This article compares how child welfare workers in Norway and England experience and cope with communication problems resulting from cultural differences. This study is based on in-depth, semi-structured interviews with 53 front-line child welfare workers and draws on social theories that understand communication as a social act. We show cross-country variations in child welfare workers' perceptions of the communicative problems and coping mechanisms. In Norway, social workers think that minority parents' perceptions on children's needs and child-rearing and parents' lack of understanding of the child welfare system were challenging. Social workers in England perceive the physical abuse of minority children as problematic. They are also concerned about carers' fears of social workers forcing majority cultural values on minority families. While social workers in both countries spend more time with minority families, their approaches dealing with communication challenges correspond to their different problem perceptions. Social workers in Norway act as cultural instructors: they focus on the needs of the minority child and instruct parents about Norwegian values and the Norwegian welfare system. Social workers in England are cultural learners: they focus on practising in anti-oppressive ways, while protecting ethnic minority children from physical abuse. Both approaches avoid going into real communication about perceived problems and what a child might need. We also discuss the implications of these findings on social work practice.  相似文献

This article deals with the knowledge base and methodological orientation of Swedish social workers and their attitudes to different sources of knowledge as a basis for practice. By means of a survey, 412 social workers in 12 municipalities responded to questions about their education, further training, the periodicals and books read and their views about the knowledge required for their tasks. The response rate was 93%. The data were analysed with quantitative techniques, including logistic regression analysis and show the following results: (1) The methods used in practice differ from what might be expected considering the content of social work education; (2) The Swedish methodological repertoire differs somewhat from that described in the Anglo-Saxon literature; (3) Different areas of social work display quite dissimilar images. Social workers in child welfare are closest to a coherent knowledge base, while those dealing with social assistance are least well off in this respect; and (4) Overall, there is an obvious lack of a common and up-dated knowledge base. Less than 1 in 10 read research-oriented periodicals and relevant books more than once or twice a year. These results are discussed in relation to the quality of social work education, social workers' attitudes to research-based knowledge, the research itself and the organisational setting of social work practice.  相似文献

Considerable advances have been made in recent years in medical genetics. These advances have led to a better understanding of the inheritance of disease. Social workers involved in schools, child welfare, medical, and other institutional settings often work with clients who have genetically inherited disorders. Consequently, there is a growing need for social workers to increase their knowledge of genetics and genetic counseling. Internationally, child welfare services experience chronic workforce shortages and high rates of staff turnover. One strategy adopted to fill critical workforce gaps is the international recruitment of social workers. Child welfare employers in Australia, New Zealand and the United Kingdom have a shared tradition of recruiting transnational social workers to address ongoing labour shortages in the Northern and Southern Hemisphere. This raises questions about the impact of this practice for those migrating social workers and about practice with indigenous populations. This paper scoped publications to identify emerging themes about social work movement between these countries, with a focus on knowledge that can prepare transnational social workers for the unique Australian context, including working with Aboriginal and Torres Strait Islander communities. The review found that international recruitment to statutory child welfare in Australia is not well researched, with limited evidence about the profile of recruits, the effectiveness of this strategy and retention rates. The demographics and experiences of overseas qualified social workers in child welfare over the past 40 years in the various Australian jurisdictions remain relatively unknown. There are major gaps in knowledge about the ways international recruitment affects outcomes for children, and their families, in Australia's statutory child welfare services delivery.  相似文献

Social work in the field of child welfare is complex and full of challenges. In British Columbia Canada, the Ministry of Children and Family Development, which is the main employer of social workers, entered a partnership with universities to educate baccalaureate social work students in a child welfare specialization. This paper examines an instructional approach to child welfare education at the University of Northern British Columbia. The geography of the university region as well as the need to maintain a critical standpoint presented challenges in the delivery of a child welfare specialization course. The development of an online child welfare practice course assisted the university in meeting the challenges. This paper describes the practice context for social workers in British Columbia as well as the design of the online course offered to social work students at the University of Northern British Columbia.  相似文献

This paper considers the issues which emerged from studies relating to child protection in Europe and looks at the value and utility of cross-national comparisons in this field of social welfare. In one study, social workers in eight systems of child welfare took part in a study of practice based on a case vignette. In another, parents in three countries described their experience of child welfare interventions. The paper looks at elements of the structuring and functioning of child welfare and child protection, based on a triangulation of the experience of users and the experience of practitioners. Drawing examples from the research, the author considers how a knowledge of structures, culture and ideology can throw light on the functioning of child welfare services.  相似文献

The purpose of this research is to compare public child welfare workers' perception of job conditions, unmet expectations, and burnout to those of social workers in other settings. Using data from a sample of 408 social workers identified from a cross-sectional random survey of California registered social workers, a series of ANOVA and multiple regression analysis was performed. Results of ANOVA revealed that public child welfare workers experienced higher workloads, greater role conflict, and depersonalization, and had lower personal accomplishment. However, they had similar levels of unmet expectations and emotional exhaustion as other social workers. Adjusted for perceived job conditions and demographic characteristics, regression analyses revealed that public child welfare workers had significantly higher levels of depersonalization than those of private child welfare workers. Finally, workers in public settings exhibited significantly lower levels of personal accomplishment than social workers in private settings did, regardless of their practice field. Implications for organizational practices and future research are discussed.  相似文献

The financial resources provided by the General Social Care Council (GSCC) which supports the education and registration of social workers, has allowed for an increase in user involvement in social work programmes in England and Wales. This article discusses the sources of knowledge appropriate for social workers and social care workers including the significance of the service user knowledge base for social work theory and practice. A project is described which involved students in a consultation process with service users whose role it was to contribute to the students' learning in a particular area, specifically understanding their experience of social workers and the issues of discrimination which they faced and the processes which were helpful in resisting oppression.  相似文献

Work-related mental distress and its impact on employees’ working life is a mounting issue among Finnish social workers. This article focuses on identifying the factors associated with child welfare social workers’ occupational well-being. The occupational well-being of Finnish child welfare social workers (N?=?364) and social workers whose duties do not include child protection work (N?=?524) was explored and compared with each other using t-test statistics and logistic regression analysis. The data, collected in 2014/2015, were obtained from an ongoing longitudinal cohort study on work-related well-being among Finnish public sector employees. A multi-dimensional and holistic approach to occupational well-being was used as the outline for the analysis and comparison of the two groups. Child protection social workers reported higher levels of burnout and secondary traumatic stress than social workers without child protection duties. Despite these burdens, both groups showed a similar level of general health, compassion satisfaction and overall occupational well-being. Individual and organizational factors associated with high occupational well-being were identified. Supervision was found to be an important supporting element. This study identified multiple determinants related to social workers’ occupational well-being, comprising positive and negative elements with regard to organizational and individual factors.  相似文献

Practice placement has been a basic component in Social Work Programmes for many decades in Norway as elsewhere, and supervision of students has been a valued role for social workers. Here, we have carried out a pilot study of nine supervisors from various practice settings, dealing with their experience with and views about supervision of students. The aim was to get more knowledge of student supervision today and the meaning of student supervision in different practice settings. We found that the content of supervision depended on the agency context. Supervision embodies core agency values. There was a lack of common ground between supervisors and the school of social work, and between supervisors and the students.  相似文献

Social workers are exposed to trauma vicariously through the trauma of their clients. This phenomenon, called secondary traumatic stress, vicarious traumatization, or compassion fatigue, presents a risk of negative personal psychological consequences. Based on a sample of 166 child welfare workers and using standardized measures, the study findings document the link between a personal history of primary trauma, childhood abuse or neglect, and the heightened risk for secondary traumatic stress in child welfare workers.  相似文献

The professionals use social services supervision as an educational and administrative process, meant to support. Supervision is a relatively new field introduced in the Romanian social welfare institutions. The article approaches the role of supervision in the process of professional development of social workers, following a research based on Grounded theory. We conducted this research into an elite NGO, in the North-Eastern Romania, in the domain of child protection. Supervision is a social practice based on the relationship between a person with extensive professional experience and a professional effectively involved in case management. Supervision is seen as a prerequisite to quality social services organization. Effectiveness of the supervision process may be an indicator of the quality of social work practice in an organization. The data were collected through interviews of participants in the research. The interviewed subjects operate with a definition of the supervision as being a practice based on individual or group interview, formal or informal, consisting in a series of specific phases (initial, development, end). Supervision involves the establishment of professional relationships between the participants and the quality of services and training received. This definition is partially different from those in the literature.  相似文献

This analysis examines the role of agency policy and supervision in the decision-making of child welfare workers about their work-related social media use. Data were collected using a mixed-methods internet-based survey of 171 child welfare workers and interns about their social media use related to their direct-practice work with child welfare clients. The study finds that supervisor approval and agency policy is correlated with worker's social media use, and that workers find utility in social media use, but have poor clarity about how they should use social media in the child welfare work setting. These results suggest a need for agency policy and practice guidelines. Implications for child welfare agencies include an opportunity to consider the types of policy development necessary to ensure that multiple stakeholders are represented in policy and practice decisions, and that they reflect the possible benefits and risks of social media use.  相似文献

The growing practice of arranging and financing “foster placement” of abused and neglected children with relatives provides an opportunity to redefine relationships between extended families and the child welfare system. The dilemmas and possibilities presented by kinship care as a child welfare service challenge schools of social work to provide intellectual leadership and to prepare social workers for changing child welfare practice. The author's ideas concerning responses to this challenge focus on key mandates of the Council on Social Work Education's Curriculum Policy Statement and on five principal curriculum areas in social work education.  相似文献

The disparity of African American families in the foster care system is a concern in the field of child welfare services and the social work profession. African American families experience unique challenges related to discriminatory practices and implicit biases in the child welfare system and by mandated reporters. To address these inequalities, state and local agencies have implemented prevention and intervention services to support minority families. Additionally, child welfare agencies have invested in professional development training for their workers to alleviate possible intolerant practices. This article describes implicit biases and considers how they could contribute to the disparity of African American families involved in the child welfare system. Furthermore, the article presents approaches to help social work students to identify and challenge their implicit biases to support culturally sensitive practices while working with African American families. The child welfare system is founded on a belief that children are sometimes endangered by their parents or caregivers and must be saved by agents of the state. Children are perceived as objects to be saved, but they are rarely seen as active strategists in their interactions with child welfare system social workers. Using ethnographic data collected during observations of social workers and juvenile court proceedings, this article shows how children have their own complex understandings of state intervention and strive—to varying degrees of success—to contest official views of their lives and provide competing forms of knowledge. Specifically, children attempt to rework state actors' perceptions of their families and familial problems, use state actors as an audience for their versions of their lives, and attempt to mobilize state power for personal or material gain.  相似文献

Child welfare workers experience higher rates of vicarious trauma, workplace stress, and compassion fatigue, when compared to other social service workers. Increasingly, social service agencies, in general, and child welfare agencies, specifically, recognize the importance of self-care in assuaging these problematic employee outcomes. However, research that explicitly examines the self-care practices of child welfare workers in nominal. This study brief explores the self-care practices of child welfare workers (N = 222) in one southeastern state. Results reveal that child welfare workers only engage in self-care at moderate levels. Additionally, data suggests that variables such as health status, current financial status, and relationship status significantly impact personal and professional self-care practices, respectively. After a terse review of relevant literature, this brief will explicate findings associated with this study, and identify salient discussion points and implications for child welfare training, practice, and research.  相似文献

Social workers are an important source of reports to child protective services in the United States (US). However, it is unclear what role social work education plays in preparing social workers for this responsibility. The current study explores how undergraduate and graduate social work programs in the US prepare students as reporters. This study found that while almost all programs that participated in this study provide students with some content related to their role as reporters of child maltreatment, there are varying ways such content is provided, and many avenues for improvement.
