This paper gives a preliminary review of German agri-environmental schemes (including the new Länder). The focus is less on participation rates for individual schemes, but on the analysis of how Germany and the individual Länder are interpreting EU environmental directives. The number, type and specific regulations of schemes offered in each of the German states is discussed, and the German situation is compared with the wider European setting. In contrast to the majority of EU countries, environmental policy for the German countryside is dominated by regionally based programmes, suggesting the operation of the ‘regional filter’ for agri-environmental schemes. The Länder have a significant role to play in the development, financing and administration of agri-environmental schemes.  相似文献

Financial incentives available to farmers under the Government's relaunched agri-environmental policy (AEP) promise to recruit more farmers into conservation schemes than ever before. The success of these voluntary schemes, which offer payments in return for farmers agreeing to desist from certain damaging operations or carry out environmentally sensitive ones, is widely proclaimed, chiefly with reference to the promising levels of enrolment that have already been achieved under the Environmentally Sensitive Areas (ESA) programme. Increasingly, however, attention is focusing on the environmental benefits that are being achieved on the ground and their longer-term durability. This paper reports on a survey of 101 farmers in South East England conducted with a view to investigating the level of engagement of those currently enrolled in such schemes. Focusing on the motivational aspects, it points to wide variations in the level of commitment and sympathy with the wider objectives of AEP schemes and places farmers on a participation spectrum ranging from the most resistant non-adopters at one end to the most active adopters at the other. The policy implications of this categorisation are explored and recommendations made for pushing more farmers towards the active end of the spectrum.  相似文献

One of the main challenges of European environmental policies is to recruit local-level actors to fulfil set targets. This article explores how targets of European agri-environmental policy have been achieved in Finland. It also analyses how implementation practices produce conditions for agri-environmental management and how policy success—or sustainability in general—relates to the different actors’ capacities to act. It is argued that we need to adopt a relational view in order to analyse the success and outcome of agri-environmental policy. This article assesses the ways in which the actor-network theory could contribute to this discussion by a notion of co-construction of agency. The empirical part of the article follows farmers’ sociologies. The practices and conceptualisations through which the policy goals are translated into farming practices are analysed, and it is shown how different forms of knowledge have become relevant stakes in the politics of agri-environmental management. It is argued, that the notion of co-construction of agency will help to open up the translation process and scaling between local and universal knowledge. Most importantly, it reveals the different forms of resistance deriving from farming practices. Finally the challenges that the notion of co-construction of agency poses for the agri-environmental policy are discussed.  相似文献

This paper explores the agri-environmental policy network in Scotland, focusing on the public consultation concerning a new agri-environmental scheme. It applies one of the standard frameworks of market analysis, structure–conduct–performance (SCP) analysis, to explore how the interactions between policy actors, and particularly the provision of information, affect policy outcomes. An important stage in policy development is gathering information for the design and implementation of subsequent policy measures. In the UK, there has been increasing use of public consultation procedures as a means to obtain information from interest groups and individuals. This can be considered in terms of the government issuing a request or `demand’ for information, which is then `supplied’ by interested parties; a `market’ for information is thus created. In the spring of 1996, a consultation was undertaken by the Scottish Office Agriculture, Environment and Fisheries Department (SOAEFD), over a proposed new agri-environmental scheme, the Countryside Premium Scheme. This paper reports the results of an analysis of this consultation in terms of an information `market'. This `market’ appeared to have an oligopolistic structure, with some barriers to entry, and involved considerable costs to the groups involved. Agricultural and environmental interest groups both appeared to have some impact on the policy outcome, though the type of impacts differed.  相似文献

There is increasing recognition that whilst agri-environment schemes in England have had discernable benefits, their success in relation to certain species and resources has been inhibited by the piecemeal implementation of Environmental Stewardship (ES) on the basis of single farm agreements. In this paper we examine the receptivity of farmers to the idea of landscape-scale, collaborative agri-environment schemes (cAES) based on semi-structured interviewing in three English case-study areas. Using qualitative sociocultural interpretation we argue that a lack of communication and mutual understanding between farmers; a cultural imperative for independence and timeliness, and; alternative interpretations of risk amongst farmers present potential barriers to cAES. We also argue, however, that if designed appropriately, cAES have the potential to overcome certain concerns that farmers hold about the existing ES schemes. In particular, cAES are likely to gain support from farmers where they are seen to offer greater flexibility; scope for farmer involvement in scheme design; locally targeted and clearly defined aims, and; demonstrable benefits that can be monitored as a record of success. We provide policy recommendations and suggest that cAES have the potential to deliver greater environmental benefits, whilst at the same time encouraging farmers’ participation in, and satisfaction with, agri-environment schemes.  相似文献

EU agri-environmental legislation provides that every Member State may enact its own regulations specifying standards and environmentally sensitive areas. Thus Member States have substantial scope for adapting basic principles and implementing them in their own way. This has enabled competing interest groups to promote their own priorities. Spanish environmental policy has been influenced by its membership of the EU and by the political interests of Spain's Regional Governments. Before EU agri-environmental legislation came into force, environmental considerations were virtually ignored when shaping farming policy. The agri-environmental measures were the last of the new CAP accompanying measures to be introduced into Spanish agriculture, the national basis for their application being laid down in 1995. Only two of the seven types of measures provided in Regulation 2078/92 have been adopted at a national level. The other five have been incorporated, very unevenly, into regional programmes designed to help environmentally sensitive areas. Only 6 out of 66 programmes had been developed and implemented by the end of 1998. Local effectiveness of regional measures is low as a result of scheme factors (lack of policy coordination, competition from other CAP subsidies) and attitudinal factors (farmers’ scepticism and reluctance of the agricultural authorities).  相似文献

Changes to agri-environmental policy, with an emphasis on encouraging more environmentally friendly farming practices, have been paralleled in the last two decades by a body of research into agri-environment scheme adoption. To date much of this research has considered conservation behaviour as a static issue across whole farms, and viewed participation decisions as solely a present-day issue. Based on an in-depth case study from the Peak District (UK) this paper considers the case of hay meadows—an important cultural, ecological and agricultural feature of the landscape which has been seriously threatened by changing farm practices during the last century, and which now features as a conservation option in the main agri-environment schemes. Drawing on material from semi-structured interviews on 62 farms, and participant observation on 20 farms, the paper discusses how hay meadows represent a unique case for conservation and considers the limitations of existing conceptualisations of scheme adoption for understanding hay meadow conservation. In particular, the paper examines how current conservation decisions are constrained by, and intersect with, past managements that affect the “eligibility” of meadows for scheme adoption. A model is developed which places meadow types of different eligibility against conservation styles to illustrate how different conservation scenarios are created.  相似文献

Community currency systems are said to influence the revival of communities by promoting either local economic growth or social capital accumulation. However, no empirical studies have examined the multiple competing mechanisms for providing social support through transactional networks among participants. The current study connects network structural concepts to theories of social capital, transaction costs, homophily, and resource dependency at multiple levels and evaluates transactional relationships for community rebuilding and local economic development. We examine the evolutionary process of dynamic networks among local residents or organization members with network configurations in one of the largest Japanese community currency systems, “Peanuts.” Using longitudinal network data over 12 years for approximately 1400 actors, we conclude that the evolution and achievement of transactional network dynamics and partner selections differ between the two groups of participants: individual members and organization members. We also provide practical implications for sustaining participants’ transactions and commitment.  相似文献

Evidence is emerging from across Europe that contemporary agri-environmental schemes are having only limited, if any, influence on farmers’ long-term attitudes towards the environment. In this theoretical paper we argue that these approaches are not ‘culturally sustainable’, i.e. the actions are not becoming embedded within farming cultures as part of conventional ‘good farming’ practice. We propose (following Bourdieu) that, in order to culturally embed the environmental values, beliefs and knowledges that underlie such schemes, policy-makers need to devise approaches that allow the creation of cultural and social capital within farming communities - rather than simply compensating for economic capital lost. We outline the theoretical basis of our position and discuss how the contemporary agri-environmental approach of paying for specified environmental management services restricts the ability of such schemes to generate cultural and, thereby, social capital. Finally, we outline two possible ways of accounting for cultural capital in scheme creation: either through the development of measures of cultural capital that enable its incorporation into contemporary economic models or through a major revision to the way we construct and apply agri-environmental schemes.  相似文献

Compliance with many agri-environmental programs fails to meet expectations due to enforcement difficulties. One response has been devolution of enforcement rights and responsibilities to industry organisations. This kind of response is based on a belief that farmers cooperate more with their industry organisations than with government in ensuring compliance, both in terms of sanctioning one another's compliance and supporting their organisations in providing third-party sanctioning. A case study involving complementary use of qualitative and quantitative research methods was undertaken to assess this belief. The case involves farmers in the central-Murray region of New South Wales in Australia faced with potentially worsening problems of irrigation salinity and waterlogging. Their jointly owned irrigation company has been devolved responsibility for enforcing implementation of collective action plans the farmers have developed and agreed to carry out. The case study revealed inter alia that the farmers are more prepared to support sanctioning from their company than they would be from government, but that—at least at this early stage of the implementation process—they remain reluctant to directly punish one another's non-compliance through peer pressure or other informal mechanisms.  相似文献

In recent years, numerous studies have identified the importance of cultural constructions of ‘good farming’ to farming practice. In this paper, we develop the 'good farming' construct through an empirical study of organic and conventional farmers, focussing on how change occurs. Drawing on Bourdieu's concepts of cultural capital, habitus and fields, we argue that the dynamics of the ‘rules of the game’ in the agricultural field have simultaneously led to a broadening of the ‘good farming’ ideal, and to a fragmentation, whereby individual farmers prioritise a subset of this broad range. We demonstrate that gradual devaluation of existing ways to achieve cultural capital is essential to the development of new symbolic values. In line with this, we offer a critique of the implied static nature of cultural capital in the studies of farmer responses to agri-environmental schemes. We also point out that the alterations in perception and practices of farmers who converted to organic farming for 'pragmatic' reasons may be greater than sometimes implied.  相似文献

At first at the level of the European Commission, and increasingly also in the European Union’s member states, it is being recognized that past labour migration management tools have more or less serious drawbacks in that they produce undesired outcomes and do not sufficiently attain the objectives for which they were designed. The welfare states of north‐western Europe are discovering that their desire of the past three decades to restrict labour immigration as much as possible is no longer “in sync” with changing labour market demands, which are growing both for the highly skilled and the unskilled. In order to satisfy the demand for unskilled labour, schemes are being proposed that would allow for circular migration. The European Commission is a forceful promoter of these schemes. Member states such as the Netherlands, which we take as a case in point, are also considering modes by which to allow temporary unskilled labour migration, but seem intent on employing regulatory tools that are not very different from those used in the “guest worker” era, which brought about large‐scale settlement. Up to the present time, the resulting ethnic minority groups are the subject of large integration efforts on the part of the receiving states. This begs the question of the extent to which “circular migration” would be different from “guest worker” schemes, in its management and its outcomes.  相似文献

The engagement of residents in poor, disadvantaged communities has been a focus of social work practice since the early part of the twentieth century. In the person:environment configuration, a renewed appreciation is building for community-level factors in human behavior and functioning. Poor neighborhoods are transactional settings that can negatively impact human behavior and development. However, active citizen participation can positively impact neighborhoods, including strengthening residents' individual and collective capacities and relationships. This article uses the ecological perspective to examine the neighborhood as a transactional setting that influences individual and collective behavior and outcomes and citizen participation as vehicle for improving outcomes for residents living in poor communities. The article also discusses theory and research on self- and collective efficacy and sense of community to understand the motivation for and benefits of citizen participation. ABSTRACT

Responses to the Great Recession are varied across welfare states and gendered in their consequences. Combining gender, social policy and social movement scholarship, this paper investigates how the differential policy responses to the Financial Crisis in three European countries shaped gender-differences in anti-austerity demonstrations. We compare the involvement and characteristics of women and men in anti-austerity protests using data collected at street demonstrations (2010–2012). We conduct cross-national multi-level analysis of demonstrators from countries representing different gender regimes (Spain, Sweden and the United Kingdom). Our results show that gender regimes have a significant impact on women’s and men’s involvement in anti-austerity protests. We thus make an important contribution to research on gender differences in participation in anti-austerity demonstrations post-Great Recession. Our comparison of women’s and men’s participation in anti-austerity street demonstrations suggests that at the country or regime level resources matter more than grievances, but that grievances matter at the individual level. This innovative paper links scholarship on gender regimes with research on protest participation. Resources and experiences of grievances are shaped by gender regimes which provide access to decision-making and social support. We reveal novel insights into the connection between gender regimes and demonstration participation.  相似文献

In the last 15 years, agri-environmental programmes in Australia have been underpinned by a neoliberal regime of governing which seeks to foster participation and ‘bottom-up’ change at the regional level at the same time as encouraging farmers to become entrepreneurial and improve their productivity and environmental performance without government interference. However, while experiencing a degree of success in terms of farmer involvement, considerable tensions are evident in such programmes. Drawing on an ‘analytics of governmentality’, this paper argues that while current agri-environmental programmes enable authorities to combine often competing and contradictory imperatives under the rubric of single political problems—what has been termed hybrid forms of governing—it also contributes to the continuing failure of these programmes to achieve their desired effects. As a consequence, neoliberal forms of governing tend to be characterised by experimentation with a range of governmental technologies in order to make programmes workable in practice. We explore two different types of technologies—standards schemes and direct government regulation—that have emerged in recent years, and how these have sought to address the limitations evident in ‘participatory’ programmes. The paper concludes by arguing that while these initiatives seek to encourage farmer compliance in seemingly divergent ways, their capacity to be workable, and have broader effects, in practice will depend upon their capacity to manage the competing imperatives of environmental degradation, capital accumulation and private property rights.  相似文献

Sticky wages have been explained in the recent implicit contracts literature as a risk shifting device. Risk averse employees purchase insurance via an implicit contract from risk neutral firms. This paper offers an alternative explanation of the phenomenon. Various alternative organizational forms for labor markets are analyzed from a transactions cost viewpoint. Observed labor market institutions (including sticky wages) are seen as ways to economize on transactions costs. In fact, it is argued that sticky wages would be observed even if workers were risk neutral. Thus the emphasis on risk shifting in the implicit contracts literature seems misplaced.
A fall (in price) arising from temporary distress will be attended probably with no correspondent fall in the rate of wages: for the fall in price, and the distress, will be understood to be temporary, and the rate of wages, we know, is not so variable as the price of goods.  相似文献
