This article proposes a new understanding of the Ethnic Classification project (minzu shibie) undertaken in China's southwesternmost province of Yunnan in 1954 – a project in which social scientists and Communist Party cadres set out to determine which of the dozens, if not hundreds, of minority communities in the province would be officially recognized by the state. Specifically, this article argues that ethnologists and linguists played a far greater role in the Classification and early Chinese Communist governmentality than is typically assumed. The Chinese Communists did not teach themselves how to ‘see like a state,’ to use James Scott's formulation, at least not when it came to the fundamentally important problem of ethnic categorization. To the contrary, the history of the Classification project is one of an inexperienced Chinese state that was able to orient itself only by observing the world through the eyes of its social scientific advisors. The ‘mentality’ within early Chinese Communist Party (CCP) ‘governmentality’ was, in the case of the 1954 Ethnic Classification, in large part the mentality of the comparative social sciences.  相似文献

This article explores contemporary uses of museum co-production for public policy through a sustained theoretical engagement with Tony Bennett's work on museums as an ‘object of government’. The specific focus is a theoretical discussion of the ‘logic of culture’ as it relates to new UK policy uses of participants' ‘experience’ as the desired site of authenticity at the very same time as the process of expressing this authenticity is located as a site for reform. It is argued that Bennett mobilizes two techniques of scale (fixing the analytic lens of governmentality and drawing on a strong scalar correspondence of power) in order to secure a relatively disciplinary reading of governmentality and to foreclose the resistant possibilities of cultural politics. Drawing on the differences between practices associated in UK museums with ‘access’ (which works through the dis-intensification of the difference between the museum and everyday life) and with ‘social impact’ (which requires a re-intensification of this difference in order to increase the visibility of effect), this article concludes by countering Bennett's more disciplinary uses of Foucault with the Foucault of ‘The Subject and Power’. It is argued that the ‘logic of culture’ can be calibrated to varying intensities in considering the coming-into-relationship between the museums and those-to-be-involved. It is specifically argued – following Foucault's spatializaton of ‘thought’ as distance (limit-attitude) and ‘counter-conduct’ as proximity – that the ‘logic of culture’ might be actively re-calibrated to use the spatialized dynamic of distance and proximity to create spaces which might allow the museum and its associated policy – not just those involved – to be affected by the co-production encounter.  相似文献

In many countries today, digital technology and instant communication are embedded in children's everyday lives to the extent that their play frequently incorporates smartphones, the Internet and other technologies. In this paper, we explore the recent historical conditions within the New Zealand context that have increased the accessibility of these technologies and imbued them with particular meanings. We suggest that from a Foucauldian perspective, these technologies can be seen as a form of subtle disciplinary power using techniques of governmentality through which children's ways of thinking are shaped to benefit societal requirements of the current historical era.  相似文献

This paper focuses on the instrumentalist Marxist model which has been used to explain the policies of the British state in the field of ‘race’-education. After discussing the model's core assumptions and its application in this field the paper explores the model's explanatory adequacy through a case study of the role of the quasi-state agencies of the ‘race’-relations industry in developing ‘race’-education policy in initial teacher education. In recent years there has been a massive influx of aid to civil society HIV/AIDS work in Africa. Drawing on fieldwork in Rwanda, this article explores, through a governmentality perspective, the rationalities and technologies of government that accompany the new funding schemes. The paper feeds into contemporary debates on the relevance of governmentality studies in Africa and on the complicated relationship between state, civil society, and international donors in the particular context of Rwanda. Despite the country's known record of authoritarian politics, the paper argues that Rwandan civil society organizations are in fact largely subject to advanced liberal rule, rendering them responsible and active in their own government. This global governmentality, in turn, unfolds through a post-political machinery that effectively blurs boundaries between international donor, state, and civil society institutions. Ultimately, this means that researchers interested in resistance must be prepared to extend their visual field considerably.  相似文献

This article explores a key question in political sociology: Can post‐communist policy‐making be described with classical theories of the Western state or do we need a theory of the specificity of the post‐communist state? In so doing, we consider Janine Wedel's clique theory, concerned with informal social actors and processes in post‐communist transition. We conducted a case study of drug reimbursement policy in Poland, using 109 stakeholder interviews, official documents and media coverage. Drawing on ‘sensitizing concepts’ from Wedel's theory, especially the notion of ‘deniability’, we developed an explanation of why Poland's reimbursement policy combined suboptimal outcomes, procedural irregularities with limited accountability of key stakeholders. We argue that deniability was created through four main mechanisms: (1) blurred boundaries between different types of state authority allowing for the dispersion of blame for controversial policy decisions; (2) bridging different sectors by ‘institutional nomads’, who often escaped existing conflicts of interest regulations; (3) institutional nomads’ ‘flexible’ methods of influence premised on managing roles and representations; and (4) coordination of resources and influence by elite cliques monopolizing exclusive policy expertise. Overall, the greatest power over drug reimbursement was often associated with lowest accountability. We suggest, therefore, that the clique theory can be generalized from its home domain of explanation in foreign aid and privatizations to more technologically advanced policies in Poland and other post‐communist countries. This conclusion is not identical, however, with arguing the uniqueness of the post‐communist state. Rather, we show potential for using Wedel's account to analyse policy‐making in Western democracies and indicate scope for its possible integration with the classical theories of the state.  相似文献

This paper draws on the writings of Michel Foucault, in particular his lectures on biopolitics at the Collège de France from 1978–79, to examine liberalism and neoliberalism as governmental forms that operate through different models of surveillance. First, this paper re‐reads Foucault's Discipline and Punish in the light of his analysis of the art of liberal government that is advanced through the course of these lectures. It is argued that the Panopticon is not just an architecture of power centred on discipline and normalization, as is commonly understood, but a normative model of the relation of the state to the market which, for Foucault, is ‘the very formula of liberal government’. Second, the limits of panopticism, and by extension liberal governance, are explored through analysis of Gilles Deleuze's account of the shift from disciplinary to ‘control’ societies, and Zygmunt Bauman's writings on individualization and the ‘Synopticon’. In response to Deleuze and Bauman, the final section of this paper returns to Foucault's lectures on biopolitics to argue that contemporary capitalist society is characterized not simply by the decline of state powers (the control society) or the passing down of responsibilities from the state to the individual (the individualization thesis), but by the neoliberal marketization of the state and its institutions; a development which is underpinned by a specific form of governmentality. In conclusion, a four‐fold typology of surveillance is advanced: surveillance as discipline, as control, as interactivity, and as a mechanism for promoting competition. It is argued that while these types of surveillance are not mutually exclusive, they are underpinned by different governmentalities that can be used to address different aspects of the relationship between the state and the market, and with this the social and cultural logics of contemporary forms of market capitalism more broadly.  相似文献

Questions of rural governance have been attracting growing interest in recent years as rural analysts turn their attention to the institutional transformations that are taking place in and around the local state. This paper is concerned with the relationships between new governance agencies and rural communities. It follows recent contributions to the rural studies literature by adopting a ‘governmentality’ perspective which views the current emphasis on community involvement and empowerment as part of a broader neo-liberal strategy of ‘governing through community’. In the paper, I address a particular gap in the governmentality literature by examining how the underlying shift towards community action and local involvement is mediated and implemented by local and regional agencies in the Scottish Highlands, focusing specifically on the relationship between local enterprise companies and local communities. As such, the paper explores the tension between the concern with local participation and the reliance upon a set of managerial ‘technologies’ such as targeting and financial controls which reflect a need to ensure that local agencies are accountable to (central) government. The paper argues that while local state agencies must be analysed within wider circuits of power, local agencies and community groups retain some capacity to influence processes of rural governance. In conclusion, I suggest that the governmentality approach provides some critical insights for re-interpreting and analysing rural governance as a particular field of research.  相似文献

This article investigates how the Japanese colonial state's new governmental rationality was deployed and how these technologies of rule sought to regulate Koreans. Using the theory of colonial governmentality, it examines the 1912 burial rules that transformed Koreans' social norms on death and the dead. In order to achieve efficient state management of burial customs, the Japanese colonial government applied laws pertaining to burials, and the disciplinary technologies of policing and punishment. In so doing, the colonial government disciplined the individual Korean body and enforced conformity to colonial institutions.  相似文献

Using Foucault's governmentality approach this paper analyses recent developments in power relations between different levels of government. Taking as its empirical focus the relationship between England's National Park Authorities (NPAs) and the UK government, the paper argues that there are two competing imperatives at work in the governance of England's national parks: a political imperative to devolve competencies to the regional level to allow for policy differentiation and an administrative imperative to manage and control the public policy process to ensure the achievement of national policy objectives in rural areas. Both imperatives shape the conduct of individual NPAs but to date the managerial tendencies of central government have been more influential in the changing governance of England's national parks.  相似文献

Low fertility rates and an aging population challenge the city‐state of Singapore. The Singaporean government therefore encourages singles to marry and have children. Using ethnographic data and interviews (N = 28), collected between August and December 2012, this explorative study examined the relationship between government interference and the love lives of young, well‐educated, single women in Singapore. Getting married is expected not only by the state, friends, and family members but also by singles themselves. The author examined how young women view and experience these social ideals in their daily lives. Foucault's (1982, 1984) idea of governmentality and Budgeon's (2008) idea of couple culture were used to investigate how government policies intervene in the romantic relationships of individuals through various channels, such as the housing policy, matchmaking initiatives, and social norms. The government may effectively affect individuals in certain ways, whereas at other times individuals may act in a manner that is opposite to what the government expects.  相似文献

Although the Chinese state has allowed US-based transnational corporations to play an instrumental role in China's information technology (IT)-led development strategy, a dominant segment of Chinese political and technological leadership has always been wary of the negative political, economic and cultural implications of continued American domination in digital technological developments. Chinese efforts at asserting greater control over a rapidly evolving networked communication infrastructure have been multifaceted. Significantly, the past few years have seen an escalation of domestic discourses on “network sovereignty” and “indigenous innovations” or the mastery of core technologies at the industrial development strategy and technological policy levels. An elite consensus has crystallized around the mobilization of national resources to catch up with the United States in hardware and software IT developments, particularly to achieve potential leadership in next-generation network technologies. However, China's quest for technological leadership in the network age continues to be constrained by a range of domestic political economic forces on one hand, and mediated by the paradoxical dynamics of interstate cooperation and rivalry in the political economy of global communication on the other. The growing transnational nature of the capitalist accumulation process, of which China's deepened global integration through its rapidly expanding and increasingly market-driven information industry has been a critical component, has further complicated these endeavors.  相似文献

This article draws out one of the core reasons why children should be conceived as active agents in research, particularly policy‐related research. The main thesis is that policy inevitably projects and, to an extent, constitutes the subject identities of its intended objects — in this case, that of ‘children’. Drawing on several bodies of theory — the ‘new’ sociology of childhood, identity theory, ‘governmentality’ and theories of discourse — the article shows why not incorporating children’s voices is a problem for social policy, and suggests that the impact of their exclusion has the potential to render policy both inappropriate and non‐responsive.  相似文献

In this article, we lament the effects of practice-distant research and associated policy initiatives on contemporary children's services in England. In the last decade, as a result of high profile inquiries into non-accidental child deaths, statutory children's social care services in the UK have been subject to a wide-reaching ‘modernization’ programme. We studied decision-making in the high blame environment of local authority children's services. Our research sought to examine the relationship between performance management and the impact of anticipated blame within the decision-making practices of those providing, supervising and managing these services. We show that systems and technologies can be developed which both assist the users in their daily work and achieve desired organizational goals, but without an ethnographically informed, practice-near approach, unsafe work regimes and practices can ensue.  相似文献

Since the early 1990s, there has been investment in women's entrepreneurship policy (WEP) in Sweden, which continued until 2015. During the same period, Sweden assumed neoliberal policies that profoundly changed the position of women within the world of work and business. The goals for WEP changed as a result, from entrepreneurship as a way to create a more equal society, to the goal of unleashing women's entrepreneurial potential so they can contribute to economic growth. To better understand this shift we approach WEP as a neoliberal governmentality which offers women ‘entrepreneurial’ or ‘postfeminist’ subject positions. The analysis is inspired by political theorist Nancy Fraser who theorized the change as the displacement of socioeconomic redistribution in favour of cultural recognition, or identity politics. We use Fraser's concepts in a discourse analysis of Swedish WEP over two decades, identifying two distinct discourses and three discursive displacements. Whilst WEP initially gave precedence to a radical feminist discourse that called for women's collective action, this was replaced by a postfeminist neoliberal discourse that encouraged individual women to assume an entrepreneurial persona, start their own business, compete in the marketplace and contribute to economic growth. The result was the continued subordination of women business owners, but it also obscured or rendered structural problems/solutions, and collective feminist action, irrelevant.  相似文献

The central challenge in evaluating any aspect of children's policy in Northern Ireland is finding a way to combine acknowledgement of the political violence and instability that marks it out from other UK jurisdictions with recognising its experience as a variation on shared themes. In this paper the devolution agenda of New Labour is related to the progress being made in the peace process and its implications for children's policy considered through focusing on child welfare. With illustrations from policy, legislation and practice, the traditional social policy commitment to ‘parity’ is shown to have always involved negotiation and accommodation between the realities of the region and Westminster's objectives. It is suggested that under New Labour that is continuing and that the term ‘subsidiarity’ may prove helpful in describing and engaging in this process. Public sector reforms continue to preoccupy governments all over the world, compelled by the need to ‘get the state right’ through better policy development and implementation. Developing countries see this as the path to a developmental state. This article examines Ghana's quest to build such a state through its new public sector reforms, originally hailed in hyperbolic terms. We argue that the rejection of a top‐down and bottom‐up synergy in favour of an exclusively top‐down approach dooms this effort to failure.  相似文献

This study tackles the gap in public relations research on what drives users of microblogs in China to follow nonprofit organization (NPO) accounts and share (retweet) their posts, from a multidimensional perspective of the NPO, the microblog audience, and the post features. Using a content analysis of Sina Weibo data of 95 NPO accounts, results suggested that an NPO's status on Weibo is a significant predictor of its follower number. Follower numbers and activeness directly affected the NPO's number of retweets. Informative posts and posts that fulfill multiple gratifications were found to be more sharable than other post types. In addition, a post's originality, media richness, inclusion of opinion leaders, and endorsement by influential users all contributed to its level of circulation. This knowledge is essential for NPOs to spread information and build online communities that facilitate dialogic engagement and quality organization–public relationships with their stakeholders on social media in China's context.  相似文献

Rural development policy and practice in the ‘advanced’ Western nations is based increasingly on community-led strategies that seek to manage risk and facilitate change at the local level with minimal direct state intervention. It is widely assumed that such development strategies enable local people to have a greater say in transforming the fortunes of their communities, and are therefore a means of empowerment. Drawing upon the literature on governmentality, this paper argues with specific reference to Australia that such a view depoliticises the significant role played by expertise in defining, governing and setting limits on community-led rural development. We suggest that the notion of risk provides a crucial focal point for exploring sociologically the expert knowledge, categories and techniques through which communities are encouraged to think of and manage themselves as ‘self-governing’, ‘empowered’ and ‘responsible’. Additionally, foregrounding the concept of risk enables a critical analysis of the power-knowledge effects of expertise on rural development practice. Thus, we argue through the use of two case studies that while the use of various forms of rural development expertise creates opportunities for some communities, it enhances inequality for others who either fail to conform to the risk-minimising forms of conduct prescribed by experts, or who pursue alternative forms of development. The paper concludes by considering the implications of these arguments for rural development policy and practice in Australia and in other nations.  相似文献
