The mobilization of domestic workers in the United States has strengthened and grown nationally in the last 15 years, and scholars have been paying particular attention to the ways their organizing has undertaken innovative strategies to address social, cultural, and legal exclusions specific to migrant domestic workers. Research has focused on historicizing the entrenched colonial legacy of servitude and domesticity, but more recently studies have concentrated on documenting the challenges and victories domestic workers have achieved as a result of their legislative state campaigns for a Domestic Worker Bill of Rights. This article reviews recent research that analyzes the complex strategies employed in organizing, and the role that migrant domestic workers play in challenging the boundaries of citizenship and integrating a transnational dimension to domestic worker organizing. Although research shows that enforcement continues to be a central issue in states where a Domestic Workers Bill of Rights has been enacted, migrant domestic workers continue to strengthen the coalitional power that has shown to transform new directions in organizing that demand alternate ways of contemplating workers experiences as generating different principles of justice.  相似文献

Little attention has been given to the vulnerable populations of migrant women agricultural workers. A systemic review in PubMed was carried out (1990-2008) using terms related to migrant agricultural workers, with specific focus on women. Case studies from Lebanon and California are presented to highlight key physical, psychosocial, and cultural risk factors among these working populations. The review revealed a host of potential problems that span from pesticide exposure and musculoskeletal disorders to socio-cultural barriers. Comprehensive exposure-outcome and intervention studies focusing specifically on migrant women in agriculture are lacking. In depth studies focusing on the work environment of migrant women workers in the agricultural sector are needed. Personal and environmental factors that influence health should be considered in any effective intervention aiming to influence policy making and have a positive impact on these vulnerable working populations.  相似文献

Approximately 80% of social care workers have no formal qualifications or training and efforts to encourage the take up of training for qualifications have only had limited success. This paper reports on the training needs and attitudes towards training of residential workers and home care workers who took part in a major study of statutory social services employees by the National Institute for Social Work (NISW). The paper describes a diverse workforce with a high level of interest in training to improve skills and the quality of the service, although not all workers were interested in obtaining qualifications. Factors associated with taking part in training are examined including gender, age, occupation, personal circumstances, information and access to training, and learning needs and preferred ways of learning. Government initiatives to improve levels of training and qualification, including a new regulatory framework for social care workers, make this an opportune time for employers in the statutory and independent sectors to encourage workers to develop their skills by creating a positive learning culture. The paper concludes that to do this training strategies will have to address the diverse training needs of the workers.  相似文献

"This article explores the relationship between government expenditure and labor immigration in the Arab Gulf states. This relationship was close and positive during the rapid growth of the 1970s. Using Kuwait as a case study, trends in immigrant labor movements over the period 1981-85 are considered in detail. This analysis shows that the current economic downturn, reflecting the collapse of the world oil prices, has not resulted in the large scale re-export of foreign labor which was envisaged. The reasons for this foreign labor retention are considered and the authors speculate on future migration trends in the region."  相似文献

The findings of this study suggest that the CPI can be used to identify characteristics of desirable CCWs for emotionally disturbed adolescents. They include the ability to make intelligent decisions and exert reasonable leadership (Do); to be effective in dealing with others (Cs); to be outgoing and enterprising (Sy); to be socially poised (Sp); to be assertive and self-assured (Sa); to be broad-minded and accepting of different people and values (To); and to be direct, active, and realistic (low Fe). These seven scales of the CPI showed significant difference between the most desirable (Group D) and the unacceptable (Group U) CCWs. Discriminant analysis revealed that selection of the most desirable CCWs can be achieved by using only five of the scales: high Do, Sp, Sa, To, and low Fe; this process identified the most acceptable and unacceptable employees over 85% of the time. If the CPI is used as an adjunct to interviews and adequate reference checks, this multi-evaluative process can greatly improve the likelihood of selecting the best potential CCW candidates. Since CCWs play a direct role with the young people in their charge, and the most effective treatment for disturbed youths can be carried out by the most effective CCWs, the selection process of CCWs becomes a critical factor in the development of any program for emotionally disturbed adolescents.  相似文献

Workers who temporarily leave their country to perform semi‐ and unskilled work under contract in another country are a distinct category of labour migrants in the global division of labour (GDL). The small island of Mauritius is a relatively new destination for contractual international labour migrants. The Mauritian state is intimately involved in the labour migration system, playing a mediating role in positioning the island within the GDL and trying to optimise the routing of global production chains through Mauritius. The migrants originate mainly in China and India and are overwhelmingly concentrated in the island’s clothing and textile factories where they now comprise one‐fifth of the export processing zone workforce. The migrant space occupied by expatriate workers in Mauritius is tightly circumscribed, with little social interaction between them and Mauritian society. A chronicle of their collective protest between 2002 and 2005 highlights grievances that arise from the conditions they face as migrants. Pointing largely to the failure of industrial relations institutions, and having stirred xenophobic sentiments, these protests represent a catalyst for reform. While the numerical incidence and scale of labour migration to small islands may be small, their significance for GDL analysis and for the politics of migration demands attention.  相似文献

Older Australians are an increasingly diverse population, with variable characteristics such as culture, sexual orientation, socioeconomic status, and physical capabilities potentially influencing their participation in healthcare. In response, community aged care workers may need to increase skills and uptake of knowledge into practice regarding diversity through appropriate training interventions. Diversity training (DT) programs have traditionally existed in the realm of business, with little research attention devoted to scientifically evaluating the outcomes of training directed at community aged care workers. A DT workshop has been developed for community aged care workers, and this paper focuses on the construction of a formative evaluative framework for the workshop. Key evaluation concepts and measures relating to DT have been identified in the literature and integrated into the framework, focusing on five categories: Training needs analysis; Reactions; Learning outcomes, Behavioural outcomes and Results The use of a mixed methods approach in the framework provides an additional strength, by evaluating long-term behavioural change and improvements in service delivery. As little is known about the effectiveness of DT programs for community aged care workers, the proposed framework will provide an empirical and consistent method of evaluation, to assess their impact on enhancing older people’s experience of healthcare.  相似文献

This article analyzes the impact of migrant female domestic workers on the socioeconomic and political context in Singapore. Although Singapore state policy opposes long-term immigration, there is a labor shortage which permits a transient work force of low-skilled foreign workers. In the late 1990s, Singapore had over 100,000 foreign maids, of whom 75% were from the Philippines, 20% were from Indonesia, and the rest were from Sri Lanka. Legislation ensures their short-term migrant status, restricts their numbers, and governs their employment. Migrant workers are also regulated through a stringent allocation system based on household income of employers and the need for caregivers for children. Work permits are conditioned on non-marriage to citizens of Singapore or pregnancy. Terms and conditions of migrant employment are not specified, which permits long hours of work and potential for inhumane treatment. Migrant women fulfill jobs not desired by natives and accept these jobs at lower wages. There is disagreement about the motivation for the maid levy and its need, fairness, and effectiveness in reducing demand for foreign maids. Most public discussion focuses on social values and morality of foreign maids. Politically, tensions arise over the legality of migration, which results from tourist worker migration to Singapore and circumvents Filipino labor controls. Most of the adjustment cases that come to the attention of OWWA are tourist workers. Policies should be gender sensitive.  相似文献

Terminally ill individuals with serious and persistent mental illness (SPMI) are currently underserved by palliative care. However, palliative care nurses can expect to see more patients with SPMI because an estimated 6% of the adult population has chronic mental illness, and mortality and morbidity rates are higher in this group. Reasons for these increased rates are discussed. Literature regarding the provision of palliative care to those with SPMI is sparse, but what literature there is does offer suggestions for improvements in clinical practice. These suggestions for improvement are explored, and conclusions are drawn about the need for future research.  相似文献

Decision makers face difficult choices when tasked with identifying and implementing appropriate mechanisms for protecting the elderly and other vulnerable adults from abuse. A pilot project involving fingerprint-based criminal history background checks for personal care workers in Michigan has supplied an opportunity to examine one such mechanism. In conjunction with the pilot project, we have conducted a stakeholder analysis with the aim of informing decision makers about stakeholder perceptions of standard policy criteria like effectiveness, efficiency, and equity. We employed focus groups and a Web-based survey to collect data from stakeholders. While stakeholders generally see fingerprint-based background checks for personal care workers as potentially effective and as a net benefit, they also point to a variety of contingencies. They also recognize difficulties and constraints for government involvement. This preliminary analysis provides solid foundational information for decision makers and for more extensive benefit–cost analysis.  相似文献

In this article, we discuss a case study that deals with the care chain phenomenon and focuses on the question of how Poland and the Ukraine as sending countries and Poland as a receiving country are affected and deal with female migrant domestic workers. We look at the ways in which these women organize care replacement for their families left behind and at those families’ care strategies. As public discourse in both countries is reacting to the feminization of migration in a form that specifically questions the social citizenship obligations of these women, we also look at the media portrayal of the situation of nonmigrating children. Finally, we explore how different aspects of citizenship matter in transnational care work migration movements.  相似文献

Most respondents felt that child care workers' legal concerns should be addressed by requiring (1) thorough, legally approved written procedures and guidelines for all day-to-day procedures and responsibilities; (2) legally approved comprehensive record-keeping systems; and (3) access to legal support and counsel. When child care workers follow legal guidelines and a facility's procedure manuals carefully, documenting their activities in an approved record-keeping system, they can expect to be in a positive situation in any legal contest and to have behavior measured from a legal standpoint by a standard described as what a "reasonable person" would be expected to do in a similar situation and circumstance.  相似文献

Canada is providing a new home to refugees from around the globe, who have left their countries of origin because of persecution and are seeking safety elsewhere. These families bring with them myriad stresses arising from their migration. Child refugees, in particular, have special needs that must be considered--trauma from witnessing violent crimes, language difficulties, family disruption, and adjustment to a different culture--in addition to the challenges that accompany childhood and growing up.  相似文献
