Various forms of family team meetings have been increasingly employed in child welfare systems to empower families and provide effective individualized services through community partnerships. However, many family team meetings often fail to achieve their intended goals mainly due to ongoing challenges that team members face. Using data from a survey of caseworkers, this study examined dynamic processes of family team meetings to improve child welfare service outcomes, specifically focusing on caseworkers' perceived challenges. Also, responses to an open ended question were reviewed using content analysis to identify similar or different challenges encountered by diverse team members. Survey data were analyzed using path analysis and found that logistical barriers tended to decrease both family and stakeholder engagements, which in turn made child welfare services less accessible, less utilized, and less effective for children and families. Content analysis revealed that caseworkers perceived disagreement/conflict and knowledge deficits about child welfare as common challenges for all team members. This paper concludes with practice implications suggesting ways to minimize challenges identified and maximize the effectiveness of a family team meeting.  相似文献

Relationship-based social work practice with Australian Indigenous families, within an anti-oppressive framework, is considered effective in child protection work. However, procedural and legalistic approaches to child protection, as well as limited cultural competence, can limit the capacity of workers to develop relationships and take action that empowers vulnerable Indigenous families and communities to care safely for their children. This qualitative study, conducted in Australia, examines the inter-relationships between practitioners, agencies, families and community members expressed in day-to-day child protection practice with Indigenous families. There were tensions and constraints on relationship-building between practitioners and clients, between Indigenous and non-indigenous practitioners, and between government and non-government agencies. The findings support arguments to re-value and strengthen the concept of relationship-building as a foundation for practice. All practitioners must have greater support to build the culturally respectful relationships required for positive change, and more scope to work in partnership with families.  相似文献

In 1996, as a result of interagency collaboration between social services and health, Leeds Social Services Department brought together three groups of social workers undertaking therapeutic work into a centrally managed team. Continued inter-agency working together has ensured that the Therapeutic Social Work Team has become an established service for children and families. This paper describes the work of the team by focusing on four areas: the context of interagency collaboration, therapeutic work in the child protection process, managing different theoretical approaches in one team, and evaluating practice.  相似文献

This paper highlights the need for social work education to focus on the ideological, cultural and organisational influences that shape practitioner perspectives and determine case careers, particularly in the area of child protection. Using the findings from a case study on the processing of child abuse referrals made to a social work team in Ireland's largest health board region, this paper illustrates the dissonance between the 'official' child protection discourse and the complexities and dilemmas of everyday practice. It also highlights practitioners' apparent lack of awareness of the dynamics that determine the way in which decisions and assessments are reached. The need to encourage and facilitate social workers' use of theory as a means of addressing these complex areas is endorsed, and implications for educational programmes are discussed.  相似文献

State‐funded national governing bodies of sports in the UK now have a mandate to produce, disseminate and embed child protection policies. This warrants an analysis of the impact of such policies, particularly in the context of reaching their target audience and having some early influence on the practice of sports clubs' members in their dealings with children. The authors are undertaking a large research project, which aims to fully evaluate the UK Rugby League's child protection policy. This paper reports findings from an evaluation of the initial implementation of the policy and explores its presentation, delivery and impact within UK rugby league clubs. We argue that the Rugby League should be commended for its initial approach to child protection policy and make specific recommendations to enhance this long‐term project. We conclude that if a broader community of interest concerns itself with the safeguarding of children there is likely to be a greater impact on a social problem of this kind. Sport can have a key role to play in this community because it reaches so many people.  相似文献

This paper presents a way of thinking about and doing child protection work using community development (CD) principles to guide practice. It suggests that a useful addition to CD can be found within the rights of the child provisions in Human Rights conventions. Using examples from the authors' three countries to illustrate the work that practitioners do in their work with children at risk, we argue that social work practice can be enhanced by the inclusion of these principles and practices which are essentially core generic social work practice. However, much of social work with the protection of children is bound by ‘risk’ perceptions which result in investigatory approaches being used as a first action, often to the exclusion of preventive approaches. This article demonstrates that in very different situations from different environments, CD in concert with the principles of the rights of the child can assist good outcomes with children at risk. A model is presented for unifying the worldview of human/children's rights with social work's core concern, the protection of children, using generic social work skills.  相似文献

The article is a discussion of the construction of child neglect in a child and family social work team in the UK, based on ethnographic research in the social work office. Two influential and contrasting professional discourses on neglect are identified, and it is suggested that the dominant construction of neglect in the team studied is maternal failure to adequately service children's bodies. This construction is discussed in relation to some relevant theoretical insights and in the context of trends in contemporary child protection work.  相似文献

This paper is concerned with the discursive interaction of lay and professional knowledge in the practice of social workers. The contention is that identifying discrete sources of knowledge—such as evidence-informed materials—may be less important for explaining how social workers guide their practice than recognising the effect of the discursive interaction of lay and professional knowledge within organisational culture. The example used for this discussion is child protection work, with a particular emphasis on how practice can be seen to be gendered. In the course of making this overall argument, the paper draws on academic debates about the nature of knowledge in professional work and discusses lay and professional knowledge as revealed through ethnographic research carried out in a social work team in the UK.  相似文献

There is a worldwide trend towards increased collaboration in child protection practice which is primarily driven by researchers and policy makers. This sees child protection workers with the task of finding ways to implement the policy and build partnerships with the families they work with. The Signs of Safety approach to child protection casework, which was developed by the authors in conjunction with child protection workers in Western Australia, is designed as a practical method to foster a cooperative relationship between workers and families. This approach draws extensively on the ideas and experience of ‘brief therapy’ and is designed to be used in child protection practice from the intake and investigation stages through to case closure. This paper presents the different practice elements of the approach, the thinking that informs it as well as its application to assessment and case planning. ABSTRACT

Family victim advocates in child advocacy centers provide a valuable resource to children and parents involved in child abuse investigations. This work requires that family victim advocates be knowledgeable in such areas as child development, crisis intervention, community resources, family relationships, child welfare and criminal justice systems. Because family victim advocates provide essential services to parents and caregivers, the role requires ongoing training and education to remain current on the ever-changing complexities of working with not only the children and families but also the criminal and child protection systems responsible for investigating these cases. The current study reports the findings from a nationwide survey of family victim advocates employed in child advocacy centers related to their motivation for doing the work as well as their perceptions of their training and potential training needs. A group of doctoral students comprised the research team and worked collaboratively under the supervision of university faculty to conduct the qualitative data analysis. The findings describe the characteristics and motivations of family victim advocates working in child advocacy centers and emphasize the need for more advanced trainings that focus on skill-building and strengths-based practices utilized to support children and parents in child abuse cases.  相似文献

This article outlines a team approach that has been created by the author to work therapeutically with families under statutory investigation for intrafamilial child abuse. It was devised for use by protective workers responsible for intervention with adolescents at risk and their families. This article summarizes the importance of and challenges to addressing couple teamwork issues in the child welfare population. Although there is substantial evidence to support the importance of healthy adult relationships for child well-being and the prevention of child maltreatment, there are a number of barriers to addressing these couple relationships in child welfare. These barriers include diverse family configurations and uncertain relationship commitments, the individual presentation of maltreatment, and worker discomfort with these issues. Additionally, there are few relationship programs designed specifically for low income individuals, and a number of policy and environmental constraints affect couple relationships in this population. However, building upon a comprehensive practice model for child welfare known as Solution Based Casework, this article describes casework skills to initiate and maintain couple teamwork conversations. These initiation skills include assessing patterns in everyday life, building partnerships with families, normalizing and externalizing problems, and tracking interactional sequences related to parent teamwork. The maintenance skills described include maintaining a common language, utilizing family team meetings, recognizing small steps of change, keeping treatment providers on track, and making the most of setbacks. These practical guidelines will assist child welfare professionals with building couple teamwork for child protection.  相似文献

Assessment following serious child abuse is a significant activity for the social work, psychology and psychiatric professions. Notwithstanding the profound significance of the consequences for abused children and their families from recommendations made by such assessments, there is little research which examines the process and outcome of child protection assessments. This paper describes the professional practice principles of an independent assessment team and presents preliminary findings from a retrospective examination of 160 major independent assessments undertaken over a period of 11 years. The review suggests that nearly 60% of the families gained some therapeutic benefit from the assessment process and outlines the areas in which such benefits occurred. It is argued that structuring assessments in a way which maximizes the possibility of parents/carers effecting changes in problem areas is the essence of a constructive partnership relation with families. This study compares the Children’s Advocacy Center (CAC) model with more traditional child protection services on several important outcomes such as substantiation of abuse, arrest and prosecution of the perpetrator, the efficiency of the multidisciplinary process and child revictimization rates. One hundred and eighty-four child abuse and neglect cases from a large metropolitan area in Florida comprised the sample. Cases were selected over a five year-period from three different modes of child protection services including a CAC. Similar outcomes were found between the CAC model and the Child Protection Team (CPT), a multidisciplinary model, which was first developed in Florida in 1978. In comparison with traditional child protective investigation, these models were associated with improved substantiation rates and investigation efficiency. Results are discussed in terms of the utility of CACs above and beyond the aspect of multidisciplinary coordination and whether the goals of the CAC model need to be redefined. Recommendations for further research in the areas of multidisciplinary team decision–making, the long-term impact of the CACs and the role of supportive professionals on the multidisciplinary team were made.  相似文献

This paper explores professional decision-making in cases of child neglect within the context of child protection practice in Britain. The literature on the nature of neglect is reviewed. Difficulties associated with decision-making are then examined within a framework that addresses the social, political and organizational context of child protection practice. It is argued that the current system, which focuses on incidents of abuse rather than the context of children's lives, provides inadequate protection for many children experiencing chronic neglect. Conclusions are drawn with regard to the development of practice that supports vulnerable parents while still remaining the child's welfare as paramount. © 1998 John Wiley & Sons, Ltd.  相似文献

This paper considers some of the issues concerning the social work response to child protection which are currently being debated by professionals involved in this field. In particular, the paper considers where there is an imbalance in the system, with too much emphasis being placed on child protection at the expense of child welfare. It describes how one authority has sought to focus its child protection investigation system. This has been achieved firstly through the use of management information to measure performance and make comparisons between different areas. This information was then used as the basis of training, encouraging staff to renew their practice and ensure that an appropriate response is made to child care referrals and that children are not drawn into the child protection net inappropriately but are dealt with within a child welfare framework. Examination of a sample of child protection investigations showed that where welfare needs were investigated, attempts were made to use available resources to meet these needs.  相似文献

Objective

This article describes empirical results on how practitioners understand the concept of child-centered approach and how it is applied in practice, extending knowledge of the unresearched phenomena in Estonian child protection practice.

Method

A small-scale study included twenty child protection workers from different regions in Estonia, exploring the child-centered approach in assessment practices through in-depth semi-structured interviews.

Results

Results indicate that child-centered approach in the child protection workers' practice is characterized, firstly, by doing work for the child, and less by working with the child, including the fact that some practitioners are somewhat unclear about the meaning of child-centered principle. Majority of the participants underscored the importance of child involvement and partnership in the decision-making process, nevertheless, their case reflections showed that most of them did not include the child in the assessment.

Conclusions and implication for practice

Findings highlight several challenges in Estonian child protection system and suggest a need to find ways to support child protection workers' competence and confidence to conduct comprehensive assessments based on the child-centered approach, including the child in the assessment process.  相似文献

In common with the rest of the UK, child care and protection practice in Scotland has undergone unprecedented change over the last ten years, including a wide‐ranging three‐year Child Protection Reform Programme. In 2006, The University of Dundee's Centre for Child Care and Protection and Barnardo's Scotland Research and Development team were commissioned by the then Scottish Executive to undertake a process review of the Child Protection Reform Programme (Daniel et al., 2007 ). Drawing on findings from the process review, this article considers the impact of the Child Protection Reform Programme. The process review concluded that, in the view of the respondents, the Child Protection Reform Programme made a substantive contribution towards the improvement and delivery of child protection services in Scotland, particularly in terms of raising awareness and increased multi‐agency working. It was beyond the scope of the review to measure outcomes for children as a result of the reforms. Since the completion of the Child Protection Reform Programme, national policy emphasis has broadened from ‘child protection’ towards integrated support for children under the Getting it Right for Every Child reforms of children's services. The paper concludes with a discussion around where ‘child protection’ now fits within this context of universal support for children and argues that there is a need to ensure that the valuable work which was done to improve child protection services in Scotland under the Child Protection Reform Programme is not lost.
