ABSTRACT

Diversity has become a new buzzword in European cities. Newly introduced diversity policies have replaced previous multicultural policies with an approach that acknowledges difference in a more general sense. Drawing on in-depth fieldwork in diversity departments in Amsterdam, Antwerp and Leeds, this article investigates how the introduction of diversity policy impacted on the recruitment and the self-representations of public officials in newly created diversity departments. Despite a proclaimed move away from recognising minority-group specificities, many officials conceive their immigrant origin as a central element of their profiles. This continuation of a multicultural logic is interpreted as misunderstanding or resistance on the part of those meant to implement these policies, indicating agency of contemporary bureaucrats as well as creative space within bureaucracies. In order to place the shift from multicultural to diversity policy in the context of welfare state transformation and neoliberalism, I assess whether diversity officers endorse diversity policies in conjunction with New Public Management policies. However, I do not find an unequivocal promotion of both policies and my study thus does not confirm the common association of diversity policies with neoliberalism.  相似文献

Despite the growing interest in immigrant integration in a wide range of scholarly literature, there is less interest in how integration might be understood by the public. Using a survey-embedded conjoint experiment in the Netherlands and the UK, we ask the public what they think constitutes successful immigrant integration. We show that the public has a multidimensional view of integration, which goes beyond a simple preference for cultural assimilation. We discover that there is a remarkably stable hierarchy of preference of integration outcomes, which is a matter of wide spread consensus in both our countries among different social groups and people with different attitudes on immigration. Using the British data we also show an integration penalty for immigrants of non-white origins. Our article places public opinion of immigrant integration at the heart of a rapidly expanding research agenda into the social and political impacts of immigration.  相似文献

ABSTRACT

Using South Tyrol as a case study, this article analyses how boundaries between groups and their institutionalisation through power-sharing arrangements affect the politics of immigrant integration. Through a longitudinal qualitative analysis of party manifestos, the article focuses on the period between 1993 and 2013 to evaluate the immigration and integration discourses of political parties, claiming to represent the German and Ladin minorities. It is argued that these parties have deliberately framed immigration as a challenge to the strength of their respective cultures and languages, as well as the array of institutions that support the separate but equal coexistence of South Tyrol's linguistic groups. The consequence of this tendency to ‘think in groups’ is that the main political parties of the German and Ladin minorities are shoring up group boundaries and advancing an assimilationist model of immigrant integration.  相似文献

Migrant integration is a cross-sectional policy issue and its governance involves a network of actors operating on different regional and government levels. Its emergence as a distinct policy area in many European democracies has reinvigorated the role of state actors, particularly at the national level. National governments face a growing need to coordinate formerly disparate domestic integration measures, yet they are also encouraged by increasing activities and resources that have evolved at the EU level. From an institutional perspective, this spread of both norms and resources is likely to result in the emergence of new governmental actors assigned with these tasks. Yet, little scholarly attention has so far been dedicated to the comparison of ministerial competences for migrant integration across Europe and their relation to integration policies. The paper addresses this gap in a comparative study, presenting data on the ministerial competences in 27 EU member states and Switzerland between 2010 and 2014 and linking them to data on migrant integration policies using the MIPEX dataset. The findings show no general European trend towards top-level institutionalisation and instead reveal substantial differences between Western and Eastern European democracies associated with the respective patterns of integration policies.  相似文献

ABSTRACT

In the literature on the local dimension of migration policy-making, one can see an emerging interest in transnational cities networks (TCNs). Networks such as Eurocities can represent policy venues that go beyond the limits of vertical relations between national governments and local authorities to directly lobby European Union (EU) institutions. Futhermore, TCNs can offer opportunities for policy exchange and learning, leading to the diffusion of policy innovations and best practices. However, evidence on the concrete functions played by TCNs is still scarce. By focusing on two highly internationalised Italian cities, Milan and Turin, and by taking an actor-centred perspective, this paper highlights how different categories of policy-makers within the municipal administration think about ‘going Europe’. According to our analysis, TCNs, rather than accomplishing their official instrumental goals, play primarily symbolic functions, such as legitimising local integration policy, building a new city identity and positioning the city vis-à-vis other European cities and EU institutions. Yet, this does not mean that TCNs are ‘useless’, since the symbolic resources they convey can be crucial in creating consensus among stakeholders at the local level or lobbying national authorities.  相似文献

ABSTRACT

Using the case of Odense (Denmark), this article explores how, in the process of devising and implementing integration measures, local authorities mitigate between the demands of national-level integration policies and the local realities. It shows that Odense's local authorities combined local resources into a variety of horizontal governance structures geared towards supporting refugees’ integration, and engaged in vertical interactions responding to local priorities. The study finds that new governance structures emerging at sub-national create opportunities for refugees and help their integration. However, inequalities between national and sub-national levels may have negative consequences for refugees’ integration outcomes.  相似文献

This conceptual article outlines the current literature on immigrant integration, immigrant civic engagement practices, opportunities to include other civic engagement activities into existing concepts of immigrant integration, and suggestions for future research and practice. The authors support a framework of civic and political integration of immigrants that goes beyond voting, and purposefully delineates categories that are commonly used to distinguish immigrants based on their eligibility for citizenship and participation in elections. Civic community organizing activities for all immigrants, regardless of citizenship status, can help build individual and community identity and empowerment as well as help mitigate stressors associated with immigrant feelings of social isolation. Implications for theory and practice on the role noncitizen immigrants play in the policy-making process and how they are received (or systematically left out) of this civic engagement process are also discussed.  相似文献

This article provides an analysis of the concerns in relation to citizenship and multicultural reforms in Europe. It examines the implications for the social integration of Muslims, who seemingly face insurmountable constitutional hurdles notwithstanding liberal institutional attempts, in accommodating a religion that, judged by its global politicisation, may pose more a challenge to multicultural societies than to others. While shedding light on recent developments concerning a wide-ranging panorama of the socio-legal dynamics of integrating Muslim communities in Europe, the article provides an overview of the multicultural idea, focusing on how some European countries address multicultural claims swiftly while others lag behind, busy with more basic issues of immigrant assimilation and integration. It is argued that while attempts are being made to improve Muslim integration, the rising tide of Islamophobia (political and media-manufactured), anti-terrorism legislations and security policies serve to provide a multi-pronged attack on civil liberties and freedoms of Muslim groups. In the concluding section, there will be general remarks concerning the future of Muslims in Europe and the commendable and realisable aim of Muslims to construct an inclusive national identity and find partners who will, like them, be determined to approve what Western culture produces in terms of its positive contributions and resist its deleterious effects on the human, societal and environmental levels.  相似文献

The cross-national investigation of immigrant subjective well-being remains an understudied field, especially with regard to the link between institutional settings and individual outcomes. We approach this gap by investigating the role of policies regulating immigrant integration for life satisfaction. Immigrants’ status and life chances depend on the inclusiveness of integration policies in forms of rights given to immigrants in the receiving country. These policies differentiate immigrants from natives: exclusionary integration policies understood as social boundaries should result in lower levels of well-being. We also consider an alternative policy type (i.e. multicultural policies) as well as symbolic boundaries (i.e. natives’ attitudes towards immigrants). We distinguish between national citizens, EU citizens and third-country nationals (TCNs). Results based on up to five rounds of data from the European Social Survey indicate that in terms of life satisfaction only TCNs profit from inclusive integration policies. Furthermore, while political multiculturalism does not play a role, we find that EU migrants appear more susceptible to the negative impact of natives’ anti-immigrant attitudes. Policy-making is more important for TCNs, while a migrant-friendly opinion climate is more important for EU migrants. These findings are robust to controlling for unobserved time-constant country heterogeneity via country fixed effects.  相似文献

What determines policies toward migrants and refugees in the transit-turned-host countries? Compared to the vast literature examining migration to Europe and North America, we know relatively little about why ‘newer’ host states pursue a liberal strategy with access to residency, employment and services on par with citizens, or what drives them to treat migrants and refugees with exclusion. This paper argues that there is a third choice: the idea of indifference-as-policy. Indifference refers to indirect action on the part of the host state, whereby a state defers to international organisations and civil society actors to provide basic services to migrants and refugees. The paper uses data collected over two years in Egypt, Morocco and Turkey to examine how this tripartite understanding of engagement maps onto empirical reality. Drawing on this analysis, the argument in this paper is two-fold. First, indifference is a strategic form of engagement utilised by host states, and that it creates a specific type of environment that allows for the de facto integration of migrants and refugees. Second, even when host states take steps toward a more liberal engagement strategy, examining policy outcomes, rather than outputs, demonstrates that indifference is still the dominant policy.  相似文献

This article examines the ethnic identity formation of high school aged Mexican immigrant adolescent girls. The ethnic identity is new to them and acts as a coping mechanism that allows them to confront the racial order and gender monitoring they experience at home and at their high school. Being Mexican allows them to make meaning of their immigrant experience. The author contends that these girls rather than disconnecting from their national ethnic identity are developing a stronger sense of being Mexican than if they had never left Mexico. However, developing a strong sense of being Mexican comes with challenges. This article is based on 20 unstructured interviews conducted at a local high school in Napa, California. The interviews trace the identity transitions and challenges each girl experienced both before migration and after they arrived in the US. The author finds that they develop an ethnic identity based on their memories of Mexico that they share amongst each other where they long to continue to be part of their old community. The stories of girls point to the identity transitions Mexican immigrant youth experience. Their stories also point to how identities are not clean sequential transitions, but are rather messy, conflicting, and contradictory.  相似文献

Most immigrant organisations aim to facilitate the integration of immigrants into the host society while seeking to preserve their cultural heritage. In order to explore the tension between these two apparently opposite processes within immigrant organisations, a case study was carried out on the Organization of Latin American Immigrants in Israel (OLEI). The research question focuses on how, and to what extent, OLEI contributes to the integration of Latin American immigrants into Israeli society and how, and to what extent, it contributes to their isolation. The findings indicate that while individual services promote the integration of Latin American immigrants into Israeli society, communal services both isolate and integrate them simultaneously. To address this paradox, I suggest an interpretation of this process as ‘integration through isolation’, since OLEI socially isolates immigrants, but at the same time integrates them into the host society by providing Israeli culture in Spanish.  相似文献

Population mobility, globalisation, and the Internet contribute to the change of immigration patterns and the emergence of new kinds of identities and integration strategies. It is necessary to re-examine the heuristic significance of this field's key concepts in order to ensure that relevant and theoretically sound knowledge consistently informs integration policies, measures, and programmes. This paper focuses on the concepts of language and maintains that a narrow-utilitarian approach to the issue of language and integration may thrive due to uncritical acceptance of an instrumentalist view on language as a means of communication and/or a social marker together with an essentialist concept of identity that stems from the sociolinguistic tradition. However, this conceptual framework does not correspond to the complexity of the integration process in a contemporary society. The present paper aims to contribute to the field of language and immigrant integration via outlining an alternative approach to language grounded in the ideas of Humboldt, Potebnja, and Vygotsky (language as a creative force, a worldview, and a mediating tool) and discussing its potential for addressing the issue of integration in contemporary conditions.  相似文献

This article deals with the discursive practices employed in various public sites of Israeli society to support and legitimise the immigration policy towards prospective immigrants from the Former Soviet Union (FSU) from 1989 to 1990. During those years Israeli society witnessed one of the country's biggest immigration waves. However, like many state policies, Israel's immigration policy towards prospective immigrants from the FSU has not been carried out uncontested. There were vibrant and often heated public disputes concerning this policy. The purpose of the article is to reveal the racist attitudes of Israeli society expressed in the discursive practices that have been employed to support immigration from the FSU in these public disputes. Assuming an inextricable combination of old and new racism, these practices — involving processes of adverse racialisation of Arabs and Mizrahi Jews — have portrayed them as a demographic threat to Israeli society, a threat that can be forestalled by the admission of prospective immigrants from the FSU. However, the fact that these processes are not directed only against Arabs but also against Mizrahi Jews discloses some of Zionism's inner tensions and ambivalence. It challenges the thesis advanced by Lustick, for instance, that the exclusive goal of Israel's immigration policies is to marginalise and to contain the Palestinian minority by allowing the entrance of non‐Jews to Israel as long as they are not Arabs. Not disputing the immensely significant role that the goal of Palestinian containment plays in Israel's immigration policies, I intend to show that this goal exists alongside a perception of Mizrahim as a ‘demographic threat’ to Israel's ‘European character’.  相似文献

While scholars have studied the political incorporation of migrants and refugees through measures related to naturalisation and voting, others have investigated the ways by which participation in protests and other forms of activism foster assimilation. But how is transnational contention connected to domestic integration? Using archival research and life history interviews of Filipino migrant activists in the U.S. and the Netherlands and drawing from the literatures on immigrant assimilation and social movements, I show the processes and mechanisms that enable activists to become simultaneously involved in the movements for homeland regime change for migrant/minority rights in the hostland. Thus, they assimilate into the domestic polity while they participate in transnational politics. I argue that as activists perform the functions associated with homeland activism, they develop relations and networks that allow new forms of collective identities to emerge, often rooted in civil-society spaces in the hostland. This study contributes to the debate on transnationalism and assimilation, which has recently moved from contradiction to synergy.  相似文献

This article studies the voters of DENK, the first immigrant party to gain seats in a national parliament. It builds further on the existing literature on how immigrants and people from immigrant descent vote in Western European countries. From the literature we derive seven expectations about the kind of voters that are likely to vote for an immigrant party in terms of their political cynicism, attitudes towards economic, globalisation and moral issues. We find that DENK voters are younger Muslims, who have conservative views on moral matters, cynical attitudes towards politics, right-wing views on economic matters and progressive views on issues that pertain to the globalisation dimension, such as immigration, integration and Islam and in particular discrimination. This article uses VAA data to construct a matched sample that in terms of key variables is representative for voters with and without a migration background.  相似文献

The cautious approach of European Legislators towards the integration of non-EU third country nationals (TCNs), mirrored in the provisions of Long-Term Residence Directive 2003/109/EC, has brought about the creation of ‘spatial temporal waiting zones’. Migrants are confined in both place and time before being able to access the (as of yet, very limited) mobility rights conferred upon them by the Directive. Restricted mobility rights for TCNs can seriously impinge on the economic growth of the EU. This paper reveals three ‘faults’ of the current system. First, we show how TCNs already evade ‘temporal borders’ by moving across geographical ones to take up employment before being entitled to do so under the provisions of the Directive. Next, we show how formal integration in one member state (MS), paradoxically, opens the door to another MS and, third, how a second MS fights off these near-EU citizens. Finally, we observe the importance of taking the phenomenon of spatial and temporal waiting zones into account, not only when structuring intra-EU mobility policies for TCNs but also when addressing the issue of the (labour market) integration of recent arrivals: soon they too will become European long-term residents.  相似文献

While some scholars contend that immigrant integration is predicated on a strategic distancing from Blacks and closeness to Whites, others argue that highly racialised immigrants share more commonality with Black Americans than Whites. Drawing on in-depth interviews with Mexican immigrant newcomers to Los Angeles, California, this article examines how immigrants make sense of their position in U.S. socioracial hierarchy vis-à-vis other racialised groups. I show that as immigrants navigate U.S. social, racial, and political landscapes, they come to view ‘American-ness’ and the citizenship status inherent in it as a key marker of distinction between themselves and those they deem ‘American’. Immigrants thus view their group status as an inferior one relative not only to the dominant White group, but also to Black Americans, albeit for qualitatively different reasons. Findings highlight how the vulnerability of ‘illegality’ not only reinforces existing social boundaries with Whites, but also shapes the nature of socioracial boundaries with Black Americans that can hinder the potential for racial solidarity and has broader implications for the U.S. socioracial hierarchy.  相似文献
