Based on the example of Metropolitan Cork, this paper looks at strands of planning thinking as they apply to the city-region: economic and political arguments about the scale of a city; landscape arguments about identity and place; spatial arguments about urban form and environmentally grounded arguments about nature, ecology and the city. Bringing together the different theoretical contexts and disciplinary frameworks of these interrelated approaches and relating them both to the often contradictory principles of sustainable development and to the challenge of achieving appropriate systems of governance at this scale, it explores an initial argument for how holistic and mutually reinforcing approaches to the spatial resilience of a city region might re-emerge.  相似文献

ABSTRACT

An enduring challenge for HRD is ensuring academic research achieves impact on professional practice. We have located this research within debates about the research-practice gap. To investigate this challenge, we analyse case studies of academic impact from all disciplines submitted to the United Kingdom’s 2014 research assessment exercise (REF 2014). We found that Learning and Development was a primary focus of significant number of impact case studies submitted across all disciplines compared to other areas of HR and HRD. We also found that Learning and Development was a key path to Impact. These findings reveal that Learning and Development in a work context plays a pivotal role in helping researchers irrespective of discipline achieve impact. Our findings therefore speak to the research-practice gap across academia. We conclude by considering the potential role for HRD in generating impact.  相似文献

In the current search for tools that encourage and assess learning and development, personal development plans (PDPs) are being used ever more frequently by organizations. A PDP is an assessment tool used by the employee to reflect on, to document the competencies s/he has been working on and to present his/her plans for further development. This study conducted among employees working in a governmental organization in the Netherlands (N = 287) focused on the PDP practice as conceptualized by three supporting conditions: learning and reflection, information and feedback and the motivating supervisor. It examined which of these features enhance the undertaking of learning activities, expertise-growth, flexibility towards changing circumstances and performance. Results from the hierarchical regression analyses indicate that a motivating supervisor, information and feedback and reflection by the employee on the basis of his/her PDP affect whether or not a PDP contributes to the four measured output variables. Next, by conducting mediation analyses evidence is found for the mediating role of undertaking learning activities in the relation between the PDP practice and two output variables.  相似文献

Life cycle impact assessment (LCIA) and comparative risk assessment (RA) use the same building blocks for analyzing fate and potential effects of toxic substances. It is tacitly assumed that emission-effect calculations can give uniform and decisive answers in debates on toxicity problems. For several decades, mainstream policy sciences have taken a different starting point when analyzing decision making on complex, controversial societal issues. Such controversies in essence are thought to be caused by the fact that different actor coalitions adhere to a different, but in scientific terms equally reasonable, conceptualization or "framing" of the problem. A historical, argumentative analysis of the Dutch chlorine debate and the Swedish PVC debate shows that this is also true in the discussions on toxic substances. Three frames have been identified, which were coined the "risk assessment frame," "the strict control frame," and the "precautionary frame." These frames tacitly disagree about the extent of knowledge/ignorance about the impacts of substances, the robustness/fallibility of emission-reduction schemes, and the robustness/vulnerability of nature. The latter frame, adhered to by environmentalists, seeks to judge substances mainly on their inherent safety. Under the current institutional arrangements and practices, RA and LCIA are executed mainly in line with the philosophy expressed by the risk assessment frame. This article gives various suggestions for dealing with framing in debates on toxic substances. One of the options is elaborated in somewhat more detail, i.e., the development of multiple indicators and calculation schemes for RA and LCIA that reflect the different frames. An outline is given for a possible indicator system reflecting the precautionary principle.  相似文献

本文基于中小企业板收盘制度改革的背景,分析了开放式集合竞价对市场流动性、波动性的影响。结果显示,采用开放式集合竞价收盘之后,收盘前连续竞价阶段的市场流动性明显减小、波动性降低,从连续到收盘价格的变化幅度减小,收盘阶段的市场流动性降低。根据市场微观结构理论,并结合中国市场的实际情况,我们得到以下结论:集合竞价透明度增加有效地缓解了收盘前集中交易的现象,减少了庄家在尾盘拉抬和打压价格等做盘的可能性,提高了收盘价格的信息效率。  相似文献

Few studies have examined the role of managerial support in the adaptation of entrants to healthcare. The purpose of this study was to identify the job characteristic and role-related variables that mediate the effects of managerial support and personality on the mental and physical health and sickness absence in two independent groups of new recruits to a healthcare organization. Entrants to a healthcare environment (student nurses) were surveyed 25 weeks after entry. Latent variables represented neuroticism, demand, control, role clarity and affective outcome variables in a simplified version of the Michigan model of work stress (House, 1981). This study used a two-stage approach to structural equation modelling, exploring hypothesized structural models on an initial data set (N=195) prior to confirmation on an independent replication data set (N=239) using multi-sample methods. Finally the confirmed model of choice was evaluated using the combined data (N=434). Emotional distress reported at 6 months was found to be associated with dispositional characteristics of the entrant and indirectly, via job satisfaction, with managerial support from academic and clinical sources. Managerial support from academic and clinical sources had an indirect influence on job satisfaction, but by differing mechanisms involving role clarity and control. The demands perceived by the entrants arose from neuroticism and were independent of any other variable. Emotional distress had its deleterious association with sickness absence via somatic health. This study details a series of mechanisms that will subsequently be tested longitudinally.  相似文献
