"Policy gerontologists" are professionals knowledgeable about both public policy and aging. Through a survey of potential employers about the education of these specialists, the authors examined what is desired in terms of knowledge base, skill proficiencies, and behavioral characteristics. Although a solid knowledge of aging policies and the policymaking process are considered essential for policy gerontologists, respondents suggested that communication and political skills as well as the ability to take initiative and to follow through were also essential.  相似文献

Evidence-based policy and practice (EBP) has become an important social work conceptual framework. Yet, the core EBP concept, the concept of evidence, remains ill-defined. I propose a modification of the concept of evidence as applied to EBP effectiveness questions. As a basis for this reformulation ideas about evidence are examined from cross-disciplinary and multidisciplinary perspectives including epistemology, philosophy of science, evidence-science, and law. I propose that for EBP effectiveness questions: (1) to be considered ‘relevant evidence’ an explanatory connection between an intervention and an outcome must be established rather than a mere association; (2) the EBP definition of ‘best available evidence’ should include total available evidence (rather than a subset) about effectiveness, causal roles (i.e., mechanisms), and support factors and be inclusive of high-quality experimental and observational studies as well as high-quality mechanistic reasoning; (3) the familiar five-step EBP process should be expanded to include formulation of warranted, evidence-based arguments and that evidence appraisal be guided by three high level criteria of relevance, credibility, and strength rather than rigid evidence hierarchies; (4) comparative effectiveness research strategies, especially pragmatic controlled studies, hold promise for providing relevant and actionable evidence needed for policy and practice decision-making and successful implementation.  相似文献

The contention and politicization of knowledge is nothing new but an inherent part of the scientific endeavour. What is new today is that this practice has been institutionalized and transformed into generally accepted practices for monitoring or regulating the production and/or dissemination of novel knowledge. These practices, which include Bioethics Councils or Committees, citizen dialogues or juries, ethical checklists, ex ante risk assessments or ELSA-type accompanying research, have grown exponentially over the last years and have slowly replaced traditional bottom-up forms of mobilization, even within social movements or civil society organizations. Converging technologies presents both old and new challenges for knowledge politics – in view of its uncertain development and inherent risks but also in view of its philosophical agenda and ethical implications. The aging of the population is one of many forces behind a current reconstruction of welfare benefits in both Sweden and the United States. While both countries represent ideological polarities regarding social policy, they are struggling to meet their welfare goals with limited resources, and both are adopting similar strategies, for example, decentralization, targeting, and an increased emphasis on privatization and evaluation. This paper summarizes some of the differences between Sweden and the United States and describes some of the forces at work that are lessening the differences between the two countries in strategies and policy regarding care services for elderly people.  相似文献

Feminist scholars praise and criticize the UNSC Resolution 1325 on Women, Peace and Security for its considerations of women and gender in conflicts. Poststructuralist feminists show how gender is constructed in the UN’s security policies and how these constructions reproduce gendered dichotomies between women and men and representations of women as victims, part of civil society and neoliberal subjects. Although the UNSC Resolutions 1325 and 1820 are implemented by the EU, there is no literature on how the EU is taking up the UN’s discourse. Scholars studying gender policies in and of the EU mainly analyze the (in)effectiveness of EU gender mainstreaming but rarely interrogate its discursive foundations. Using a governmentality perspective, I argue that on the one hand the EU produces a binary and stereotypical understanding of gender, and on the other hand constitutes women as neoliberal subjects responsible for their own well-being, ignoring broader structures of (gender) inequality and war and making gender equality solely an instrument to achieve more security and development.  相似文献

Facing a rapidly aging population, China has recently started to formulate and implement policies with the aim to provide old-age care. While well-developed old-age care policies commonly include a built-in component that assesses eligibility based on vulnerability, no such process is established in the context of China. Here, based on data from the China Health and Retirement Longitudinal Study collected in both 2011 and 2013, we (a) developed a simple and effective strategy for identifying vulnerable Chinese elderly, which can serve as a basis for policy targeting, and (b) improved the policy relevance and targeting efficiency of this vulnerability measure by including additional health indicators. Our vulnerability measures identify 35% to 46% of Chinese elderly as vulnerable, covering up to 67% of elderly at high risk of death or functional decline. They can serve as an initial screening step for more comprehensive geriatric assessments and enable policy makers to effectively target vulnerable elderly persons in China.  相似文献

British policy after the Second World War was designed to maintain her influence in the Middle East. As a result, she worked to prevent any destabilization of the region's nations and especially to preserve the existent pro‐British regimes.

The Iraqi royal government was weak, depending mainly on its army. The riots of January 1948 proved how tenuous the government's position was. Here Britain invested great efforts in preventing conditions from damaging the regime or destroying it. This explains why the British were not active on behalf of the Jewish community, which at the time suffered from a policy of discrimination and persecution.

The British assumed that the problem of the Jewish minority in Iraq could not be divorced from overall Jewish‐Arab relations or those between Israel and the Arab states, and that the Iraqi Jewish community's fate was inevitable given the events in Palestine. Moreover, despite the pressure from extremist quarters in Iraq to banish all the Jews and expropriate their property, the Iraqi government's policy was not that extreme, and it sought at least to defend their lives and prevent a recurrence of the June 1941 pogrom. Despite this, Israel exploited the Iraqi Jewish community's situation to attain her own political and economic ends.  相似文献

This article focusing on the question of a population policy for Israel evolved out of the invitation of "The Jewish Journal of Sociology" to review "The Population of Israel" by Dov Friedlander and Calvin Goldscheider. The book which deals mainly with population policies analyzes only 2 aspects of policies: those concerned with immigration and with natality. With respect to the immigration policies, it seems to this author that some of the main conclusions are at variance with the results of the detailed analysis, as will be shown. Regarding natality policies, Friedlander and Goldscheider present a systematic demonstration of their thesis that pronatal policies proposed in Israel in 1966 were futile. Patient checking of their data, however, reveals weaknesses and internal contradictions which invalidate their main thesis. Additionally, their neglect of other aspects of population policies is regrettable. In this discussion focus is mainly on the problems of natality policies, since these are believed to be of particular importance for the future of the Jewish people. In Israel considerable investment has been made by the Jewish Agency and the Israeli government for the encouragement and absorption of immigrants. There has been only a small expenditure for the immediate implementation of pronatal policies. Diverting funds from the latter to add to the resources of the former is an unrealistic proposition. The policy of ecncouraging immigration has been and continues to be a basic tenet of Israel and of the Zionist movement. It will most likely be pruned in the future with a large measure of national consensus. Recent detailed projections of the world's Jewish populations show that if current demographic trends are maintained, a steep numerical decline and a further rapid aging of the Diaspora population can be expected. If present levels of fertility of Jews in Israel are maintained in the future, their natural increase may in a rather considerable measure compensate for demographic losses of the Diaspora. Fertility decline in Israel may result in a steep decrease of the world's Jewish population. This possibility cannot be ruled out. Israeli Jews are still rather familistic, and their tendency to marry is still strong. Their fertility is higher than in the Diaspora and in the majority of developed countries. There have been some indications in the past few years, however, that these trends are weakening. If the future survival of the Jewish people and the strengthening of the State of Israel are viewed as desirable goals, then policies must be carefully designed to ensure that the Jewish population of Israel may reach a size and a structure which would help to realize these objectives. Such policies must be directed at supporting the institution of marriage and the stability of the family and at promoting fertility and responsible parenthood. There must be a continuing evaluation of existing immigration policies.  相似文献

The Family and Medical Leave Act provides unpaid leave but a key component is its intergenerational structure, permitting employees to take time off from work to care for an infant as well as an ill elderly parent. However, in an effort to provide paid leave, 23 of 28 states dropped the elder care provision in new initiatives introduced between 2000 and 2003. This article argues that in reforming leave policy in the future, the leave should be paid, remain intergenerational, cover more workers, and be adaptable to changing family patterns in an aging society. Also discussed is California's paid leave law, which meets these criteria.  相似文献

Poverty reduction rests on the mechanisms of horizontal and vertical solidarity and on prevention and repair of social risks. In this contribution, we argue that in contemporary welfare states the poverty-reducing capacity of existing social security systems has inherent limitations. Focusing on Belgium, we present and discuss empirical indications of a persistent (over a period of at least 30 years) decline in poverty reduction through social transfers, particularly among households who are highly dependent on such transfers. Firstly, we show that prevention and repair have failed to contribute to a reduction in the proportion of work-poor households who are highly dependent upon social security and face a high (rising even) poverty risk. Secondly, we find that given the fragmentation of social risks – in terms of both ex post poverty outcomes and ex ante social stratification – horizontal redistributive mechanisms through risk pooling have become less obvious, especially in respect of unemployment. Thirdly, it appears that the mechanisms of vertical solidarity also face inherent limitations. In a final section we summarise some important research questions for the future and potentially worthwhile policy avenues to resolve the question of how social policy-making might succeed in the future where it has failed in the past.  相似文献

This article presents some results of a broader purpose of research on the thought and work of Addams and Richmond, particularly about the relationship between social work and social policy. First, we aim to contribute to deeper knowledge on the thought of these two pioneers on this relevant subject for social work nowadays and, particularly, to remove a relative veil of ignorance Richmond's involvement in social reform activities and elaboration on social reform in the context of the public and social policies process. Second, our proposal is to support a revision of the orthodox account on the antagonistic or irreconcilable nature of the two major traditions—social casework (or psychosocial approach) and social reform (or socio-political approach)—founded by two of the most influential figures of social work. Based on secondary and primary sources, the article focuses on the inseparable relationship between social policy and social work, clearly present in the thought and intervention of these seminal authors, and sheds new light on on-going debates and the disputed role of social policy perspectives within professionalised social work and the articulation between direct intervention with individuals, groups and communities and policy practice.  相似文献

This article describes important determinants of the current financial crisis. In particular, the text focuses on the bounded rationality of banks which contributes to the credit cycle. The credit cycle is the mechanism that links the present financial crisis with earlier crisis. Shortcomings on the side of monetary policy, rating agencies, and bank regulation are also discussed. This article presents an anatomy of the 2011 Thailand Country Report to the Committee responsible for the UN Convention for the Elimination of All Forms of Racial Discrimination, in which Thailand recognized its largest ethnic minority community, the Thai Lao, to the international community. The article analyses the Country Report as well as the deliberations of the Committee in dialogue with the Thailand Country Delegation. It provides a policy context for the Country Report, including Thailand’s classification of ethnic communities. The article argues the need to minimize racialized discrimination as regards the Thai Lao. Five policy issues, framed in the context of inclusion and which arise from the recognition of the Thai Lao by the Country Report, are considered. The article concludes by discussing how the Thai Lao may be better included in Thailand via political developments towards a social democracy in Thailand, for social democracy can recognize sociocultural rights.  相似文献
