudinal Survey of Youth (N = 3,547), the only data set to measure simultaneously the nuptiality and fertility of both populations. Using propensity score matching, we show that the fertility effect derives primarily from early marriage in the military, a surprisingly “family‐friendly” institution. This shows that specific organizational and economic incentives in a working environment may offset the more widespread contemporary social and economic factors that otherwise depress marriage and fertility.  相似文献

This article introduces the Culturally Meaningful Networks (CMN) approach. Following a pragmatist perspective of social mechanisms more broadly, it develops and demonstrates an approach to understanding networks that incorporates both structure and meaning and that leverages time to understand how these aspects influence each other. I apply this approach to investigate a longstanding puzzle about why some of those who leave military service for civilian life fare well, and others badly. In a mixed-methods analysis, I follow a sample of individuals moving through the transition from military to civilian life in the contemporary United Kingdom. I find that the higher the proportion of alters (i.e., “contacts”) with a military background in the networks of leavers before discharge, the worse they fare after discharge. The CMN approach helps me locate a specific structural embedding that explains the presence or absence of durable cultural frames that set the context for the actual experience of the transition and cause problems during it. Attention to the temporal unfolding of network structure and social meaning is essential to bringing out this finding. By re-embedding networks within people’s experiences over time, the CMN approach helps grasp the distinctions by which leavers understand their interactions. I conclude by arguing that the CMN approach has implications for network sociology and cultural sociology that go beyond this substantive case.  相似文献

Persons with musculoskeletal-related disorders represent a prevalent source of outpatient visits, lost work time and disability in the military; however, research concerning the extent of work-related upper extremity disorders (WRUEDs) within this population is lacking. This literature review examined studies in civilian and military settings to ascertain the prevalence, cost and risk factors associated with WRUEDs. The results indicated that the prevalence and cost of WRUEDs in the civilian workforce are significant, justifying the need to research the military population. The literature also outlined physical, individual and psychosocial factors associated with WRUEDs that will help identify potential risk factors within military occupations.  相似文献

The Balkan entanglements of the Great Powers have long interested historians of war, diplomacy, and nation-building in South-Eastern Europe. Although tsarist officers played a central role in Russian policies in the region, historians have rarely treated their writings as expressions of specifically military concerns and preoccupations. The present article seeks to fill this gap by reconstructing the Balkan career of Ivan Liprandi, a Russian officer, partisan leader, and self-styled expert on the European part of the Ottoman Empire during the middle decades of the nineteenth century. The article traces Liprandi’s effort to turn his direct experience of partisan warfare into knowledge and place that knowledge at the disposal of the Russian military command. Liprandi’s remarkable Balkan career testifies to the growing interest of the Imperial Russian military in the ethno-confessional profile and political attitudes of the local population as factors contributing to victory or defeat. Liprandi’s statistical and ethnographic writings on the Balkans are also indicative of the nexus between the military and civilian forms of knowledge that emerged in the middle decades of the nineteenth century.  相似文献

ABSTRACT

Military families face not only the same challenges as other families, but also unique issues due to their military involvement. Parenting programs for civilian families can be helpful, but they do not generally cover the specific issues faced by military families. The purpose of this qualitative study was to gather information from a focus group of eight service providers about the types of issues that affect military families, such that content and delivery of workshops at a social service agency could be formed to specifically cater to military families. This study utilized a phenomenological approach, and analyses revealed areas for social service involvement around the cycle of deployment. Specifically, social services could be helpful by using psychoeducational and normalization techniques around the five major themes that resulted from this study: (1) the issues of servicemembers psychologically withdrawing before deployment, (2) family cohesion and connectedness during and after deployment, (3) family stability during reintegration of the service member, (4) military families experience many of the same challenges that nonmilitary families do (such as domestic violence and financial issues), and (5) utilizing a military culture framework for all military family programs.  相似文献

This paper reports on a study of the Canadian Forces' (CF's) response to woman abuse in military families which was conducted using institutional ethnography feminist methodology. A 20‐person multidisciplinary team conducted 126 semi‐structured interviews in four Canadian provinces with: (1) present and former civilian female partners of CF members, who were survivors of abuse [64]; (2) regional civilian and CF social service providers, and CF supervisory personnel [52]; and (3) National Defence Headquarters program administrators and generals in Ottawa [10]. Analyzing these interviews enabled us to identify and elaborate on some of the military social relations in which the experiences of military spouses who are woman abuse survivors are embedded. This paper discusses the difficulties created for military spouses by geographical transfers and military housing neighbourhoods, and establishes the crucial role played by the chain of command in military organizations' responses to spouses who have been abused. The paper then shows how military leaders, especially those who supervise combat units, respond to woman abuse in ways that reflect their participation in the hypervigilance and unit cohesion features of military culture. The paper concludes by reflecting on Western militaries' responses to woman abuse in military families in light of their responses to the events of September 11, 2001.  相似文献

On 5 October 2015 the inquest into Connor Sparrowhawk’s death began. A young autistic man, aged 18, died in the bath on 4 July 2013. He had a seizure. The rolling tweets from @LBInquest are harrowing to say the least. Unimaginable torture for Sara and Richard (his mother and step-father), as well as his siblings and others caring. Comments from the inquest such as ‘I felt that Connor should be checked on every 5 or 10 minutes when he was in the bath because of his epilepsy’ and ‘ensuring someone was outside the door when he was bathing was basic nursing care’ sound all the alarm bells for lack of care, because allegedly this did not happen. Clearly there was no one person looking out for him when he needed it the most. On 16 October 2015 the inquest jury found Connor’s death was contributed by neglect. This article will explore the absence of care in a care-less system.  相似文献

The body of research examining issues confronting combat veterans of the Afghanistan and Iraq wars continues to grow. However, this research focuses primarily upon veterans with very less attention given to the challenges confronting their spouses. Using a semi-structured interview methodology and a feminist perspective, this study examines what it means to be a wife of a combat veteran who suffers from post-traumatic stress disorder (PTSD) and/or traumatic brain injury (TBI). Our findings indicate these women—who experience tremendous emotional, financial, and social challenges that arise from being the caregiver for their husbands—feel isolated from and abandoned by both the military community and the civilian community. Furthermore, the social and emotional disconnection of these women experience amplify the stresses they confront in daily life—stresses that are unique to their relationship to being with a combat veteran spouse who has PTSD and/or TBI. We argue future research should build upon this exploratory study to better understand how both the military community and the civilian community impact the subjectivity of these women and their efforts to reintegrate themselves and their families into civilian life.  相似文献

The transition to adulthood has become an increasingly telescoped process for Americans, with marital formation occurring increasingly later in the life course. It is therefore striking to find a context like the U.S. military, in which marriage rates bear an anachronistic resemblance to those of the 1950s era. Using narrative data from life history interviews with military affiliates, the authors show that the military has reinstitutionalized military families at the same time that civilian families are becoming deinstitutionalized. Structural conditions of modern military service, such as war deployment and frequent geographical relocation, have created policies that rely on families to make these conditions more bearable for military personnel. These policies are part of an overarching institutional culture that directly and indirectly promotes marriage. The authors bring together life course literatures on turning points, the welfare state, and linked lives to show how the military has reinstitutionalized families in these ways.  相似文献

Recent scholarship on the 'Americanization' of economic and cultural practices emphasize that the Europeans were not passive victims of this 'colonizing' project but selectively appropriated or even completely rejected aspects of it. This paper extends these insights to a scientific field. It describes the failed attempt to export to NATO a theory-based, computer-dependent model of operations research which embedded civilian scientists deeply in the military decision-making process. This conception of operations research and its related social practices was blocked by the British, who rejected a model of operations research which called for a training in advanced mathematics and computing, and who insisted that NATO maintain a strict civil/military divide. 'Americanization' was a negotiated and contested project which, while stimulating an awareness for change in Europe, did not necessarily determine its trajectory.  相似文献

Partner abuse (PA) is a public health problem that affects a significant number of families. Experiencing PA places victims at risk for a variety of negative outcomes, including substance use or abuse, depression, post-traumatic stress disorder, and, in extreme cases, permanent injury or death. Furthermore, children who are exposed to PA are at risk for problems in the areas of cognitive functioning, self-esteem, psychological and emotional well‐being, interpersonal relationships, and behavior. Most of what is known about PA has accrued through studies of civilian families. In this article, the authors report the results of an in depth review of the epidemiology of PA in each branch of the military. Results revealed that most studies of the military have been conducted with Army families. Rates of nonclinically significant PA are higher in military samples than civilian samples. Men and women connected to the military engage in rates of mild to moderate PA at similar rates. Males in the military engage in more violent PA than do women. These findings are discussed within a prevention and risk/resilience framework. Practical suggestions for clinicians working with military personnel and families and ideas for future research are provided.  相似文献

Equal opportunity (EO) is recognized by the Department of Defense (DoD) as being crucial to maintaining a high state of military readiness. In the last two and a half decades, a number of EO initiatives have been employed by the DoD and each of the military services in an effort to promote fair treatment of minorities and women. Social science literature suggests that the integration of racial minorities, particularly African American males, is a military success story. Some social scientists argue convincingly that the military has far surpassed civilian organizations in integrating African Americans. While the U.S. military has had a long history of addressing racial issues, problems concerning gender have only recently been addressed on a large scale. Some scholars assert that the military is the last male bastion in the United States. It lags behind the civilian sector in integrating women. This study examines the perceptions of active‐duty men and women in the U.S. Army to determine whether minority men are more satisfied with the equal opportunity climate than women and whether minority women are less satisfied with the equal opportunity climate than non‐minority (White) women. The purpose of this study is twofold: One objective is to examine differences within the gender category, i.e., African American, Hispanic, and White women. The other objective is to explore differences across gender. Degree of satisfaction is measured by responses to items on the Military Equal Opportunity Climate Survey (MEOCS). The data were stratified by rank level, officer and enlisted, and a General Linear Model (GLM) was performed with race, gender, and the interaction of race and gender as independent variables. In the final analysis, the data were stratified by paygrade, and a GLM was performed on each part separately. Among the findings, race is a more powerful predictor of the attitudes of active‐duty men and women toward the EO climate in their units than either gender or the interaction of race and gender. While gender is significant in most of the statistical models, and the interaction of gender and race is sometimes significant, these variables explain less than one percent of the variance. Although African American men are generally more satisfied with the EO climate than African American women, they are less satisfied than White and, in some cases, Hispanic men and women.  相似文献
