Industrial plant closures create a largely unexplored challenge for corporate social responsibility (CSR) strategy. Such plant closures lead to brownfield sites: economic assets and large pieces of land that often cannot be redeployed for alternative purposes, except by incurring significant costs. The direct effects of plant closures typically include a rise in unemployment and value chain disturbance (or dismantling), but brownfields are usually also associated with additional social effects and environmental pollution. Here, a proactive CSR strategy means reducing or mitigating the joint, negative social and environmental footprint of industrial plant closures beyond what is mandated by law (which has tended primarily to address direct effects). We assess the various strategies firms can pursue to mitigate negative, post-closure footprints and we distinguish between two alternative strategic options beyond the ‘legal obligations’ approach, namely the ‘core business related’ (core) CSR approach, and the ‘peripheral CSR’ approach. We explore the case of a plant closure by Bekaert S.A., a large, Belgian industrial firm, which adopted a peripheral CSR approach to manage and redevelop a brownfield site. Evidence‐based information on household‐level adaptation is an important element of integrated management of vulnerable coastal regions. A growing number of empirical studies deal with household‐level adaptation at the coast in different regions. This article provides a systematic review of these studies. We analyze studies according to how households in different parts of the world are currently adapting, or how they are intending to adapt, and identify explanatory factors for adaptation behavior and intention. We find that households implement a broad range of adaptation measures and that adaptation behavior is explained by individual factors such as socioeconomic and cognitive variables, experience, and perceived responsibilities. Nonpersonal characteristics have also been used to explain adaptation behavior and intention but have not been extensively investigated. Few studies employ qualitative research methods and use inductive approaches as well as models stemming from behavioral economics. Our findings suggest that coastal risk management policies should communicate the efficacy of household‐level adaptation, in addition to information about flood risk, in order to encourage coastal households in their adaptation activities. In this context, we discuss the role of resources and responsibility of households for their adaptation behavior. We describe the lessons learnt and formulate a research agenda on household‐level adaptation to coastal flood risk. In practice, coastal risk management policies should further promote individually driven adaptation by integrating it in adaptation strategies and processes.  相似文献

In recent years, perception of flood risks has become an important topic to policy makers concerned with risk management and safety issues. Knowledge of the public risk perception is considered a crucial aspect in modern flood risk management as it steers the development of effective and efficient flood mitigation strategies. This study aimed at gaining insight into the perception of flood risks along the Belgian coast. Given the importance of the tourism industry on the Belgian coast, the survey considered both inhabitants and residential tourists. Based on actual expert's risk assessments, a high and a low risk area were selected for the study. Risk perception was assessed on the basis of scaled items regarding storm surges and coastal flood risks. In addition, various personal and residence characteristics were measured. Using multiple regression analysis, risk perception was found to be primarily influenced by actual flood risk estimates, age, gender, and experience with previous flood hazards.  相似文献

This paper examines the attitudes of 285 hunters and fishermen from South Carolina about hunting and fishing, risk, environmental issues, and future land use of the Savannah River Site. We test the null hypothesis that there is no difference in hunting and fishing rates, attitudes toward the safety of fish and deer obtained from SRS, attitudes toward future land use at SRS, and perceptions of the severity of environmental problems as a function of how far respondents lived from the site. Respondents hunted or fished an average of over 40 days a year, and only half felt that the fish and deer from SRS were safe to eat. Willingness to expend federal funds was correlated with perceptions of the severity of the problem. Preferences for future land use at SRS fell into three categories: high (environmental research park, hunting, fishing, camping), medium (nuclear production, factories, preserve only), and low (nuclear waste storage, residential). There were no differences in hunting and fishing rates, ranking of the severity of environmental problems, and willingness to expend federal funds as a function of distance of residence from SRS, but attitudes toward future land use differed significantly as a function of location of residence. Those living close to SRS were more willing to have the site used for factories, residential, nuclear material production and to store nuclear wastes than those living farther from the site. Our data on recreational rates, attitudes toward future land use, and willingness to expend federal funds to solve environmental problems reiterate the importance of assessing stakeholder attitudes toward decisions regarding future land use at DOE sites  相似文献

ABSTRACT

Adaptation to climate change is emerging as a central objective and policy frame for coastal communities. This paper examines recent climate change adaptation efforts in the UK, centring on the case of Fairbourne, Wales. The village is facing the long-term prospect of flooding and inundation due to the impacts of sea level rise. The recent Shoreline Management Plan for the area has recommended realignment of the coast and eventual decommissioning of Fairbourne. The paper draws on a qualitative research methodology of interviews, policy review and observation to narrate the case and provide key insights and lessons for planners working in environmentally vulnerable coastal settings and managing climate adaptation processes.  相似文献

随着我国城市化进程的推进,大量的农村土地正在转化为非农业用地,失地农民数量也在急速增加,并对社会稳定与发展构成了很大的压力。与此同时,农地在非农化过程中形成了巨额地租。如何根据稳定与发展的需要构建协调各级政府、集体,失地农民、企业等相关主体的利益分配机制已经成为非常重要的问题。本文提出,要协调好相关主体的利益,应当遵循社会稳定标准和社会公正标准。然后,通过对国家征地模式、集体土地直接非农化模式和国家征地并部分返还的模式进行比较,探讨了其利益分配特征及其效应。在此基础上,提出了有关政策。  相似文献

This is a pioneering study on bus depots based on a review of the English-language literature on or related to them, which is motivated by the prevalence of real estate projects using the land of the former depots. The review is followed by some conjectures about the transaction cost advantages of bus depot sites as a source of development land and examines the hypothesis that redevelopment projects using former bus depots, compared to other uses, in Hong Kong are more easily approved under the statutory planning system. The literature review found that bus depots have attracted much academic attention, although research angles were conditioned by different social perceptions of bus depots. The empirical results of this case study did not reject the hypothesis. The limitations and implications of the study are discussed.  相似文献

Recent flood risk management puts an increasing emphasis on the public's risk perception and its preferences. It is now widely recognized that a better knowledge of the public's awareness and concern about risks is of vital importance to outline effective risk communication strategies. Models such as Risk Information Seeking and Processing address this evolution by considering the public's needs and its information-seeking behavior with regard to risk information. This study builds upon earlier information-seeking models and focuses on the empirical relationships between information-seeking behavior and the constructs of risk perception, perceived hazard knowledge, response efficacy, and information need in the context of coastal flood risks. Specific focus is given to the mediating role of information need in the model and to the differences in information-seeking behavior between permanent and temporary residents. By means of a structured on-line questionnaire, a cross-sectional survey was carried out in the city of Ostend, one of the most vulnerable places to coastal flooding on the Belgian coast. Three hundred thirteen respondents participated in the survey. Path analysis reveals that information need does not act as a mediator in contrast to risk perception and perceived knowledge. In addition, it is shown that risk perception and perceived hazard knowledge are higher for permanent than temporary residents, leading to increased information-seeking behavior among the former group. Implications for risk communication are discussed.  相似文献

In population terms Greenland is one of the world's smallest states, but it occupies one of the world's largest land masses. It also brings together two very different cultures, those of the indigenous Inuit hunter society and those of the Danish colonial administration. There is now a substantial measure of self-government, building on what this article sees as a surprising measure of common ground between the cultures. Today economics and technology present significant challenges, and the article suggests that the cause of social sustainability will not be well served by giving in to contemporary global pressures.  相似文献

Informed by a Coasian transaction cost paradigm enriched by the concept of Schumpeterian innovations, this paper discusses the advantages of using experimental coastal reclamation of the sea to build new cities with a policy for fostering innovations. A new development area at the margin of Shenzhen in China, Qianhai, is used to demonstrate how urban expansion by urban sprawling in a megacity can be avoided by reclamation of marginal land as analytically less costly than along intra-marginal land and more suitable for experimentation for the type of megacity concept that Qianhai aims to achieve.  相似文献

The observed global sea level rise owing to climate change, coupled with the potential increase in extreme storms, requires a reexamination of existing infrastructural planning, construction, and management practices. Storm surge shows the effects of rising sea levels. The recent super storms that hit the United States (e.g., Hurricane Katrina in 2005, Sandy in 2012, Harvey and Maria in 2017) and China (e.g., Typhoon Haiyan in 2010) inflicted serious loss of life and property. Water level rise (WLR) of local coastal areas is a combination of sea level rise, storm surge, precipitation, and local land subsidence. Quantitative assessments of the impact of WLR include scenario identification, consequence assessment, vulnerability and flooding assessment, and risk management using inventory of assets from coastal areas, particularly population centers, to manage flooding risk and to enhance infrastructure resilience of coastal cities. This article discusses the impact of WLR on urban infrastructures with case studies of Washington, DC, and Shanghai. Based on the flooding risk analysis under possible scenarios, the property loss for Washington, DC, was evaluated, and the impact on the metro system of Shanghai was examined.  相似文献

本文是以现代企业理论为研究基础,以东北农村为例,对农业土地规模经营问题的一项经验研究。研究适合我国农业生产的前提条件、经营规模、经营效果,探讨适合中国农业现代化发展的道路。根据3组不同情况的样本分析,得出土地规模经营受制于土地流转速度和集中程度、农村劳动力转移速度和转移数量的结论。如果土地流转速度和流转数量加快,土地的集中度就提高,从而土地规模经营将发展和扩大;同样,如果农村劳动力转移速度和数量加快,土地集中度就提高,土地的规模经营就成为可能。文章研究了农业机械化和生化技术使用情况,得出农业机械化是对农村劳动力的替代,替代的界限依赖于农业机械与农业劳动力的相对价格变化或相对成本变化。生化技术是对土地和劳动力的节约或替代,这两种技术代表了现代化农业发展的两条道路,但是这两种技术在农业生产中是相容的结论。本文另一个重要的研究成果是小块土地经营并没有排斥农业机械化,农业机械化只与劳动力的相对价格有关,而与土地经营的规模大小无关,这个结论与中国的现实是相符合的。  相似文献

Crowdsourcing has gained much attention in practice over the last years. Numerous companies have drawn on this concept for performing different tasks and value creation activities. Nevertheless, despite its popularity, there is still comparatively little well-founded knowledge on crowdsourcing, particularly with regard to crowdsourcing intermediaries. Crowdsourcing intermediaries play a key role in crowdsourcing initiatives as they assure the connection between the crowdsourcing companies and the crowd. However, the issue of how crowdsourcing intermediaries manage crowdsourcing initiatives and the associated challenges has not been addresses by research yet. We address these issues by conducting a case study with a German start-up crowdsourcing intermediary called testCloud that offers software testing services for companies intending to partly or fully outsource their testing activities to a certain crowd. The case study shows that testCloud faces three main challenges, these are: managing the process, managing the crowd and managing the technology. For each dimension, we outline mechanisms that testCloud applies for facing the challenges associated with crowdsourcing projects.  相似文献

Social equity has become an important concern of the environmental movement over the past decade. The equity issue is analyzed here for practically all of the inactive hazardous waste disposal sites on the National Priorities List (NPL) regulated under the Comprehensive Response Compensation and Liability Act and its 1986 Superfund Amendments and Reauthorization Act (CERCLA/ SARA). Two dimensions of equity are emphasized, namely, site location relative to the location of minority populations and the distribution of cleanup plans or Records of Decision (ROD) across communities with NPL sites that have different socioeconomic characteristics. With respect to site location, the percentage of Blacks and Hispanics aggregated at the Census Place or MCD level in communities with NPL sites was greater than is typical nationwide (largely attributable to the concentration of minority populations in a few large urban areas with NPL sites). In contrast, the percentage of the population below the poverty line in communities with NPL sites largely matched that of the nation as a whole. With respect to site cleanup, communities with relatively higher percentages of racial minority populations have fewer cleanup plans (Records of Decision signed) than other communities with NPL sites. Whether a ROD exists is influenced by when the site was designated for the NPL: sites designated earlier (prior to the SARA amendments of 1986) are more likely to have RODs, and also less likely to have high proportions of racial minority populations than sites designated later. This implies that initially the designation process may have resulted in NPL sites being located disproportionately in minority areas, but this pattern seems to be reversing itself in more recently designated sites. As with any statistical analysis, these findings are findings of association and not causality. Thus, racial and ethnic disproportionalities with respect to inactive hazardous waste site location seem to be concentrated in a relatively few areas. Disproportionalities with respect to cleanup do exist, but appear to be more a function of the nature of the process of designation of NPL sites in the early 1980s rather than a result of actions connected with cleanup plans per se. Further investigations are needed at alternative geographic scales to discern the sensitivity of patterns of inequity to distance from the sites.  相似文献

Offshore activity in the North Sea is the first of a number of worldwide offshore developments that will take off in the next 10 years. Exploration is occurring at a dramatic rate off the coasts of a number of countries in South East Asia and is also taking place off the coast of Australia, Africa, South America, the United States and Canada. The North Sea will thus, in many cases, be the test bed for suppliers to the offshore industry. With all countries which have oil deposits off their coast being anxious to promote indigenous supply of products and services to the oil industry, competition in the world market will intensify. Only those companies who can establish their product and marketing strategies in the politically calm environment of the North Sea can hope to reap the rewards of what may turn out to be the world's fastest growing industrial market over the next 20 years.  相似文献

This article describes the series of changes which British Telecom has gone through over the last 10 years or so— changes which have often been dramatic and highly publicized. Faced with the challenges of the fast-changing business environment of the past decade—the most obvious of which was the technological revolution—British Telecom was perceived to be safe and reliable, but slow to change and expensive. Its strengths were the widespread understanding and acceptance of the need for change, its reservoir of the necessary skills and talent, a sound commercial infrastructure and a corporate culture. Non-industrial forest lands represent thirty percent of the U.S.'s private forest land. Totaling 118 million acres, these areas constitute the bulk of land harvested for timber and are suffering from rapid turnover and fragmentation—a critical economic concern for the owners and a problem for the environment health of the land. Only five percent of non-industrial forest land owners have a management plan for their woods, and this number is much lower for parcels under one hundred acres.In an effort to become more creative in preserving this forest land and other areas, The Nature Conservancy has begun to develop creative tools for achieving its conservation goals. The Center for Compatible Economic Development (CCED), within the conservancy, was developed to generate economically viable ways of conserving threatened areas. One of the promising concepts developed by CCED is The Forest Bank.The Forest Bank was designed to offer landowners a new option that gives them the financial liquidity they need in the short-term, while managing their resources sustainably over the long-term. It builds on the local focus that the Nature Conservancy has already established. At the same time, the Forest Bank uses the brand identity of the conservancy to grow a business model that can be effective at protecting forest ecosystems throughout the United States and the world.  相似文献

As a result of the legacy of the Cold War, the Departments of Energy and Defense are involved in massive cleanup and remediation projects. While health risk to humans and ecological receptors is perceived to be the basis for remediation, this assumption is rarely examined. In this article, we examine the role of risk and future land-use designations in cleanup decisions, using the Department of Energy's self-assessment of 36 sites. We then discuss the risk-related tools that might be required to address the cleanup challenge. Much of the current cleanup program is driven by compliance with federal and state statutes and regulations, presumably to protect human health and the environment. Compliance, however, is not synonymous with cleanup. Although some of these laws and regulations take risk into account, the lack of site-specific data on exposures and risk scenarios, and the lack of attention to future land use or end states, has often resulted in disconnects between risk and cleanup goals, risk and final end states, and cleanup levels and end state or subsequent land use. Partly, these disconnects result from the need for a range of technical, economic, sociological, and public policy tools to address the issues. A better transfer of information among and within Department of Energy facilities, operations offices, and DOE headquarters is required. Further, linking cleanup decisions and goals with the final end state involves a number of risk tradeoffs, including (1) ecological versus human health, (2) worker versus public health, (3) among competing contaminated areas, (4) among temporal patterns of cleanup, (5) among different ecological receptors (plants vs. animals, one animal vs. another), and (6) among the sites across the DOE complex. For the nation, balancing among risks is essential within sites and among Department of Energy sites, as well as among other remediation sites (such as those of Department of Defense and Superfund sites).  相似文献

Areas immediately adjacent to 16 of the first US national priority (NPL) hazardous waste sites that also had pre-superfund emergency actions were examined to measure local stigma. Four decades after their NPL designation, I found marked variation in these areas’ social, public health and environmental attributes. About one-third of these small areas fit the stereotype of stressed areas with environmental injustice challenges. Yet, another one-third of these sites have better measurable outcomes than a combination of their host states and counties. For example, they have elevated levels of broadband access and their local jurisdictions are classified as safe and attractive to families. I conclude that long-term stigma around a Superfund site was limited by US EPA actions, as well as by progressive state and local governments, and community groups, in other words, contributions from parties at multiple geographical scales.  相似文献

Major accident risks posed by chemical hazards have raised major social concerns in today's China. Land‐use planning has been adopted by many countries as one of the essential elements for accident prevention. This article aims at proposing a method to assess major accident risks to support land‐use planning in the vicinity of chemical installations. This method is based on the definition of risk by the Accidental Risk Assessment Methodology for IndustrieS (ARAMIS) project and it is an expansion application of severity and vulnerability assessment tools. The severity and vulnerability indexes from the ARAMIS methodology are employed to assess both the severity and vulnerability levels, respectively. A risk matrix is devised to support risk ranking and compatibility checking. The method consists of four main steps and is presented in geographical information‐system‐based maps. As an illustration, the proposed method is applied in Dagushan Peninsula, China. The case study indicated that the method could not only aid risk regulations on existing land‐use planning, but also support future land‐use planning by offering alternatives or influencing the plans at the development stage, and thus further enhance the roles and influence of land‐use planning in the accident prevention activities in China.  相似文献
