This study explored the association between the perceived presence of immigrants and support for social spending in a non-Western context, particularly Korea, so far relatively under-researched. Using the Korean General Social Survey data, specifically, it analysed whether and how native Koreans' attitudes toward government spending on (each area of) social security are influenced by the perceived presence of immigrant populations in Korean society, and furthermore, whether the degree and direction of the relationship may depend not only on the type of social benefits, but also on the type of immigration, that is, whether the share of certain groups of immigrants in the population is perceived to be high or low. The results suggest that the association between (perceived) immigration and support for social spending exists in Korea, and its degree and direction differs when the types of social benefits and immigration are considered.  相似文献

The present article explores the current nature and history of welfare provision for displaced children in Korea. It examines the early examples of care and the perspectives on the issue from scholars, lawmakers, religion and society as a whole. This provides an understanding of the background and, especially, the cultural roots of existing care. A history of what may be considered the first modern displaced child welfare provision is also given with analysis of how Christian and local approaches and perceptions integrated. This was to form the basis for present-day transitional displaced child welfare in Korea. For this reason, the article examines the provision in a paradigm which looks at the provision as responses to Western influences. Features of congregate care, domestic/international adoptions, foster care and youth-headed households are examined. The authors conclude that global forces will continue to be influential and recommends that religious institutions which have thus far provided crucial contributions to the foundation of care should continue to play key roles with the government's facilitation. The need for wide participation from society and coordination from the government to manage systems, develop strategies and build consensus is highlighted.  相似文献

The purpose of this study was to investigate the impact of social security transfers between 1999 and 2003 in South Korea, the period during which the Asian economic crisis of 1997 occurred. The study used a secondary data set, which is part of the Korea Labour Panel Data. Of 5,000 original household samples, the results for the 2,728 households (54.6 per cent) that completed the surveys for all five years studied were analysed. One finding was that the average percentage of social security transfers appeared to be nominal, as was the 1.9 per cent in 1999, which grew to 2.4 per cent in 2003. Another finding was that the average poverty-reduction effectiveness for the five-year period was as low as 7.9 per cent, indicating a slightly increasing pattern. This percentage is only one-seventh to one-tenth that of Western countries. Target efficiency appeared to be 31.8 per cent. We give the following reasons to explain why the level of the poverty-reduction effectiveness of Korean social security transfers is comparatively low: the immaturity of the Korean Old Age Pension; the lack of diversity in social transfer programmes; and a cultural factor of stronger dependency on private transfers within the family structure.  相似文献

Using meta‐analysis, this study examines the effect sizes of the variables related to depression and the moderating effects of depression among marriage‐based migrant women in South Korea to determine the implications for human service fields. This study identified 25 peer‐reviewed articles from 2000 to 2014 published in either Korean or in English. Results showed that (i) Korean language proficiency and economic hardship had significant effect sizes relative to depression; (ii) the psychosocial characteristics (i.e., acculturative stress, social support, marital satisfaction, life satisfaction, and self‐esteem) of this population had medium effect sizes relative to depression; and (iii) use of the Center for Epidemiological Studies Depression scale, residence in agricultural areas, average age, and average length of stay in Korea had significant moderating effects. Based on these results, the authors discuss social work practices and policies for this population, suggesting the priorization of marriage‐based migrant women in agricultural areas who have lived in Korea for short lengths of time.  相似文献

An essential component for achieving independence in a community setting for people with disabilities is the ability to perform personal care activities with or without assistance. This paper aims to evaluate the level of satisfaction of people who used personal assistance services (PAS) during 2007 in Korea. People's satisfaction was high when they were able to use all of the assigned hours and when they had been assigned enough hours to meet their needs. Therefore, policymakers must try to increase service hours for people with disabilities so that they have enough help from attendants. The more the opinions of people with disabilities were considered in shaping the plan of care, the higher the satisfaction score. To increase the satisfaction, service users' involvement with the program has to be incorporated into the program as much as possible.  相似文献

There are a number of features that make South Korea an interesting place to study social policy. First, it has experienced rapid economic development with the associated changes in urbanization and demography. This change has created social problems, which the state has had to address. Second, the country retains a strong cultural tradition and repeated affirmation of the values and practices of Confucianism. In this paper, these two features are considered in relation to the way social policy has been addressed. The thrust of the paper will be on the policy responses to perceived social problems and the way in which other social problems are individualized within families. These policies are informed and shaped by Korean politics and culture.  相似文献

Drawing from a wider study of the ideas of poverty and inequality in South Korea, this paper reports on the lived experiences of disadvantaged South Koreans and their relationship to the National Basic Livelihood Security System (NBLSS), a flagship social assistance program aimed at addressing poverty and inequality. Utilizing a cultural approach to understanding and analysing policy responses to poverty, the impact of familism in the application of the NBLSS safety net is examined. Research data is presented through the testimonies, obtained through qualitative research interviews, of disadvantaged research participants and those who work with them, as well as policy‐makers' perspectives, revealing key flaws in the current NBLSS policy objectives. It is clearly evident that, by clinging to outdated Confucian conceptualizations of familial piety as a justification for highly selectivist access to what is no more than a subsistence level of financial support for poor people, the proposition of a poverty safety net is compromised and is widely missing its aim of reducing poverty and inequality in contemporary South Korea.  相似文献

Married Vietnamese immigrant women often face multiple stressors related to sociocultural adaptation and new family lives in South Korea. The purpose of this paper is to identify the different influences of acculturative and family life stress on depressive symptoms among Vietnamese immigrant wives. Data were collected through a questionnaire survey of 301 married Vietnamese immigrant women residing in South Korea. The study utilized linear regression analysis to test the relationships between the variables. The findings show that both acculturative and family life stress are positively related to depressive symptoms. Family life stress influences depressive symptoms to a greater extent than acculturative stress. The study emphasizes the significance of family‐related stress on mental health among married Vietnamese immigrant women in Korea and provides some implications for research, clinical practice, and policy.  相似文献

‘International marriage’ has increased within rural areas in South Korea. As an increasing number of rural women move to urban areas, men are left facing the challenges of finding appropriate spouses. This issue stimulated support for ‘international marriages’ by the Korean government. A review was carried out of the literature of foreign wives' cultural adaptation in South Korea using the ecological systems. While foreign wives have escaped the hardships of lower economic status in their home country, they often face new challenges in South Korea. The article recommends that one-stop multicultural services are needed to address the cultural issues facing non-Korean women.  相似文献

This paper adopts a longitudinal approach toward examining what lies behind income mobility of older people aged 50 and over in England and aged 45 and over in South Korea over the period between 2006 and 2012, using panel data from the English Longitudinal Study of Ageing (ELSA) and the Korean Longitudinal Study of Ageing (KLoSA). The breakdown of income mobility which takes into account different type of division of the elderly population and income sources are also performed. The findings reveal that income growth has very little impact on aggregate income mobility in England, while it is crucial for the income mobility levels in Korea. There is a great deal of income mobility among single people under the age of 65 in England, while older people who are aged 65 or above and live alone experienced a greater variation in their income over time in Korea. In the case of breakdown of income mobility by income sources, it appears that labor income is the most important determinant of mobility in both countries and income from self‐employment for Korea and income from social transfers in England also plays an important contribution to income mobility.  相似文献

The aim of this paper was to understand the similarities and differences between social enterprise (SE) systems in Korea and Bangladesh in terms of the emergence, background, development, and current status of the SE's policies and support systems in these two countries. This study employs a conceptual qualitative analysis, and the data used in this study were obtained from multiple reliable literature reviews. The data were analyzed based on a text‐by‐text comparison of social enterprises in the two countries, and the results were revealed through written explanation. In Korea, the SE system emerged as social employment creation plan after the currency crisis in 1997. Later, in 2007, this movement turned into the “Social Enterprise Promotion Act.” Conversely, in Bangladesh, the SE system emerged as a result of NGOs’ activities to “alleviate poverty” and “facilitate job creation” after the War of Independence in 1971 in an informal socioeconomic conditions. There is no explicit legal form of SEs in Bangladesh. This study also suggests the nature and scope of SEs and the barriers to sustainability of SEs in both countries. The study also emphasized the foundations to develop relevant policies as well as clear regulations for the future sustainability of the SEs of these two countries.  相似文献

Population aging is occurring at an unprecedented pace in China and South Korea. This study intended to identify and compare factors associated with older adults’ functional status in China and South Korea using data from 2 national surveys. The study sample consisted of adults aged 65 to 79 years old drawn from the Chinese Longitudinal Healthy Longevity Survey (2005; n = 4,898) and the Korean Longitudinal Study on Aging (2006; n = 4,152). The outcome variable, functional status, was defined as dependence in self-care tasks. Stepwise multiple regression analysis was used to assess the explanatory contributions of sociodemographics, health conditions, and health behaviors and activities to functional status. These Asian older adults shared certain commonalities in maintaining functional independence in their communities, and absence of diseases and higher cognition were associated with functional independence in both countries. Rural residence and outdoor activity were significant for Chinese older adults; for their South Korean peers, gender, employment status, drinking, and exercise were important. This study adds to a slowly growing body of knowledge of ways to improve the functional independence of community-dwelling older persons in these 2 Asian countries and beyond. More research is needed to identify cross-cultural and/or cross-country differences.  相似文献

This comparative study explores attitudes toward and experiences of ageing of 60 Koreans, aged between 55 and 65 years, residing in two countries: Korea and Australia. It examines similarities and differences in their perceptions of old age in the distinctive social welfare environments in which they live. The economic crisis that broke out in Korea in December 1997 has had a chilling impact on social development in the country. Today unemployment is the highest that Korea has experienced in the past thirty years. This paper aims to examine the impact of the economic crisis on social development and the role of public policy to mitigate the problems caused by the crisis. The economic crisis has hit vulnerable groups harder, increased the proportion of part-time and daily workers, and reversed the trend of steady improvement of income distribution. The economic crisis along with the trend of aging population, globalization, and competition calls for an expanded role of social policy, which the Korean government has neglected for a long time. The main targets of social policy reform in Korea include the expansion of government programs and safety nets for the unemployed and redesigning the national pension and health insurance scheme to provide adequate income security as well as to improve the system sustainability.  相似文献

This study aims to identify the effects of social participation on depression among adults over 60 years old living alone in Korea, focusing on the mediating effect of health‐related behavior on the social participation–depression relationship. The study relies on secondary data analysis using the 6th wave of the Korea Longitudinal Study of Ageing, and structural equation modeling method was employed for analyses. The findings indicate that older adults' participation in religious and social gatherings decreases depressive symptoms. The study also finds that regular eating behavior, drinking, and exercise also act as significant mediators, as older adults' participation in social gatherings is associated with those health‐related behaviors and that they also reduce depression. The results suggest that social participation by older adults who live alone is crucial not only for providing them with support but also for encouraging health‐related activities that can have direct effects on their mental health. Implications for social work practice are also discussed.  相似文献

This article compares state policies to support childcare in Japan, South Korea and Taiwan, using fuzzy set ideal type analysis to determine the nature of institutional arrangements with respect to labour, money and time provisions. We then note their implications for familialization and defamilialization in the three countries. Our analysis suggests a common pattern towards the increased use of financial support amongst the three countries over time; however, this commonality does not mean their childcare policies are converging, as the financial supports differ in focus, with Japan concentrating on familialization by valuing family care, and Korea exclusively employing policy to facilitate the use of market‐based care services. For its part, Taiwan has been strengthening familialization by increasing the leave compensation to value time off to provide care. The different labour, money and time dimensions vis‐à‐vis the familialization/defamilialization matrix suggest varying implications of institutional arrangements for gender.  相似文献

This article examines policy responses to the rising costs of healthcare in the Republic of Korea and Taiwan from a governance perspective. It tries to answer why the two countries responded differently to a similar set of challenges facing their National Health Insurance (NHI). While Taiwan – in an attempt to contain costs – introduced a global budgeting system, Korea failed to do so. Governments in both countries attempted to establish a new mode of governance, bringing multiple stakeholders to health policy making in order to build social consensus. But the Korean government, as this article shows, could not resolve its policy deadlock because of a loss of trust between the government and the medical profession, caused by the separation reform of 2001. Even though Taiwan was better able than Korea to address the financial challenges of its NHI, the new mode of health governance is still on shaky ground. This article argues that because neither government now enjoys the exclusive power over health policy that they once did under the developmental state, it is essential to find a way in which different stakeholders can make the necessary compromises that will enable the NHI to run on a sustainable path for the future.  相似文献

The paper sets out statutory social security arrangements in Korea and Singapore and then explains the differences between them. It finds that while Korea has a relatively advanced social security system based primarily on social insurance, Singapore has a patchwork of programmes based on forced saving, tax allowance, public assistance, and public insurance schemes run along commercial lines. Moreover, the increasing share of government expenditure devoted to social security in Korea stands in sharp contrast to the declining share in Singapore. The paper accounts for the variations in terms of the different economic objectives of the two states and the different international and societal constraints they face. The objective of this paper is to describe the social security programmes in the two countries and then explain why the supposedly similar political economies have pursued entirely different social security strategies. Taking the elusive definition of social enterprise as its starting point, this study seeks to understand the impact of government policies on the development of social enterprises in the national contexts of the UK and South Korea. The social construction of target populations is utilised as a theoretical framework in order to identify which factors influence government policy. A comparison of the two countries over a 14‐year period from 1997 to 2010 reveals that, despite very different contexts, governments in both countries have taken an instrumental approach to social enterprise. This tendency is more pronounced in Korea however, where government has limited the input of stakeholders and used an approval system to control access to the social enterprise name. The study concludes by recommending a more value‐oriented approach to social enterprise.  相似文献
