This article describes the development and factor structure of the Revised Safe At Home instrument, a 35-item self-report measure designed to assess individuals' readiness to change their intimate partner violence behaviors. Seven new items have been added, representing content specific to the Maintenance stage, and other items have been revised to strengthen the assessment of earlier stages and address gender concerns. Confirmatory factor analysis using multisite data (two sites, a total of 281 men at intake) supported the conclusion that a four-factor model (Precontemplation, Contemplation, Preparation/Action, and Maintenance stages) was consistent with the observed covariances. A high degree of correlation between the Preparation/Action and Maintenance scales was observed, but subsequent testing indicated a need to treat the two as distinct factors in the model. It is recommended that scoring include only 31 items that perform well.  相似文献

AIM: To assess the prevalence and relationship to later employment of potential barriers to work for substance-abusing women on Temporary Assistance to Needy Families (TANF) enrolled in a multiservice welfare-to-work program. DESIGN: A field study with repeated measures and intent-to-treat sampling. INTERVENTION: The CASAWORKS for Families (CWF) was delivered in 11 sites in nine states across the nation and featured integration of substance-abuse treatment and employment and work readiness services. MEASUREMENT: The Addiction Severity Index, supplemented with subject-appropriate questions. SAMPLE: A total of 366 CWF women who completed interviews at program enrollment, and at 6 and 12 months later. FINDINGS: Substance-abusing women on TANF in the CWF program exhibited multiple potential barriers to work at enrollment, averaging 6 out of 14 potential barriers assessed. They reported significantly more obstacles than a general welfare sample of women from the same locales. Few single barriers were significantly related to employment at 12 months. However, the total number of potential barriers to work experienced, particularly at 6 months, was related to employment at 12 months.  相似文献

Recent welfare reforms in the United States shifted the emphasis from income maintenance to preparation for employment. Many families receiving welfare benefits have members with disabilities, which can complicate the process of transition into the workforce. Rehabilitation professionals have a unique set of skills, expertise and experiences which could enhance work transition outcomes for welfare recipients. This purpose of this article is to (a) familiarize rehabilitation professionals with welfare reform changes in the United States, (b) summarize the experiences of families affected by those changes who participated in a recent study, and (c) present a service delivery model to enhance parental power and flexibility based on rehabilitation principles.  相似文献

The welfare of working mothers is a subject which has captured the attention many organizations and professional people who have examined the implications from their own particular points of view. For example, among Australian studies, Scott (1962) examined the personality development of pre-school children of working mothers, Bryson, et al. (1965), considered the effects on family life, and Nurcombe (1971) made a general assessment of some aspects of the welfare of infants and children under three years of age whose mothers are in full-time employment. The Women's Bureau of the Commonwealth Department of Labour and National Service has published booklets on various related topics under the general heading of “Women in the Workforce” and statements on policies related to the day care of children have been prepared by such bodies as the Australian Pre-school Association, the Australian Council of Social Service, the Queensland Creche and Kindergarten Association, the Victorian Council of Social Service and the Social Planning and Action Committee of the Australian Association of Social Workers.  相似文献

SUMMARY

The present study sought to investigate the effects of employment on low-income single black mothers and their preschool children. The sample included 90 mothers from New York City communities who were welfare recipients in 1996, and followed two years later. At follow-up, 53 of the 90 mothers were employed. The findings indicated that lower levels of depressive affect or financial strain were not predictive of entry into the work force. However, once employed, mothers reported less depressive symptoms than those not working. Attaining more education predicted better outcomes for mothers and their children, and provided more of an opportunity to be successful in the job market. For example, having more education was associated with gaining employment, exiting welfare, having stable employment, earning higher wages, and better reading abilities in children. Maternal employment was beneficial to children, as mothers who entered the work force had children who performed better in math achievement at follow-up, after controlling for maternal socioeconomic characteristics and school readiness at baseline. Implications of the findings will be discussed.  相似文献

Occupational licensing laws erect barriers to entry into various labor markets, impeding the upward mobility of welfare recipients seeking to transition into employment. This paper, recognizing that labor market interventions have often been used precisely because of this effect, proceeds to examine various restrictions which directly affect low-skilled workers in the U.S. economy who now have stronger incentives to participate in labor markets in response to recent welfare policy reforms. Three distinct types of labor market restrictions are identified: (1) the licensing of professional, high-skilled occupations tends to crowd workers into lower-skilled occupations, lowering such wages and thus weakening work incentives among the welfare population; (2) quantity license restrictions (permits which set quotas limiting the overall number of suppliers in a market) suppress demand for low-skilled workers, and may substantially reduce work opportunities and, thus, incentives. Taxi license restrictions alone, for instance, may result in several hundreds of thousands of lost employment opportunities throughout the United States; and (3) quality license restrictions, where entrants face higher entry costs (typically through educational requirements above the requirements of the market), may paradoxically provide welfare recipients with enhanced opportunities for employment, particularly when coupled with job-training subsidies typically extended to welfare recipients. This we call a “de facto liberalization” of occupational licensure. While incumbent workers are certain to resist enhanced entry by welfare recipients into licensed occupations, vocational schools should aggressively support such entry, affording a possible realpolitik to the migration path envisioned. More interestingly, once entry has accelerated under de facto liberalization, occupational license rents will predictably decline, thus increasing the likelihood of explicit liberalization, and further opening labor markets to competitive entry.  相似文献

Self-support through employment has become much more important for low-income mothers and welfare recipients as a result of welfare reform and decline of welfare caseloads. This study used the 2004 longitudinal panels of the Survey of Income and Program Participation (SIPP) to examine longitudinal patterns and trajectories of employment and earnings and to identify factors associated with long-term employment and earnings success among low-income mothers. The results indicate that despite the high proportion of low-income mothers employed, a substantial number were unable to sustain employment and had low earnings. Only 37% of low-income mothers experienced earnings success. Moreover, nearly half of the sample who had successful employment trajectories experienced stagnant or decreasing earnings. Results highlight the importance of considering the level, trend, and stability of employment and earnings in categorizing employment and earnings success. The factors associated with both long-term employment and earnings success included education, work disability, earnings of other adults in the family, homeownership, and state unemployment rates. Results also revealed some differences in factors that determined these two outcomes. The findings point to the importance of advocating for social policies that provide additional income and employment supports for low-income families with children.  相似文献

A sociologist analyzed 1984 data on 18-49 year old Canadian women married to their 1st husband to examine the effect of certain variables on the probability that they work at 3 different stages of the family life cycle. The older the woman the less likely she would be working at each state. Age was most significant at stage 1 (married with no children) (p.05) and less significant at stage 3 (married with 1 or more children and expected no more) (p.1). Neither age nor marriage age determined wife's labor force participation at stage 2 (married with 1 or more children and expected more). Marriage age was positively related to labor force participation at stage 1 (p.1). At all stages, the more education a woman had the more likely she worked. This effect was significant at stage 3 (p.1). Place of birth had a significant negative effect on employment at stage 3 (p.05). Canadian-born women with children had a tendency not to work or not seek work (stages 2 and 3), but those with no children either worked or were seeking work. The age of the youngest child had no significant effect on labor force participation. The more children a woman in stage 3 had the more likely she did not work (p.1), but those in stage 2 were more likely to work even though the number of children did not strongly influence labor force participation. Husband's income had a small effect on labor force participation of wives at all stages, but it was significant at stages 1 and 3 (p.1). Husbands were more likely to have a favorable attitude toward employment of wives at stages 1 and 3, but it was only significant at stage 3 (p.05). Women at stage 2 preferred to combine work, often part time, and motherhood. This study suggests that labor force participation of mothers will most likely continue to grow.  相似文献

Abstract

This study explores how work incentive policies influence the socioeconomic status of welfare leavers. Logistic and ordinal regression methods were used to analyze 1999 statewide survey data on West Virginia WORKS leavers. This study found that people who had more months of eligibility remaining for TANF were more likely to have jobs than those with fewer months of eligibility. People who had been sanctioned for noncompliance with work requirementswere less likely to have jobs than those who had not been sanctioned. However, childcare assistance had a significant influence on the employment of welfare leavers. EITC was significantly associated with the expectation of high economic status. Policy implications are discussed.  相似文献

Since 1996, individuals who participate in welfare programs are mandated to find employment. Welfare recipients may have difficulty transitioning to the work force due to impairments in psychosocial functioning. Examples include mental health and substance use disorders, medical problems, academic and learning difficulties, and lack of resources such as childcare and transportation. In addition, many welfare recipients have histories of abuse and violence, which further complicate their job finding efforts given the documented relationship between past maltreatment and psychiatric impairment. An area unexplored is the relationship between a history of childhood abuse and psychiatric impairment in Welfare to Work (WtW) recipients. We evaluated the relationships among demographics, personality pathology, substance abuse, cognitive functioning, and histories of childhood abuse in a group of 158 WtW recipients in order to assess predictors of psychiatric impairment. Results suggest that participants with higher levels of psychiatric impairment also had higher levels of interpersonal problems related to personality pathology, higher drug and alcohol use impairment, and endorsed more severe histories of childhood abuse. Personality pathology, alcohol use severity, and self-reported childhood abuse emerged as the best predictor of psychiatric impairment in this WtW sample. These results have implications for identifying individuals at risk for unsuccessful transition into the work force and for the development of effective rehabilitation strategies that considers the unique needs of women in WtW programs.  相似文献

Abstract

In this qualitative study of welfare mothers' perceptions and responses to receiving an economic sanction, we recruited a convenience sample of mothers of preschool children whose benefits had been cut due to noncompliance with an employment activity. The interviews combined semi-structured and open-ended questions, as well as measures of maternal depression and economic hardship. No pattern of differences in strategies was found between those women who complied with the work mandate and those who did not. Many of the women were confused about the reason for the cut in their benefit. Policy ramifications of findings in regard to the 2002 TANF Reauthorization legislation are discussed.  相似文献

Numerous studies have assessed families' employment and financial stability following welfare reform. Yet little research has addressed whether welfare and work transitions are linked with other changes in family functioning. Using a representative sample of approximately 2,000 low-income urban families from the Three-City Study, analyses assessed whether mothers' welfare and employment experiences over a two-year period following welfare reform were related to changes in family well-being. Lagged regression models controlling for family characteristics and earlier levels of functioning found that moving into employment and stable employment (of 30 hours or more per week) were linked to substantial increases in income and improvements in mothers' psychological well-being. Movements into employment also were associated with declines in financial strain and food insecurity. Sustained or initiated welfare receipt was related to relative declines in income, physical health, and psychological well-being, but also to improved access to medical care. In contrast, mothers' welfare and work experiences showed very limited relations to changes in the quality of parenting or of children's home environments. These patterns were similar for families with young children and those with adolescent children. Results suggest that parenting behaviors are more resistant to change than are maternal emotional and economic functioning.  相似文献

This article describes differences in perceptions of the child welfare work environment among Title IV-E educated individuals who remain within public child welfare and those who sought employment elsewhere after fulfilling a legal work commitment. Job satisfaction, emotional exhaustion, and personal accomplishment were predictive of staying versus leaving. The empirical evidence suggests that efforts to retain highly skilled and educated public child welfare workers should focus on creating positive organizational climates within agencies.  相似文献

As welfare reform legislation takes effect, employers in both the private and public sectors hope to create jobs and offer employment to over two million former welfare recipients entering the labor market. We examine the economic environment facing these welfare-to-work efforts: the job market and the characteristics of the welfare population, current business approaches, and employment policy regulations which could be changed to ease the often difficult transition from welfare to work. We tested selected promotive and risk factors as concurrent predictors of educational attainment, educational aspirations, and participation in education, training, or employment among young people enrolled in extended care and maintenance (ECM) in Ontario, Canada. ECM is a legislatively established transitional living program that provides financial, instrumental, and emotional support to former youths in care in the province who have had their individualized plans for education, training, or work accepted by their local Children's Aid Societies. The 406 participants in the research were 18-20 years of age and included 230 females (56.7%) and 176 males (43.3%). The data were collected by the youths' child welfare workers in interviews conducted by means of the second Canadian adaptation of the Assessment and Action Record from Looking After Children (AAR-C2-2006; Flynn, Vincent, & Legault, 2009). Cross-sectional hierarchical regression and sequential logistic regression analyses showed that the youth's total number of developmental assets was the most consistent promotive factor, predicting more favorable levels of all three educational outcomes. Cognitive impairments and soft-drug use were the most consistent risk factors, each predicting lower levels of two of the three outcomes. The practice and policy implications of the findings, as well as the limitations of the research, were discussed.  相似文献

Abstract

A time-series design was used to investigate an innovative, rent incentive-based employment initiative in a predominantly African American public housing community. The purpose of the research was to assess the impact of the Welfare-to-Work (W-t-W) program on resident employment levels and on Public Housing Authority (PHA) revenues and costs. Data were collected on a purposive sample of heads of household (N = 313) representing 78.3% of those in the community. Over half of the residents were under 17 years of age, followed by 24.7% who were 18-34, and 15.5% who were 35-54 years of age. Mean annual income for most participants was less than $5,000, and 60% were welfare reliant. Fifty-six percent of the participants in the study (N = 179) received monthly rent credits (discounts) ranging from $23 to $333 (m = $87, s.d. = $38.60). Employment levels in the community increased considerably over the study period and the W-t-W initiative was cost-effective to the PHA. Implications are discussed regarding advantages and limitations of intersected federal welfare and housing policies, the need for formative, evidence-based assessments of W-t-W programs, and the achievement of economic self-sufficiency of public housing residents.  相似文献

The primary purpose of this study is to investigate trends in the income status of children, as compared to that of adults and elderly people, from 1991 through 2005. Using the March 1992, 1999, and 2006 Current Population Surveys (CPS), this study examines income distributions of children relative to adults and elderly people at three stages: pre-transfer income, pre-transfer income plus social insurance benefits, and pre-transfer income plus social insurance benefits plus welfare payments. While children as well as adults and elderly people lost economic ground at the post-transfer income stage from 1991 to 2005, the losses experienced by children surpassed those of adults and elderly people. This occurred despite the fact that income growth among children was greater than that of adults and elderly people at the pre-transfer stage – a demonstration of increases in employment income of their parents which coincided with the welfare reforms of 1996. This study also found that declines in the distributive effect of both social insurance benefits and welfare payments were greater for minority children. Policy implications are discussed.  相似文献

Using data from 8 random assignment studies and employing meta‐analytic techniques, this article provides systematic evidence that welfare and work policies targeted at low‐income parents have small adverse effects on some school outcomes among adolescents ages 12 to 18 years at follow‐up. These adverse effects were observed mostly for school performance outcomes and occurred in programs that required mothers to work or participate in employment‐related activities and those that encouraged mothers to work voluntarily. The most pronounced negative effects on school outcomes occurred for the group of adolescents who had a younger sibling, possibly because of the increased home and sibling care responsibilities they assumed as their mothers increased their employment.  相似文献

Early welfare reform research showed high rates of employment for TANF leavers. However, work-focused welfare may not be effective during an economic downturn. We investigate the employment of Wisconsin TANF leavers, contrasting outcomes among early leavers (1998) with those who left during the 2001 recession. We use data from administrative records on about 6000 welfare leavers, tracking quarterly employment for 3 years after they left benefits. Separate panel data analyses of those exiting in two different time periods show that individual leavers are less likely to be employed when their local unemployment rate is high in the later cohort; no relationship is found for the early cohort. In a panel analysis in which the cohorts are combined, we find that leavers in the later cohort, who experienced the recession early in their post-welfare career, are less likely to be employed, a result that holds controlling for observed and unobserved characteristics. These findings raise questions about how well single-parent families and their children will fare during difficult economic times now that welfare reform has such a strong emphasis on work.  相似文献
