The paper reports on a field experiment conducted among poor women organized in self-help groups in the north-east of India. The experiment tests in a simple game whether overly optimistic expectations with respect to the benefits of exercising agency reduces one’s appreciation of remaining with agency in the future. If so, unrealistic expectations may trigger behaviour that jeopardizes empowerment processes. It is hypothesized that negative emotions, such as disappointment, bring about such risks. We find that overstretched expectations may indeed work against empowerment if the gap between achieved and expected outcomes following increased agency is sufficiently wide. However, modest expectation gaps have the opposite effect and tend to promote attitudes conducive to empowerment. A tentative explanation for this result is offered by combining insights from recent work on the role of aspirations.  相似文献

Poverty reduction is one of the major challenges confronting mankind and a principal obstacle to well-being for a large proportion of the world’s population. New paradigms of development as advocated by Chambers and others focus strongly on poverty reduction. Poverty is increasingly recognised as a multifaceted concept that can be elucidated through both qualitative and quantitative analysis. In researching poverty it is desirable to recognise both the value position of researchers and the values of local people. This paper uses qualitative and quantitative data and considers both outsiders’ and insiders’ views through the use of participatory approaches in selected rural areas of Iran. A poverty index is constructed and validated in a six-stage process. On the basis of the findings, a number of recommendations are made about appropriate approaches to the investigation of poverty.  相似文献

The extreme poor in Bangladesh suffer from a particularly severe form of multidimensional poverty. Despite opportunities for investment made available by approaches such as microfinance, which could ensure future subsistence and graduation from poverty, the extreme poor continue to under-invest in long-term income-generating activities. This continued prioritisation of immediate needs perpetuates poverty, and often leads to its intergenerational transfer. While the evolving debate on multidimensional poverty has helped to unpack the structural causes behind this investment behaviour, very little literature has sought to understand the decision process itself. In this paper, we argue that investment decisions by the extreme poor are shaped by the psychological context of life in extreme poverty. We propose a psychological model of how extreme poverty—which is multidimensional as well as commonly chronic—affects the decision-making context of the individual, causing the future to be heavily discounted and inhibiting investment. The psychological impact of extreme poverty could be seen as an overarching and under-emphasised dimension of poverty itself due to its role in undermining the capability to invest, and impeding the long-term security of a household. We argue for a holistic approach to extreme poverty and wellbeing, involving a greater understanding that people’s own perceptions of agency and needs impact upon decision making for the present and the future, in this case specifically towards livelihood choices likely to stimulate productive gains. Using a case study of one demand-driven conditional cash transfer project in Bangladesh, we propose that the psychological context of extreme poverty must be addressed in order to stimulate investment. An analysis of the project’s success suggests that it was able to effectively promote investment by altering the context within which investment decisions were made. The paper concludes that effective poverty reduction programming must more directly address the psychological context of poverty and decision-making, and recommends that innovative choice architecture could provide one method of doing so.  相似文献

The paper argues on the basis of data from Young Lives, an international study of childhood poverty, and an extensive review of child-centered poverty studies that experiences of relative poverty and social exclusion are as common and corrosive in contemporary Ethiopia as North America and Europe. If taken seriously, this insight could broaden the focus of child poverty reduction from nutrition and education to include the psychosocial costs of lacking the culturally-specific resources required for full participation in society. The paper makes a number of methodological points of value to researchers undertaking similar studies: firstly, poverty can be explored by asking about illbeing; secondly, children’s conceptions of poverty are profoundly social and context-specific; and thirdly, young children are just as able to address these themes as older ones.  相似文献

We examine the influence of individual characteristics and targeted and universal social policy on single-mother poverty with a multilevel analysis across 18 affluent Western democracies. Although single mothers are disproportionately poor in all countries, there is even more cross-national variation in single-mother poverty than in poverty among the overall population. By far, the United States has the highest rate of poverty among single mothers among affluent democracies. The analyses show that single-mother poverty is a function of the household’s employment, education, and age composition, and the presence of other adults in the household. Beyond individual characteristics, social policy exerts substantial influence on single-mother poverty. We find that two measures of universal social policy significantly reduce single-mother poverty. However, one measure of targeted social policy does not have significant effects, and another measure is significantly negative only when controlling for universal social policy. Moreover, the effects of universal social policy are larger. Additional analyses show that universal social policy does not have counterproductive consequences in terms of family structure or employment, while the results are less clear for targeted social policy. Although debates often focus on altering the behavior or characteristics of single mothers, welfare universalism could be an even more effective anti-poverty strategy.  相似文献

Researchers consider older women in rural Appalachia to have low levels of agency and high levels of fatalism regarding decision making about cancer treatment. Using the life course perspective, we examined older women’s agency with information seeking about gynecological cancer. Semistructured interviews with 20 White women living in central Appalachia revealed four trajectories: Surrendering Control, Accepting Death, Self-Care, and Advocacy, each with its own forms of agency. Some women experienced personal transformation, increased self-efficacy, and a passion for community empowerment. Fatalism was not understood apart from placing trust in medical expertise. We implore researchers to further explore rural expressions of agency.  相似文献

The paper addresses the question of whether parental death always has a strongly negative effect on children’s outcomes using quantitative and qualitative data from Young Lives, a longitudinal study of childhood poverty in Ethiopia. It investigates the validity of potential mediating factors identified by other studies in Sub-Saharan Africa using data from the whole sample (n = 973) and explores these processes in-depth through the experiences of three orphans in one community in Addis Ababa. The paper concludes that the outcomes of orphans and non-orphans in poor communities are not significantly different, supporting the need to address vulnerability at a societal level. Nonetheless, specific groups, for example, older female children who have lost their mothers, may face particular risks that should be addressed with targeted interventions.  相似文献

The main objective of this paper is to disentangle the poverty-growth-inequality triangle for Asia, its sub-regions and individual economies by constructing poverty and inequality profiles, decomposing poverty changes and modelling inequality. Due to a shortage of unit record data, analytical techniques are developed for estimating the poverty headcount ratio and regional inequality with minimum data requirements. Analytical results confirm significant reductions in poverty across the board due to fast growth, although the benign effect of growth on poverty was offset by worsening distributions in many economies. Furthermore, the poverty-reducing effect of growth has been diminishing over time and converging to 0 for many countries. Also, the cost of rising inequality in Asia was found to be surprisingly large in terms of missed poverty reduction. Looking ahead, Asia is expected to eradicate abject poverty soon but likely to continue facing high inequality, particularly income gaps between economies.

This paper compares the monetary and living standards approaches to poverty using Australian data for the period 2006–2017. The aim is to highlight the conceptual and empirical strengths and weaknesses of the two approaches and identify the similarities and differences that emerge when both are applied to examine what happened over the period and to a limited degree, why. The acknowledged limitations of estimating poverty rates by comparing household income with a poverty line have to a degree been addressed by developments in deprivation research that have generated estimates that are more directly related to living standards, more democratic and more credible. But this approach also has limitations, so its growing popularity need not signify the end of poverty line studies. This paper compares the two approaches, with specific attention paid to ensuring that the estimates are internally consistent over time and comparable at a point in time. Both show a consistent pattern of modest improvement in social disadvantage over the period examined, but they reveal different aspects of change. The monetary approach highlights the role of housing costs in driving changes in poverty, while the more nuanced explanation generated by estimates of deprivation provides detailed insights. The results suggest that each has a positive role to play in better understanding the nature of poverty and identifying the factors driving change over time.

This paper addresses a key methodological challenge in the modeling of individual poverty dynamics—the influence of measurement error. Taking the US and Britain as case studies and building on recent research that uses latent Markov models to reduce bias, we examine how measurement error can affect a range of important poverty estimates. Our data are taken from the British Household Panel Survey and the US Panel Study of Income Dynamics, for working-aged adults over the period 1993–2003. For both national samples we ask how common vulnerability to poverty was over the period in question, what the entry and exit probabilities were for the group likely to transition into or out of poverty, and how effective redistributive programs were at protecting those most at risk. Crucially, in answering these questions we estimate and remove the effects of error in the measurement of poverty status. Throughout, we compare our results with estimates that do not take this error into account, and assess the implications for understanding poverty dynamics both within and between the two countries. Our modeling strategy extends previous research in several respects, enabling us to make stronger statements about measurement error and individual poverty dynamics. We find that correcting for error affects conclusions in important ways: Poverty is less temporary and risks are less widely dispersed than otherwise assumed, while cross-national differences are more pronounced.  相似文献

Individuals can be money poor, time poor or both. While income is the most used indicator of poverty, broader indexes including non-monetary aspects of deprivation have been proposed and measured. As one such measure, our study focuses on the element of deprivation arising from the time deficit of many working people. The usual poverty threshold is calculated as the amount of income to buy the minimum required goods and services from the market. This minimum required purchase is greater for these people since they have less time than the average person to produce some goods and services for themselves at home. So, they need money to buy these in the market in order to maintain the same consumption. The income standard must be supplemented to adequately measure actual poverty. Time use data make it possible to establish time requirements and time availability and provide a measure of time poverty. Using Canadian GSS 1998 data, and building on the work of Vickery (1977, ‚The time poor: A new look at poverty’, The Journal of Human Resources 12(1), pp. 27-48) and of Douthitt (1993, ‚The inclusion of time availability in Canadian poverty measures’, Time-Use Methodology: Toward Consensus (ISTAT, Roma), pp. 83–91), and our own previous study, we estimate time-adjusted poverty thresholds and rates for single and dual parent Canadian families. As expected, we have found high incidence of time deficit among the employed single parents with children. We make a case for the acceptance of a redefined poverty standard for such time-deprived groups.  相似文献

Time constraints, like money constraints, affect Americans’ well-being. This paper defines what it means to be time poor based on the concepts of necessary and committed time and presents time poverty thresholds and rates for the US population and certain subgroups. Multivariate regression techniques are used to identify the key variables associated with discretionary time and time poverty. The data confirm the idea that individuals in households with children have less discretionary time and are thus more likely to be time poor than those in households without children. Controlling for other household characteristics, an additional child reduces a household adult’s daily discretionary time by 35 min. Surprisingly, while one might expect the necessary and committed activities required of an individual to be less in a two-adult household with children than in a one-adult household with children because child care can be shared, the data show that the presence of such a second adult only marginally reduces the necessary and committed time burden of an individual household member. Perhaps even more surprisingly, household income is not a statistically significant correlate of discretionary time or time poverty.  相似文献

The role of family context in determining women’s agency has been addressed through kinship patterns, household structure, and domestic violence. This study suggests that another aspect of family context—family relationship quality—can also influence women’s agency. Data from the Women’s Reproductive Histories Survey, collected in Madhya Pradesh, India, are used to examine whether family relationship quality is a determinant of women’s agency. Results show that women with higher quality relationships with husbands and parents-in-law do have greater agency. Further, family relationship quality is just as influential as other well known determinants of agency, including education and employment.  相似文献

Despite a wide under-prioritization, the issue of child poverty has received increasing attention worldwide over the last decade. The acknowledgement in Vietnam that child-specific poverty measurement is crucial for poverty efforts directed towards children, and the current lack thereof, instigated the development of a Vietnam child poverty approach. This paper proposes a country-specific, multidimensional and outcome-based approach for the measurement of the incidence, depth and severity of child poverty. It does so at the level of the individual child using household survey data. The development of such an approach at the level of the individual child presents an appropriate alternative for or supplement to the widely used monetary poverty approach, allowing for the use of compatible analytical methods. Findings suggest that 37% of all children in Vietnam live in poverty, with the most pressing areas of deprivation being water, sanitation and leisure. We do not find evidence for a gender bias but do observe a large urban–rural divide, regional disparities and large ethnic inequalities. We argue that this tailor-made approach is a valuable new tool for policy makers and analysts in Vietnam as it enables identification and analysis of poor children, their characteristics and most pressing areas of deprivation within the country’s specific social and cultural context.  相似文献

Important steps have been taken at international summits to set up goals and targets to improve the wellbeing of children worldwide. Now the world also has more and better data to monitor progress. This paper presents a new approach to monitoring progress in child poverty reduction based on the Alkire and Foster adjusted headcount ratio and an array of complementary techniques. A theoretical discussion is accompanied by an assessment of child poverty reduction in Bangladesh based on four rounds of the demographic household survey (1997–2007). Emphasis is given to dimensional monotonicity and decomposability as desirable properties of multidimensional poverty measures. Complementary techniques for analysing changes over time are also illustrated, including the Shapley decomposition of changes in overall poverty, as well as a range of robustness tests and statistical significance tests. The results from Bangladesh illustrate the value added of these new tools and the information they provide for policy. The analysis reveals two paths to multidimensional poverty reduction by either decreasing the incidence of poverty or its intensity, and exposes an uneven distribution of national gains across geographical divisions. The methodology allows an integrated analysis of overall changes yet simultaneously examines progress in each region and in each dimension, retaining the positive features of dashboard approaches. The empirical evidence highlights the need to move beyond the headcount ratio towards new measures of child poverty that reflect the intensity of poverty and multiple deprivations that affect poor children at the same time.  相似文献

One way of making the capability approach (CA) operational uses fuzzy poverty measures. In this paper, we present a new approach to applying these measures in the South African context using responses to a questionnaire on ‘The Essentials of Life’ in conjunction with a methodology for dealing with the vagueness of poverty. Our results suggest very low cut-offs for people or households to classify as definitely poor for some social indicators. These cut-offs are far lower than those Klasen used in his application of the CA. The attempt to apply the CA using Cheli and Lemmi’s ‘totally fuzzy and relative’ poverty measure in conjunction with our approach to specifying cut-offs can lead to incoherence. This measure can, nonetheless, be useful when social indicators have a ‘relativist component’. While the Cerioli and Zani measure does not lead to such incoherence, it also has a serious weakness.  相似文献

This paper analyzes the data from the Population Census of 2011 to identify the characteristics of poor ethnic minority groups in Hong Kong and the factors that are associated with child poverty among these ethnic minorities. The results show that the child poverty level varies between different ethnic groups and that ethnic minorities from developing nations are likely to have a higher poverty level. In particular, Pakistani children have the highest poverty rate among all ethnic groups. The results also show that Pakistani, Nepalese, and Mixed (Chinese and Asian) nationalities have a higher child poverty rate than that of Chinese individuals who constitute the majority of the Hong Kong population. The main reason for this is that, unlike their Chinese counterparts, some of these ethnic minority households have not benefited from their own human capital or their length of exposure in the local society in Hong Kong. And even if they have benefited, the positive impact of these factors on ethnic minority households was much weaker compared to that of Chinese households. These results suggest that ethnic minorities need to be categorized as a separate group in order to assess their specific needs, and assimilation policies, especially support on Chinese language learning, need to be an integral part of the government’s poverty reduction strategy to reduce child poverty among ethnic minorities.  相似文献

Health-related well-being is a result of individual or collective agency. Understanding and influencing health-relevant behaviour, however, requires to account for physical and social contexts of agency. Accordingly, the authors suggest a focus in modern health promotion on people’s health-relevant resources and capabilities. This requires a theoretical basis onto which issues of social inequality can be linked to specific approaches of health promotion practice, namely empowerment and participation. To this purpose, the authors present Amartya Sen’s theory-based Capability Approach (CA) and complement it with insights from Pierre Bourdieu’s theory of capital interaction. Both of these theories shed light on key issues of social inequality and can fruitfully be associated with the guiding principles in health promotion stipulated by the Ottawa Charter. Together, they provide guidelines for new areas of research to analyse the complex interplay between health behaviour and social context.  相似文献

This paper uses household level data from National Sample Survey Organization (NSSO) of India, the 55th round (1999–2000), to show that for urban male children there exists significant wage incentive for schooling, though school dropout rate and child labour incidence are not so small. The parents’ level of education plays an important role in reducing this tendency; thus establishing the linkage between social and human capital outcomes in the family. We also look at the incidence of harmful and manual occupations among the child labour. Mother’s education now appears as a very important factor in curbing these incidences; supporting earlier findings that women’s empowerment (one important indicator of which would be female educational level) is indeed instrumental in increasing parental awareness.  相似文献

This paper analyses poverty reduction in Bhutan between two points in time—2003 and 2007—from a multidimensional perspective. The measures estimated include consumption expenditure as well as other indicators which are directly (when possible) or indirectly associated to valuable functionings, namely, health, education, access to electricity, safe water, improved sanitation, enough room per person in dwelling, access to roads and land ownership. Interestingly, most of these indicators have been identified as sources of happiness in the 2007 Gross National Happiness Survey. Twelve different measures are estimated with a variety of values for the different parameters involved for robustness analysis. Also, estimates are bootstrapped creating 95 % confidence intervals. We find that over the study period there was an unambiguous reduction in multidimensional poverty regardless of the indicators’ weights, deprivation cutoffs and identification criterion of the poor. This reduction was mainly led by a reduction in the proportion of the poor which was accompanied by a reduction in the intensity of poverty among those who were less intensively poor, although not among those who were more intensively poor. Rather than accomplishing this poverty reduction by improving achievements in one or two indicators, there were significant reductions in several deprivations, especially in access to roads, electricity, water, sanitation, and education. We also find that when income alone is used to target the poor, inclusion errors are marginal but exclusion errors are sizeable. Despite Bhutan’s significant progress, challenges remain as poverty is still high in rural areas. A multidimensional measure in the lines proposed in this paper can prove useful for monitoring poverty reduction, prioritizing groups and evaluating upon investment.  相似文献
