This article draws on long-term fieldwork among Slovak Roma migrants, identifying processes through which a haunting figure of the Roma migrant emerges across Europe, to argue for more differentiated accounts of continuing and emerging forms of racialisation. It explores how the movement of Roma (whose bodies are marked by their racialised ‘darkness’ in Slovakia) to Britain granted them a temporary escape from this modality of branding while simultaneously exposing them to different categorisations within a re-configuring classificatory matrix. The article develops the concept of ‘migrating racialisation’ in order to empirically trace how historically developed forms of racialisation in Slovakia migrate across Europe through the movement of Roma and non-Roma migrants from Eastern Europe, as well as through particular forms of knowledge circulating within transnational fields constituted not only by Roma migrants themselves but also by various institutions for ‘managing’ or ‘researching’ ‘the Roma’. This concept allows us to analyse how the recent forms of racialisation simultaneously draw on heterogenous histories and nation-state formations, social conditions and sedimented bodily dispositions, which are re-adjusted to new social conditions, discourses and emerging forms of knowledge produced about Roma migrants over the last decade in British and European contexts.  相似文献

Ethnic-racial socialisation is broadly described as processes by which both minority and majority children and young people learn about and negotiate racial, ethnic and cultural diversity. This article extends the existing ethnic-racial socialisation literature in three significant ways: (1) it explores ways children make sense of their experiences of racial and ethnic diversity and racism; (2) it considers ways children identify racism and make distinctions between racism and racialisation; and (3) it examines teacher and parent ethnic-racial socialisation messages about race, ethnicity and racism with children. This research is based on classroom observations, semi-structured interviews and focus groups with teachers, parents and students aged 8–12?years attending four Australian metropolitan primary schools. The findings reveal that both teachers and parents tended to discuss racism reactively rather than proactively. The extent to which racism was discussed in classroom settings depended on: teachers’ personal and professional capability; awareness of racism and its perceived relevance based on student and community experiences; and whether they felt supported in the broader school and community context. For parents, key drivers for talking about racism were their children’s experiences and racial issues reported in the media. For both parents and teachers, a key issue in these discussions was determining whether something constituted either racism or racialisation. Strategies on how ethnic-racial socialisation within the school system can be improved are discussed.  相似文献

ABSTRACT

The article proposes a pathway towards a theorisation of diversity. It is argued that diversity can be understood as referring to the complex outcomes of multifaceted processes in which various schemes of classifications are applied to persons and segments of populations. A growing interest in individuals and their qualities, combined with the development of information technologies, has stimulated a proliferation of person-related categories. Diversity offers an analytical lens for studying the relational qualities of various person-related differences, the interaction between categories of different scale and scope and their situational organisation. Thereby, it goes beyond notions of identity, on the one hand, and intersectionality, on the other. In the second part of the article, the outlined framework is applied to the cases of youth welfare practice in Stuttgart and Frankfurt. The focus of the case analysis is migration-related categories and how they relate to larger configurations of person-related differences in the field of youth welfare practice. It is argued that a diversity perspective, as suggested here, allows us to capture an element of opaqueness and ambiguity concerning migration-related differentiations that has implications for the understanding of ongoing debates about discrimination and racialisation.  相似文献

ABSTRACT

This special issue showcases work that theorises and critiques the political, economic, legal, and socio-historical (‘ethnic’ or ‘cultural’) subordination of the European Roma (so-called ‘Gypsies’), from the specific critical vantage point of Roma migrants living and working within and across the space of the European Union (EU). Enabled primarily through ethnographic research with diverse Roma communities across the heterogeneous geography of ‘Europe’, the contributions to this collection are likewise concerned with the larger politics of mobility as a constitutive feature of the sociopolitical formation of the EU. Foregrounding the experiences and perspectives of Roma living and working outside of their nation-states of ‘origin’ or ostensible citizenship, we seek to elucidate wider inequalities and hierarchies at stake in the ongoing (re-)racialisation of Roma migrants, in particular, and imposed upon migrants, generally. Thus, this special issue situates Roma mobility as a critical vantage point for migration studies in Europe. Furthermore, this volume shifts the focus conventionally directed at the academic objectification of ‘the Roma’ as such, and instead seeks to foreground and underscore questions about ‘Europe’, ‘European’-ness, and EU-ropean citizenship that come into sharper focus through the critical lens of Roma racialisation, marginalisation, securitisation, and criminalisation, and the dynamics of Roma mobility within and across the space of ‘Europe’. In this way, this collection contributes new research and expands critical interdisciplinary dialogue at the intersections of Romani studies, ethnic and racial studies, migration studies, political and urban geography, social anthropology, development studies, postcolonial studies, and European studies.  相似文献

This paper investigates the role of mobility and settlement in reworking ethnic identification among the Khachchara in Kathmandu, Nepal. The Khachchara are a small group of around 350 families, the descendants of Tibetan mothers and Newar fathers, who predominantly worked and lived as traders in Tibet. After the Chinese occupation of Tibet, the Khachchara had the option of obtaining citizenship, yet many returned to Nepal with their spouses and children. On relocating to Nepal, caste considerations of purity came into play for the descendants of mixed marriages, forcing the Khachcharas to re-evaluate their ethnic identities as well as their place in Nepali society. Exploring Khachchara genesis through their history, mobility stories and their present hybrid affiliations shows how mobility disembeds identity and engages elective belonging. In this paper, the paradox of Khachchara ethnicity negotiating common ground in terms of their distinctiveness as a group, particularly through self-help organisations such as the skyid sdug (Tib.), and their assimilation into other ethnicities, is set in a discussion of translocal and transnational geographies, addressing both situatedness and de-territorialisation.  相似文献

In this paper we examine flexible ethnic identity formation as a mechanism of accommodation and resistance deployed by a particular social group with origins in the periphery as they respond to changing political and economic forces in the world-system. This paper addresses criticisms that world-system analyses are ‘too macro’ or ‘structurally deterministic’ by examining on the ground action and responses by a local oppositional movement within its broad political and economic context. Its focus is an historical case study of a particular group of people whose origins lie in European colonial expansion into the Caribbean in the seventeenth century. The paper begins by recounting ethnographic reports of Garifuna origin myths, then sketches this group's forced incorporation in a colonial world-system (and their responses), discusses their assignment to ‘minority group’ status within newly independent Belize at about the same time they are establishing transnational communities via migration to the United States, and concludes with some thoughts on the emerging ‘virtual communities’ of Garifuna and indigenous peoples around the world that are emerging on the worldwide web today. We explore what the notion of ethnic identity means in this particular case, and how and why it changes over time. We also try to understand if this flexible identity, and the social movements that arise as it is redefined, can be understood as a form of ‘resistance’. Finally, we ask if diasporic identity movements of indigenous people, like the Garifuna, actually or potentially can contribute to rising challenges against the forces of contemporary ‘globalization’.  相似文献

The welfare state was constructed to ensure the well-being of a sedentary population, consisting of citizens living within the territorial boundaries of the nation. However, mobility patterns change, and more people lead lives that criss-cross national borders while drawing on different sources of transnational social protection – the welfare state included. Now, the daily work of bureaucrats involves delivering national social security benefits to transnationally mobile recipients. Through encounters and casework processes, these welfare state bureaucrats observe how ‘transnationals’ deal with complex regulations and make use of the social security system. This article explores bureaucrats’ perceptions of individuals’ agency and behaviour as they reconcile their transnational mobility with national social security. It builds on data collected during ethnographic fieldwork in the Norwegian welfare administration, including 36 interviews, participant observation and informal conversations. The analysis identifies an institutional perspective of transnationals’ agency as shaped by their level of regulatory awareness and compliance. The bureaucrats observe some types of transnational behaviour to be more prevalent than others. As the article concludes, these bureaucratic perspectives have major implications for transnational social security delivery and how the welfare state accommodates transnational mobility.  相似文献

ABSTRACT

Among the many meanings of transnationalism(s), the political significance of transnational action from the perspective of individual migrants does not always gain enough attention. It is usually framed as a way transnational migration processes affect the state, how social movements formed in the diaspora compete for the stake in the home country or how a particular state manages its diaspora through various policy means. This article will call for a more actor-centred approach in which individuals’ choices and strategic decisions have an anti-state frame of reference dominating their individualised agendas and norms of behaviour. These are not overtly political, thus falling outside a typical political science lens, but follow what James Scott refers to as ‘small scale resistance’ or ‘weapons of the weak’ of structurally subordinate groups. In the case of Polish migrants I discuss, this follows a long-lasting tradition of contestation of the state normative and institutional structures, its surveillance, migration regimes and ways in which institutions aim to control human actions. With the advent of increased mobility within the European Union due to EU integration processes and the subsequent volume of these flows, these types of behaviour and cultural attitudes gain particular prominence offering a variety of means and opportunities to manoeuver between structural constraints, contesting them and at times even changing them to individual advantage. I argue that these culturally and structurally mutually reinforcing features of anti-state culture make migrants from Poland a particular type of agents in the European web of transnational social fields.  相似文献

This article explores the continued importance of teaching a diverse curriculum at a time when issues of racial and ethnic equality and diversity have been increasingly sidelined in the political discussion around ‘British’ values and identities, and how these should be taught in schools. The 2014 History National curriculum, in particular, provoked widespread controversy around what British history is, who gets included in this story and how best to engage young people in increasingly diverse classrooms with the subject. The new curriculum provides both opportunities for, and constraints on, addressing issues of racial and ethnic equality and diversity, but how these are put into practice in an increasingly fragmented school system remains less clear. Drawing on the findings of two research projects in schools across England and Wales, this article examines the challenges and opportunities facing teachers and young people in the classroom in the teaching and learning of diverse British histories. We argue that it is not only the content of what children and young people are taught in schools that is at issue, but how teachers are supported to teach diverse curricula effectively and confidently.  相似文献

ABSTRACT

After the 2008 global crisis, Italy has experienced a relevant resumption of emigration. Tens of thousands of young Italians have chosen London as their favourite destination, giving rise to a new Italian community in the city. This article focuses on the transformation of migrants’ national identity and on a distinctive device of identity expression: language. Sample cases, extracted from a dataset collected for an original doctoral project, are used to explain how the insertion of English elements in speakers’ native language become the expression of the loss of pure national identity and of the renegotiation of transnational and migratory identities.  相似文献

ABSTRACT

Based on a doctoral study of Polish migrant mothers living in Germany and the United Kingdom, this paper examines women's narratives pertinent to ethnicity, gender and social class, as well as the mutual entanglements of these dimensions. While the ethnic identity matrix often evokes dimensions of transnationalism and integration, the addition of the femininity component illustrates the diversity among contemporary Polish migrant women in Western Europe with regard to their identity practices. The analyses of transnational, translocal and cosmopolitan orientations highlight their binding to a contextualized understanding of femininity – its various markers and corollary epitome of motherhood, particularly in the Polish context. The main findings comprise an ideal-type based typology of migrant mothering, which sheds light on how mobility and gender intersect. The discussions adopt the social class lens in an attempt to focus on the implications of certain maternal and migrant identities among Polish women. By underscoring the value of both integration and transnationalism perspectives, the paper calls for additional aspects of translocality and hybridization, seeing them as noticeable social markers of the Polish female migrants’ biographies.  相似文献

ABSTRACT

This article considers how the migration industries lens can be usefully employed in understanding how professional intermediaries enable, structure, and create transnational migration lifestyles of the super-rich. In particular, we examine how intermediaries and their services (1) enable the continued sustenance of transnational migration lifestyles for this group of elites; and (2) structure and create elite transnational lifestyles. This article primarily draws on interviews with professional intermediaries who service the super-rich, and content analysis of their websites and brochures. Inspired by insights from the new mobilities paradigm (and in particular the politics of mobility), we argue for an expanded conceptualisation of the migration industries beyond the literature’s current focus on labour recruitment and migration management. Specifically, we suggest thinking of the migration industries as a collection of actors and services that enable, structure, and create different types of ‘migrants’, their spaces and their highly uneven transnational mobilities – including that of the super-rich and their elite transnational lifestyles. We conclude with suggestions for a research agenda that may help to better understand the role of intermediaries in the creation of differentiated mobilities.  相似文献

Over the last 20 years, European identity has become a key topic widely investigated in social sciences. However, most research has only focused on EU nationals and EU immigrants, neglecting the fact that a substantial segment of citizens in Europe are non-EU immigrants. This article explores the differences between and within EU and non-EU immigrant groups in terms of European identity and potential factors behind these differences. Based on the 2013 IAB-SOEP Migration Sample of first generation immigrants in Germany (N?=?2581), this paper reveals that non-EU immigrants tend to identify as European – even if to a lesser extent than EU immigrants. Moreover it provides a systematic comparative exploration of different factors possibly able to foster a European identity among EU and non-EU immigrants. It reveals, for instance, that religious affiliation has no significant impact but that spatial mobility is especially important in accounting for patterns in ethnic disparities in the endorsement of a European identity. Furthermore, this article illuminates a positive association between European identity and identity with the receiving society among both EU and non-EU immigrants as well as a positive association between European identity and identification with the origin country among EU immigrants.  相似文献

This article is an in-depth exploration of local efforts to build a transnational sense of cultural citizenship in the border cities of Frankfurt(Oder), Germany and S?ubice, Poland. Based on ethnographic fieldwork conducted between 2004 and 2006, this article focuses on the various strategies and activities of ‘S?ubfurt’, a community-based NGO with the goal of redefining S?ubice and Frankfurt(Oder) as a unified social space. In pursuing this goal, S?ubfurt engages with European Union-wide social and political dynamics aimed at enhancing international cooperation and integration by de-emphasizing national borders and promoting a transnational sense of ‘European’ identity. This article therefore addresses the interplay between local cultural politics and the tactics and techniques of supranational forms of governmentality, and examines attempts to establish new symbols, events, practices and traditions that support the development of a cross-border community identity and cultural citizenship within the two cities.  相似文献

In this paper, I try to clarify the notions of racialisation and racial formation and how they operate in the framework of nation states like Brazil. My main argument is that these processes are always constrained by the formation of social classes and national cultural repertoires even if transnational forces are important in nurturing them. I conclude by making a preliminary effort to unravel mechanisms and institutions which allow these processes of racialisation and racial formation to form part of the daily lives of black Brazilians in the context of class-structured urban spaces.  相似文献

Current analyses of ethnicity and religion emphasise the subordination of the one to the other in the construction of collective identities. One line of research perceives religion as a resource of political mobilisation, while another conceptualises religion as the essence of ethnicity. As opposed to these analyses, this article explores how these two markers intersect and constitute each other in the process of identity formation. I centre on the ways Shas, an ethno-religious movement in Israel, mobilises hegemonic ethnic and religious markers of Middle East and North African (MENA) Jews in order to construct its collective identity. The analysis of Shas’s newspapers shows how, by suffusing religious traditions with ethnic meaning and marking an ethno-class collective as religious, Shas interweaves ethnicity and religion and resignifies their relation. This identity project is intended to redefine the symbolic boundaries of the Jewish nation and to redeem MENA Jews from their marginality. Intersectional analysis as applied in this article explains why different ethno-class and religious collectives imagine themselves as sharing a common identity, illumines why particular identity markers are chosen out of the numerous existing categories, and provides an explanation for the flexibility of social movements.  相似文献

When transnational migration begins to resemble internal mobility, as is the case in the European Union, is there any need for integration into the country of destination, or do intra-European migrants adopt a European identity? This article is based on data collected about highly skilled Finns who have moved within the EU. Most of them continued to form their identity around their country of origin. Nearly 60% of the migrants of the study also identified with Europe, while only one-third identified with their country of residence. The article argues that, for such privileged migrants, the possibility of choice is central to identity formation. Neither the national identity of the new home country nor a European identity per se can substitute the former, more important identity received through socialization. However, moving abroad does have an impact on the ways these migrants ‘do identity’. Adding a dimension of Europeanness to their existing national identity is a way of belonging to a greater collective when the localized identification with the country of residence is not required.  相似文献
